Environment Health Directorate
• Mission• “Improve and ameliorate the living environment of Afghanistan in
terms of air, radiation, water, food, waste management and occupational health”
• Food Safety Unit• 9 officials • Functions more as policy and regulation makers• Food establishments/business authorization• Food sampling (with relevant stakeholders)
• Constraints: • Lack of technical staff, novelty of the unit, lack of coordination

Quality Control Directorate• Mission:• “Assure by testing that the different food and medicine products
imported or locally produced are safe and complying with standards”.
• Two sections:• Food Lab and Medicine Lab
• Food Lab:• 7 staff available • Tests food products for compliance with standards• Help Environmental Health Unit in food sampling

Ideal trader• The trader study national law,
regulations, standards, guidelines• Then, go a bring samples,
certificate of analysis , certificate of origin and register a pro-form
• Then, import the food• The sampling is done, the QC
check for compliance• If the product is matching the
requirement, it is issued a permit to the market
• Result: profit!
Afghan trader• The trader decides to import a
new food• Go to foreign country and do
the purchasing• Food arrives to Afghan customs• Custom inform the EHD for
sampling• EDH take sample, QC test it • Then, it is decided whether
food should be released or no.• Result: problems !

Conti…• Food safety is possible only when a farm to table concept is
implemented.• Food safety is the responsibility of food business operator
(90%), and the consumer (10%)• Food safety is achieved when all stakeholders give their inputs
for success. • Food product authorization is tiny but IMPORTANT step
toward SAFE FOOD!
