Introduction In July 2013, the Austin/Travis County Health and Human Services Department (ATCHHSD), along with

many key partners, launched the Community Health Improvement Plan (CHIP). Through extensive

community engagement and research, ATCHHSD identified four priority areas and developed action

plans for each area. The four priority areas are:

Priority Area One: Chronic Disease – Focus on Obesity

Priority Area Two: Built Environment – Focus on Access to Healthy Foods

Priority Area Three: Built Environment – Focus on Transportation

Priority Area Four: Access to Primary Care and Mental/Behavioral Health Services – Focus on

Navigating the Healthcare System

The Texas Hunger Initiative – Austin was designated as the Lead Organizer for Objective 2.1, Strategy 2.1.1 under Priority Area Two: Built Environment – Focus on Access to Healthy Foods:

PRIORITY AREA 2: BUILT ENVIRONMENT – FOCUS ON ACCESS TO HEALTHY FOODS

Goal 2: All in our community have reasonable access to affordable quality nutritious food.

Objective 2.1: By June 2016, increase by 50% access to and participation of eligible people

in food assistance programs (ex. SNAP, WIC, school breakfast and lunch

program, summer food service, Elderly Nutrition Program) that increase

access to healthy food.

Strategies:

Strategy 2.1.1: Conduct assessment to establish baseline of the following:

a) current programs and services to determine which do support access to healthy

foods

b) current capacity of relevant programs

c) participation (#/%) in relevant programs to determine which could absorb

additional participants versus those that would require additional capacity before

further enrollment could take place

d) gap analysis – population, geographic areas that are underserved –to understand

what barriers seem to prevent participation and what means exist to overcome

these barriers.

This report details the availability of and participation in current food assistance programs and services in Travis County. Research and assessment for the report was conducted by the Texas Hunger Initiative – Austin with the help of three undergraduate interns from the University of Texas at Austin and the generous contributions of many local organizations. Information and data was collected directly from partner organizations in the community, from public information available online, and from the THI research department. This is a preliminary report summarizing the information and data collected, and does not yet include an analysis to determine gaps in access to and participation in food assistance programs. Once that analysis is complete, strategic plans to increase access and participation will be created for five to-be-determined geographic areas.

Government Benefits Programs

Supplemental Nutrition Assistance Program (SNAP) SNAP, formerly known as Food Stamps, provides financial support for qualifying low-income

individuals and families who need assistance purchasing food. SNAP is a nutrition program federally

administered by the United States Department of Agriculture Food and Nutrition Service (USDA-

FNS) and administered at the state level by Texas Health and Human Services Commission (HHSC).

Participants receive a monthly allowance of SNAP benefits on an EBT Card – the Lone Star Card –

that functions as a debit card at participating SNAP retailers. To apply for SNAP benefits, Texas

residents can visit a local HHSC office, an organization that assists in benefits applications or apply

online at YourTexasBenefits.com. Eligibility and amount of benefits are determined by income at the

time of application.1

Travis County

17 SNAP application locations. These locations are HHSC benefits offices, community centers, and

organizations acting as community partners.2

57% of income-eligible Travis

County residents receive SNAP

benefits. If the additional 43% of

eligible residents had received

benefits, the county could have

seen an additional $303,054,609

(estimated) in economic activity.3

398 SNAP retailers. These retailers

are grocers, supermarkets,

convenience stores, etc., that

accept SNAP benefits to purchase

food. Only five grocers reported

that they do not accept SNAP

benefits.4

Six farmer’s markets accept SNAP benefits. Five of these markets utilize the Double Dollar Incentive

Program (DDIP). DDIP doubles the dollar amount of WIC and SNAP benefits, up to $20 each week.5

Women, Infants, and Children (WIC) The Special Supplemental Nutrition program for WIC is a federal program designed to promote health

and nutrition for low-income mothers and children under five years of age. As with SNAP, a monthly

allowance of benefits is distributed through the Lone Star Card. Participants are provided with a list of

WIC approved items that they can purchase with their benefits. Eligible individuals can apply at a local

WIC office or participating community center. Eligibility is determined at the time of application.6

Travis County

Statewide participation has

declined over the last four years.8 9

retailers that accept WIC benefits

for the purchase of food items.10

Elderly Nutrition Programs

Meals on Wheels and More Meals on Wheels and More (MOWAM) is a local organization that provides healthy meals to over 5,000

older adults through its Meal Delivery and Congregate Meal programs. The Meal Delivery Program

provides a daily lunch to homebound seniors. The Congregate Meal Program provides healthy meals and

valuable social interaction at designated gathering places around the city.12

Travis County

MOWAM has 260 meal routes and 12 congregate sites. Seven sites are located in the city of Austin and

five sites are in rural areas. In fiscal year 2012, MOWAM provided over 525,000 meals to older adults

through their programs.13

Capital Area Food Bank The Capital Area Food Bank (CAFB) provides meals to seniors through their Healthy Options Program for

Elderly (HOPE). Participating adults aged 60 and over receive a 15 to 20-pound bag of groceries each

month at designated HOPE sites.14

Travis County

HOPE provides food at 12 distribution sites. In fiscal year 2013, HOPE served an average of 1,246

seniors per month.15

Child Nutrition Programs

National School Lunch Program The National School Lunch Program (NSLP) is a federally funded meal program that provides lunches to

children in schools. The program is federally administered by the United States Department of

Agriculture Food and Nutrition Service (USDA-FNS). The Texas Department of Agriculture (TDA)

administers the program at the state level. Schools serve meals that meet federal nutrition

requirements and receive reimbursement for each lunch served, based on income eligibility of students.

Students from households with incomes at or below 130 percent of the poverty level are eligible for free

meals. Students from households with incomes between 130 and 185 percent of the poverty level are

eligible for reduced-price meals. Students from households with incomes over 185 percent of the

poverty level pay full price for their meals.16 17

Travis County

Travis County schools and districts serve a student population of over 150,000 children. In the 2011-

2012 school year, 94,332 students were eligible for free or reduced-price meals through NSLP. Of all

students eligible for free and reduced-price meals, 72.5% participated in lunch at school. Four school

districts in Travis County have over 40% of the student population eligible for free or reduced-price

meals – Austin ISD, Del Valle ISD, Manor ISD and Pflugerville ISD.18 19

School Breakfast Program The School Breakfast Program (SBP) is a federally funded meal program that provides healthy breakfast

to children in school. The program is administered at the federal level by the United States Department

of Agriculture Food and Nutrition Service (USDA-FNS) and at the state level through the Texas

Department of Agriculture. Schools must serve meals at a federally determined nutrition requirement

and receive financial reimbursement for each breakfast served. Eligibility for free and reduced price

breakfast is the same as the school uses for NSLP.20

Travis County

Of the 94,332 free and reduced-price eligible students, 35.1% participated in a breakfast program at

their school in the 2011-2012 school year. In 2012, the Texas legislature passed Senate Bill 376

promoting increased participation in SBP. This law will go into effect in fall 2014 and requires every

school with 80% or more free and reduced-price eligibility to offer free breakfast to all students. 91

schools meet these criteria and will be required to serve universal-free breakfasts this coming school

year.21 22

Child and Adult Care Feeding Program The Child and Adult Care Feeding Program (CACFP), also known as the Afterschool Meals Program, is a

federally funded program that provides free healthy meals and snacks to eligible children enrolled in

afterschool programs.23

Travis County

Three districts have implemented CACFP in at least some of their schools – Austin ISD, Pflugerville ISD

and Del Valle ISD. CitySquare is the main non-profit provider of CACFP meals. They serve meals at over

35 YMCAs and Boys and Girls Clubs (some of these programs are located in schools). The Capital Area

Food Bank is also a large provider of healthy, free afterschool meals through their Kid’s Café, a Feeding

America sponsored program.24

Summer Food Service Program The Summer Food Service Program is a federally funded program that provides free meals to children

during the summer months. Children aged 18 and under can visit a sponsored summer meals site near

them to eat a free meal and participate in enrichment activities. Sponsors can be school districts, non-

profits, faith-based organizations or even a city government. Sites are typically schools, parks, day

camps, apartment communities, and any other locations within an area of high free and reduced-price

meal eligibility.25

Travis County

Nine sponsors hosted over 120 sites during the summer 2013. These sites served over 360,000 meals

during the months of June, July, and August. Austin Mayor Lee Leffingwell proclaimed Summer 2013 as

“No Kid Hungry Summer.”26 27

Emergency Food Assistance

Capital Area Food Bank The Capital Area Food Bank of Texas, Inc. (CAFB) is a non-profit organization that distributes food items

to over 350 partner agencies in 21 Central Texas counties.

Travis County

CAFB provides food and grocery items for eight mobile pantries, 95 food distribution locations hosted

at churches, food pantries, and other non-profits, and 28 congregate meal sites hosted at shelters, soup

kitchens and other residential facilities. In the last year, CAFB served over 15,000 households through

distribution locations and over 101,000 meals through congregate meal sites.28 29

Conclusion The goal of the Community Health Improvement Plan is to create strategies to increase the overall

health of Travis County residents. Access to healthy foods and the assistance necessary to purchase

these foods is essential to the health of a community. The preliminary findings of this report will be used

to identify geographic areas of low access and participation. Strategic plans will be developed for each

underserved area, and community members and agencies will begin to address barriers to access and

participation in their communities. Through this process, more Travis County residents will have access

to the healthy food they need to feed themselves and their families.
