FOCUS ON EXCELLENCE RYE CITY SCHOOL DISTRICT | BUDGET EDITION | JUNE 2020 DEAR RYE RESIDENTS: The Rye City School District Board of Education and administration bring to the community an annual budget for the 2020-2021 school year that is under the tax cap. The budget funds an educational program for an anticipated enrollment of 3,219 students; at a1.57% budget-to-budget increase rate, it is the lowest increase in 10 years. Prior to the COVID-19 crisis, the Superintendent’s Recommended Budget was originally presented as $92,880,199. After significant reductions, it now stands $488,738 lower at $92,391,461. The annual school district budget vote and Board of Education trustee election was originally to have been held on May 19 this year. As a result of the COVID-19 crisis, Governor Andrew Cuomo ordered school districts to instead hold budget votes and elections on June 9 via mail-in ballot. Ballots and return envelopes have been mailed to all Rye qualified registered voters and must be received by the District Clerk by 5:00 p.m. on Tuesday, June 9, in order to be counted. Voters may return their ballots via U.S. Mail or submit them in person to the District Clerk via a ballot drop box, accessible during normal business hours and located in the vestibule of the District’s Central Administration office at 555 Theodore Fremd Avenue, Suite B-101, Rye, NY, from now until June 9 at 5:00 p.m. The Board of Education and District administration are mindful of the fiscal uncertainty now facing our community and individual taxpayers. In the wake of the 2008 financial crisis, the Board and School District administration took action to lower the tax burden on Rye residents. These are ongoing considerations for the 2020-2021 budget and also holds true for the capital projects approved by the community last year. The District and its Facilities Committee will make appropriate modifications and decisions to those projects keeping the forefront. Similar to years past, 79 percent of the 2020-2021 School District budget goes towards salaries and benefits for our dedicated faculty and staff who quickly adjusted to remote learning for the final quarter of the school year. We have been able to identify reductions on the administrative side and trim expenses associated with busing and textbooks. The District anticipates that there will be a number of new costs associated with reopening schools and enacting new CDC-mandated health and safety protocols, including keeping school buildings sanitized to protect students, their families, faculty, and staff. We also anticipate there will be increased costs associated with technology as we continue to use remote learning to keep the number of students inside our buildings at a socially-distanced level. We are immensely proud of how fast our teachers were able to shift their teaching approaches and begin delivering online instruction and how they have continued to evolve their skills. Schools closed on March 13 and remote schooling began March 17. We know this was not the case with many of our peer districts. It is a testimony to the dedication and profession- alism of our teachers and administrators that they were able to make the shift so quickly. We have been so impressed by and thankful for how our teachers, students, and parents have collaborated together and adapted to the technology needed to make distance learning not only possible, but successful. La Junta de Educación y la administración del Distrito Escolar de la Ciudad de Rye presentan a la comunidad un presupuesto anual para el año escolar 2020-2021 que está por debajo del límite de impuestos. El presupuesto financia el programa ed-ucativo para la matrícula anticipada de 3,219 alumnos; con una tasa de incremento de 1.57% sobre el presupuesto ante-rior, es el incremento más bajo de los últimos 10 años. Debido a la crisis del COVID-19, el Gobernador Andrew Cuomo ordenó que los distritos escolares celebraran las votaciones sobre pre-supuestos y las elecciones el 9 de junio por medio de papele-tas de votación en ausencia. Hemos logrado identificar unas reducciones por el lado administrativo y recortar los gastos correspondientes al servicio de autobuses y los libros escolares.

El Distrito anticipa que habrá varios gastos nuevos asociados con la reapertura de las escuelas y la implementación de los protocolos de salud y seguridad que el CDC ha mandado, in-cluyendo la desinfección continua de los edificios escolares que servirá para proteger a los alumnos, sus familias, la facul-tad, y el personal. También anticipamos que habrá mayores gastos correspondientes a la tecnología mientras continuamos usando el aprendizaje a distancia para mantener el número de alumnos dentro de nuestros edificios en un nivel que permite el distanciamiento social.

Estamos sumamente orgullosos de la rapidez con que nue-stros docentes pudieron cambiar sus enfoques de enseñanza y comenzar a proveer instrucción por Internet, y la manera en que han mejorado continuamente sus habilidades. Las escue-las se cerraron el 13 de marzo y la escuela a distancia empezó el 17 de marzo. Sabemos que esto no fue el caso con muchos de nuestros distritos vecinos. El hecho que nuestros docentes y administradores pudieron hacer este cambio tan rápidamente pone de manifiesto su dedicación y profesionalismo. Aunque nada puede reemplazar la instrucción en vivo y en personal de un docente maravilloso, la enseñanza y el aprendizaje ahora siguen a distancia. Nos hemos quedado impresionados y agradecidos por la manera en que nuestros docentes, alum-nos, padres, y madres han colaborado y se han adaptado a la tecnología necesaria para que el aprendizaje a distancia fuera no solamente posible, sino exitoso.
