GROENTEN EN FRUIT IN QUEBEC EN DE MARITIEME PROVINCIES
FIT Montreal 31 augustus 2014
Canada importeert traditioneel veel verse voeding, voornamelijk groenten en fruit. De belangrijkste
reden hiervoor is het klimaat, met name de lange winters met veel sneeuw.
In deze paper vindt u de invoerstatistieken voor een aantal groenten en fruit in Oost-Canada en meer
bepaald de provincies Quebec, New Brunswick, Nova Scotia, Prince Edward Island en Labrador-
Newfoundland. Daarnaast lijsten wij ook importeurs/distributeurs op en verwijzen we naar de
reglementering.

We merken op dat Belgie op een prominente 4e plaats staat, boven Nederland. Tijdens het topjaar
2011 importeerde Quebec uit België ter waarde van 7,5 miljoen C$ groenten en fruit, in 2012 zakte dat
naar 4 miljoen C$ en vorig jaar zelfs tot onder de 3 miljoen C$.

De 4 maritieme provincies tellen samen een bevolking van 2,5 miljoen inwoners (in vergelijking met
Quebec dat er 8 miljoen telt). De meeste distributeurs bevoorraden zich bij importeurs uit Quebec of
Ontario, dit is ook te zien uit onderstaande statistieken.

Inspection Canada is de tegenhanger van het Federaal Voedselagentschap in België. Het Automated
Import Reference System (AIRS) is een nuttige, interessante en gratis online tool, waarmee exporteurs
gemakkelijk kunnen nagaan of bepaalde producten toegelaten zijn op de Canadese markt en welke
documenten noodzakelijk zijn bij export naar Canada.

Electronic Submissions (EDI): - a Confirmation of Sale (COS) is not required to be presented at point of entry if information is submitted electronically (EDI) - an attestation of CFIA Produce Licence Number or Dispute Resolution Corporation (DRC) Membership Number or Licence exempt declaration is required when submitting information through EDI. Paper Release: - a COS Form is required and must accompany all commercial shipments at point of entry if Paper Release. Confirmation of Sale (COS) Form: - must include CFIA Produce Licence Number or DRC membership number in the following format: Lic # ____________________, or DRC # ______________ or licence exempt declaration on the COS form in box 22 "Special Agreements and related expenses" - must include vendor and purchaser information; - must include a description of commodity, including quantity and price; and, - must be completed and signed either by the exporter or the importer, prior to the importation of the fresh produce and must accompany the load at the port of entry. Ministerial Exemptions: - Ministerial Exemptions to the Fresh Fruit and Vegetable Regulations must be obtained through the local CFIA Fresh Fruit and Vegetable office prior to the importation of the fresh produce. - The original Ministerial Exemption must accompany the load at the port of entry. - A Ministerial Exemption with an original signature is required for all "bulk" shipments of the following produce exceeding: - 200 kg for apples, apricots and pears; and -50 kg for the following fruits and vegetables : cherries, grapes, peaches, plums and prunes, asparagus, beets, Brussels sprouts, cabbage, carrots, cauliflower, celery, sweet corn, field and greenhouse cucumbers, head lettuce, onions, parsnips, potatoes, rutabagas, field and greenhouse tomatoes -A Ministerial Exemption may be issued by the Minister of Agriculture and Agri-Food Canada or a delegate of the Minister of the Canadian Food Inspection Agency to exempt the above named commodities from the regulated requirements for grade, container size and labelling under the Fresh Fruit and Vegetable Regulations if in order to alleviate a shortage in Canada. - Food safety requirements are never exempted. CONDITIONS OF IMPORT The Phytosanitary Certificate must accompany the shipment. - The phytosanitary certificate must include the following declaration: "This consignment originated from a place where Tuta absoluta is known not to occur and was inspected and found free of Tuta absoluta". The Phytosanitary Certificate must be issued within 14 days prior to shipment. -Subject to inspection by CFIA. -Must be free from soil, pests, leaves and/or plant debris. - Fresh produce destined for a bonded warehouse for the purpose of re-export are exempt from packaging and labelling requirements but are subject to CFIA or other government department requirements.

All commercial importers of fresh produce must possess a valid Federal Produce Licence issued by the Agrifood Division of the Canadian Food Inspection Agency (CFIA), or be a member with the Fruit and Vegetable Dispute Resolution Corporation (DRC) or be exempt from licensing. Only the following commercial importers are exempt: -dealers who will market directly to consumers and whose total invoice value of the products during the calendar year is less than $230,000 - dealers who are a registered charity under the Income Tax Act - dealers who import from the United States onto the Akwesasne Reserve for use on the Akwesasne Reserve A Ministerial Exemption with an original signature is required for all "bulk" shipments of the following produce exceeding: - 200 kg for apples, apricots and pears; and - 50 kg for the following fruits and vegetables : cherries, grapes, peaches, plums and prunes, asparagus, beets, Brussels sprouts, cabbage, carrots, cauliflower, celery, sweet corn, field and greenhouse cucumbers, head lettuce, onions, parsnips, potatoes, rutabagas, field and greenhouse tomatoes.
