CRYSTAL LAKE – More than 150 high school market-ing students let their creative juices flow as they presented marketing plans for frozen yo-gurt to their clients, owners of Yumz Gourmet Frozen Yogurt in Crystal Lake.

Students participated in McHenry County College’s 2013 Marketing Challenge last week, where they competed, developing and presenting the best marketing plan. The stu-dents were judged on logo and slogan creation, product pack-aging, brand and line extension development and media strat-egy, including use of social media targeted at high school students.

First place was awarded to a team from Huntley High School. Second place went to a team from Prairie Ridge High School, and third place went to Cary-Grove High School.

Huntley’s first-place team of Max Pilkerton, Tyler Schwartz, Trevor Obecny, Austin Gep-perth and Bryce Beschorner thought of a Yumz yogurt truck or wagon that would drive any-where and everywhere. The company would utilize word of mouth through social media and sponsor a contest for high schools that would culminate in a “Yumz wagon” appearance at the winning school.

“It was a good event because

we worked with a real-life sit-uation and had to give real-life solutions,” Pilkerton said.

“It was an adrenalin rush because of the short amount of time we were given and the tasks that we had to do,” said Huntley’s Beschorner. Added teammate Schwartz, “We pushed creativity in a set amount of time.”

“The task was huge. When we arrived, we didn’t know what product we’d be working with. My job was to keep them on track and on task. In the end, they truly embodied their test market,” said Laura Bantz,

adjunct business instructor who served as team mentor for the event.

“This is a great event for the kids. I am impressed with their ideas. The Huntley ... team had good promotional ideas that set their apart,” said Matt Thel-ander, Yumz co-owner.

Dawn Wagner, instructor of International Business and Marketing at MCC, said the event not only provides high school students with real-world experience, it also creates a sense of community.

“This is only the second year hosting the Marketing

Challenge and to watch local businesses like Yumz Frozen Yogurt, Studio 2015 Jewel-ry, Little Caesars and Jersey Mike’s give so freely of their donations and valuable time is awe inspiring,” Wagner said.

“Both MCC student interns, mentors and employees that created the event, and the high school students that took the challenge were innovative and so hard working in creating re-alistic marketing solutions for community companies,” she said. “Every person I talked to said they loved it and can’t wait for next year’s competition.”

H U N T L E Y – H a m p -shire-based air filter maker RPS Products Inc. plans to move part of its operations to the former Dean Foods build-ing in Huntley.

RPS Products will employ more than 50 people in Hunt-ley, according to local officials who helped with the reloca-tion. The company could begin operations as early as June 1.

RPS President Dan Schuld cited the location’s proximity to the I-90 interchange. The

Illinois Department of Trans-portation is building a $69 mil-lion full Interstate 90-Route 47 interchange. The project is expected to be completed late this year.

“Our location in Huntley, only 1.5 miles from the new I-90 interchange, will allow us to be highly efficient in the transpor-tation and logistical elements of our operations,” he said in a press release. “Clearly, the new interchange was a signifi-cant positive factor in our deci-sion to locate in Huntley.”

RPS Products sells its Best Air brand products to

major retailers in the United States. It plans to move into the former Dean Foods build-ing at 12007 Smith Drive. The 65,000-square-foot building has been vacant for about a de-cade, said Victor Narusis, the village’s business recruitment coordinator.

The village hasn’t pledged financial incentives to the company, but Narusis said village staff plan to work with the company to see what incen-tives they can help secure from the state, ComEd, and other agencies to ease the transition.

The McHenry County Eco-

nomic Development Corp. worked with village staff to fa-cilitate the move in a relatively short three-week span.

“The RPS move demon-strates our continued focus on growing Huntley’s indus-trial base,” village President Charles Sass said in a state-ment released this week. “The addition of RPS to Huntley’s business community not only brings new jobs, but further diversifies the village’s tax base.”

RPS is a leading supplier of residential home filters and re-lated products.

CRYSTAL LAKE – After a long hibernation, new homes are starting to spring up in McHenry County in another sign of the real estate mar-ket’s recovery.

After the housing bust, new home purchases dropped s igni f icant ly as buyers found irresistible deals on foreclosures and short sales of existing homes. But the county’s dwindling supply of existing homes, combined with low interest rates and pent up demand, have buyers once again considering new homes.

“Today’s home buyer is looking for quality construc-tion, lower maintenance costs, better floor plans and energy savings,” said Rebek-ka Koehl, vice president of marketing for Ryland Homes Chicago. “These desires bring them to new construc-tion.”

Ryland Homes has two

new sales centers in McHen-ry County. The company is selling new homes in five communities in McHenry County, including Ashton Pointe and Bryn Mawr in Crystal Lake and Talamore in Huntley.

The city of Crystal Lake expects to see revenue from building permits jump 18.5 percent in the next year, ac-cording to its latest budget. The city has already seen an

uptick in new home construc-tion, though it remains mod-est compared to the building boom of early 1990s.

In 2012, the city approved 18 permits for new single-fam-ily homes. Seven permits were issued in the first quar-ter of 2013, putting the city on pace to surpass last year’s total, said Erik Morimoto, director of engineering and building for Crystal Lake.

Soaring rental rates are

also pushing some to buy, said John Carroll, division president of Ryland Homes Chicago.

“Rental costs in the Chica-go market are high,” he said. “According to Trulia, after only three years, a homeown-er would pay 33 percent less in housing costs than a renter and 50 percent less after sev-en years.”

Buyers can still find deals and incentives on new homes.

KLM Builders Inc., a cus-tom builder in Spring Grove, is offering buyers a $10,000 kitchen upgrade that in-cludes gourmet appliances and granite countertops. The incentive also can be used elsewhere in the home or to help with a down payment. Last year, the company of-fered a free 2012 Toyota Prius to new home buyers.

“Inquiries have doubled or tripled from this time last year,” KLM President Kim Meier said. “A lot more people are thinking of new homes because they see some

light at the end of the tunnel.”He pointed specifically to

low interest rates and lower prices.

“They know that the lon-ger they wait, the more the house will cost and the more they will have to pay in inter-est,” Meier said. “The train is starting to leave the station.”

The cost of building ma-terials and labor has already started to rise, he added.

Many new homes feature modern, open-space floor plans that can’t be found in older homes. Others are pre-wired so everything from lighting, thermostat, and security systems can be con-trolled remotely by smart-phone.

“When you land at the air-port, you can turn up the heat at home,” Meier said, adding that the lights also turn on when the owner pulls up.

Signs of a real estate re-covery aren’t limited to new housing.

FINE LINE OF DRIVINGSupporters say $500 administrative tow fee is a deterrent; foes say it is a money grab

On Monday night, a Cary police officer pulled over a ve-hicle and arrested the motor-ist for driving with a suspend-ed license. The car was towed, and the driver was taken to the police station.

It is common practice for Cary police officers, but for the first time in department history, the driver was fined a $500 administration fee.

Cary started using the fine, known as an administrative impound fee, Monday. And similar fines are being used increasingly by McHenry County municipalities when a driver is cited in connec-tion with driving under the influence, driving with a sus-pended or revoked license, an outstanding warrant or other felonies resulting in an im-pounded vehicle.

And they’re collecting tens, sometimes hundreds, of thousands of dollars doing so.

Since 2007, 15 police depart-ments in McHenry County have implemented adminis-trative impound fees, which most municipalities have set at $500. It is separate from any towing charges or court fines.

Two of the towns that first implemented it – Lake in the Hills and Crystal Lake – have generated more than $500,000 each since starting the fees in 2007 and 2008, respectively.

Police departments say the fee acts as a deterrent and re-coups costs from prosecuting the individual, but others ar-gue the fees are nothing more than an opportunity for police departments to cash in on a person who has made a mis-take.

“It’s a flat-out money grab-ber,” said Raymond Flavin, a DUI attorney in McHenry County. “There comes a point where it just isn’t fair.”

Flavin said his clients rarely get the administrative impound fee returned, even if charges are dropped.

“It’s all about money,” said Andrew Green, a Crystal Lake resident who has received three DUIs since 2005. “They don’t want people to drink

and drive, but they’re trying to make a buck off of it. I don’t think it’s fair.”

“What isn’t fair is when someone who drives impaired takes someone’s life,” Crystal Lake Police Cmdr. Daniel Dz-iewior said. “What isn’t fair is that our officers have to go to court multiple times on their days off. We’re paying officers time and a half. Who’s pay-ing for that? The person who doesn’t violate the law, the taxpayer.”

Dziewior said revenue from the administrative im-pound fee goes to Crystal Lake’s general fund and is spread across budgets. He credited the fee for keeping Crystal Lake from laying off officers when other depart-ments were cutting personnel.

“It’s not fair to the city and its citizens to pay again and again and again for someone who commits a DUI,” he said.

Fees widespread in countyIn 2007, Lake in the Hills

became the first local munic-

ipality to issue the adminis-trative impound fees. Other towns soon followed.

McHenry implemented the fee in 2010 and has collected more than $390,000. Wood-stock started in 2012 and has generated $102,000. Since 2010, Johnsburg has collect-ed $60,000, Fox River Grove about $51,000 and Harvard about $73,000.

Since 2011, McCullom Lake has collected $41,550 and Bull Valley about $85,500. Both vil-lages have fewer than 2,000 residents.

“Everyone else was doing it,” Bull Valley Village Ad-ministrator Rich Vance said. “[The board] saw a lot of agen-cies around us utilizing it, and they saw it was something we could do. They saw it as a source of revenue and mainly as a way to deter people from driving drunk.”

From 2009 to 2011, the Bull Valley Police Department re-corded just six DUIs. In 2012, officers charged 171 intoxicat-ed drivers. The increase was

because of a push by Vance, who also serves as police chief, to catch more impaired motorists.

Vance put two, sometimes three, DUI details out from 7 p.m. to 3 a.m. Friday and Sat-urday nights. Officers caught intoxicated drivers by the doz-ens.

“The amount of people that were under the influence of al-cohol and drugs was astound-ing,” Vance said. “We’ve pulled over people with felony amounts of drugs and people blowing two, three, four times the legal limit.”

Costly mistakeThe administrative tow fee

is one of many costs someone charged with a DUI must pay. After all fines, court costs and time missed from work are added together, a DUI can cost between $7,000 and $10,000, Northwest Community Coun-seling Services Co-director Joy Fischer said.

Fischer runs court-ap-pointed classes for people

charged with DUIs, classes that can cost anywhere from $95 to $1,150, depending on the risk level of the offender.

“Our clients hate the tow fees,” Fischer said. “But driv-ing is a privilege. People think it’s a right. All of these fines are deterrents to keep people from driving drunk again.”

But Green, whose three DUIs have made him a fre-quent participant at North-west Community Counseling, said someone drinking and driving isn’t thinking about the tow fee.

“After you get a DUI, a few months down the road you’re not thinking, ‘Oh, I better think about those tow fines,’” he said. “The deterrents are the court costs and the attor-ney costs.”

Opinions vary as to the ef-fectiveness of impound fees as a deterrent to drinking and driving. From 2009 to 2012, the county saw DUI arrests decline by 207, according to the McHenry County Circuit Clerk’s Office. But police of-ficials aren’t sure what role impound fees have played.

Rick Atwater, co-director of Northwest Community Counseling Services, said the fee can be a deterrent for someone who isn’t an alcohol-ic.

“People who don’t have alcoholism haven’t lost the power to make a reasonable decision,” Atwater said. “A

person with alcoholism has lost this ability. That’s where we come in with treatment. But you can’t educate someone out of a disease.”

Future feesCary expects to generate

$50,000 to $60,000 annually from the fee.

“It’s a cost recovery,” Cary Po-lice Chief Steve Casstevens said. “The whole concept of the fee is recovering the cost of prosecuting the offender.”

Seven McHenry County villag-es and the McHenry County Sher-

iff’s Office do not have an admin-istrative impound fee. Huntley, one such town, has had 140 DUIs since 2009.

“The penalty hasn’t been real-ly needed at this point,” Huntley Police Chief Michael Klunk said.

Klunk said he could see Hunt-ley issuing such a fee around 2015 as a way to help offset prosecution costs.

“Anything the village could re-coup back is a benefit to the com-munity,” he said. “Most govern-ment entities are not a profitable agency. Most money goes out the window. We definitely don’t make profits. Anything we can do to off-set the cost on the taxpayer is a good thing.”

A report from the Illi-nois Association of Real-tors showed the median price in McHenry County hit $136,800 in February, up 7.8 percent from the same time last year. A year-over-year increase is one indicator that prices may have bottomed out.

Figures from the Heart-land Realtor Organization were less rosy. The non-profit organization, which serves McHenry County and some surrounding ar-eas, put the median price at $135,500 in February, up 2.9 percent from $131,650 in the same month in 2012.

But prices in the res-idential market still re-main far below the pre-re-cession peak and have been decreasing for sever-al years.

In March, the median home price for McHen-ry County was $135,111, down 13.4 percent from $156,000 in March 2011, according to a market report prepared for the Northwest Herald by Rob Schaid, managing broker and owner of Re/Max Pla-za in McHenry.

However, the number of homes on the market has dropped significant-ly, a sign prices may start to increase. A balanced housing market usually has about six months of inventory, Schaid said. In March, the county’s sup-ply fell to three months, down 74 percent from 11.6 months of supply in March 2011.

“There’s no inventory left, we’ve sold it all,” he said. “Now we don’t have enough homes for buy-ers.”

Investors appear to

be buying up a large por-tion of what is available. Of the 4,218 homes sold in McHenry County from April 2012 to April 2013, 1,478 were bought with cash, according to figures from Midwest Real Estate Data. Investors typically pay in cash, while other buyers get mortgages.

“There’s a massive amount of investors,” said Jim Haisler, CEO of Heartland Realtor Orga-nization. “They buy, rent, and eventually flip.”

But consumer confi-dence remains subdued despite a slowly growing economy.

“The move-up buyers still haven’t come back,” Schaid said.

That may help explain, in part, why prices remain relatively soft here while the national real estate market has turned sharp-ly up.

Union shows off water treatment plantVillage officials hope added capacity prevents bans

UNION – Village officials unveiled a new $1.5 million water treatment plant Friday that should help Union man-age its water supply and even limit future water restric-tions placed on residents.

Union has predominant-ly relied on a shallow water well to supply water to its residents, but it started to produce less during the past decade, Village Trustee Stan McDonald said.

The village pumped water from a second, deeper well to compensate but was limited in its capacity since officials had no way of treating the deeper water supply natural-ly affected by pollutants such as radium and barium.

“This project has been in the works for years. ... It’s a relief to have it completed

since we are coming into the summer months when people will be needing more water,” said McDonald, who also oversees the village’s water department.

The $1.5 million project started two years ago and was mostly funded through federal grants administered by McHenry County.

McHenry County Board

representatives, such as Chairwoman Tina Hill, and a representative from U.S. Sen. Dick Durbin’s office will help Union officially unveil the project Friday morning during a ribbon-cutting cer-emony.

The prolonged drought last summer forced Union to place a watering ban on resi-dents to avoid taxing the shal-low water well.

With the completion on a new treatment plant, the vil-lage finally can treat the deep-er water supply connected to the village’s second well. The added capacity should pre-vent water bans in the future, McDonald said.

“Now we have an unlim-ited amount of water that we have, where as before we were limited because we were blending the shallow well and the deep well,” McDonald said.
