Carolina. Though from a poor farm family, through thegenerosity of a benefactor he was able to attend Mars HillCollege and later Clemson University where he received aB.S. degree in Vocational Agricultural Education in 1939and a M.S. in Agricultural Education in 1960. In 1977,Johnson received an Education Specialist degree fromWinthrop College. Upon the completion of hisundergraduate degree, he began his teaching career withthe York County, South Carolina schools, initially asAgriculture Teacher (1939-1974), Supervisor of VocationalEducation (1974-1975), and later as Superintendent ofYork District One (1975-1980). It was during his first yearin York that he met and married the former Ann ElizabethMcCollum of McColl, South Carolina.During his entire teaching career, Johnson was active incounty, state, and national professional educationassociations. He served as President of the NationalVocational Agricultural Teachers Association (NVATA)1960-61, the American Vocational Association (AVA) 1967-68, the South Carolina Vocational Agricultural TeachersAssociation (SCVATA), as well as treasurer and boardmember of the South Carolina Vocational Association. Hewas awarded life memberships in both the NVATA and theAVA and in 1961 was awarded the American FarmerDegree by the Future Farmers of America, the highestaward given by that organization. Of particular significancewas his appointment in 1961 to President Kennedy's Panelof Consultants on Vocational Education. Therecommendations of the Panel served as the basis for thepassage of the Vocational Education Act of 1963. Duringthe 1965/66 academic year, Johnson took a leave ofabsence from his teaching position to serve as AgriculturalConsultant and Director of Manpower Development andTraining Act (MDTA) for the State Committee on TechnicalEducation. During this year, programs in agriculturaltechnology were established at three technical educationcenters in South Carolina. In 1976, the Floyd D. JohnsonVocational Center at York Comprehensive High School wasdedicated in his honor. Throughout his career, Johnsonwas active in civic, church, and community life and wasdedicated to the growth of vocational education. Afterserving the school district of York County for nearly 42years, Johnson retired from his position as superintendentof York County School District #1, in June of 1980. He andhis wife 'Libby' were able to enjoy a few years ofretirement together before his death on November 19,1984.

While very active in histeaching career, Johnson served on committees and wasactively involved in organizations instrumental in theimplementation and growth of vocational and technicaleducation programs in the state of South Carolina.The Panel of Consultants series contains informationregarding the work of the Panel in the study of vocationaland technical education in America. Included in this seriesis the final report of the panel and Johnson's view of theimplications of this study on agriculture. The Panel studiedaspects of vocational and technical education includingadministration of programs, occupational and technicaltraining, equal opportunities for vocational education,vocational education in agriculture, distributive educationand other youth clubs, and the financing of vocationaleducation programs. The American Vocational Associationseries contains organizational information on theassociation and documents Johnson's involvement in theorganization throughout his career. Founded in 1925, theassociation is a federation of state vocational associationsdedicated to the promotion and development ofvocational, technical and practical arts education. Johnsonwas a member of this organization for over 40 years.During his years of association with the AVA, he heldnumerous offices including President of AVA from 1967-1968. In 1977, Floyd Johnson was named "OutstandingVocational Educator of the Year" by the AVA at its annualconvention in Atlantic City, NJ and was awarded a lifemembership in the organization.Similar to the AVA series, though larger, the National

Vocational Agricultural Teachers Association (NVATA)series contains organizational information, convention,executive committee, and board of directors meetingminutes. Johnson served as alternate and Regional Vice-President and NVATA President, 1960-61. The NVATA wasfounded in 1973, and Johnson was awarded lifemembership in this association.The Printed Material series contains primarily annotatedpublications that were received as a group when thepapers were donated to the libraries. Publications andother printed materials that were received within thecollection were left in place, where appropriate. ThePrinted Material series should be consulted for possiblepublications generated by organizations or committeesJohnson was associated with.

correspondence, minutes and reports for consideration bythe Panel of Consultants to study vocational and technicaleducation in the United States. Appointed by PresidentJohn F. Kennedy in 1961, members of the Panel servedfrom October 1961 through November 1962. Most of theinformation deals with actual material that the 25-memberpanel was given to review in order to makerecommendations on vocational and technical education.The final report of the panel is included in this series aswell as its preliminary drafts. The recommendations of thePanel of Consultants served as the basis for the passage ofthe Vocational Education Act of 1963.
