executives and Peel Regional Police to address traffic issues on Intermodal Drive and Goreway Drive caused by trucks parkingstopping on the roadway as a result of operational issues at the CN Brampton Intermodal Terminal and that discussions include CN retaining the services ofpaid duty officers to direct traffic during peak periods implementing a solution that would eliminate the need for trucks to parkstop on the roadway and

The section of Intermodal Drive between Airport Road and the CN Bridge overpass is subject to an Environmental Assessment for roadway improvements A number of road improvements are being considered including a widening of Intermodal Drive from two to four lanes and intersection improvements at the access points to the Canadian National Brampton Intermodal Terminal (CNBIT) site

Current Situation

The traffic concerns on Intermodal Drive and Goreway Drive are the result of container trucks parkingstopping on the roadway awaiting access into the CNBIT The following highlights the issues

bull Impact of truck traffic on area businesses and emergency vehicle access bull The need for Peel Regional Police to direct traffic in this area during peak

periods bull By-law enforcement limitations in issuing tickets for no parking and no

stopping violations

Intermodal Yard Improvements

Through ongoing discussions with representatives of CNBIT related to the identified traffic issues and the EA review process the following improvements have been

implemented by CNBIT

bull Revised the CN terminal bound traffic split to 90 from Goreway Drive and 10

Airport Road better utilizing the four lane portion of Intermodal Drive

bull Logistic improvements to ensure drivers do not arrive at the yard ahead of schedule and encouraged to arrive during off peak hours

bull Automated gate system to improve truck processing times

bull Metering of trucks along the curb lane east of the overpass to prevent trucks from entering the pinch point at the rail overpass

bull In December 2010 two additional automated processing gates were added to

the previous six gates on the CNBIT site

Traffic Observations

Staff have conducted a number of observations of traffic patterns in the vicinity of the CNBIT These observations revealed a frequent presence of heavy vehicles along Intermodal Drive which on occasion queued onto Goreway Drive It is important to note that the presence of trucks along Intermodal Drive can be the result of two operational issues Heavy vehicles are either queued back from the entrance to the CNBIT yard as a result of internal delays or vehicles are stopped and staged waiting to enter the yard

The issues related to the on-street queuing as a result of internal delays have been addressed with the internal changes implemented in December 2010 Staff has arranged to conduct a follow up review of the surrounding road network during the CNBITs seasonal peak times (spring and fall)

To address the issues of heavy trucks utilizing Intermodal Drive as a staging area and waiting to access the terminal prior to their scheduled time staff are recommending extending the current No Stopping Anytime restriction along Intermodal Drive to Goreway Drive Stopping is currently prohibited on both sides of Intermodal Drive from Airport Road to a point approximately 280 metres east of Midair Court This prohibition will allow for the enforcement of heavy trucks stoppedstaged on Intermodal Drive See attached Figure 1 for an illustration of the existing and proposed No Stopping Anytime restriction

Status of Intermodal Drive EAConstruction

The second EA Public Information Centre is tentatively scheduled for fall 2011 subject to the follow-up reviews of the recent CNBIT improvements and the development of a

preliminary preferred design in consultation with various stakeholders including CN and the Region Based on the 2011 Roads Capital Budget the improvements to Intermodal Drive between Airport Road and the CN railway bridge are tentatively scheduled for construction in 2014 Opportunities to advance the construction timing for these improvements will be reviewed during the next budget process
