It’s hard to believe that we’re already wellinto 2019 and another exciting year for theSuncoast Chapter. I’m extremely honoredto be the Chapter President this year andlook forward to continuing the standard ofexcellence set by past Presidents.
We continue to grow our membershipthrough our media awareness program andunder the new fee structure that affordscommunity associations the ability to joinup to 15 board members for one annualfee. New educational programs are offeredfor community leaders and managers alikethat promote professionalism industrywide.Every year we see more and more S.E.A.L.(Suncoast Educated Association Leader),AMS (Association Management Specialist)and PCAM (Professional CommunityAssociation Manager) designations earnedwhich is a testament to our commitmentto education.
Many networking opportunities areavailable throughout the year for our
members commencing with our annualCA Day, Condominium and HomeownerAssociation Trade Show at theSt. Petersburg Coliseum on February 28th.Shortly thereafter will be the annualGolf Tournament, July Mini Trade Show,October CA Day Event and before youknow it, the Holiday Social. All of theseevents supplement our ongoing Chapterbreakfasts and educational programs.
2019 promises to be another busylegislative year for community associations,making our advocacy efforts particularlyimportant. We will keep abreast ofimportant issues that impact communitiesand communicate any changes throughour Legislative Update.

The 2018 Annual Awards & Recognition Breakfast was held on Thursday, January 10, 2019 at the Marriott Hotel & ConferenceCenter in St. Petersburg. I am proud to report that wehad two homeowners whoearned this certification in 2018:Lorraine Thomas and Carol Townsend. Congratulations to bothof you for your commitment to your community and your supportof the Suncoast Chapter.
Habitat for Humanity is the Suncoast Chapters charity ofchoice. Throughout the year, we have a sponsor and raffle at all ofour breakfast programs. All of the proceeds from that raffle aredonated to the local Habitat for Humanity. Also, our annualHoliday Social net proceeds are donated as well. From those twocombined in 2018, the Suncoast Chapter was proud to present acheck to Mike Sutton, CEO – Pinellas Habitat for Humanity inthe amount of $3,000.00. Thanks to all of our generous contribu-tors, over the years, our cumulative donations given to Habitat forHumanity is over $85,000.00.
Each year the Suncoast Chapter of CAI gives an award to acommunity association that has displayed outstanding cooperationbetween the Board and Management, and has set an example forother associations to follow. This year, we were fortunate to havean outstanding Community Associations receive this honor.
East Lake Woodlands was recognized for improving the quali-ty of life within their association by improving the infrastructure
of the community. We would like to thank
Jaime Ballard, PCAM andEast Lake Woodlands fortaking the time to submit theircommunity and being a positiveexample for other associations.Congratulations! The 2018 Volunteer of the Year
Award was presented to: MitchHill in recognition for all of hertime and hard work given to theSuncoast Chapter.Congratulations Mitch!
The President & CED Awardwas created to recognize amember that the ExecutiveDirector and Chapter Presidentfeel has given their time and ded-ication to benefit the SuncoastChapter of CAI. The 2018 recipient is a longtime member and supporter of
the Suncoast Chapter and a past Board Member and ChapterPresident. Her firm has been a Chapter member since 1988,and a Chapter sponsor for as long as I can remember. It was thepleasure of myself and Steve Nikoloff to present the 2018President & CED Award to: Jaime Ballard. Congratulations Jaime!

Financial Statements and Reports are an essential part of themanagement of a condominium, homeowner and cooperativeassociation. Florida law requires associations to prepare financialstatements or reports on at least an annual basis. Reports can beprepared internally, by a certified public accountant (CPA) oranother third party. The types of financial statements that a CPAtypically issues are an audit, a review, and a compilation report.
61B-22.006(1) and 61B-76.006(1) Florida AdministrativeCode require that audits and reviews be performed by anindependent certified public accountant licensed by the FloridaBoard of Accountancy. Because of the statutory frameworkcreated by Chapter 720, Florida Statutes, there are no comparableprovisions of the Florida Administrative Code applicable to home-owner associations, but it is recommended that all audits andreviews prepared for homeowner associations also be performed byan independent certified public accountant licensed by the FloridaBoard of Accountancy.
There are two types of financial reporting describedin the law:Financial Report - Cash Receipts and Disbursements Financial Statements
FINANCIAL REPORT:CASH RECEIPTS AND DISBURSEMENTSBasic ReportFor Condominium, Homeowner and Cooperative
Associations with annual revenues less than $150,000 and forAssociations that have waived a higher reporting level of servicethey must at a minimum prepare a cash receipts and disbursementsreport. Florida Statute 718.111(13)(b)(1), 719.104(4)(c)(1), and720.303(7)(b) describe the nature of this report. As the nameimplies, it is on the cash basis of accounting. It must report“receipts by accounts and receipt classifications and theamount of expenses by specific accounts and expenseclassifications.
Additional Disclosures Required forCondominium and Cooperative AssociationsFor condominium and cooperative associations the following
reserve disclosures shall be made regardless of whether reserveshave been waived for the fiscal period covered by the financialstatements:
1. The beginning balance in each reserve account as ofthe beginning of the fiscal period covered by thefinancial statements;
2. The amount of assessments and other additions to eachreserve account including authorized transfers from otherreserve accounts;
3. The amount expended or removed from each reserveaccount, including authorized transfers to otherreserve accounts;
4. The ending balance in each reserve account as of the end of the fiscal period covered by the financial statements;
5. The amount of annual funding required to fully fundeach reserve account, or pool of accounts, over theremaining useful life of the applicable asset or group ofassets; (Condominium Only)
6. The manner by which reserve items were estimated, thedate the estimates were last made, the association’spolicies for allocating reserve fund interest, and whetherreserves have been waived during the period covered bythe financial statements; and
7. If the developer has established converter reservespursuant to Section 718.618(1) or 719.618(1), F.S.,each converter reserve account shall be identified andinclude the disclosures required by this rule.
In addition to disclosures listed on the opposite page,Condominium and Cooperative Associations are required to havecertain additional disclosures about reserves, special assessments,limited common elements, multi-condominium and developerguarantees, if applicable. See Florida Administrative Code Section61B-22.006(6) and 61B-76.006(5)(c) for details.
Additional Disclosures Required forHomeowner AssociationsAdditional disclosures are required if the budget of the associa-
tion does not provide for reserve accounts pursuant to720.303(6)(b) and the association is responsible for the repair andmaintenance of capital improvements that may result in a specialassessment if reserves are not provided. Each financial statementfor the preceding fiscal year required by 720.303(7) must contain
additional disclosures in conspicuous type. See FAC section720.303(6)(3)(c)(1) for details.
Additional disclosures are required if the budget of theassociation does provide for deferred expenditures, including,but not limited to, funds for capital expenditures and deferredmaintenance, but such accounts are not created or establishedpursuant to FAC Section 702.303(6)(d). Each financial statementfor the preceding fiscal year required by 720.303(7) must containadditional disclosures in conspicuous type. See FAC section720.303(6)(3)(c)(2) for details.
FINANCIAL STATEMENTSThis type of financial report typically involves a CPA. It is
much more detailed and contains more information. Under Floridalaw, the financial statements must be prepared using the accrualmethod of accounting and must be presented using fund account-ing. Current accounting rules and Florida law prescribe certainminimum elements to these financial statements. They must con-tain an accountant’s report or auditor’s report, the basic financialstatements, notes to the financial statements and supplementaryinformation.
Basic Financial StatementsThe basic financial statements consist of a balance sheet, a
statement of revenues and expenses, a statement of changes in
fund balances and a statement of cash flows. These statements areprepared using the accrual method of accounting and in a fundformat. Fund accounting requires separate columns for each typeof common funds. These typically include an Operating Fund anda Reserve and Replacement Fund. Additional columns or fundscan be added for special assessments, property and equipment orother groups of common transactions. The financial statementsmust include notes to the financial statements as required byGAAP. The financial statements may include supplementary infor-mation or required supplementary information, if applicable.
Disclosure RequirementsIn addition to the notes to financial statements and required
disclosures by GAAP and required supplementary information, seeChapter 61B-22.006(3) and 61B-76.006(3) of the Florida
Administrative Code for additional required disclosures requiredfor condominium associations.
For homeowner associations, the same Florida Statute disclo-sures apply that pertain to the cash receipts and disbursements, aspreviously stated.
Condominium, Homeowner and Cooperative AssociationsAssociations that have annual revenues (on the accrual method)
within the ranges listed below are required to have either a compiled,reviewed or audited set of financial statements. Revenues includereserve assessments, special assessments and any other income appli-cable to the association. Associations with revenues of $150,000 to$299,999 must prepare compiled financial statements, associationswith revenues of $300,000 to $499,999 must prepare reviewedfinancial statements and associations with revenues greater than$500,000 must prepare audited financial statements.
Per the Florida Statutes, Associations may vote to waive orreduce the level of reporting. At a minimum, however, a cashreceipts and disbursements report must be prepared. That reportcannot be waived Please refer to the Florida Statute for guidanceregarding properly waving or reducing the financial reportingrequirement.

Cooperative Associations: Per FACSection 61B-22.006(7) and61B-76.006(6):
Make sure the minutes of the asso-ciation shall reflect the number of votescast by the membership to waive therequirement for audited, reviewed, orcompiled financial statements and thetype of financial reporting that the asso-ciation will be preparing and dissemi-nating to the membership.
Please have your attorney reviewyour documents to make sure that youare in compliance with them, as theymay require a different level of servicethan the statute.
Beginning January 1, 2019Condominiums with 150 are moreunits are required by Florida Statute718.111(12)(g)(2)(g) to post in digitalformat on the association’s website thefinancial report required by Florida Statute 718(13) and any monthlyincome and expense statement tobe considered.
While most compilation, reviewand audits are prepared by licensedCertified Public Accountants, manyassociations have internally preparedcash receipts and disbursement reports.I have seen many internally preparedstatements that do not comply with thestatutes. I have also seen associationsfined up to $15,000 for not properlycomplying with the statutes regardingyear-end Financial Reporting.
