Abstract

This paper aimed to study the floodsituation, causes and management, of

Tharongchang Sub-District AdministrativeOrganisation (SAO), Phunphin, Suratthani.

The data was collected by in-depth

reported in descriptive form. The studyillustrated that Tharongchang experiencedimpacts and damages of floods annually. In2008, 10% of the total area was damaged.In 2009, the impact increased to 30% andthe heaviest impact was in 2010, which70% of the area was damaged. The totaldamage cost was 633,413,930 baht. As forthe causes, it was found that most of theareas were lowlands, the waterway/canalhad become shallow, and houses andfactories were constructed obstructingwaterways. Flood management of

Tharongchang consisted of 4 stages. Thefirst stage was flood warning, which couldbe divided into 2 circumstances. The firstwas to increase readiness of the bysuggesting the community to monitor ThaiMeteorological Department reportconstantly, monitor and evaluate watersituation, prepare to collect belongings,important documents, and emergencysurvival kits, and prepare for evacuation.

The second was to alert to evacuate, whichcould be done by using manual siren,village broadcasting tower, temples or

communitys drum, and/or whistle or

support, establishing evacuation centres ortemporary shelters, preparing the facilities,registering flood victims, supplying floodvictim with survival kits, and establishingdonation centres for flood victims. Thethird stage was water drainage whichcould be divided into 2 circumstances. Onewas water drainage during crisis situation;placing sandbags along Phumduang Riverbank, pumping water out of lower areasinto Phumduang River, and dredgingshallow waterways and canals to increasewater drainage. Another was long-term

drainage; improving water drainagesystems, building reinforced concretedykes and dredging shallowwaterways/canals. The fourth stage wasthe restoration and rehabilitation. First,surveying damages in 4 matters; victimnames, damaged houses and buildings,damaged agricultural areas, and damagedfactories and enterprises. Second,restoring and rehabilitating by providingfinancial aids, repairing damaged housesand buildings, requesting compensationsfrom related agricultural organisations,

deducing taxes for all victims, setting up

Big Cleaning Day activities. Communityparticipation in flood management of Tharongchang, Phunphin, Suratthani hasdemonstrated that people gave priority tothe participation in all stages, including theselection of flood management volunteers,attending the courses of flood prevention,participating in damage surveying fortransparency purpose, and participating inwaterways and canals dredging activitiesregularly to create unity in the community,and so on.
