FLAGSHIP PROGRAMMESOF UGC
With constant commitment of both the Central and the State
Governments towards the establishment of institutions
fostering a competent human resource required for the social,
economic and ethical development of the nation, Higher
Education in post-independent India has recorded tremendous
development across all sectors.
In order to accomplish the multi-dimensional objectives of
Higher Education, UGC formulates and implements various
schemes for the realization of the goals of higher education by
providing academic, administrative and financial assistance not
just to Universities but across the Higher Education system. In-
keeping with its objective of bringing this progressive
qualitative improvement to the Higher Education landscape in
the country, UGC has further been implementing a wide range
of flagship programmes.

The UGC assists selected Universities with a vision
to achieve excellence in teaching and research by
conferring on them the status of 'Universities with
Potential for Excellence (UPE)'. Such institutions are
eligible for enhanced funding to augment their
academic and research infrastructure and also to
evolve innovative approaches towards the
teaching-learning process.

As an initiative to promote academic excellence,
the concept of Autonomous Colleges was
recommended by the Education Commission
(1964-66). The UGC implemented the idea with a
vision to advance the quality of under-graduate
education by partially delinking some colleges
from the affiliating structure of the universities
and promoting the concept of autonomy in
designing curricula, courses and experimenting
with innovative approaches to pedagogy

UGC in pursuance of the National Policy on
Education 1986 and its Programme of Action 1992,
set up 66 Academic Staff Colleges (ASCs) in
different Universities/ Institutions in the country.
The Academic Staff Colleges so established are
conducting specially designed orientation
programmes for newly appointed lecturers and
refresher courses for in service teachers.
The Commission has been providing cent percent
financial assistance to the host Universities/
Institutions to run the courses mainly towards cost
of resource persons, participants, books/materials,
working expenses and salaries of the UGC-
allocated staff etc. as per the norms under the
programme.

UGC has been providing separate assistance to the
universities and colleges which come within the
purview of section 2(f) and are fit to receive central
assistance under Section 12(B) of the UGC Act,
1956 for
(i) Remedial Coaching at UG and PG level
(ii) Coaching for Entry into Services
(iii) Coaching for NET to Scheduled Castes,
Scheduled Tribes and Minority candidates.
The Commission has decided to merge this
scheme with the General Developmental
Assistance scheme of the universities and
assistance for this component will be over and
above the ceiling of General Developmental
Assistance.

The programme aims at enhancing the academic

In order to encourage the pursuit of excellence and
team work in advanced teaching and research and
to accelerate the realization of international
standards in specific fields, the UGC under the the
Special Assistance Programme (SAP) established
Centres of Advanced Study (CAS) in some specified
disciplines - in 1963. This initiative was further
augmented by the establishment of Departments
of Special Assistance (DSA) and Departmental
Research Support (DRS) programmes in 1972 and
1977 respectively.

UGC–BSR FACULTY FELLOWSHIP SCHEME
The focus of the fellowships is to facilitate talented
teachers in science and technology who are at the
verge of superannuation to continue their research
for an additional three years after superannuation
and to play the role of a research mentors for
young researchers and Ph.D. students.
DR. D.S. KOTHARI FELLOWSHIPS
IN SCIENCE, ENGINEERING & TECHNOLOGY
The fellowship scheme is aimed at redeeming the
expected shortfall in trained faculty required for
higher education institutions in the country and
fostering a post-doctoral research culture.
The programme provides opportunities to
regularly appointed permanent teachers of
universities/ institutions to pursue research in their
area(s) of specialisation for a period of two years
without undertaking any research guidance. A
provision for extension of tenure of Research
Award has been made for one year only on the
recommendation of the subject experts in
exceptional cases. A total number of 100 slots is
available under the scheme every alternate year.
RESEARCH AWARDS FOR TEACHERS
The focus of this Fellowship is to provide
opportunities to permanent Indian teachers to
undertake international collaborative research,
training in advanced techniques and technology in
emerging fields thereby furthering their research
capacity and ability to contribute to higher
education with a global perspective.
RAMAN FELLOWSHIPS FOR POST
DOCTORAL RESEARCH FOR
INDIAN SCHOLARS IN UNITED
STATES
NON-NET FELLOWSHIPS
UGC has introduced the scheme of Non-NET
M.Phil/Ph.D Fellowship in 2007 in Central
Universities which are not in receipt of any
Fellowship from any other sources.
The numbers of beneficiaries of the Fellowship
during XI Plan period were M.Phil – 9,542 and Ph.D
– 37,151. The numbers during 2012-13, 1,487
M.Phil and 7,009 Ph.Ds. This fellowship is now
being extended to students in Universities with
Potential for Excellence.

FACULTY RECHARGE PROGRAMME
Taking cognizance of the sharp decline in research environment in
Indian universities during the past over 2 decades, the MHRD-
Empowered Committee has initiated a remedial Programme of
faculty recruitment called “Faculty Recharge Programme” during
the XIth Plan period. The Programme envisages recruitment, at
national level, of highly motivated faculty with flair for research in
interdisciplinary/frontier areas of science (1,000 faculty to be
inducted over a period of 5 years) for placement in Indian
Universities under the umbrella of UGC. The programme is being
operationalised by the UGC.
To carry out the process of faculty selection in an accelerated
manner, a dynamic interactive web-portal (which permits majority
of operations online) has been developed. Subsequent to this, a
total of 54 faculty positions spread over six basic science
discipline, i.e., Physics, Mathematical-, Chemical-, Biological-, Earth
and Engineering Sciences (at the level of Professor, Associate
Professor, Assistant Professor) filled so far.
ENHANCING FACULTY RESOURCES
OF UNIVERSITIES
In compliance with the intent enshrined in section 12(J) of the UGC
Act and in order to support its efforts to enhance the quality and
excellence in Higher Education, the UGC initiated the 'Enhancing
Faculty Resources of Universities' programme.
The programme consists of two schemes namely;
l Faculty Recharge Programme
l Enhancing Faculty Resources in Universities
ENCORE
Enhancing Faculty Resources in universities with a
view to enlarging and deepening the learning
process in the universities by enlisting the help and
cooperation of professionals and experts from
outside the university and college main stream.
Their help and cooperation is enlisted in
institutional work and research as adjunct faculty
and Scholar-in-Residents.
The programmes help enlist the help and
cooperation of professionals and domain experts
with a view to enlarge and deepen the scope of the
learning process in the universities or colleges.
The help and cooperation of such professionals is
sought for institutional work and research as
adjunct faculty and Scholars-in-Residen.
Professionals and specialists from Public Sector
Undertakings and business organizations
especially those in their R & D Cells are also eligible
for these positions.

Under this programme, UGC provides
honorarium to teachers of the eligible
Universities/Institutions/Colleges who are
Fellows of at least two of the four identified
science academies–National Academy of
Science, Allahabad; Indian Science Academy,
Bangalore; Indian National Science Academy,
New Delhi and Indian National Academy of
Engineering, New Delhi–irrespective of the
number of the teachers in the university and the
size of the university.

made the country proud by earning a pride of
place in the galaxy of Nobel Laureates.

This is a joint initiative of the Government of India and
the United States of America have to foster partnerships
between educational institutions of both the countries
in the field of higher education and research. Many
schemes are being devised to achieve the objective of
the initiative. One such scheme devised was to invite
project proposals from institutions recognized under
Section 12B of the UGC Act, 1956 and from Institutions
of National Importance for financial assistance in the
areas of Energy Studies, Sustainable Development,
Climate Change, Environmental Studies, Education and
Educational Reform & Community Development and
Innovation. UGC has supported four projects and would
support four more during current year.

The UK India Education and Research Initiative
(UKIERI) was initiated in April 2006 with the aim of
fostering educational links between India and the
UK. In the last five years, UKIERI has played a pivotal
role in establishing a step change in the education
relations between the two countries. In recognition
of the substantial achievement and building on the
success of this initiative, the programme has been
extended from 30-01-2013 to 31-03-2016. Under
the programme, the UGC and UKIERI supported 20
joint projects and have invited proposals for 2013
in all subjects from all public funded Indian
Institutions of higher learning.

1 Inter University
Accelerator Centre
(IUAC), New Delhi
Inter University Accelerator Centre (IUAC) provides front ranking accelerator based research facilities to
create possibilities for internationally competitive research within the university system. The Centre has
been playing a very special role of a research institute within the University system where the scientific and
technical staff have dual responsibilities of facilitating research for a large user community as well
conducting their own research.
2 Inter-University Centre
for Astronomy and
Astrophysics (ICUAA),
Pune
IUCAA promotes the nucleation and growth of active groups in astronomy and astrophysics at Indian
universities. It aims to be a centre of excellence within the university sector for teaching, research and
development in astronomy and astrophysics.
3 UGC DAE Consortium
for Scientific research,
Indore
Promotes interaction amongst the scientists working in the research centres of the Department of Atomic
Energy and the faculty from the universities and other institutions of higher learning, and to enable young
students to work on programmes of national importance under the joint guidance of the faculty from
universities and the scientists of DAE so as to nurture an organic linkage between the university system and
research centres of DAE, the University Grants Commission and Atomic Energy of new research facilities
4 Consortium for
Educational
Communication (CEC),
New Delhi
The Consortium for Educational Communication popularly known as CEC has been established with the
goal of addressing the needs of higher education through the use of powerful medium of Television
alongwith the appropriate use of emerging Information Communication Technology (ICT).
Realizing the potential and power of television to act as means of Educational Knowledge dissemination,
UGC started the Countrywide Classroom Programmes in the year 1984. For production of educational
programmes, initially Media Centres were set up at 6 Universities. Subsequently CEC was setup in 1993 as a
nodal agency to coordinate, guide & facilitate such educational programme production through its Media
Centres. Today 22 Media Centres now known as Educational Multimedia Research Centres (EMRCs) are
working towards achieving this goal under the umbrella of CEC.
5 Information and Library
Network (INFLIBNET)
Centre, Gandhinagar
Information and Library Network (INFLIBNET) Centre [www.inflibnet.ac.in ] is involved in creating
infrastructure for sharing of library and information resources and services among academic and research
Institutions. It works collaboratively with Indian university libraries to shape the future of the academic
libraries in the evolving information environment
The INFLIBNET serves towards modernization of Libraries, serves as Information Centre for transfer and
access of information, supporting scholarships and learning and academic pursuits through a National
Network of Libraries in around 264 Universities, Colleges and R&D Institutions across the country.
6 National Assessment
and Accreditation
Council (NAAC)
Bangalore
National Assessment and Accreditation Council (NAAC) was established by the UGC in September 1994 at
Bangalore for evaluating the performance of the Universities and Colleges in the Country. NAAC's mandate
includes the task of performance evaluation, assessment and accreditation of universities and colleges in
the country. The philosophy of NAAC is based on objective and continuous improvement rather than being
punitive or judgmental, so that all institutions of higher learning are empowered to maximize their
resources, opportunities and capabilities. Assessment is a performance evaluation of an institution and /or
its units and is accomplished through a process based on self-study and peer review using defined criteria.
Accreditation refers to the certification given by NAAC which is valid for a period of five years. At present the
Assessment and Accreditation by NAAC is done on a mandatory basis.
7 IUC for Teacher
Education
Proposed to set up at the national level, will network with the schools of Education as well as create
benchmarks for influencing the quality of research in the universities and raise the profile of the existing
institutions of higher education.
