Numerous state and local officials attended the ceremonies in support of graduates from their areas. Whitley County Judge/Executive Pat White, Jr., was in attendance at Cumberland Falls as Whitley County Road Department Supervisor Jerry Davis received both his Roads Scholar and Road Master designations. “We’re proud of Jerry. He’s the first person with Whitley County to finish the program,” remarked Judge White, “I would encourage anyone interested to participate. We’re doing quite a few pavement projects and have two bridge projects we’re planning in the near future. Snow and ice removal is a priority for us right now,” Judge White added. State Senators Richard “Dick” Roeding (Legislative District 11) and Jack Westwood (Legislative District 23) both attended the ceremonies held in Erlanger in support of area graduates. “I was taken aback by the genuine constructive attitude of all the Scholars, both young and senior,” commented Senator Roeding, “These employees are working to make themselves and their work better for the Commonwealth. These people are really interested in building and making our roads, not only better but safer in Kentucky. This program has to motivate...employees to not only progress, but to work harder.” State Senator Jack Westwood was also impressed with this year’s graduates. “I’m very proud of the folks...,” Senator Westwood

stated, “these guys and gals put their safety on the line every day in their work on Kentucky’s roadways. I appreciate the dedication they have shown in obtaining additional training. It shows a tremendous amount of effort to pursue it. I was particularly impressed with the number of individuals who not only achieved their Roads Scholar Training this year; but also completed both programs, and received their Road Master as well.” About the Program The Roads Scholar/Road Master Training Programs consist of nine and seven full-day courses, respectively. The combined programs total 96 training hours. This year’s graduates join 1,436 Roads Scholars and 893 Road Masters who have completed the programs since inception. Ninety-five individuals completed both programs within the 2007 training year. The Roads Scholar and Road Master Programs are invaluable to preparing and protecting communities throughout the

funding provided by the Kentucky Transportation Cabinet, the Technology Transfer Program has developed a series of courses aimed at qualifying workers under the Cabinet’s new policy. This series, known as the Work Zone Traffic Control Qualification Program, includes three courses: Basic Work Zone Traffic Control and Flagger; Work Zone Traffic Control Technician, and Work Zone Traffic Control Supervisor. About the Courses The Basic Work Zone Traffic Control and Flagger Course is intended for individuals who perform flagging and temporary traffic control activities on Kentucky’s roadways. Individuals are encouraged to take this course before proceeding to the Traffic Control Technician and Supervisor Courses. Flagger Training covers:

Proper use of personal protective equipment Work zone components and types of operations Flagging procedures Proper and improper flagging operations Communicating with workers and the public Individuals performing flagging operations on any Kentucky roadway must be qualified and certified by the Kentucky Transportation Cabinet every two years. The Work Zone Traffic Control Technician Course is intended for individuals working for governmental agencies, utilities, and private industry who place, monitor, and maintain traffic control devices on public roadways in Kentucky. The principal course text is the Manual on

Facts & Statistics Between 2001 and 2005, the number of persons killed in motor vehicle crashes in work zones has risen from 989 to 1,074 respectively (an average of 1,068 fatalities a year) 85% of those killed in a work zone are drivers or occupants More than 40,000 people are injured each year as a result of motor vehicle crashes in work zones More than 2 times as many fatal work zone crashes occurred on weekdays as on weekends --FHWA, Fatality Analysis Reporting System (FARS) and General Estimates System (GES), 2002 - 2005

Uniform Traffic Control Devices (MUTCD) and the curriculum covers: Concepts and techniques Installation and maintenance of traffic control devices Tort liability and risk management Recognition and identification of deficiencies during the course of a construction or maintenance project This course is a prerequisite for the Work Zone Traffic Control Supervisor Course. Technicians must be qualified through training and testing and certified by the Kentucky Transportation Cabinet every five years. The Work Zone Traffic Control Supervisor Course is intended for individuals who supervise traffic control technicians and other field personnel and who are responsible for implementing the Traffic Control Plan. It provides comprehensive training that covers: Work zone standards and guidelines Installation and removal procedures Inspection and documentation Reading and interpreting traffic control plans for implementation

Correcting and documenting deficiencies The course expands upon the concepts and techniques taught in the Traffic Control Technician Course, which is a prerequisite for the Supervisor Course. Supervisors must be qualified through training and testing every five years. See upcoming course dates and registration information on page 12.
