KEY HIGHLIGHTS• The city of Johor Bahru is Malaysia's ‘Southern Gateway’, receiving 60% of foreign tourists who visit

Malaysia; and is a major holiday and shopping destination for neighbouring Singaporeans due to thecomparatively lower cost of goods and services.

• Johor Bahru is the State Administrative Centre (which will be moved to Nusajaya), the Central BusinessDistrict and the State Capital of Johor. It is also the main gateway into and out of Singapore (via theCauseway).

• The current key economic activities in Flagship A are financial services, commerce and retail, arts andculture, hospitality, urban tourism, plastic manufacturing, electrical and electronics (E&E) and foodprocessing.

• As at February 2008, prices in Flagship A range from RM30 to RM150 (US$9 - US$45) per sq ft forresidential use, and RM70 to RM150 (US$20 - US$45) per sq ft for commercial use.

• In the future, a multi-modal terminal will be developed in Flagship A, as well as an MRT/LRT systemconnecting Johor Bahru City Centre to other areas in Iskandar Malaysia.

INTRODUCTIONLocation. Johor Bahru is located within the central region of Iskandar Malaysia. It is bound by MajlisDaerah Kulai to the north, Nusajaya to the west, Singapore to the south, and Pasir Gudang to the east.

Key Landmarks. Besides the causeway connecting Malaysia to Singapore, other key landmarks inFlagship A include Danga Bay, Sultan Ibrahim Building, City Centre and residential areas.

Historical Background. Johor Bahru was founded in 1855 by Temenggung Daeng Ibrahim, the fatherof Sultan Abu Bakar, one of the best-remembered Malay Sultans, and a Chinese businessman, WongAh Fook. The town was originally named Tanjung Puteri, and it started out as a small Malay fishingvillage. Sultan Abu Bakar changed the name to Johor Bahru when he proclaimed it the capital of hiskingdom in 1866, after he moved the seat of government from the old capital at Teluk Belanga inSingapore.

Connectivity. There are two major highways linking the city centre to the suburbs, with TebrauHighway linking the city to the north-east and Tun Abdul Razak (TAR) Highway/Senai-SkudaiHighway linking it to the north-west. Pasir Gudang Highway and the connecting Johor Bahru Parkwaycross Tebrau Highway and TAR Highway about midway, and serve as the middle ring road of themetropolitan area. The causeway links the city to Singapore with a six-lane road and a railway line.

Population. One of Southeast Asia’s most populous urban areas, Johor Bahru is an importantindustrial, tourist and commercial hub for Southern Peninsular Malaysia. With a population ofapproximately 876,000 in the city, 1.73 million in the greater city area and 5.49 million in theSingapore-Johor Bahru area, the population growth rate is among the highest in Malaysia.

KEY LANDMARKSDanga BayDanga Bay or Teluk Danga is the largest recreational park in thecity of Johor Bahru. Many interesting events are held thereespecially during festive seasons. Danga Bay is also sometimesreferred to as the ‘Vision City of the South’. The land is under theownership of Credence Resource Sdn Bhd (CRSB) (70%) andKumpulan Prasarana Rakyat Johor Sdn Bhd (KPRJ) (30%). DangaBay (Phase I) makes up 240 acres of an Integrated WaterfrontDevelopment comprising financial, commercial, residential,lifestlye, leisure and family-oriented tourism development.

CIQ ComplexWhen it is completed, the Customs, Immigration and QuarantineComplex will be the largest of its kind in Malaysia. Located atBukit Cagar (formerly known as the site of Lumba Kuda flats,Kampung Bukit Cagar and recreation park), it occupies an area of232,237 sq m. Comparisons have been made to Kuala LumpurInternational Airport and Singapore Changi Airport, which are alsomajor entry points into Malaysia and Singapore, respectively.

The CausewayThe Johor-Singapore Causeway (Malay: Tambak Johor) is a 1,056-metre causeway that links the city of Johor Bahru in Malaysiaacross the Straits of Johor to the town of Woodlands in Singapore.It serves as a road, rail and pedestrian link, in addition tosupporting the water pipeline system into Singapore. Thecauseway connects to the Skudai Highway (Federal Route 1) onthe Malaysian side and the Bukit Timah Expressway on theSingaporean side. On a typical day, it carries 60,000 vehicles.

Istana Bukit SereneThe Istana Bukit Serene in Johor is the palace of the Sultanate ofJohor. The palace is located on high ground and has a 35-metrehigh tower.

The tower of this palace serves as a major landmark for peoplecoming to the area from the north. It is, in fact, a major landmarkin Johor Bahru. The Istana Bukit Serene was built in 1938 and isthe official residence of the Sultan of Johor.

City CentreGiven city status in 1994, Johor Bahru is a rapidly growing city.Latest census figures indicate that it is fast becoming Malaysia'ssecond largest city, with a population of over 1 million. Shoppingopportunities abound in Johor Bahru. Modern malls, arcades,handicraft centres, bazaars and markets offering internationaland local products all vie for attention. Local craftwork is sure tocatch the eye and make lovely souvenirs.

Sultan Ibrahim Building, Bukit TimbalanConstructed in the 1940s, the Sultan Ibrahim Building, located atBukit Timbalan, dominates the Johor Bahru skyline. The Japanesearmy used it during World War II in their final assault onSingapore. Today, the building serves as the main office buildingof the State and houses the State Secretariat. The Saraceniccharacter and mosaic detail make this one of the most interestingbuildings in Johor Bahru. State civil service offices will eventuallymove to the Johor State New Administrative Centre (JSNAC) inNusajaya in the second half of 2008.

Land Use In Johor Bahru City Centre - Existing Land Use

There is also much land owned by government institutions on which established schools andgovernment quarters are housed. These government reserve land areas possess prime property value andthe limitations to develop these lands have led to other solutions in overcoming the challenges in makingthe city alive and vibrant. This special land use can be integrated into the new development because non-economic and non-heritage value land can still be put to better use.

The following areas listed below have been identified in theComprehensive Development Plan (CDP) as potential areas for development or re-development.

CIQ – Areas committed for integrated development.

Bukit Timbalan – State administration that will bemoved to Nusajaya.

Traditional Shophouses – In the vicinity of Jalan Trus,Jalan Dhoby and Jalan Meldrum.

Government Land/Use – Government quarters, formerprisons and vacant lands.

Coastal Waterfront – Roads and pockets ofcommercial development.

Established housing and commercial development –residential, offices, shopping complexes, hotels, etc.

To be preserved as landmarks and statements of history andculture.

To become a major catalyst for the eastern part of Johor Bahru City.

It has the potential to be developed as the Centre for Arts andCulture of Johor as well as a museum. Bukit Timbalan’s extensivearea can then be opened up as part of the city’s greenery.

As highlighted in the Comprehensive Development Plan (CDP), three cyber cities will be established inIskandar Malaysia as part of MSC Phase 2 (2004 - 2010) – Nusajaya, Johor Bahru Central Planning Areaand the Universiti Teknologi Malaysia Skudai-Indahpura area. In this second roll-out, the MSCCybercity/Cybercentre status goes beyond the original designated areas in order to spread the MSCbenefits nationwide, enhance national and regional growth competitiveness.

The premium pricing of land in FlagshipA is mainly due to its established city centre location in Iskandar Malaysia.

MAJOR ECONOMIC ACTIVITIESThe key economic activities in Johor Bahru City are services, plastics, electrical and electronics (E&E), foodprocessing, manufacturing, commerce, finance, Meeting/Incentives/Conference/Exhibition (MICE), retailtrade, hospitality and entertainment, arts and culture.

Johor Bahru is an important industrial, logistics and commercial centre, being one of the three mainurban centres in Peninsular Malaysia (Kuala Lumpur and Penang being the other two). Its majorindustries include electronics, resource and petrochemical refinery and ship-building.

The presence of Singapore-owned companies and tourists is significant. Johor Bahru's shoppingcomplexes cater to tourists from Singapore who visit the city for shopping and entertainment. As such,Johor Bahru's retail scene is highly developed for a city of its size. The main shopping districts are locatedwithin Johor Bahru city, with a number of large shopping malls located in the suburbs.

THE MASTERPLAN OF FLAGSHIP AThe key development strategy for Iskandar Malaysia is to regenerate Johor Bahru into a vibrant economiccentre while preserving its cultural and heritage values. Existing cities like Johor Bahru have much to offeras their heritage and cultural values are important urban elements.

Various areas will be identified for enhancement and proposals for renovation and reinvestment willbenefit the city from economic and social aspects. An important aspect of urban regeneration is the needto be sensitive to preserve and even enhance the sense of local community that has been built over manygenerations.

The objectives of these exercises are as follows:• To create a distinct Central Business District (CBD)• To encourage diversity in terms of land use, activities and built form• To encourage brownfield development• To encourage living in the city• To foster physical continuity and connectivity• To reinforce the unique local character and heritage features• To preserve and enhance natural environment• To promote a vibrant cultural atmosphere• To preserve important view corridors• To promote public art• To promote appropriate street activity• To enhance the Waterfront areas of Johor Bahru City

New Business District For Johor Bahru City CentreJohor Bahru City Centre needs a strong sense of place that is attractive, appealing and marketable. If newbuildings and spaces are to inspire confidence in investors and local communities, they should bedesigned to reinforce local identity, both cultural and physical; conserve the best features and respondto local patterns of circulation and use. This is particularly important for brownfield sites where suchdevelopment represents an opportunity to reclaim an area often perceived as degraded and not cost-effective.

The Jalan Tun Abdul Razak, Jalan Wong Ah Fook and Jalan Bukit Timbalan areas currently make up thefocal point of the city. The area is the site of important buildings such as the office of the Johor BahruCity Council, Kota Raya shopping mall, the Ansar building, the Puteri Pacific Hotel (an urbandevelopment project built over what used to be Kampung Pahang) and the Sultan Ibrahim Building atBukit Timbalan.

Therefore, there is a need to look at areas beyond this current focal point area; where quality urbanspaces can be created and new opportunities for inner city developments can take place. The areaoutlined by Jalan Abdul Rahman Andak - Jalan Ayer Molek, where the former prison and the governmentquarters are, have great potential to become part of the urban core for Johor Bahru City Centre. Whencombined with the existing core area of Jalan Bukit Timbalan, a new CBD for Johor Bahru City Centre canbe created. The proposed new CBD for Johor Bahru will encompass a total area of 392.40 acres of landor 35.2% of Johor Bahru City Centre.

The services should be efficient, reliable and integrated, making use of common facilities and servicecorridors. The public will be encouraged to participate in conservation and waste minimisation activities,while the latest technologies will be used to ensure minimal environmental impact.

The main infrastructure goals are to: • Optimise use of existing infrastructure.• Integrate common aspects of infrastructure needs and requirements to ensure planning for sustainable

and affordable developments to meet the growth of Iskandar Malaysia.• Utilise modern and innovative technology in infrastructure provision to improve service levels and to

Power SupplyThe key directions in Flagship A are to ensure: (i) sufficient supply of power to cater for the growth ofIskandar Malaysia; (ii) its objective of becoming a world-class sustainable conurbation; and(iii) the reliability of power within Iskandar Malaysia meets the standards set for MSC Cybercities andCybercentres. Gas SupplyNatural gas is used primarily for power generation (65%) in Malaysia. 24% of natural gas produced isused in heavy industries, 4% is used in housing, commercial and industrial areas and the remaining 7%is exported. Petronas Gas Bhd is responsible for the transmission of gas and for ensuring sufficient supplyof gas.

The supply and distribution of gas for commercial purposes is fairly advanced, with gas being supplied viapipelines to factories and other gas consumers. Natural gas is distributed by Gas Malaysia Bhd througha medium pressure piping system placed along road reserves. The natural gas is obtained from thePetronas Supply Centre in the east coast of Peninsular Malaysia and these pipes run to the southernregion of Johor, supplying gas to Johor Bahru, Pasir Gudang and Singapore.

Natural gas is supplied mainly to the industrial areas in Plentong, Tebrau, Larkin, Tampoi, Kulai and Senai.However, the ‘City Gas System’ has not been extended to non-industrial consumers, and most housesand restaurants use gas distributed in small cylinders, while hotel and some industrial users receive gasin bulb-shaped cylinders. As of today, there are four odouriser stations which are in Kulai, Senai, PermasJaya and Pasir Gudang, with a total capacity of 177,100 (sm2/hr). Demand for gas in the year 2010 isprojected at only 88 units (cubic metres).

The development of the ICT infrastructure in Iskandar Malaysia is in line with the vision and strategy ofthe State of Johor’s ICT blueprint. As far as ICT infrastructure is concerned, private sector participation isencouraged through the implementation of new and cost-effective technology. Road NetworksUrban Linkage SystemUrban linkages are pivotal to achieve balanced economic growth within Iskandar Malaysia. A functionalurban linkage system will need to address two key fundamental issues - the movement of goods and themovement of people. Investments in urban linkages will continue to be important, especially on roadsystems to meet freight and personal mobility needs. Road transport is still important, and priority ofinvestment in road systems will be enhanced to improve the safety of roads, to manage roads, as well asto provide alternative linkages where lacking. Road networks are safe, efficient and attractive.Comprehensive pedestrian networks are part of the urban linkage system. Transit Oriented DevelopmentBy 2010, the population in Iskandar Malaysia is forecasted to reach 1.5 million, of which about 0.54million and 0.59 million are within the Johor Bahru Municipal Council and Majlis Perbandaran JohorBahru Tengah. Therefore, for ultimate integration, the Comprehensive Development Plan (CDP) hasproposed the development of the Light Rail Transit (LRT) as well as the Mass Rapid Transit (MRT) System.

The MRT will include a 36-km route connecting Johor Bahru Sentral II to Nusajaya. With estimated totalcosts of RM495 million (US$150 million), the implementation phase would be between 2011 - 2015.

Urbanisation: Promotion And Control Areas

UrbanisationJohor Bahru’s urbanisation rate is 69.1%, which is higher than the average national urbanisation rate of65.4% (National Physical Plan, 2005). This urbanisation rate can be related to the economic developmentof Iskandar Malaysia as the area of concentration for investment and employment. This is reflected byIskandar Malaysia’s estimated GDP of US$20 billion, which is 60% of Johor’s GDP. Iskandar Malaysia is alsowhere 70% of Johor’s manufacturing establishments (4,266 establishments) are located. Future DevelopmentsBandar Cemerlang. In 2001, the group acquired 1,390.22 acres of new land bank near Ulu Tiram whichwill be developed into Bandar Cemerlang. Phases 1, 2 and 5 of the project commenced in July 2006 withthe development of double-storey link houses and single-storey link houses. The Bandar Cemerlangproject is expected to generate approximately RM2.5 billion of revenue and RM0.7 billion of PAT over atleast 12 to 15 years.

Ambok Resorts Development Sdn Bhd. This division was set up on 4 January 1995. The company wasestablished to undertake resorts and leisure operations on 842.9 acres of land bank off the Kota Tinggi-Penggarang main road and sited at the estuary of Sg. Lebam and Sg. Ambok. To date, the company hasnot commenced operations.

The development of this project will probably commence in year 2010, in view of the proposedconstruction of the RM500 million bridge across Sungai Johor and a RM800 million expressway linkingSenai with Bandar Penawar in Desaru passing through this land.
