1.0 PURPOSE

1.1 The purpose of this procedure is to provide the minimum requirement for asphalt road

cutting and paving for the pipeline construction.

2.0 SCOPE

2.1 This procedure is applicable for Joint Operation “W"*+" T+,e Re"cee34

P+o5ec3 No.JO/HC092/FE09 which covers the general requirements for asphalt pave

road crossing.

5.1 Prior to an* wor, commencing all drawings and specifications shall be chec,ed.

5.2 +or, permits and e8cavation as per contract must be sought and approved in

advance of commencement of wor,s from Joint Operation and other governmentagencies? as and if required.

5. 0ll necessar* steps will be ta,en to protect an* e8isting services? drains? oil? water

and gas mains? power and telephone cables and the li,e which ma* be encountered

b* e8cavations b* e8cavations and or slips and falls.

5. etal pipeline detectors and trenches or e8cavations will be utili3ed to locate an*

e8isting lines if an* such utilities are encountered the pipes? cables etc? shall be

protected.

5.7 0ll e8cavations shall onl* be carried out b* hand within 7 meters either side of an*

anticipated pipelines? cable or other detected obstructions. This shall be strictl*

enforced.

5. "ontinuous and safe access for vehicular traffic shall be maintained at all road

crossings b* the provision and l*ing of detour road as approved b* client

representative or competent authorit*.

5.5 0ll the approved material will be required for restoration of a road surface shall be

readil* available at site if the road crossing is to be e8cavated and bac,filled within

the same da*.

5.6 The width and depth of all e8cavation : trenches which will be crossing roads shall

be carefull* controlled and shall be in accordance with specification and approved

construction drawing.

5.9 0ll desert road crossings shall at all times meet the requirements of approvaldrawings.

5.1% 4oad crossing design shall compl* with the requirements of the concerned road

authorities.

5.11 0ll pipes that are required to cross paved? unpaved and desert roads ma* be carried

out b* the open cut method? unless it is otherwise specified b* the owner or another

relevant authorit*.

5.12 0 minimum cover of 1.2% meter of ground shall be maintained at all times where the

pipe crosses an* unpaved road. This shall be ta,en from the original ground level.

5.1 @round shall not be built up to obtain cover. The minimum cover shall be measured

from the top of the pipe to the level of the ground surface of the soil.

5.1 0ll bac,filling for unpaved road crossing shall be thoroughl* compacted to 97A of

its ma8imum dr* densit* in 2%% mm la*ers up to the surface where it shall be

restored to original trac, conditions. Testing shall be as per !O" 'tandard !O"#"#

%%7 clause 1. bac,filling and compaction shall be in accordance with !O"#"#%%7.

5.17 0ll roads crossings in the desert area shall be e8cavated and bac,filled in the same

da* if possible. <f this is not possible? suitable safet* arrangements and alternative

routes shall be made available. Proper warning signs and barricades shall be placed

and maintained while road crossing and open.

5.1 0ll paved road crossings shall at all times meet the minimum requirements of

approved drawings.

5.15 0ll paved road crossing ma* be carried out b* the open cut method.

5.16 0ll paved road crossings shall be carried out with approved casing materials

according to the relevant drawings.

5.19 Proper warning signs and barricades shall be placed and maintained as long as the

paved road crossing remains open. The warning signs shall be visible from 1%%

meters from the e8cavated road crossing in both directions. (anger signs shall be

both in >nglish and 0rabic. <n addition? flic,ering light also shall be provided on

both sides of the road 1%% meters from the e8cavated location.

5.2% 0 minimum cover of 1.2% meter of ground shall be maintained at all times where the

pipe crosses an* traffic road? paved and rig road. The cover shall be measured from

the top of the level of the ground surface of the soil.

5.21 0dequate grading shall have been carried out on both sides of the paved to be

crossed which will allow safe passage of all vehicles and equipment which ma* be

used during the operation.

5.22 Prior to ma,ing road crossing b* cutting e8isting asphalt road a detailed s,etch of

proposed temporar* diversion road to be made and maintained during this operation

shall be submitted to client for approval.

5.2 0fter getting client approval? temporar* diversion roads consisting of 1% meter in

width divided b* barrels shall be made. This road shall be constructed of 17% mm

thic, la*er of gatch compacted using pneumatic roller.

5.2 0s per Joint OperationBs ;ire 'afet* regulations? the required number of barriers?

warning tapes? warning flashing light? traffic signs and signals shall be provided at

road crossing area.

5.27 <f the road diversions pass over underground services the finished level of road

diversion shall be 1.% meter above the crown level of such services.

5.2 The whole length of the road diversion shall be prepared such a manner to facilitate

smooth and safe uninterrupted flow of traffic during this road crossing operations.

5.25 The entire diversion road shall be well maintained during the period of use of this

diversion road and after completion of road crossing wor, all disturbed wor, shall be

removed and re#instate the ground for the satisfaction of the Joint Operation.

5.26 0fter cutting to be detailed out with equipment ? width etc. the e8isting asphalt road

at location where the new pipeline is crossing? the required e8cavation shall be

carried out to the required level and prepared as per specification.

5.29 0fter installation of pipe sleeves? as per approved for ocedure including coating?

wrapping and h*dro testing as required the road shall be repaired and re#instated to

the original condition of the e8isting road using following procedure.

-=ac,filling the e8cavation using approved gatch shall be done in la*ers not

e8ceeding 2%% mm thic,ness and compacting? up to bottom of the asphalt

base course. "ompaction shall be minimum 97A of the modified proctor

value.

- Then over the compacted gatch surface "#5% bituminous emulsion shall be

applied at the rate of .57 C 1.7 ,g:mD.

-Then base course of asphalt concrete mi8? T*pe << shall be applied and

compacted to a base course.

- Then tac, coat over base course shall be applied using ''#1h or "''#1h at

the rate of %.27 C %.57 ,g:mD.

- Then wearing course of asphalt concrete mi8? T*pe <<< shall be applied and

compacted to wearing course.

5.% The re#instating:repair of asphalt pavement shall be carried out strictl* as per !O"

'pecification? !O"#"#%2 Part 1? aterial +or,manship & 4oadwa*s? Paving and

hard standing E Part #1 ;le8ible pavement.

5.1 ;or line crossing rig roads? e8cavation and preparation of the e8cavation as per client

specification and then installation of the pipe sleeves and vent pipes as per

standard drawings shall be carried out. Then bac,fill shall be carried out using

approved gatch in la*er of 2%% mm thic,ness and each la*er compacted to 97A of modified proctor densit*.

5.2 The numbers and location of the pipe sleeve shall be as per contract approved

pipeline drawing.

5. 0ll safet* aspects of the e8cavation:trenching wor, will be supervised b* the

competent person and shall meet the contractorFs )ealth and 'afet* anual.

5. 0ll wor, carried out within the 7% meter limit from the center of high voltage

s*stems shall also compl* with the safe limits.

5.7 Go wor, shall commence till the safe measures were ta,en care b* the authorities

who operate and control the high voltage s*stem.

5. Procedure and safe wor,ing s*stems must be adopted to prevent e8cavating and

lifting machiner* from approaching high voltage power lines to within the specified

below.

5.5 These minimum distances are dependent on the s*stem voltage. ;or individual

connections? the minimum encroachment distance must be.

- 2%% to 6% !H # 'hould be at least 6.% meters

- % to 2%% !H # 'hould be at least 7.% meters

- % to 7% !H # 'hould be at least .% meters

5.6 0ll labor force shall wear safet* shoes and helmets at all time on site. =arricades?

warning devices? temporar* crossing etc? shall be required to protect the public and

labour force.

5.9 <nspection and testing requirement and preparation of qualit* records related to

0sphalt 4oad "utting and 4emediation shall be in accordance with <TP.
