The new investment strategy was approved as follows: a) The diversification of the portfolio in six banks, i.e. Société
Générale, J.P. Morgan and the 4 new banks was approved. b) Pictet to be the general custodian except for J.P. Morgan c) A more dynamic policy, aiming to have a benchmark of 5%
interest was approved. The banks’ performances after one year to be analysed and the bank which has the worst performance to be replaced.
d) The cancellation of the mandate with D.A.P.M was approved.

DECISION
As the proposals were not concrete proposals, a vote of confidence was given for the Commission to continue its work and to come back with concrete proposals.
DECISIONS
1. To appoint Mr. Marte Hoffiz to coordinate all proposals for the next meeting, as some had been previously approved or could have been approved by the Executive Committee.
2. To have a representative of all Commissions in each Commission meeting.
TBS PRESENTATION ON 2018 WORLD CHAMPIONSHIPS PRESS COMMISSION
DECISIONS
1. If possible, a media opportunity with champion teams and the FIVB President to be created, by the President visiting the victorious team in their home country, a few days after having won a gold medal in order to make the leader of the FIVB as visible as possible.
2. Tournament final reports to be no longer produced, since the FIVB
YearBook includes all results and information.

LEGAL COMMISSION FINAL REVIEW OF FIVB REGULATIONS
DECISIONS
1. The General Regulations were approved.
2. The Disciplinary Regulations were approved.
3. The Legal Commission to draft rules for candidates of elections held under the auspices of the FIVB and its affiliates, in line with the Disciplinary Regulations.
FIVB TRIBUNAL REGULATIONS
DECISION
The FIVB Tribunal Regulations were approved.
SPORTS REGULATIONS AMENDMENTS PROPOSED BY THE SPORTS EVENTS COUNCIL
DECISION
The Sports Regulations were approved.
FINANCIAL REGULATIONS
Mr. ZAGKLIS explained that it had been necessary to modify the wording of the Financial Regulations to be in line with the Sports Regulations and the General Regulations.
DECISIONS
1. The modified wording of the Financial Regulations was approved. 2. After a final check by Mr. Meyer and Dr. Elwani, the Financial
Regulations to be sent to all the Board members.

SEC AD-HOC COMMITTEE FOR AGENTS
DECISION The FIVB to regulate the activity of player agents and the SEC Ad-hoc Committee to prepare the first draft Regulation in 2013 Main areas that require regulation:
Licensing process (“FIVB Licensed Players’ Agent”) following a test
Ethical and Behavioural Rules (eg. conflicts of interest)
Duties of Agents towards players and clubs
Rights of Agents: access to FIVB Tribunal and to FIVB/Confederation administration

OTHER BUSINESS
Mr. SCHACHT raised the issue of the case concerning Dr. Acosta. He wondered how he could retain the title of Honorary Life President while suing the FIVB for CHF 4,500,000. This was damaging our sport. Dr. BIN NASSER was of the opinion that the Constitution had to be respected if judiciary proceedings had been initiated against the FIVB. PRESIDENT GRAÇA stated that it was his duty to see that all the members respected the Constitution and the regulations. A decision had to be taken in this meeting. Dr. BIN NASSER stressed that the Constitution must be complied with if Dr. Acosta went to court for any reason. Mr. BERBEN stated that the general jurisprudence in Europe was that all internal remedies had to be exhausted within the sports family before going to court. Mr. WEI gave some background information on the beginning of the issue. After the Congress in Rome in 2010, Dr. Acosta proposed going to the court of arbitration and he told him he had the right of appeal. Dr. Acosta had made accusations against him and also against Mr. Meyer. Mr. WEI had had a discussion with the FIVB’s lawyers who had advised him to wait. He added that there had been no written promise to pay Dr. Acosta commissions after he had stepped down as FIVB President. Dr. Acosta had sent Mr. Wei a list of

payments he demanded and asked him to sign, which he had categorically refused to sign as the money was a public fund. Both the Board of Administration and the Congress had voted not to pay him. Mr. BEAL commented that the situation had been going on for a long time and that the longer it continued the worse it would be for public relations. He expressed the desire of having the best legal advice to end the affair as expeditiously as possible. A delegation could be sent to meet Dr. Acosta and negotiate a settlement. The FIVB was right morally and the best image should be presented. Mr. BERBEN asked whether Dr. Acosta was considered as being within the FIVB or as a third party. PRESIDENT GRAÇA responded that Dr. Acosta was still Honorary Life President. Mr. BERBEN questioned whether everything was under the FIVB’s umbrella. Mr. MEYER stated that the article in the Constitution which had been mentioned was inserted by Dr. Acosta himself. As the relationship was based on an internal document, it was an internal matter. PRESIDENT GRAÇA informed that the FIVB’s lawyers were confident that the FIVB would win the case with Dr. Acosta. He was of the opinion that there should be no more delays. This impacted the FIVB's position in the sports market. It was imperative to take a decision in this meeting. He did not want all the responsibility. Dr Acosta could be given the choice to retain his title. The World Congress would have the final decision. PRESIDENT GRAÇA stressed that the media should not be informed. Dr. ELWANI commented that the Constitution was clear. He asked if the image of the FIVB would be affected if the affair was not concluded successfully. He also believed that a committee should meet him. Mr. MARTE HOFFIZ declared that it had been decided in the Board of Administration to no longer pay commissions. The next step would be to send a committee and explain the situation to him. Mr. Marte Hoffiz did not wish to be part of the committee. Dr. Acosta was not leaving the FIVB any choice and perhaps he would withdraw his lawsuit from the court in Lausanne. Mr. PRZEDPELSKI also agreed to close the issue as soon as possible in a peaceful, discreet way. He added that according to the Financial Regulations, if a National Federation brought a sponsor, 10% of the contract would be for the National Federation. He had found a sponsor in the past, but Dr. Acosta had taken the 10% corresponding to the sponsorship brought by the National Federation of Poland.

PRESIDENT GRAÇA stated that if the decision was taken to remove the honorary title of Dr. Acosta, he would find out and probably contact one of the Board members in order to negotiate. Mr. BERBEN asked if Dr. Acosta would keep the title of Honorary Life President if he agreed to drop his lawsuit. PRESIDENT GRAÇA stated that this would be part of the amicable settlement. Mr. SCHACHT believed that if a settlement was reached, then Dr. Acosta should retain the title, but if not, then he should no longer be an Honorary President. Mr. MARTE HOFFIZ referred again to his initial statement that the Board’s decision had to be respected and that no commissions should be paid to Dr. Acosta. Mrs. SUBOWO asked if it would be possible to add an article to the Constitution concerning the correct behaviour of an Honorary Life President. Mr. ZAGKLIS strongly suggested that if such a decision were taken, the removal of the title should be by the Congress, as it had been awarded by the Congress. The Constitution does not contain a provision with an "automatic" sanction, as some members believe, but we do have a rule stipulating that an FIVB member needs to exhaust the internal remedies first. Also, the Constitution does not allow e.g. persons to become Board members if they have initiated legal proceedings against the FIVB. This is a strong indication of what behaviour the Honorary President should avoid. It is a duty of the President to ensure that the Constitution and the Regulations are complied with. Mr. BEAL thought that a financial incentive could be proposed. Mrs. SUBOWO commented that the FIVB had already informed the IOC that we were clean and not involved in commissions, consequently it would not be a good idea if we were involved in another payment. Mr. BEAL commented that other financial settlements had been made with Mr. Seppey and Mr. Goijman. They were not commissions. The FIVB had already spent huge sums in legal fees. He was not saying that a payment had to be made, but that it could be included in the negotiations if deemed necessary. The FIVB did not need this burden in the exciting run-up to the Rio Games. Mr. WEI mentioned that when Dr. Acosta’s proposal for a financial negotiation had been put on the table in a previous Board meeting, Mr. Beal had not wished one cent to be paid. The Goijman and Seppey cases were different.

For example, the Seppey case was a labour dispute. Our lawyers believed that the FIVB might lose the cases. PRESIDENT GRAÇA repeated that the lawyers had stated that the FIVB had a good chance of winning the case against Dr. Acosta. A separate law firm had been consulted and they concurred with this opinion. It was a moral issue, he could not be paid and an example had to be shown. Mr. SANTOS was of the opinion that the Board was obliged ethically to take action, especially as the FIVB’s lawyers were confident of the outcome and that Dr. Acosta was not worthy of the title in any event. Mr. Wei was worthy of his title of Honorary Life President as he was dignified. PRESIDENT GRAÇA stated that the position was clear and that if he were to vote, he would vote for this. Mr. GUMEL then referred to the letter from the IOC Ethics Commission stating that commissions should not be accepted by an IF president and which had been concealed from the Board. Mr. BEAL repeated that he was motivated to finish this affair as soon as possible and asked whether the Board wanted Dr. Acosta to be associated with the FIVB and retain his title if he agreed to withdraw his lawsuit. The ethical and moral issues were too great. Mr. BORICIC declared that it must be realised that their decision would have repercussions. Dr. Acosta was president for 24 years. The signatures of the Board members were everywhere approving his actions and so they had also to protect themselves. He had suggested four years ago that a committee of three people should find a solution. Dr. Acosta should cancel the judicial proceedings or leave the Volleyball family. Mrs. SUBOWO noted that this could jeopardise our relationship with other IFs. Mr. WONG stated that it was difficult to be distant from Dr. Acosta as he had been a president for such a long time. He wished to send an ultimatum and not negotiate. Removal of the title should be a last resort. If the Congress did not agree, there could be a problem with our image. Mr. MEYER believed that a delegation should be sent as soon as possible and then a final decision would be taken based on the outcome. He could be given a chance with no pressure. Dr. ELWANI thought that it would be a good idea to talk to Dr. Acosta about his image and that of the FIVB. Mr. SCHACHT was of the opinion that it would be morally wrong to offer him any money and would be bad in the eyes of sponsors. He agreed to send a delegation.

DECISION
The Board members decided unanimously to send a delegation of three persons to meet with Dr. Acosta on behalf of the Board of Administration, in order to encourage him to withdraw his legal action, which would permit him to retain his title of Honorary Life President. If this action should fail and/or should Dr. Acosta refuse to withdraw his legal action, then a proposal would be made to the next Congress to remove his honorary title. Mr. SCHACHT suggested that the delegation should be comprised of the President, an Executive Vice-President and a member of the Board. Mr. WONG thought it would be better to send three people who were not known to Dr. Acosta. Mr. MAGRI declared that Dr. Acosta was the history of the FIVB and that if we criticised him, we criticised the FIVB. This should not be mentioned to the media. Dr. ELWANI was of the opinion that the delegation should be made up of people he knows, in order to be successful.
DECISION The Board members decided unanimously to send a delegation comprised of Dr. Elwani, Mr. Berben and Mr. Wong to meet with Dr. Acosta. PRESIDENT GRAÇA stated that if Dr. Acosta refused to withdraw the judiciary proceedings or refused to meet the delegation then the matter would be referred to the Congress. Mr. SCHACHT believed that if Dr. Acosta informed the press or refused to meet the delegation, then the President should go public. PRESIDENT GRAÇA declared that he would consult experts in that respect.

DEVELOPMENT COMMISSION DEVELOPMENT FUND
DECISIONS
1. The existing projects will be continued until a further decision is made.
2. Funding will only be considered for category I and II NFs.
3. The FIVB Steering Committee was disbanded, due to the shift in development policy, whereby the richer, better performing NFs give assistance to category I and II NFs.
MARKETING
DECISION
Marketing will be implemented in all projects to maximize the impact for both the FIVB and UNHCR.
VOLLEYBALL COOPERATION PROGRAMME
DECISION
A Management Course will be introduced as a pilot project in each Confederation. A maximum of 10 courses to be hosted per Confederation.
VOLLEYBALL AT SCHOOL SYMPOSIUM
DECISIONS
1. The guidelines of the 2007 seminar will be used as a basis for the
next seminars. 2. Five Volleyball at School Symposiums will be organised, with one
in each Confederation.

3. The same group of instructors will go to each seminar to maintain
consistency. Additional instructors can attend the respective symposium within their Confederation.
TECHNICAL COMMISSION TECHNICAL ADVANCEMENTS IN PREPARING TECHNICAL EVALUATIONS AND FUTURE INNOVATION
DECISION
The system for the electronic scoresheet to be implemented immediately.
CHANGES IN THE RULES OF THE GAME – OVERHAND RECEPTION
PRESIDENT GRAÇA informed that there had been a great deal of complaints concerning the Overhand Reception Rule, which had been passed by the Anaheim Congress in 2012.
DECISIONS
1. As the FIVB Board of Administration has the competence and
obligation to deal with urgent and exceptional matters in the spirit of the Constitution and in the general interest of the FIVB, the implementation of Rule 9.2.4 of the Rules of the Game to be suspended pending further testing in official competitions, as the impact of the above-mentioned Rule has so far not been as successful as expected.
2. The Rules of the Game Commission to perform the required tests and compare them with the data already received, in order to determine if the new rule achieves the purpose for which it was created.
3. The Rules of the Game Commission to submit a written report on the results of the tests to the FIVB President and to the Board of Administration. The National Federations to be informed accordingly.

LONG DISTANCE TEACHING
DECISION
To create a long distance teaching project similar to the UCV project in Brazil with more academic coaches and including two day practical courses.
COACHING COMMISSION NEW RULES IMPLEMENTATION AND IMPACT – MATCH MANAGEMENT
DECISIONS 1. To test having only one technical time-out per set, in the middle of
the set, to improve the match efficiency. The normal time-outs to be maintained.
2. To test a new system using new technology that allows for
accelerated/quick substitutions. 3. To keep the same number of substitutions by set that can be used
freely. 4. An overhead microphone to be used, in order to not disturb the
players and the coaches. 5. To provide the head coach and the assistant coach who are
registered in the FIVB database with a licence to participate in the event.
6. To provide the coaching staff members with a medal, should their
team win a competition.

DECISIONS
1. The Continental Coaching Commissions to have their meeting after the FIVB Coaching Commission.

Continental Coaching Commission during the final of the Grand Prix or World League Competitions.
DEVELOPING PROJECTS BRAINSTORMING SESSION
DECISION
The competitions for youth women to be U18, for junior women to be U20 and the new age category U23 to be for both men and women, also youth men’s competition to be U19 and for junior men to be U21.
SPECIAL PROJECTS INTERNATIONAL COACHING SYMPOSIUM
DECISIONS
1. To prepare a draft of an FIVB Top Volleyball Symposium in collaboration with Mr. Stanislav Shevchenko.
2. To concentrate the content and advice on: Leadership, Team
Culture, Psychological aspects in managing the player.

MEDICAL COMMISSION REPORT ON THE 2012 VOLLEYBALL COMPETITIONS
DECISION
The alcohol tests for referees in all Volleyball and Beach Volleyball events to be reduced.
MEDICAL REGULATIONS MODIFICATION OF ARTICLE 11.1
DECISION
The modification of Article 11.1 to be studied further by the Medical Commission.
BEACH VOLLEYBALL COMMISSION
DECISION
The 2013 calendar was approved.
The FIVB to issue the new terms and conditions for the 2015 and 2016 events by 15th August 2014 at the very latest and to undersign the FIVB-organizers agreement with the bidding organizations by the end of September 2014 in order to allow the 2015 and 2016 calendar to be issued in due time. As a general principle, the vacancies belong to the NF while the ranking points are allocated to each player for ranking and seeding purposes. The FIVB NF Ranking defines the ranking of the NFs based on their individual athlete’s/athletes’ entry points. The FIVB NF Ranking to be updated every Monday. Should an athlete not participate in four consecutive FIVB tournaments, these athletes will disappear from the National Federation rankings. In this case, the National Federation concerned can no longer count on the points of these athletes to secure a spot in the main draw. When the NF enters this athlete back into a tournament, the athlete will have the entry points as per FIVB regulations.

The FIVB has decided to maintain the appeal process allowing athletes to make an appeal to the FIVB in the case of special circumstances related to eventual unfair entry processes employed by NFs when choosing which athletes to enter in events. In case of an appeal, the FIVB will evaluate case by case each issue only if the players concerned are in good standing with his/her NF and with the FIVB and if the players concerned are prepared to bear the cost of their own participation in FIVB events.
Mr. MEYER stated that many National Federations in Europe were under the power of Beach Volleyball players as they were backed by FIVB policies which weakened National Federations. Beach Volleyball players were more important and powerful than National Federations. The FIVB had to put out a strong signal showing that the players had to stop this behaviour and to give the necessary power to the National Federations.
CONTINENTAL CUP
DECISIONS
1. To organize a Continental Cup Workshop at the end of May or in June 2013 (Date / location to be confirmed).
2. Confederations to propose/present their competition systems at the next workshop;
3. For 2015 and 2016, to define the competition calendar 1 year before
and follow it;
4. To start the Continental Cup from 2014 onwards;
5. Any presented competition scheme should be supported with a proposed budget;
6. To circulate the results / conclusions of the workshop to the
Confederations and the Beach Volleyball Commission members to receive their feedback and make the final decision;

2016 OLYMPIC GAMES IN RIO
DECISIONS
1. If the IOC accepts to have 32 teams per gender at the Beach Volleyball tournament at the 2016 Olympic Games the following proposed breakdown of Olympic places to be obtained by NFs/NOCs (max 2 teams per gender) was approved:
Olympic Ranking: 16 places Host country: 1 place Continental Cup Final: 10 places FIVB World Cup Olympic Qualification: 4 places 2015 Senior World Championships: 1 place per gender’s event
2. In the case that there are 24 teams per gender at the Beach Volleyball tournaments at the 2016 Olympic Games the same Olympic place attribution as in 2012 will be applied.
3. To continue attributing Olympic places to NOCs/ NFs that will be
responsible to enter their respective athletes at the Olympic Games in accordance with the athlete eligibility requirements.
2015 FIVB WORLD CHAMPIONSHIPS
DECISION
To qualify the 48 teams per gender at the 2015 FIVB World Championships a new qualification system should apply as follows: 20 from the Confederations through their Continental Tour (i.e. 4 teams per gender per confederations) 26 teams through the entry points system 2 granted host country teams No wild cards will be granted for an Olympic Qualification Tournament that directly qualifies to the Olympic Games as it will be such an event. The FIVB to make enquiries to the IOC about the possibility of having an Olympic qualification such as the World Championships with prize money. The winner country will qualify for a vacancy to the 2016 Olympic Games in Rio de Janeiro.

DECISION
The Zonal event sanctioned by each Continental Confederation and homologated by the FIVB to be incorporated in the World Ranking at the level of a Continental Tour event, provided that they meet the following requirements:
Min. 12 teams Main Draw;
Max. 1 event per National Federation and max. 3 events per Zonal Association
count as “Continental Tour” event for the FIVB World Ranking;
Min. 3 National Federations must participate;
Usage of Confederations’/FIVB online registration system;
Usage of the Confederations’/FIVB logo on all print materials;
Usage of FIVB homologated Beach Volleyball equipment;
Enforced FIVB Rules of the Game.

DECISION 1. To attribute the points for the whole period and cancel the

2016 OLYMPIC GAMES RIO DE JANEIRO
PRESIDENT GRAÇA stressed the need for another Volleyball stadium in Rio de Janeiro and that it was absolutely essential for the success of the Beach Volleyball events for them to be held on Copacabana Beach, which had been the starting place for the Beach Volleyball World Championships.
DECISION
A delegation to be sent to Brazil and the logistical aspects of the next Olympic Games to be discussed with RIO 2016, including securing the best hotels for FIVB officials and teams.
REQUESTS TO CHANGE FEDERATION OF ORIGIN
DECISION
Except for the request for Ms. Janina BERGAGLIO, all the requests to change the federation of origin were approved, starting from 5 April 2013, subject to receiving payment (Appendix 1). Ms. Bergaglio’s request was refused as she had not been a resident for the requisite two years.
WORLD LEAGUE COUNCIL STRUCTURE OF 2013 WORLD LEAGUE KEY POINTS FOR IMPROVEMENTS
DECISIONS
1. The participating National Federations will use the Challenge System during the Intercontinental Round.
2. The FIVB will send the requirements for use of the Challenge
System. 3. The research on new technology and especially radio
communication will be continued. 4. A licence for Competition and Training halls and for Hotels will be
created.

5. Venues already used several times for the World League will not
require an inspection visit.
6. The World League Council and Sports Event Council Presidents to decide on a case by case basis whether the visit is necessary.

CONFIRMATION OF FINAL ROUND
DECISION
The participation of 4 more teams was allowed exceptionally for 2013, bringing the total to 20 participating teams. The teams from Europe are top teams, but due to the tight schedule calendar in the Olympic year, no qualification tournament could be organized. The teams are: Italy, Germany, Turkey and Russia. The latter will have to pay their transportation costs and have to host one pool in the preliminary rounds.
RULES OF THE GAME COMMISSION CHALLENGE SYSTEM
DECISION
To have two challenges per team per match in Beach – the successful challenge would maintain the two challenges allowed for the team. An alternative proposal - one per set – means if the team is out of challenges at a set-or match ball and the Referee is not sure about the outcome of a possible decision, the referee has also the right to make a challenge call.
BALL CONTACT IN BEACH
DECISIONS
1. A test of the Beach game using the volleyball reception rules and the same block rule as in Volleyball was approved. It would be easier to understand for the public and easier to referee. However, we need to collect data on current reception, block and court size which would be necessary as a control, if we wish our study to be truly scientific.
2. To study the effect of using the same first hit criteria in both codes, and block rule, which necessitates a proper test sequence and data collection, and factor this in to the budget.
3. To accept the recommendations of the Beach Commission and to add them to the Working Programme of the RGC as well.

MULTI-MEDIA TEACHING DVD AND ILLUSTRATED TEXT
DECISIONS
1. Mr Paredes, Mr Van Iersel and Mr Bradbury to assist with the MTM project, provide support and feedback. Mr Van Iersel is committed to collecting new materials, the movie of service reception cases is to be updated from the view-point of the 1st Referee to be more useful to the decision making process, and the Table of Legalities for the re-designation of the Libero is to be included for the first time. To complete the task, the Refereeing Guidelines in WORD are necessary. Videos should when used be bright and the wording should be readable if superimposed on the action. Where we have control, the angles and the scenarios demonstrated need to be carefully controlled.
2. E-Learning – the duties of the Rules of the Game Commission
are to control any materials to be included in this. Contact with Mr Rigamonti to get advice on how to implement this would be necessary.
Mr Bradbury would in particular assist with the shaping of the e-learning programme.
BEACH MODIFICATION IN RULES
DECISION
The concept outlined by Mr CASANOVA was approved as part of the working programme to continue to draw Beach and Volleyball together: To determine if Beach could include Volleyball versions of the BLOCK, 1st HIT, COURT SIZE

DECISIONS
1. To identify a test partner federation willing to test the “server must land behind the end line”, to reduce the power of the jump serve. It would make the test more valid if the test was able to be conducted for a whole season.

2. Proceed to collect data on the effect of the current Beach rules on
rally length, contacts, number of net crossings and so on. 3. Proceed with the issue and evaluation of a questionnaire to two
CEV competitions to evaluate the current player desire to liberalise the centre line rule.

Medical Commission.
5. Take a proposal for four players in one rotational position to the Coaching Commission for opinion.

8. Create a toolkit or template which will allow RGC to evaluate the impact of a potential rule change - this way, we can dismiss or work on key issues to be tested with no waste of energy.
9. Create the same type of MTM for Beach – and generate a questionnaire like we have in Volleyball to determine its potential.
10. Create a drop box for ideas and teaching-learning materials – this to be vetted by RGC personnel before it is allowed into the public domain.
11. The Text with Tutor notes still exists and has proved a useful tool to deliver the same message at IRCCs no-matter who is the tutor: however, with the changes we have made this requires modified. This is in the process of being updated by Mr STEEL. There is a case for a similar document for Beach. The budget for the MTM has run its course – as has been demonstrated by the results of the e-questionnaire completed on line since December, it seems to be a very useful tool – but to maintain its status and condition as being up to date, a new budget should be prepared to pay for the work of those professional people who do the work to create it.
Although there is currently a Beach e-Book, there is no MTM for Beach – this would be investigated, but would also need a budget accepted by the Board.

A document to be prepared contrasting Beach and Volleyball – based on an original work called “CHUNKS”. Mr CASANOVA and Mr VAN IERSEL to update this. It would feature in the FIVB e-book.
Hard copies of both texts to be proposed for issue to all international referees. These with their translation versions need to be printed at the same time to reduce costs. Beach Team composition: The question of different forms of Beach (threes, fours) brought the Commission to the question of coaching and why it is not currently permitted. The Commission discussed this issue, and would take it forward at a later point in its evaluation of the impact of the current rules on Beach. The Commission would then determine the future direction of its Beach proposals. Sinjin Smith’s request for a new larger ball to be referred to Mikasa and the Technical Commission.
