FROM THE QUARTERDECK MARCH 2009 In a previous column, I briefly dis- cussed the work of the Special Com- mittee tasked with drafting the rules for “Private Use Of FBYC Club Facilities”. These rules were approved at the February Board Meeting and will be included in the 2009 Sailing Events Book. They will also be printed in next month’s edition of The Log. To the extent anything in this column is inconsistent with the Rules, the latter shall govern. Many thanks to the Committee chaired by Mayo Tabb and including David Hinckle, Ric Bauer, Matt Braun, Janie French and Mason Chapman. We all enjoyed Mayo’s cooking, and wine cellar for our deliberations. Although Mayo brought this issue to a speedy conclusion, work on this concept and related rules has been underway for several years, par- ticularly by Allan Heyward and Ric Bauer, and was needed. The Club’s treatment of this issue had been ad hoc, with the result that some mem- bers felt that occasional allowances of private use reflected favoritism. These rules will cure that appearance and create an even-handed process for granting exclusive private use of cer- tain club facilities on specific condi- tions. No member should be alarmed that we have radically changed the use of the Club’s facili- ties to social purposes, or that private uses will regularly inconvenience members or club activities. To the contrary, private uses will be the ex- ception, and they will be constrained in number, time, duration and fre- quency, by the process. The rules do not apply to smaller, informal, non-exclusive gath- erings of members and their guests. They are intended to govern events like smaller weddings and re- ceptions, or other family celebrations of members. One such event will be a wedding reception in late Septem- ber. Most important, the Club’s focus will remain on sailing activities and providing an inclusive atmos- phere for members. With the excep- tion of a few situations in which we reach out to community organiza- tions, only a member may make a reservation and the member must be present throughout the event; no com- mercial or fund raising uses will be permitted and state occupancy stan- dards must be adhered to. Only parts of the main clubhouse and its sur- rounding area may be reserved. We do not anticipate, for ex- ample, allowing a member to reserve the upstairs and downstairs of the main clubhouse simultaneously. The outside bathroom doors will remain open; and the Pool Pavilion, Fannies House and the Bath House porch will not be available for exclusive private use. For these and safety reasons, the pool and club boats will be not avail- able for private use, and the Fishing Bay dock will not be available exclu- sively. Appropriate signage will be used to minimize member intrusion and embarrassment. Events of a cer- tain size must hire a Sheriff to direct parking, but private uses may not use ancillary parking generously allowed by our neighbors, such as the Richardson Field, or obstruct the Jackson Creek lot or One Design boat storage. The timing of the reservation protocol is designed to protect our sailing events and the interests of our neighbors. Certain principal dates in the Club’s calendar will not be avail- able at all. Any private event that plans to have music or a DJ, must propose the reservation before the annual letter goes to neighbors in February designating music engage- ment dates for the year. Requests must be made 5 weeks in advance and no reservation will be finalized until after the Sailing Events calendar has been completed for the year and coordination of the private event with sailing events has been achieved with the leadership of the affected sailing division. The rules are not designed to create a “profit center” because the fee structure will be modest, but they are designed to protect our facilities with a reasonable deposit, require- ments that only approved contractors and caterers be used, that clean-up and trash expenses be reimbursed, and that all alcohol beverage control laws be adhered to.

Meeting called to order at 6:05 p.m. by Commodore Noel Cli-nard. REAR COMMODORE –DAVID S. HINCKLEHOUSE – Ken Odell and Dixon have checked on all of the buildings to determine main-tenance items that need to be taken care of before the club opens for the season. DOCKS – Tom O’Connell re-ported that all slips have been rented and seven pilings on the middle dock will be replaced when the weather allows. The Fishing Bay long-term dock planning committee will meet again next week. SOCIAL – Online registration is available for the Bermuda High party that will be held on March 6 at Janie French’s home and also for Opening Day. GROUNDS – Spring Clean-Up Day is March 21. Mike Dale is ready to renew the contract with Atlantic Lawn and Landscaping for another year at no increase in price. WEBMASTER – The 2009 event data has been entered on the web site. The cascading lists are working when you “mouse over” the links in the banner and Strother Scott has had to move some of the links around to make them easier to find. Stro-ther advised that the club has subscribed to a SPAM protec-tion service from Google called Postini. It has been in operation for about 10 days and has blocked thousands of SPAM messages. VICE COMMODORE – C. MAYO TABB, JR.FLEET CAPTAIN – Allan Heyward reported that the Sail-ing Events Book is not yet com-plete but he is making progress as additional information is posted online. The Coast Guard has been notified of our 2009 racing events. The 2009-2012 Racing Rules Seminar will be

held March 18 at the Branch House. Registration for the seminar can be made online. Crew training will be held at Retreat Hospital on March 26, April 2 and April 7. OFFSHORE DIVISION –Alex Alvis has been in discus-sion with Ron Mihills of Rappa-hannock River Yacht Club about the racing event usually held with FBYC during the Me-morial Day weekend. Plans are being worked out for a some-what different event this year because some members from both clubs who usually partici-pate in this race will be doing the Down-the-Bay Race instead. Rick Klein is working with the instructors of the March 14 Race Committee training semi-nar to organize the event. Brooks Zerkel has arranged for use of the gym at New Commu-nity School for the seminar. Seminar leaders will be Rick Klein, Mike Dale, David Lee and Brooks Zerkel. ONE DESIGN DIVISION –Matt Braun advised that too many people are doing double duty as PRO for one design events and more people need to be trained to take on this impor-tant task. All one design events are listed on the web site with registration data. Matt Lambert still needs two more people to head up race committees. CRUISING DIVISION – Ed O’Connor reported that all cruises are set and the first event is a Welcome Cruisers social at the club on March 28. JUNIOR DIVISION – Jay Buhl reported that junior activ-ity is ongoing with a visit to the Orange Bowl in December, the USNDT in January, and the Valentine Regatta in February. The juniors are prepping for Team Trials in May. There was a CBYRA Junior Scheduling meeting in Annapolis on Janu-ary 27 to co-ordinate club

schedules. FBYC has been awarded the Virginia State Championships event for 2009 and Jay will serve as Event Chair. It will be held in con-junction with the club’s Annual One Design Regatta. The Junior web site is now current and tak-ing registrations for OptiKids, Junior Week and Race Teams. FLEET LT. – The damage to the Wildcat engine was not as bad as expected and repairs have been made. CBYRA DELEGATE – Tom Roberts advised that the North-ern Bay high-points award party was held at Gibson Island Yacht Club. The Southern Region IV awards party will be held at Hampton Yacht Club on Febru-ary 24. Northern Region IV awards will be presented at the Bermuda High Party on March 6, including any Junior awards not presented at the Northern Bay party. OLD BUSINESSMayo Tabb presented the

“Private Usage of FBYC Club Facilities” guidelines and the “Facilities Usage Request” form that are being recommended for adoption by his committee. Af-ter going over some of the high-lights of the documents, there was considerable discussion resulting in a few revisions. The Board approved the guidelines and request form, including the revisions. The guidelines will be added to the “Club Rules” found in the Sailing Events Book and the request form will be available online and from Mary Spencer. There being no additional busi-ness, the meeting was adjourned at 7:15 p.m.

of 20+ mph breezes that moderated throughout the week, giving them a wide variety of sailing conditions. Kyle Swenson participated in a three-day high-performance Laser clinic hosted by Ryan Minth and Zach Railey before the regatta. The chalk talks on shore and time on the water combined to help him hone his strat-egy, boat speed, and conditioning tech-niques. All three sailed very competitively during the week with the Swenson siblings having their fare share of BFDs. Kyle was sur-prised to learn he was one of 42 (!) in the first race of the regatta to get an OCS. Kyle Swenson finished 40. Kendall came in 109. Hannah finished the regatta in 41. All three sailors made new friends and came away from the week in Miami with sharpened skills, great memories, and nice tans. Valentine's Day Regatta -- St. Peters-burg, FLFour FBYC sailors sweetened their Valen-tine's Day by sailing in the St. Petersburg Yacht Club Valentine's Day Regatta. http://www.spyc.org Beautiful, sunny weather warmed the sailors who contended with light, steady conditions and heavy

currents throughout the weekend. The large number of Optis were split into Gold and Silver fleets, with 161 in the Gold and 44 sailing on the Silver race course. The Gold fleet was able to complete three races on their course while the Silver fleet logged two races for the regatta. The fol-lowing finishes in the Gold Fleet are: Kendall Swenson (16); Alexander Hanna (42); Eric Roos (89); Carolyn Corbet (92). Meanwhile, Hannah Steadman served no-tice to her fellow Silver Fleeters by finish-ing the regatta in tenth place overall and 3rd girl! CBYRA High Point -- Gibson IslandCBYRA held its annual High Point Award Ceremony at Gibson Island Yacht Squad-ron on February 7. All fleets were repre-sented at this gathering, which was particu-larly well attended this year. For the second year running, the FBYC Juniors dominated the standings in both the Opti and Laser Radial classes. Our program is widely recognized as a leader on the bay for the consistently strong per-formance our juniors turn in at local, na-tional, and international events. In the Opti Class, FBYC claimed the overall winner as well as first place in the girls division. Our

juniors also claimed 3 of the top 5 posi-tions and 4 of the top 10. 1st place and overall winner, 2008 High Point Champion – Alex Jacob 3rd place- Ben Buhl 4th place Austin Powers 8th place, and first girl Kendall Swenson In the Laser Radial Class, FBYC also claimed the overall winner. FBYC had another strong performance with 2 of the top 5 spots in the Radial class. 1st place and overall winner, 2008 High Point Champion Kyle Swenson 3rd place Madeleine Alderman 5th place girls division Mary Catherine Buhl. 2008 marked the first year that Corum has sponsored the CBYRA High Point Junior Program. As a sponsor, Corum provided embroidered red jackets to all high point champions and a perpetual trophy to reside in the club’s trophy show-case. Corum also provided $2,000 grants to these class winners. Kyle will receive the grant as he begins college. It will be awarded to the sailing program (or pro-gram of his choosing) of that university in Kyle’s name.

FBYC JUNIOR SAILING 2009 SEASON REGISTRATION IS UNDERWAY!

Thanks to the dedicated efforts of Jay Buhl and Strother Scott, the FBYC Junior Program web pages are now reorganized

and updated to reflect complete, current information about OptiKids, Junior Week, Opti Development Team, and Opti and Laser Race Teams. If your questions are not answered after reviewing the web pages, call or email Alison Lennarz (757-876-1377; [email protected]) for additional information.

The parents or guardians of all participants must complete the following three documents for each participant: (1) Program Registration Form, (2) FBYC Consent and Waiver Form, and (3) Medical Consent and Information Form. Items (2) and (3), the Conesnt and Waiver forms will be mailed separately to those who register by mail for completion, signing and return to the regis-trar. Although paper registration forms are included with this month’s Log for OptiKids and Junior Week, on-line registration is well underway for these programs and is the easiest way to insure that the necessary information is received in a timely manner. On-line registration also significantly facilitates the work of the volunteer Junior Program registrar and coordinators, and we greatly appreciate your consideration in using the on-line registration. JUNIOR PROGRAM

Going South for the Winter Birds aren't the only ones who fly south for the winter. Several FBYC junior sailors also migrated to warmer temps to maintain their sailing edge. Orange Bowl -- Miami, FLThree junior sailors participated in the 2008 Orange Bowl International Youth Regatta sponsored by Coral Reef Yacht Club, Decem-ber 27-30. http://www.coralreefyachtclub.org. Kyle Swenson competed in the 110-boat Laser Radial fleet; Kendall Swenson raced against 218 Opti sailors on the Red/Blue/White course; and Hannah Steadman was one of 57 Optis sailing in the Green Fleet. Weather conditions at the Orange Bowl can swing dramatically on Biscayne Bay. Recently competitors have experienced 20-25+ mph winds accompanied by 3-4 foot waves to light and lumpy conditions. This year, all three sailors were treated to ideal conditions of 20+ mph breezes that moderated throughout the week, giving them a wide variety of sailing conditions. Throw in clear blue skies and average 80 degree temps throughout the week and the venue offered by Coconut Grove made it an enjoyable week for sailors

Mark your calendar and plan to lend a hand; Spring Clean-Up is set for Saturday, March 21. Bring your favorite work gloves and maybe a lawn rake or pitch fork, and be ready to reconnect with old sailing friends and make some new ones while sprucing-up the grounds of the prettiest yacht club around. Coffee and doughnuts will be ready in the main clubhouse by 8:30 a.m. We’ll break into teams and start tackling various projects at 9:00. With a good turn-out, we should finish up by Noon or a little after, at which time pizza and “beverages” will be provided in the main clubhouse. Mrs. Barbara B. Bouis-Squires, formerly of Kilmarnock, and for the past eight years of Quakertown, PA, died on January 14, 2009 while on a family visit to White Stone, VA. She was the widow of John Eben “Jeb” Bouis and Charles “Chuck” Squires. She is survived by her sons, Jeb Bouis, Jeremy Bouis, and Michael Bouis; a daughter, Deborah Bouis; stepchildren Brad Squires and Ann Squires Haun; 10 grandchildren and two great-grandchildren. Barbara’s family moved to White Stone in 1961 and her first hus-band, Jeb Bouis, ran the Bunker Hill Dairy in Kilmarnock. She was the owner and operator of Gallery 1, an art gallery in Kilmar-nock. Barbara was an avid sailor for most of her life. She became a member of Fishing Bay Yacht Club in 1991 when she married Chuck Squires. Later that year, Chuck was elected to Life Membership by the Board of Fishing Bay Yacht Club. She and Chuck sailed Sweetie, a Pearson 33, up and down the East Coast and in the Caribbean. Barbara was also a member of Rappahannock River Yacht Club. A memorial service will be held at a future date.

On Saturday, March 28 from 0939 to 1230, there will be a Protest Committee Training session held at The New Community School, 4211 Hermitage Road, Richmond, VA 23227. Purpose is to improve your protest procedures knowl-edge and prepare you to chair or serve on Protest Com-mittees at Fishing Bay Yacht Club. This will also make you better Racers We will cover procedures for a typical regatta protest or request for redress. The important points and how to avoid some common “issues”

John McCarthy will be our instructor he is a US Sailing Certified Regional Race Officer and Judge with home-port in Hampton, VA.

This is a great opportunity to learn more about Sailing from one of the most experienced sailors in the Southern Bay.

Junior Sailors Have a Brush with Gold Ben Buhl and Austin Powers participated in the US Optimist National Development Team practice in Ft. Lauderdale mid-January. The sailors were housed by local families and were required to run and participate in fitness drills before each day's practice, followed by extensive chalk talks when they came off the water. Ben and Austin practiced with some of the best Opti sailors in the country and received high level training from top international sailors, including Olympic Gold medalist, Anna Tunni-cliffe. "Ft. Lauderdale was awe-some...nice people, huge mansions, great weather and Anna Tunnicliff," reflected Ben Buhl. "I got to touch an Olympic Gold Medal from the 08 Summer Olym-pics and get my picture taken with Anna Tunacliffe!" of 20+ mph breezes that moderated throughout the week, giving them a wide variety of sailing conditions. Kyle Swenson participated in a three-day high-performance Laser clinic hosted by Ryan Minth and Zach Railey before the regatta. The chalk talks on shore and time on the water combined to help him hone his strat-egy, boat speed, and conditioning tech-niques. All three sailed very competitively during the week with the Swenson siblings having their fare share of BFDs. Kyle was sur-prised to learn he was one of 42 (!) in the first race of the regatta to get an OCS. Kyle Swenson finished 40. Kendall came in 109. Hannah finished the regatta in 41. All three sailors made new friends and came away from the week in Miami with sharpened skills, great memories, and nice tans. Valentine's Day Regatta -- St. Peters-burg, FLFour FBYC sailors sweetened their Valen-tine's Day by sailing in the St. Petersburg Yacht Club Valentine's Day Regatta. http://www.spyc.org Beautiful, sunny weather warmed the sailors who contended with light, steady conditions and heavy

currents throughout the weekend. The large number of Optis were split into Gold and Silver fleets, with 161 in the Gold and 44 sailing on the Silver race course. The Gold fleet was able to complete three races on their course while the Silver fleet logged two races for the regatta. CBYRA High Point -- Gibson IslandCBYRA held its annual High Point Award Ceremony at Gibson Island Yacht Squad-ron on February 7. All fleets were repre-sented at this gathering, which was particu-larly well attended this year. For the second year running, the FBYC Juniors dominated the standings in both the Opti and Laser Radial classes. Our program is widely recognized as a leader on the bay for the consistently strong per-formance our juniors turn in at local, na-tional, and international events. In the Opti Class, FBYC claimed the overall winner as well as first place in the girls division. Our

juniors also claimed 3 of the top 5 posi-tions and 4 of the top 10. 1st place and overall winner, 2008 High Point Champion – Alex Jacob 3rd place- Ben Buhl 4th place Austin Powers 8th place, and first girl Kendall Swenson In the Laser Radial Class, FBYC also claimed the overall winner. FBYC had another strong performance with 2 of the top 5 spots in the Radial class. 1st place and overall winner, 2008 High Point Champion Kyle Swenson 3rd place Madeleine Alderman 5th place girls division Mary Catherine Buhl. 2008 marked the first year that Corum has sponsored the CBYRA High Point Junior Program. As a sponsor, Corum provided embroidered red jackets to all high point champions and a perpetual trophy to reside in the club’s trophy show-case. Corum also provided $2,000 grants to these class winners. Kyle will receive the grant as he begins college. It will be awarded to the sailing program (or pro-gram of his choosing) of that university in Kyle’s name.

The parents or guardians of all participants must complete the following three documents for each participant: (1) Program Registration Form, (2) FBYC Consent and Waiver Form, and (3) Medical Consent and Information Form. Items (2) and (3), the Conesnt and Waiver forms will be mailed separately to those who register by mail for completion, signing and return to the regis-trar. Although paper registration forms are included with this month’s Log for OptiKids and Junior Week, on-line registration is well underway for these programs and is the easiest way to insure that the necessary information is received in a timely manner. Going South for the Winter Birds aren't the only ones who fly south for the winter. Several FBYC junior sailors also migrated to warmer temps to maintain their sailing edge. Orange Bowl -- Miami, FLThree junior sailors participated in the 2008 Orange Bowl International Youth Regatta sponsored by Coral Reef Yacht Club, Decem-ber 27-30. http://www.coralreefyachtclub.org. Kyle Swenson competed in the 110-boat Laser Radial fleet; Kendall Swenson raced against 218 Opti sailors on the Red/Blue/White course; and Hannah Steadman was one of 57 Optis sailing in the Green Fleet. Weather conditions at the Orange Bowl can swing dramatically on Biscayne Bay. Recently competitors have experienced 20-25+ mph winds accompanied by 3-4 foot waves to light and lumpy conditions. This year, all three sailors were treated to ideal conditions of 20+ mph breezes that moderated throughout the week, giving them a wide variety of sailing conditions. Throw in clear blue skies and average 80 degree temps throughout the week and the venue offered by Coconut Grove made it an enjoyable week for sailors

Meeting called to order at 6:05 p.m. by Commodore Noel Cli-nard. REAR COMMODORE –DAVID S. HINCKLEHOUSE – Ken Odell and Dixon have checked on all of the buildings to determine main-tenance items that need to be taken care of before the club opens for the season. DOCKS – Tom O’Connell re-ported that all slips have been rented and seven pilings on the middle dock will be replaced when the weather allows. The Fishing Bay long-term dock planning committee will meet again next week. SOCIAL – Online registration is available for the Bermuda High party that will be held on March 6 at Janie French’s home and also for Opening Day. GROUNDS – Spring Clean-Up Day is March 21. Mike Dale is ready to renew the contract with Atlantic Lawn and Landscaping for another year at no increase in price. WEBMASTER – The 2009 event data has been entered on the web site. The cascading lists are working when you “mouse over” the links in the banner and Strother Scott has had to move some of the links around to make them easier to find. Stro-ther advised that the club has subscribed to a SPAM protec-tion service from Google called Postini. It has been in operation for about 10 days and has blocked thousands of SPAM messages. VICE COMMODORE – C. MAYO TABB, JR.FLEET CAPTAIN – Allan Heyward reported that the Sail-ing Events Book is not yet com-plete but he is making progress as additional information is posted online. The Coast Guard has been notified of our 2009 racing events. The 2009-2012 Racing Rules Seminar will be

held March 18 at the Branch House. Registration for the seminar can be made online. Crew training will be held at Retreat Hospital on March 26, April 2 and April 7. OFFSHORE DIVISION –Alex Alvis has been in discus-sion with Ron Mihills of Rappa-hannock River Yacht Club about the racing event usually held with FBYC during the Me-morial Day weekend. Plans are being worked out for a some-what different event this year because some members from both clubs who usually partici-pate in this race will be doing the Down-the-Bay Race instead. Rick Klein is working with the instructors of the March 14 Race Committee training semi-nar to organize the event. Brooks Zerkel has arranged for use of the gym at New Commu-nity School for the seminar. Seminar leaders will be Rick Klein, Mike Dale, David Lee and Brooks Zerkel. ONE DESIGN DIVISION –Matt Braun advised that too many people are doing double duty as PRO for one design events and more people need to be trained to take on this impor-tant task. All one design events are listed on the web site with registration data. Matt Lambert still needs two more people to head up race committees. CRUISING DIVISION – Ed O’Connor reported that all cruises are set and the first event is a Welcome Cruisers social at the club on March 28. JUNIOR DIVISION – Jay Buhl reported that junior activ-ity is ongoing with a visit to the Orange Bowl in December, the USNDT in January, and the Valentine Regatta in February. The juniors are prepping for Team Trials in May. There was a CBYRA Junior Scheduling meeting in Annapolis on Janu-ary 27 to co-ordinate club

schedules. FBYC has been awarded the Virginia State Championships event for 2009 and Jay will serve as Event Chair. It will be held in con-junction with the club’s Annual One Design Regatta. The Junior web site is now current and tak-ing registrations for OptiKids, Junior Week and Race Teams. FLEET LT. – The damage to the Wildcat engine was not as bad as expected and repairs have been made. CBYRA DELEGATE – Tom Roberts advised that the North-ern Bay high-points award party was held at Gibson Island Yacht Club. The Southern Region IV awards party will be held at Hampton Yacht Club on Febru-ary 24. Northern Region IV awards will be presented at the Bermuda High Party on March 6, including any Junior awards not presented at the Northern Bay party. OLD BUSINESSMayo Tabb presented the

“Private Usage of FBYC Club Facilities” guidelines and the “Facilities Usage Request” form that are being recommended for adoption by his committee. Af-ter going over some of the high-lights of the documents, there was considerable discussion resulting in a few revisions. The Board approved the guidelines and request form, including the revisions. The guidelines will be added to the “Club Rules” found in the Sailing Events Book and the request form will be available online and from Mary Spencer. There being no additional busi-ness, the meeting was adjourned at 7:15 p.m.

In a previous c o l u m n , I briefly dis-cussed the work of the Special Com-mittee tasked with drafting

the rules for “Private Use Of FBYC Club Facilities”. These rules were approved at the February Board Meeting and will be included in the 2009 Sailing Events Book. They will also be printed in next month’s edition of The Log. To the extent anything in this column is inconsistent with the Rules, the latter shall govern. Many thanks to the Committee chaired by Mayo Tabb and including David Hinckle, Ric Bauer, Matt Braun, Janie French and Mason Chapman. We all enjoyed Mayo’s cooking, and wine cellar for our deliberations. Although Mayo brought this issue to a speedy conclusion, work on this concept and related rules has been underway for several years, par-ticularly by Allan Heyward and Ric Bauer, and was needed. The Club’s treatment of this issue had been adhoc, with the result that some mem-bers felt that occasional allowances of private use reflected favoritism. These rules will cure that appearance and create an even-handed process for granting exclusive private use of cer-tain club facilities on specific condi-tions. No member should be alarmed that we have radically changed the use of the Club’s facili-

ties to social purposes, or that private uses will regularly inconvenience members or club activities. To the contrary, private uses will be the ex-ception, and they will be constrained in number, time, duration and fre-quency, by the process. The rules do not apply to smaller, informal, non-exclusive gath-erings of members and their guests. They are intended to govern events like smaller weddings and re-ceptions, or other family celebrations of members. One such event will be a wedding reception in late Septem-ber. Most important, the Club’s focus will remain on sailing activities and providing an inclusive atmos-phere for members. With the excep-tion of a few situations in which we reach out to community organiza-tions, only a member may make a reservation and the member must be present throughout the event; no com-mercial or fund raising uses will be permitted and state occupancy stan-dards must be adhered to. Only parts of the main clubhouse and its sur-rounding area may be reserved. We do not anticipate, for ex-ample, allowing a member to reserve the upstairs and downstairs of the main clubhouse simultaneously. The outside bathroom doors will remain open; and the Pool Pavilion, Fannies House and the Bath House porch will not be available for exclusive private use. For these and safety reasons, the pool and club boats will be not avail-able for private use, and the Fishing Bay dock will not be available exclu-

sively. Appropriate signage will be used to minimize member intrusion and embarrassment. Events of a cer-tain size must hire a Sheriff to direct parking, but private uses may not use ancillary parking generously allowed by our neighbors, such as the Richardson Field, or obstruct the Jackson Creek lot or One Design boat storage. The timing of the reservation protocol is designed to protect our sailing events and the interests of our neighbors. Certain principal dates in the Club’s calendar will not be avail-able at all. Any private event that plans to have music or a DJ, must propose the reservation before the annual letter goes to neighbors in February designating music engage-ment dates for the year. Requests must be made 5 weeks in advance and no reservation will be finalized until after the Sailing Events calendar has been completed for the year and coordination of the private event with sailing events has been achieved with the leadership of the affected sailing division. The rules are not designed to create a “profit center” because the fee structure will be modest, but they are designed to protect our facilities with a reasonable deposit, require-ments that only approved contractors and caterers be used, that clean-up and trash expenses be reimbursed, and that all alcohol beverage control laws be adhered to.
