1. Introduction

Shawmac has been commissioned to prepare a detailed Transport Impact and Car Parking Assessment for a

proposed Development Application on Lot 200, Church Street, Kelmscott in the City of Armadale. This

assessment report has been prepared in accordance with the Western Australian Planning Commission

(WAPC) document Transport Assessment Guidelines for Development: Volume 4 - Individual Developments.

The assessment considers aspects associated with:

• Generation of traffic and assessment of potential impacts associated with the proposed changes to

activities on the subject lands on the adjacent road network and local intersection;

• Assessment of public transport, cycling and pedestrian infrastructure;

• Review of proposed access arrangements; and

• Internal car parking needs and review of delivery and service vehicle manoeuvring on the site for

the proposed Development Application provisions.

2. Transport Impact and Parking Assessment Objective

This detailed assessment aims to quantify and review the anticipated traffic operations impacts associated with

the proposed Development Application, including the impact of increased vehicle numbers and movements at

connections to the boundary road network. The assessment also includes consideration of the general

proposed car parking arrangements in the context of the required supply and demand.

3. Site Location

The proposed Development Application is to be located at Lot 200, Church Street, Kelmscott, in the City of

Armadale. The subject lands are located on the east side of Albany Highway, on the north side of Church

Street, within the Kelmscott Town Centre and approximately 680m north of the intersection of Albany Highway

with Brookton Highway. The site is currently vacant and bounded by Church Street to the south, existing

residential uses to the east and south and existing commercial to the north and west. Albany Highway also

forms the western boundary of the lands. Figure 1 shows the metropolitan contextual location of the proposed

development. Figure 2 shows the location of the site in the context of the existing adjacent urban layout.

4. Development Proposal

4.1. Proposed Land Uses

The proposed development incorporates the following land uses:

• Petrol Station + Convenience Store - 8 bowsers + 208.8 m2 convenience store plus proposed car

parking for 23 bays not including bowser parking;

Fast Food with Drive Through -112.7 m2plus car queue length accommodating 6 vehicles; additional

parking accommodated in the convenience store 23 bays;

• Drive Through Coffee - 75.5 m2 plus car queue length accommodating 4 vehicles;

• Carwash incorporating an auto wash booth and 3 jet wash stations with queuing for 4 vehicles at the

auto wash and 3 vehicles at each jet wash plus parking for 11 vehicles.

The indicative conceptual site plans for the two options are attached in Appendix A.

4.2. Site Access Arrangements

Primary vehicular access to the site will be accommodated via a left-in crossover to the east side of Albany

Highway, approximately 65m north of the intersection with Church Street with this access already discussed

and negotiated in some detail with Main Roads Western Australia. The egress and secondary access point will

be located approximately 45m east of Albany Highway on the north side of Church Street and will consist of a

full movement unsignalised T-intersection.

5. Existing Situation

5.1. Existing Site Use

The site is currently vacant.

5.2. Existing Parking Provision

No car parking is currently accommodated on the site.

5.3. Existing Surrounding Land Uses

The site is currently bounded by Albany Highway to the west, Church Street to the south, residential uses to the

east and broadly north and to the south of Church Street with existing commercial uses also in place to the

west of the site on the opposite side of Albany Highway. The site is located within the Kelmscott Town Centre.

5.4. Existing Surrounding Road Network

5.4.1. Road Hierarchy

Albany Highway

Albany Highway is a primary north-south road providing direct access between the Perth CBD and the

Armadale City Centre as a parallel route connecting a number of District and Regional Centres such as

Cannington, Victoria Park, Bentley and Kenwick. It provides the primary access into and out of these centres

as well as the Perth CBD with direct connections afforded to the Brookton Highway to the south of the subject

lands as well as to Tonkin Highway and Roe Highway to the north. In vicinity of the proposed development, it

has been constructed as dual divided carriageway to the north and south of the intersection with Church Street.

It currently operates under a 60kph speed limit. Under the Main Roads Western Australia (MRWA) Functional

Road Hierarchy, Albany Highway is classified as a Primary Distributor road which provides for major regional

and inter-regional traffic movement and carries large volumes of generally fast moving traffic. It is a strategic

freight route and operated, maintained and owned by Main Roads WA.

Church Street

Church Street forms the southern boundary of the site and runs in an east-west direction easterly from an

unsignalised T-intersection with Albany Highway. It has been constructed as a wide single carriageway with a

short raised median on approach to Albany Highway. It operates under an unposted 50km/h speed limit.

Under the Main Roads Western Australia Functional Road Hierarchy, it has been classified as a District

Distributor B Road which is defined as a road that carries traffic between industrial, commercial and residential

areas and generally connect to District Distributor A roads or Primary Distributors. District Distributor A and B

roads run between land-use cells and generally not through them, forming a grid which would ideally space

them around 1.5 kilometres apart. They are managed by local government. Indicative traffic volumes are above

6,000 vehicles per day with typical operating speeds of between 60 and 70 km/h. Church Street is managed by

the City of Armadale.

Figure 3 shows the existing road classification under the MRWA Road Mapping System for roads in the vicinity

of the site.

5.4.2. Intersections

Albany Highway/Church Street

This intersection operates as an unsignalised T-intersection under Stop Control on the Church Street approach

to Albany Highway. No turn pockets are currently in place at this location on Albany Highway

5.5. Existing Traffic Volumes

Traffic data sourced from MRWA indicates the average existing weekday daily traffic volume as shown in Table

1. Additional surveys were undertaken on Thursday 2nd July 2015 and Friday 3rd July 2015 to ascertain the

levels of traffic on Church Street during the peak periods. A large disparity between daily volumes estimated

from the peak hour turning movement counts and a City of Armadale count taken in 2013 was noted; and this

may be attributable to the impact of school traffic which was not reflected in the peak hour survey.
