NewNewHAZARDOUS MATERIALS INCIDENTS: SURVIVING THE INITIAL RESPONSE By Steven M. DeLisi

First responders who arrive on scene of a hazardous materials incident may be assigned to an engine, ladder truck, rescue, or ambulance with very little sophisticated HAZMAT equipment. Despite these limitations, their actions during the initial response will often set the stage for the success or failure of the entire event. Many incidents start out as minor “routine” events that suddenly escalate when something goes terribly wrong. Perhaps first responders did not anticipate the involvement of

hazardous materials in a response to a rear-end collision involving two passenger vehicles, an EMS call at a residence for difficulty breathing, or a trash fire. That is until it was too late! First responders, despite their best intentions, can quickly become part of any hazardous materials problem. The results can be first responders who are killed or seriously injured, or those who suffer devastating illnesses years after exposure to a hazardous material.

Features & Benefits:• Practical advice based on the real-life experiences of first responders • A one-stop source on topics such as atmospheric monitors and class B foam • Steps to managing “routine” incidents to prevent them from becoming disasters • Limitations of federal hazardous materials regulations you need to know • Real-world examples of first responders who won (or lost) the battle with hazardous materials

Contents:Beyond the Rule of Thumb • What Is a Hazardous Material? The Role of First Responders Planning for a Hazardous Materials Incident • How Not to Become Part of the Problem • Who First Responders Should Call to Get Help • Documents First Responders Can Use for Effective Decision Making • Identifying the Material Characteristics of Containers • Evaluating the Environment • Defensive Actions for First Responders • Highway Transportation Incidents • Railroad Transportation Incidents • Fixed Facility Incidents • “Routine” Hazardous Materials Incidents • Understanding Atmospheric Monitors • Understanding Class B Foam • Managing the Initial Phase of a Hazardous Materials Incident • Is the Incident a Crime Scene? • Cleanup, Recovery, Reimbursement, and Scene Restoration

POSITIVE PRESSURE ATTACK FOR VENTILATION & FIREFIGHTINGBy Kriss Garcia, Reinhard Kauffmann, and Ray Schelble

In the past decades, lightweight building construction methods and the use of manmade materials in construction and furnishings have become more and more common. The time until structural failure can be expected in a fire has been reduced, and firefighters have faced hotter fires that generate high levels of deadly gasses. But the ventilation methods used by modern firefighters have not kept pace with the changes. Positive pressure was first used in the fire service to ventilate a structure after the fire was knocked

down. Authors Kriss Garcia, Reinhard Kauffmann and Ray Schelble have taken positive pressure a step further to achieve effective ventilation in coordination with aggressive fire attack, called positive pressure attack (PPA). Properly used PPA allows firefighters great control over the interior environment of a fire building, and starts at the earliest stages of the operation when ventilation can provide the greatest benefit for victims, firefighters, and the structure. With a small investment in equipment and a commitment to training, any fire department can implement PPA at the company level.

Contents:

•Overview of Fireground Ventilation • What is Effective Ventilation • Conventional Ventilation Methods • Limitations of Conventional Methods • Positive Pressure Attack • Understanding Positive Pressure Ventilation • PPV + Initial Fire Attack = PPA = Coordinated Attack • Precautions for Using PPV and PPA • Beyond the Basics • PPA and Beyond • Introducting PPA to the Department • Positive Pressure Evolutions • A Deeper Understanding • Final Thoughts

Features & Benefits:Basics of positive pressure and how to maximize its effectiveness for fireground ventilation. • PPA: how effective ventilation can be coordinated to support an aggressive fire attack. • Safety considerations and limitations of PPA and positive pressure. • Other ways positive pressure blowers can be used to help victims and firefighters in a variety of situations. • Implementing PPA on a department, and how to train each engine company to become its own firefighting force that can accomplish both ventilation and fire attack.

FIRE DEPARTMENT STRATEGIC PLANNING: CREATING FUTURE EXCELLENCE, 2ND EDITIONBy Mark Wallace, Chief, McKinney (TX) Fire Dept.

Successful fire service leaders know that a fire department that isn’t moving forward is dying or, at least, in danger of dying. In this second edition, author Mark Wallace succinctly points out that if you don’t know where you’re going, any road will take you there. Fire departments that know where they are going, understand the environment in which they

must operate, and have identified how to get there have the best chance of achieving their goals and desires. These concepts form the foundation of strategic planning. They challenge fire chiefs to escape from the typical operational thinking, to begin strategic thinking, and ultimately to manage their organizations strategically.

Readers will learn about the strategic planning process and why each step in the process is critical if the plan is to succeed. More importantly, while the strategic planning process may be thought of as extremely complicated this book removes the mystery that some think of when considering strategic planning by providing timely advice and easy to use tools to assist in the process.

Contents:• Overview of strategic planning • Revisiting your existing strategic plan • Speed planning for the time challenged proactive futurist • Strategic planning and the commission on fire accreditation international • Planning to plan strategically • Understanding and applying the values of the department • The value of vision to organizational change • Identifying the department’s mandates • Developing the mission of the department • Understanding and defining the philosophy of operations • Assessing the challenges and opportunities of the external environment • Identifying the strategic issues of the department • Creating strategies for strategic issues • Creating the department’s ideal future through proactive futuring • Operational planning from a strategic perspective • Strategic management and master planning • Cyclic planning • Appendices

THE ART OF READING SMOKE (DVD)By David W. Dodson, former Battalion Chief and current Lead Instructor of Response Solutions

Often, smoke issuing from a building is the only clue available to predict fire behavior and the likelihood of a flashover or rapid fire spread. First-arriving officers must read smoke before choosing attack tactical priorities! Incident Commanders and Safety Officers must know how to rapidly read smoke in order to keep firefighters within an acceptable risk-profile. In this video, instructor Dave Dodson explains:

• Why we read smoke • The “advanced” basics of reading smoke • Hostile fire events and warning signs • The “reading smoke” process • Tricks and short-cuts

The video includes several practice examples that are shown twice to test your smoke-reading abilities, first without interpretation and then pointing out significant observations and what each means.

AND THE BEAT GOES ON (DVD)By Deputy Fire Chief Billy Goldfeder, Loveland-Symmes Fire Dept. in SW Ohio

Firefighters have got to stop killing themselves! They are heroic but do many non-heroic things that may result in injury and death. Deputy Chief Billy Goldfeder, Fire Engineering contributing editor and FDIC speaker, rallies the troops to fight smarter and safer by refusing to make common mistakes that can have fatal consequences – failing to wear a seatbelt, entering a building where there is no human life at risk, failing to drive safely, failing to wear SCBA and all protective gear at every call. Chief

Goldfeder challenges chiefs to make sure everyone goes home and reminds firefighters why they must avoid unnecessary risks: the family and friends left behind when they are gone! Author Billy Goldfeder is donating proceeds from the sale of this video to the National Fallen Firefighters Foundation.

THE LAST MEN OUT: LIFE ON THE EDGE AT RESCUE 2 FIREHOUSEBy Tom Downey

Henry Holt & CompanyThe inside story of one of America’s most elite firehouses and the extraordinary brotherhood of men who face extreme danger every day.

Firefighting is a world of absolutes: evil is a red devil that wants destruction and death, good is a charged hose line, full of water to fight the flames. The best and boldest firefighters in the country, the men of Rescue 2 are hand-picked to fight not just the biggest blazes but any other emergency New York can throw at them. The sheer adrenaline of the job is perfectly captured in the dramatic story of their firehouse, a model for others

nationwide--dubbed “the cuisinart” because it slices up new recruits.

The story begins in the late 1990s as Phil Ruvolo takes command just a few years after the departure of Captain Ray Downey, a legendary FDNY leader. Ruvolo inherits a stubborn group of vets, many still loyal to Downey. He also steps into a firehouse mourning the recent loss of a brother-- Rescue 2’s first fire fatality since the 1950s.

Tom Downey, nephew of the late Ray Downey, takes us into the fireman’s world: the smell of their coats after a good fire, the hardened eyes of a veteran after a fellow fireman’s death, the humor and camaraderie. His firemen are not cardboard heroes; they’re a group of gritty, larger-than-life personalities brought together by dedication and a mission to save lives. Rescue 2 doesn’t leave a fire until everybody’s safe. They’re the last men out. Theirs is an inspiring story destined to become a classic.

FIRST IN, LAST OUT: LEADERSHIP LESSONS FROM THE NEW YORK FIRE DEPARTMENTBy John Salka and Barret Neville

Portfolio

What does it take to lead people into a burning building? How do the leaders of the New York City Fire Department develop so much loyalty, trust, and grace under pressure that their subordinates will risk their very lives for them?

As a high-ranking officer of the FDNY, John Salka is an expert at both practicing and teaching high-stakes leadership. In First In, Last Out, he explains the department’s unique strategies and how

they can be adopted by leaders in any field—as he has taught them to organizations around the country. In a tough-talking, no-nonsense style, Salka uses real-world stories to convey leadership imperatives such as:• First in, last out—your people need to see you taking the biggest risk, as the first one to enter

the danger zone and the last to leave• Manage change—the fire you fought yesterday is not the one you’ll be fighting tomorrow• Communicate aggressively—a working radio is worth more than 20,000 gallons of water• Create an execution culture—focus your people on the flames, not the smoke• Commit to reality—never allow the way you would like things to be, color how things are• Develop your people—let them feel a little heat today or they’ll get burned tomorrow Illustrated by harrowing real-life situations, the principles in First In, Last Out will help managers become more confident, coherent, and commanding.

FIRE DEPARTMENT STRATEGIC PLANNING: CREATING FUTURE EXCELLENCE, 2ND EDITIONBy Mark Wallace, Chief,McKinney (TX) Fire Dept.

Successful fire service leaders know that a fire department that isn’t moving forward is dying or, at least, in danger of dying. In this second edition, author Mark Wallace succinctly points out that if you don’t know where you’re going, any road will take you there. Fire departments that know where they are going, understand the environment in which they must operate, and

have identified how to get there have the best chance of achieving their goals and desires.

Deliberate training in firefighter rescue and survival is a field that is new to many in the fire service and private industry alike. For those firefighters and company officers assigned to a Rapid Intervention Team (RIT), not making the correct split-second decisions—such as immediately recognizing changes in fire behavior or failing to evaluate their level of SCBA air—can result in the loss of the lives of the entire team. In an effort to reduce the number of line-of-duty firefighting injuries and deaths, while at the same time being proactive in the fire service training

and leadership, authors Richard Kolomay and Robert Hoff have drawn upon their combined 50+ years of firefighting experience to put together this comprehensive guide.

CREW RESOURCE MANAGEMENT FOR THEFIRE SERVICEby Randy Okray and Thomas Lubnau II, Campbell Co.(WY) Fire Dept.

This book will provide fire service professionals with the necessary communication, leadership, and decision-making tools to operate safely and effectively under stressful conditions, thereby reducing injuries and deaths on the emergency scene.

Although the concept of crew resource management has been around since the 1970s, this is the first book to apply CRM to the fire service industry. CRM emphasizes that in most cases technology isn’t the root cause of catastrophe—human error is the culprit. Therefore steps taken to minimize the impact of errors are the keys to reducing the magnitude of the inevitable human failing. This book will be valuable for college classes, and may be used internationally by the fire service, emergency medical services, industrial fire brigades, technical rescue teams, and any other emergency service provider systems.

Contents:Crew Resource Management (CRM): Purpose of this book • Organizational safety culture • Mission analysis and planning • Situation awareness • Communications • It’s CRM leadership • Followership • Decision-making • Debriefing and critiques • Strategies for implementation

THE RURAL FIREFIGHTING HANDBOOKby Larry Davis and Dominic Colletti

This “Seminar in a Book” is intended to help rural fire departments take a look at the fire service of today, examine how their departments fit into the fire service, and determine what they need to do to meet the fire protection needs of their communities. Included are numerous SOPs to provide tools with which rural fire departments can survey their service areas, determine its needs, and then evaluate their capabilities of meeting those needs.

The bulk of the fire service in the United States is delivered by rural fire departments—those that serve populations of less than 2,500. This book, written by experienced instructors, addresses the situations unique to these departments—response time, staffing, resources, water issues, and NFPA standards.

Each book comes with a CD-ROM featuring 10 short video clips and approximately 400 color jpegs of the photos used in the book, perfect for incorporating into presentations.

HAZARDOUS MATERIALS INCIDENTS: SURVIVING THE INITIAL RESPONSE By Steven M.

Perhaps first responders did not anticipate the involvement of hazardous materials in a response

to a rear-end collision involving two passenger vehicles, an EMS call at a residence for difficulty breathing, or a trash fire. That is until it was too late! First responders, despite their best intentions, can quickly become part of any hazardous materials problem. The results can be first responders who are killed or seriously injured, or those who suffer devastating illnesses years after exposure to a hazardous material.

MARKETING THE MISSIONby David Rhodes, Lieutenant, and Matt Moseley, Firefighter, Atlanta (GA) Fire Department

America watched, spellbound, as Firefighter Matt Moseley and a local helicopter pilot performed the spectacular rescue of a crane operator trapped more than 200 feet in the air by the extreme radiant heat from a raging fire below. What happened after the rescue and extinguishment of the near-conflagration-size fire should make the fire service take double notice. Firefighter Moseley and Lt. Rhodes, veterans of the Atlanta Fire Department and FDIC H.O.T. instructors, present what it takes to turn a fire department response into a

powerful tool to move the fire service ahead and secure gains that impact firefighters.

THE ART OF READING SMOKEBy David W.
