Mission Statement The mission of the Kochville Township Fire Department (KTFD) is to enhance the quality of living in our community by preventing or minimizing injury and loss of human life or property resulting from fire or other emergencies, (natural or man-made) that may occur within the jurisdictional boundaries of the township we serve and other communities through our mutual aid agreements.

Goals To prevent and reduce fire risks through public education, code enforcement, and inspection programs. To minimize injury or loss of human life and property when fire or other emergencies occur. To confine and extinguish hostile fires. To provide these protections at acceptable and effective costs within available resources.

Chief’s Message

The Kochville Township Fire Department and its personnel are extremely proud of our resources and our capabilities. We are very dedicated and committed to the citizens and businesses of Kochville. We have an excellent working relationship with our surrounding Fire Departments and will continue to do so in the future. I would also like to mention our affiliation with the Saginaw County Sheriff Department for their use our Fire Station as a sub-station.

Our firefighters are valued more than any piece of equipment could be. They continually give up their time to help someone in need. They are willing to respond at any time of the day or night. Their commitment and dedication to our community is honorable. The NFPA recommends each community has 1.5 career firefighters per 1000 people. Kochville Township is in need of firefighters. These firefighters are considered paid on call. In November we placed in service our New 2014 Rosenbauer Fire Engine. This fire engine was purchased for the price of $468,195.00. It will service the community of Kochville for a minimum of 20 years. It replaced a 1988 fire that served the community for 26 years. It is equipped with a 1500 gallon per minute pump, and 1000 gallon tank, and seating for five firefighters within a closed cab. This will serve as our front line firefighting apparatus. I would like to thank the apparatus committee A/C Paul Behmlander, Lt. Alan Reinhardt, FF Paul Baldwin and FF Kevin Machata. See Page 33 for a picture This year we started sending out customer service surveys to all parties we responded to for an emergency call. We also send customer service surveys to all business that received a routine fire inspection. We strive to have excellence in the area of customer service. Most of the time, people meet us on their worst day. If everything is alright, you do not need the services of the fire department. We pride ourselves on helping our fellow neighbors and human beings. We continually review and revise our current Standard Operating Procedures, Policies, and Guidelines. The staff officers review these every month. In the past we contracted with a company to send out our cost recovery bills, we now perform the service in house with the help of the Township Managers office. The county switched its alpha pager service from American Messaging to Spok-USA Mobility.

We had a firefighter exchange day with Monitor Township Fire Department. They visited our station on August 7 and we visited their station on September 4. The exchange day is an educational experience to learn and experience how other communities are performing their daily tasks. Each time we have an exchange, the ideas are used to better the communities. We continue to supply residential KNOX boxes for our residents who are elderly and may have trouble unlocking the door during an emergency. These boxes were purchased last year from a Saginaw Community Foundation Grant. If you would like one of the boxes, please contact our department. We participated with Saginaw County Emergency Management and Law Enforcement in developing an Active Shooter Response Plan for our educational building in Kochville Township. MIOSHA part 74 was approved with numerous revisions. One of our staff officer’s goals this year is to completely go through the revision and make corrections as needed to comply with the standard. Lt. Alan Reinhardt retired this year with over ten years of dedication to the community; I would like to thank him for all his extra efforts at the fire department. EMPLOYEES The Kochville Fire Department of today is known as a “paid on call” fire department. The 2014/15 fiscal year budget authorizes 1 full time, 1 part-time, up to 25 paid on call members, and one administrative assistant within the department.

The positions consist of a “part time” salaried Fire Chief and a 40 hour a week fire inspector. Paid on call positions consist of two Assistant Chiefs, two Captains, two Lieutenants, 12 firefighters and one administrative assistant. One administrative assistant works an average of two hours per week inputting medical reports. Our Fire Department employees proudly continue to be highly trained and dedicated. Lieutenant Alan Reinhardt resigned with 12.96 years of service. Firefighter Kenneth Howden left the fire department with 4.11 years of service. Firefighter Jacob Burger left the Fire Department with 1.35 years of service. As of January 1, 2014, we had 20 employees with total years of experience at 267.27 years. As of December 31st 2014, we currently are at 17 employees and total years of 252.57 years We currently have eight firefighters that are now eligible to retire.

Firefighter of the Year

The Kochville Township Fire Department awards committee chose Assistant Fire Chief Paul Behmlander for the Firefighter of the year. Paul joined the fire department in October 1st, 1984, giving him over 29 years on the Fire Department. Paul deserves this award for many reasons. He is solely responsible for inputting all of our fire reports monthly and on time. This is no easy task; without these reports being completed, we would not be eligible for the FEMA grants.

Another reason he serves firefighter of the year, is his dedication to the new “trial firefighters” He has spent countless hours with them completing the job sheets on time and reviewing bookwork, Over the years Paul is definitely assisted the fire Department with numerous task, the firefighters and community would like to thank him.

The big nozzle award is for our Firefighters earning the most points in one calendar year. There is one award for days, and one for nights.

Certificate of Merit On December 20th, 2013, Kochville Fire Department responded to cardiac arrest and arrived on scene, just after a Zilwaukee Police Officer, and began CPR. With the hard work and dedication of the Kochville Fire Department personnel, MMR medics, and other first responders, we were able to restore a pulse to the patient before leaving for the hospital. The patient is alive and well today. Kochville responders were Chief Alan Malesky, Captain Michael Comstock, Inspector Brandon Rossi, FF Trisha Foerster and FF Chad Leach

BUDGET Our budget for the FY 2014/15 was financed by the following: A special assessment of 1 mil for residential properties and 2 mils for commercial properties, cost recovery, and a fire protection grant from the state of Michigan for protecting state assets. We continually apply for grants in many different areas to fund projects that we are not able to fund through our special assessment. GRANTS By Fire Inspector Brandon Rossi

Over the course of 2014 I wrote several grants for items that will benefit the community and our inspection program. While the grant process is very competitive, we were fortunate to obtain a total of $1,265.00 in grant money from FM Global to attend the Michigan State Police Basic Fire Investigation School, and we received a 2011 Homeland Security Grant worth $3,919.76 for a mobile radio for our new fire engine. Below are the grants and donations that were requested and their current status:

Fire House Subs- $2,331.96 for medical supplies to certify one of our vehicles for medical calls. This grant was unfortunately declined.

Saginaw Foundation- $7874.98 for a web based fire inspection/preplan programs. This grant is still outstanding.

FEMA Fire Prevention Grant- $111,000 for smoke and carbon monoxide alarms for our residents. This grant was unfortunately declined.

FEMA Assistance to Firefighters Grant- We requested $875,000 for the acquisition of a quint. This grant is outstanding at this time. In 2015 we will be continuing our efforts to obtain grant monies to further improve our service to our community. We also hope to start implement more technology to better improve and make our current fire inspection and pre plan program more efficient. We will also continue to send out our customer service surveys.

INCIDENTS By Asst. Fire Chief Paul Behmlander

Kochville Fire Department (KFD) reported all incident activity utilizing the National Fire Incident Reporting System (NFIRS) on an annual basis. KFD currently utilizes Fire Tools, a State approved software and reports with the State on a monthly basis via electronic communication. Below, is a breakdown of the Kochville Fire Department responses in 2014.

KFD Activations for 2014 KFD was activated and responded to a total of 432 reportable incidents with 0 reportable exposure incidents. Emergency incidents responded to consisted of:

• 35.7% medical emergencies/assists. • 23.94% fire alarms, (false alarms, smoke detectors, water flow,

etc.) • 10% motor vehicle accidents, (including 7 extrication incidents). • 5.96% fire incidents, (structures, grass, vehicles, etc.). • 15.4% “other” type incidents. • 9% dispatched and canceled responses

Of 432 incidents, 277 approximately 64% occurred during the time period of 6:00 a.m. to 5:59 p.m. This corresponds with Monday thru Friday when KFD has its minimum number of available on-call personnel. Kochville Fire Department personnel logged a total of 1816 hours, responding to these 432 incidents. Average response & arrival:

• Shift 1 – response 4.33 minutes – Arrival 8.79 minutes • Shift 2 – response 4.82 minutes – Arrival 8.64 minutes

GEOGRAPHICAL RESPONSES WITHIN KOCHVILLE TOWNSHIP

• 300 incidents - East of Bay Rd • 95 incidents - West of Bay Rd • 4 incidents - Center of Bay Rd

(Not included 27 mutual & 6 automatic aid given/received incidents) KFD reported zero fire related civilian injuries or deaths, and no firefighter reportable injuries.

FIRE ALARMS KFD responded to 103 fire alarms in 2014, compared to 95 fire alarms in 2013, 93 fire alarms in 2012, 127 fire alarms in 2011, 99 fire alarms in 2010, 71 fire alarms in 2009, and 89 in 2008. FIRES KFD responded to 26 Fires in & outside of township boundaries. This included structure, vehicle, vegetation/outside fires and overheated equipment. Fire losses for Kochville Township in 2014 were estimated at $21,088 involving contents and estimated property loss value of $58,950. MEDICAL EMERGENCIES KFD responded to 207 medical emergencies, including MVA (motor vehicle accidents) in 2014. Our Medical Coordinator will break down these responses in his report. MOTOR VEHICLE ACCIDENTS (MVA) KFD responded to a total of 61 MVA incidents in 2014. 42 – with Injuries 2 – Motor Vehicle vs. Pedestrian 5 – Extrication of Victim(s) from vehicle MUTUAL AID Mutual Aid Given/Automatic Aid/Mutual Aid Received is vital to any fire department’s existence. KFD provided mutual aid 27 times, automatic aid given 3 times, received mutual aid 9 times and automatic aid received times. KFD assisted the following departments 2014: Carrollton, Saginaw Township, Richland, Tiittabawassee, Tri-Twp. Zilwaukee, and Frankenlust (Bay County). SAGINAW VALLEY STATE UNIVERSITY KFD was activated for 89 incidents/alarms/emergencies to the University, which equaled 21% of our call volume. (2013 – 104 responses @ 25%) (2012 – 74 responses @17%) (2011 – 127 responses @ 28%)

MEDICAL Medical Coordinator-Chad Leach

Kochville Township Fire Dept proudly continues to provide medical first response to our community as a State Certified EMS Agency. The Fire Department maintains a compliment of two MFR licensed vehicles, Rescue 8 and Engine 7. We currently have 4 Emergency Medical Technicians (EMT), and 8 Medical First Responders (MFR). We are dispatched through Saginaw County Central Dispatch using the Auto Launch system which allows 911 operators to automatically activate us based on initial information gathering from the caller. This program has

reduced time delays that had been present in the past. KTFD does not respond to every medical situation in Kochville Township. As in the past, if the information received meets certain criteria involving life threatening details, KTFD is notified. This is the concept of sending the appropriate resources that are needed. Kochville Township is represented on the Saginaw Valley Medical Control Authority, basic life support/medical first responder committee Mobile Medical Response (MMR) responded to Kochville 386 times in 2014 compared to 405 times in 2013. Kochville Fire/Rescue responded to 241 or 64% of the total medical calls (traffic accidents included) within our community. Our average response time is less than 7 minutes, from activation by 911 until we arrive on scene to provide patient care. A majority of our medically involved incidents happen during the weekday, between the hours of 9 AM and 3:00 PM. Fire Inspector By Fire Inspector Brandon Rossi

The Fire Inspection Division within the Kochville Township Fire Department works with local businesses to prevent injury, loss of life and property through public education, fire and life safety code enforcement, plan reviews, and reviewing of emergency plans and procedures. I started part time employment with Kochville Township Fire Department in April of 2011 with the job being taken to a full time

status in April of 2012. Currently I possess certifications through the NFPA as Fire Inspector I, Fire Inspector 2, and Fire Plans Examiner. I am also certified as a Fire Inspector through State of Michigan. I have obtained Instructor Certification for CPR, AED, Blood Borne Pathogens, and First Aid through the American Heart Association. This year I also obtained Pro Board Certification as a Fire Investigator. I belong to the Michigan Fire Inspectors Society, Central Michigan Fire Inspectors Society, Region 3 Incident Management Team, and the Saginaw Valley Chapter of the International Code Council. In 2013 we set our goals that we wanted to achieve for 2014 such as improving our education to our businesses and residents and also adopting the 2012 edition of the International Fire Code. In October we successfully adopted the International Fire Code 2012 edition with amendments as our Fire Code with support from our Township Board of Trustees. The adoption took place over several months with working on specific amendments with our other local Fire Inspectors to better serve both our communities and contractors that perform work within our jurisdictions and to promote uniformity. We also implemented that fire alarm and fire suppression contractors submit inspection reports electronically. This assists us with being able to identify deficiencies that require repairs to these valuable life safety systems in a timelier manner. In another effort to better serve our customers we will be sending out with our business licenses a small guide to better prepare them for a fire inspection and to be more aware of the most common violations found. We have also updated our township website with updated forms that can be electronically submitted. Also this year we have implemented a self re-inspection program for minor Fire Code violations. This program has been well received by our customers and will be continued. We have also started to send out customer service surveys to see how or where we can improve our services to our customers. The survey cards are then mailed back to the Township Manager to review with the Fire Chief. In 2014 there were three fires investigated for cause and origin. One fire was in a residential dwelling where the resident was alerted by their smoke alarm. This fire occurred in February and was determined to be accidental, caused by not extinguishing smoking materials properly. With the resident being alerted to the

fire early on by the smoke alarm, fire damage was limited to two rooms and also smoke damage throughout the house. The residents were able to return to their home that they built themselves in June. We also provided them with brand new smoke alarms for their entire house. The remaining fires occurred in commercial buildings. One fire was caused by an electrical problem with damage being limited to a small area. The business was allowed to remain open with repairs being made within a week of the incident. The other fire occurred in a Township owned building that houses restrooms for a local park. This fire was caused by intentional actions. After reviewing hours of surveillance video it was found a juvenile set the fires. As of this date this fire investigation is still open as we have not been able to locate the suspect. We once again were invited to work with Saginaw Valley State University and their Resident Assistants. This program has been ongoing since 2011 and is something that is looked forward to each year. This year we were able to once again conduct large scale fire drills with SVSU staff where we successfully evacuated a total of 1300 students from their dorm rooms. I also had the chance to work with SVSU Police Department on teaching students from different countries basic fire safety knowledge and proper use of an Automated External Defibrillator (AED). The students enjoyed this program as they do not receive this back home. FIRE PREVENTION By Firefighter Jerry Davis

In 2014 we participated in 15 fire prevention events with a total of 171 hours in fire prevention activities. We had contact with 5155 people. We also participated in the following events: SVSU Breast Cancer Benefit Basketball game, Cabela’s Safety Day, Sam’s Club Safety Fair, Haithco Park-Children’s Fun Day, Cub Scouts, Saginaw County Fair, National Night Out, SVSU Housing Safety Day, Kochville United Methodist Youth Day, Home Depot Fire Prevention Week, SVSU Trunk or Treat, North Charter Academy Trunk or Treat, Home Depot Trunk or Treat, St.

John’s Amelith School tour, and Christmas in Kochville.

FIRE TRAINING By Captain Mike Comstock

In 2014 we scheduled a total 19 training sessions for our day and night Firefighters, covering 33 different topics. NFPA 1401 sets the standard for our training requirements. Topics included: CPR, blood borne pathogens, patient assessment, vehicle extrication, water pump certification, search and rescue, ice rescue, hazardous materials response, HIPPA, incident command system, ventilation, SCBA fit testing, HIPAA, AED, Employee right to

know and structure fire evolutions. Our firefighters participated in two joint trainings with Carrollton and Zilwaukee Fire Departments. Topics included: rapid intervention training, search and rescue (MAYDAY), correct ladder placement and use, proper on-scene reporting, different hose deployments, and mutual aid operations. We also had the opportunity to travel to Oakland Community College’s CREST center with our neighboring FD’s for advanced training on fire ground operations and tactics, ventilation, proper scene size up, incident command structure, and accountability. Our Firefighters logged in a total of 967 hrs training. At the Kochville Fire Fighters Association Spring fling the following firefighters received 100% attendance certifications for 2013. Health and Safety Coordinator By Firefighter Paul Baldwin

I am responsible for the health and safety of the fire department and fire fighter personnel. I also ensure the fire department and its personnel understand and operate within compliance of all regulatory guidelines, laws, codes, standards, policies and procedures of the Township of Kochville, OSHA, MIOSHA, and NFPA 1500. I have been an active member of the Kochville Fire Service for 18 plus years.

I am proud to announce we did not have any MIOSHA recordable incidents in 2014. All Active Members completed their annual physicals. These physicals include the following. Plan A physical, 1-view chest X-Ray, Tetanus Shot, Vision Test, TB Test, Pulmonary Function Testing, Hepatitis A/B Twin x injection, EKG, Drug Screen 8 panel, Comprehensive blood Panel (Chem23, CBC, UA), Audiometric Exam, and Agility test.

Personal Protective Equipment By Captain Kevin Srnek

I am responsible for all personal protective equipment, each year following MIOSHA part 74 standards and NFPA 1971 Standards. Each piece of equipment is inventoried and a visual inspection is performed. Our personal protective provides a barrier for our firefighters in a hostile environment. The equipment is very expensive, the life expediency is usually five years, we average ten to twelve years. I am also responsible for outfitting firefighters with dress uniforms and accessories.

Inventory and Maintenance By Captain Mike Comstock

I am responsible for all apparatus inventory and maintenance. At every other training session our firefighters go through every apparatus and completely check the inventory. We also maintain every piece of motorized equipment, by starting the engine and checking fluid levels therefore making sure everything on apparatus is ready to go at any given moment. After the inventory and maintenance is completed and recorded, I review the records and take corrective action to replenish supplies. Our apparatus and inventory are worth more than a million dollars. This is an investment for the community that we do not take

lightly.

Self Contained Breathing Apparatus By Lieutenant Matt Koczenasz

We currently have 15 Self Contained Breathing Apparatus (SCBA) units in service with 30 air cylinders as spares, and 25 masks. Each month each SCBA has preventative maintenance performed. There is over 11different items that need to be checked monthly. We take this responsibility very serious, because this is our fresh air supply when fighting a hostile

environment. Each Year all firefighters have to pass an SCBA competency test that includes 30 different items under the inspection phase and 17 different acknowledgements including a 75 second time range putting the SCBA on.

APPARATUS By Apparatus Supervisor Dick Deshone

We currently have two fire prevention trailers, one fire prevention vehicle, one administrative vehicle, and seven fire/emergency apparatus in our fleet. All emergency apparatus are safety checked monthly following MIOSHA part 74 standard. Our current apparatus are DOT (Department of Transportation inspected annually.) Our fire pumping apparatus are certified annually by an independent contractor, this is pump maintenance and a test to meet NFPA 1901requirements. New to our fleet this year is

Engine-11, a 2014 Rosenbauer Fire Engine. This apparatus will serve our community for the next 20 plus years. Our Engine-4 a 1988 Ford Quality fire engine will be sold in the first quarter of 2015. This apparatus served our community for the last 26 years and served it very well, but it was starting to wear down. Our ground ladders and fire hose are also tested annually according to the NFPA 1901 requirements.

Kochville Firefighters Association By President Jerry Davis

The Kochville Firefighters Association was formed in 2004. The Association strives to improve fire service in Kochville Township through education, fire prevention, and social activities, in 2014 in excess of 5000 participates were involved on our fore prevention activities.

In 2014 the Board members were: Jerry Davis-President, Kevin Srnek-Vice President, Ken Howden-Treasurer, Matt Koczenasz-Secretary and Rick Wasney-Delegate.

We also received a donation from Kendal Electric for worth $500.00 for fire prevention supplies.

In 2014 the Association has donated to the flowing organizations: Saginaw County Sheriff Dept.-Shop with a hero, One Hundred Club of Saginaw, Do-All Corporation-Charity Golf Outing, Guns and Hoses-Charity Hockey Game, and the Michigan State Firemen’s Association, and the Michigan Firefighters Memorial.

In 2013 the Association established a college Scholarship fund. On May 23, 2014The first recipient of the scholarship was Kali Labelle of the Saginaw Arts and Science Academy. Kali is attending Anderson University. Kali Labelle is recognized for exemplary character, leadership, and community service. The Kochvil le Township Firef ighters Association presented a scholarship in the amount of $500.00.
