Identifier Requirements FIR-OR001-COM 1 Track vacancy proving equipment FIR-OR002-COM 1.1 General FIR-OR003-DK Tracks, which are part of a route track, must be divided for track sections and monitored with equipment for track

vacancy proving. FIR-OR004-REQ The following states of these track sections shall be monitored: FIR-OR005-REQ - Track section occupied/not occupied. FIR-OR006-REQ - Track section locked to a route / not locked. FIR-OR007-REQ - Track blocking FIR-OR008-DK The vacancy or occupancy of a track section is monitored primarily by track circuits or by axle counters. A part of these

devices are located at trackside, another part in a housing or in a cabinet at trackside. Track relays may be located either in cabinets or in a housing.

FIR-OR009-REQ When setting a route, it shall be possible to lock electrically track sections. FIR-OR010-REQ This locking is an electrical function, which is related to the route conditions of the interlocking system and it shall be im-

plemented in the interlocking system interdependencies. FIR-OR011-DK In addition to track circuits and axle counters, rail contacts, inductive track coils and techniques based on the

measurement of the train speed can be used to detect train movements. These are used mainly within level-crossing installations to give additional information to start and stop the warning.

FIR-OR012-COM 1.2 Track circuit FIR-OR013-REQ Track circuits can be DC, AC or coded audio-frequency track circuits. FIR-OR014-REQ Track circuits can be fed either at the end or at the middle and with either one-rail or two-rail isolation.

FIR-OR015-REQ The operation and capacity of track circuits shall be designed to meet the fail-safe principles in Finnish railway environment.

FIR-OR016-REQ The design values for a track circuit shall be as follows:

FIR-OR017-REQ - Ballast resistance 1.5Ω/km.

FIR-OR018-REQ - Traction 25kV/50Hz.

FIR-OR019-REQ - Return current on a track max 650A (on a double-track line). FIR-OR020-REQ - Draining transformer interval max 2.6km.

FIR-OR021-REQ - Interval of track contacts of the return wire max 2.6km.

Identifier Requirements FIR-OR022-REQ - Mast earthing to one rail directly (ground resistance of the mast min 10Ω). FIR-OR023-REQ - On a single track line mast earthing can be arranged also by a ground collecting wire.

FIR-OR024-REQ - Earthing of e.g. bridges is carried out by a grounding impedance bond on a section with double rail isolation. It shall be possible to install 1 bond/track km.

FIR-OR025-REQ - The power to a track circuit is fed from the power supply installation of the interlocking system. It is possible to feed from this installation also track circuits of a line block up to an adjacent interlocking system or a certain intermediate block station. If the feed frequency of the track circuits differs from 50Hz precautions shall be taken for using this power supply also for other equipment (e.g. signals).

FIR-OR026-COM 1.2.1 Functional requirements for track circuits FIR-OR027-REQ The equipment shall fulfil the following requirements unless it can be proved that a corresponding safety level shall be

achieved otherwise: FIR-OR028-REQ - A track circuit shall be adjustable so that the voltage between rails is at least 1.0V when a relay is de-energised.

FIR-OR029-REQ - A track circuit is considered to be clear first after 2 seconds of the energisation, at the track relay, while de-energisation of a relay influences the functions immediately.

FIR-OR030-REQ - The operation of a track circuit (relay) shall be monitored in the interlocking system and line block circuits so that if a track relay is not completely de-energised on a section,(or if it is energised too soon), the equipment detects the failure and it is indicated as an anomalous function (the route remains locked, the line block is not in the normal position), special measures are required by the operator.

FIR-OR031-REQ - The functions of track circuits based on their operating sequence shall be implemented so that the operation is not disturbed even with a short fast moving train if one of the two track circuits is short.

FIR-OR032-REQ - A random energising sequence of track relays after a voltage break in the feeding network of a track circuit shall not lead to hazardous actions (e.g. a premature release of the route).

FIR-OR033-REQ - The functional time delay of the operational units (track relay) of a track circuit shall not cause even a minor distur-bance, not even in a case of a fast moving train, so that a signal would give a more permissive signal aspect.

FIR-OR034-REQ - A short-circuit in the isolation of any two different track circuits will always cause de-energisation of both or at least one of the track relays.

FIR-OR035-REQ - The intermediate state of a track relay shall be detected as not detected and the track section is occupied. Route releasing operation shall not begin or operate.

FIR-OR036-COM 1.2.2 Boundaries of track circuits FIR-OR037-COM Usually the insulated joint is the boundary of track circuits. Some track circuits (e.g. audio-frequency track circuits) use

also electric separating joints which are tuned to the feed frequency.

FIR-OR038-REQ These devices shall need customer's acceptance for e.g. the accuracy of the electric separating joints.

Identifier Requirements FIR-OR040-REQ In several cases the operation conditions of the point shall be modified so that, in addition to the track section of the

point itself, also the adjacent track section is configured to be included in the conditions of normal operation, to ensure monitoring of a sufficiently long distance in front of the point blades.

FIR-OR041-REQ Equally, in the route conditions, the vacancy monitoring shall be extended to adjacent track sections, so that the route vacancy monitoring would range to the fouling sign of crossing tracks and the gauge (ATU) requirements are monitored.

FIR-OR042-COM 1.3 Axle counters FIR-OR043-DK The vacancy of a track section can be detected by an axle counter section instead of a track circuit. An axle counter

system has, at both ends of a certain track section, devices which count the number of axles entering and passing the section. By comparing these numbers a track section can be found either not occupied, occupied or in fault state.

FIR-OR044-REQ The devices and operation of an axle counter system shall fulfil the fail-safe requirements. FIR-OR045-REQ When using axle counters, line block and axle counting operations can be combined. Monitoring of track vacancy is

then included in the line block system. FIR-OR046-REQ Axle counters shall be applied in track section vacancy monitoring also when rail isolation cannot be realised. Such

cases are some bridges and tracks for the part of wagon weighing equipment. FIR-OR047-COM 2 Points FIR-OR048-COM 2.1 Powered points FIR-OR049-DK Points are used to lead rolling-stock from a track to another, parallel track, and as flank protection to a route. FIR-OR050-DK The powered points of an interlocking system are equipped with point machines. Usually a point has one point machine,

but special points have up to seven machines. There are point machines operating with electrical motor or electro hydraulic motor.

FIR-OR051-DK The motor of a point machine is usually a 3-phase squirrel cage induction motor 380V/50Hz. P = 0.4kW, turnover time 2-3s. In special cases (e.g. marshalling yards) the power of the motor is greater and the required turnover time 0.7-1.0s.

FIR-OR052-REQ A point machine may be equipped with a crank handle for operating the point e.g. at motor or power supply break-downs. The control and monitoring circuits are disconnected at crank handle operation.

FIR-OR053-COM The point machine requirements are specified separately. FIR-OR054-REQ The point operation and position monitoring usually use a 4-wire point circuit. FIR-OR055-REQ Because from the train safety point of view it is especially important that a point is and remains in the correct position

during train movement, corresponding special requirements shall be set also for the point-operating circuit. FIR-OR056-REQ Both the power supply of the motor as well as position monitoring of a point-operating circuit shall work reliably within

the given distances (interlocking system - point) and nominal values of cables used in Finland. FIR-OR057-DK When starting, point motors cause a current impulse. Several point machines may start simultaneously when locking a

route.

Identifier Requirements FIR-OR073-REQ A point with a fixed crossing has at least two point machines and one with a movable crossing (movable frog) has at

least three point machines. FIR-OR074-REQ Point machines employed with a long special point shall be non-trailable type. FIR-OR075-REQ In order to minimise the start intervals of the point machines (max 200 ms is allowed), the control circuit of point

machines of a long special point shall be arranged so that they are in succession in the starting sequence of the point machines.

FIR-OR076-REQ In figure FIR-OR071-DIAG, part b and f, the starting sequence of the point machines is 5 and 6 simultaneously at first then 1, 2, 3 and 4. The movable crossing shall not necessary be turned simultaneously with the point blades.

device (point, derailer) shall be monitored and locked. FIR-OR130-REQ When a point or a derailer is used, the key is released from the key box with a special interlocking system or local

Transport Agency. FIR-OR143-COM The information about the type of the point heating system is available from the Finnish Transport Agency FIR-OR144-DK The powered points of an interlocking system the powered stopping devices shall be equipped with point heating. Their

aim is to ensure the failure-free operation of the points and stopping devices in winter conditions. FIR-OR145-DK The heating devices include point heaters attached to stock rails of points, or, in some cases, to blades as well. FIR-OR146-REQ It shall be possible to control the point heating for each heating area manually (maximum heating time 2 hours) as well

as automatically with a thermostat. FIR-OR147-DK In general the power is 6-8kW per a pair of blades in a normal point. The power of a double diamond crossing varies in

the range of 24-32kW. The heating power of a long point is within a similar range. The power to the point heating is usually fed from transformers located in the railway yard.

FIR-OR148-REQ The points and stopping devices of a railway yard shall be arranged in heating groups, which comprise usually 1-10 points and/or stopping devices. Each group has a common control and indications.

FIR-OR149-REQ It shall be possible to control the existing point heating groups and power levels (see FIR-OR150-DK, FIR-OR151-DK, FIR-OR152-DK or configuration requirements).

FIR-OR150-DK The power of existing point heating is connected in three levels: 1/2 power, 3/4 power and 1/1 power. FIR-OR151-DK The indicator shall show, which power level is connected. wires of the signal circuits, an earth leakage and an external voltage caused by e.g. a short circuit between the wires. FIR-OR203-REQ The lamp circuits included in the "proceed" aspects shall be furnished with 2-pole disconnection. Also short circuit in a

The monitoring period shall begin when the barriers begin to descend. If the barriers do not descend within the given time range a failure message shall be given and the signal is set to "stop" aspect, if there exsists a locked route over the level crossing system installation and the signal locating in rear the level crossing system installation is showing any aspect permitting driving.

FIR-OR542-REQ The monitoring of the barrier down position shall be continuous.

FIR-OR543-REQ The failure indication shall be removed automatically, when the barriers are at monitored position. The failure indication shall be indicated to the operator.

FIR-OR544-REQ The barrier failure indication and the monitoring state of a level crossing system shall be monitored in the route conditions.

FIR-OR545-COM 9.2 Projecting operation of a level crossing system installation to the interlocking system

FIR-OR546-REQ For an activation track section of each track alarm control, it shall be possible to project the specified or several track sections in rear of the level crossing system.

FIR-OR547-REQ At the location of the level crossing system installation there shall be an alarm releasing section, which can be a track section included in the interlocking system or constructed with a separate unit detector.

FIR-OR548-REQ For main and shunting routes there can be more than one alarm activating track sections.

FIR-OR549-REQ If the track section in advance of the signal displaying "stop" aspect is part of the alarm activating sections, the occupancy of that track section shall activate the alarm independent of the signal.

FIR-OR550-REQ If a part of a level crossing system installation is on an overlap, the overlap sections shall be possible to be configured as alarm control activating sections.

FIR-OR551-REQ The operation of the level crossing system with different routes shall be presented with a table of functionalities. FIR-OR552-REQ The beginning of the level crossing alarm shall be able to be delayed with one or more track sections.

FIR-OR553-REQ The alarm delay shall be different for each route and delay is active if activating sections are not occupied when setting the route. The time range is 0 – 120s.

FIR-OR554-REQ

If the alarm activating sections of a level crossing system installation are located in an area, which has local point operating permission, the operation of the level crossing system shall be possible to project so that when local point operating permission has been given the track section shall not influence to the operation of the level crossing system.

FIR-OR555-REQ

The operation of a level crossing system shall give a long alarm indication, if the level crossing system is active alarming continuously over 10 minutes in such a way that the road section has not become occupied after the start of the alarm or the road section is occupied while the alarm sections are vacant. The time range shall be able to be projected with 60s step track-wise.

FIR-OR556-REQ The level crossing signal must be instructed to display 'Approach with caution' aspect when a long alarm fault is detected in the level crossing system.

FIR-OR557-REQ The alarm of the level crossing system equipped with level crossing signals must end 20 seconds after the level crossing signal been instructed to display 'Approach with caution' aspect because of a long alarm fault.

FIR-OR558-REQ

During the long alarm fault the level crossing barrier system must rise to a position that corresponds with the position of non-voltage state of the barrier motor. Excluding the level crossing double barrier system, where the barriers of the lanes used by road vehicles must remain in a horizontal position.

FIR-OR559-REQ

Level crossing system for several tracks shall return to the state of the long alarm failure, if the long alarm failure conditions are satisfied, when the alarm caused by the other track than the track, which caused the long alarm fault, ends. FIR-OR574-REQ The installation-wise alarm shall be activated by turning TK-switch and the alarm shall be switched off by turning the switch again.

FIR-OR593-REQ

A swing bridge must be equipped with a protection system, which prevents the opening of the bridge locking when a route has been locked over the bridge. Setting a route over the swing bridge must be prevented, when the bridge is not locked for railway traffic.

FIR-OR594-REQ A swing bridge must be equipped with locking signals. The bridge locking information must instruct the locking signals.

FIR-OR595-REQ A swing bridge must be equipped with main signals protecting the bridge. The main signals may be substituted by block signals if the bridge is located on a track with a line block system.

FIR-OR596-REQ The permission, which makes it possible to remove the locking of a swing bridge protected with main or block signals, but not trap points, can be given when the following conditions are fulfilled:

A function that enables the emergency removal of the bridge locking without the monitoring conditions being fulfilled can be added to the swing bridge protection system. The emergency removal of the locking must instruct the main or block signals protecting the swing bridge to display a 'Stop' aspect and enable the bridge locking to be removed with a delay of at least one minute after the emergency function has been used.

There are colours (green, red and yellow) and there are lines drawn in the circles that indicate lamp units for black/white printing purposes. The indications are as follows:

7 Management of the failure situations of the control lines If a control line (JKV-Po1, JKV-Po3, JKV-Po4, JKV-Eo1, JKV-Eo3 or JKV-Eo4) connected with a drive permitting aspect of a signal, which should be active, is not activated, the signal in question must be controlled to display 'Stop' aspect (main route entry signal) or 'Expect stop' aspect (signal acting only as distant signal). If a control line (JKV0 - JJKV9) associated with a signal, which should be active. is not activated, an indication of the situation must be given to the dispatcher. A signal must be controlled to display 'Stop' aspect (main route entry signal) or 'Expect stop' aspect (signal acting only as distant signal), if a control line associated with the signal in question, which should be passive, is active e.g. because of a strange voltage intruded in the circuit of the control line. If there is a failure in the control line for point position, an indicsation of the situation must be given to the dispatcher.
