About BRAC

BRAC is committed to creating opportunities for people living in poverty.

BRAC was founded in Bangladesh in 1972 by Sir Fazle Hasan Abed, and today is a global

leader in developing cost-effective, evidence-based poverty innovations in extremely poor,

conflict-prone and post-disaster settings. These include programmes in education,

healthcare, microfinance, girls’ empowerment, agriculture, human and legal rights, social

enterprises, a bank, a university, and the world’s largest mobile money platform. In 2016,

BRAC employed more than 100,000 people in 11 countries, with a total global expenditure of

about $900 million.

BRAC is also unique among the world’s major non-profits in that its overall budget is majority

self-financed. In Bangladesh, where BRAC was founded and is the location of its global

headquarters, BRAC financed 76% of its $682 million average annual national budget from

2011 to 2015 from its own socially-responsible businesses.

In January 2017 BRAC was ranked as the number one NGO in the world for the second

consecutive year by the Geneva-based NGO Advisor, an independent media organisation

committed to highlighting innovation, impact and governance in the non-profit sector.

About BRAC UK

BRAC UK, an affiliate of BRAC, works to raise resources for its programmes in Africa and

Asia, raise awareness about BRAC across Europe and develop partnerships with local and

global organisations, donor agencies, academic and research institutions and governments.

Between 2015 and 2020 BRAC UK aims to bring BRAC’s life-changing services to 10 million

people. We are well on our way. We are concentrating our efforts on three priorities;

education and empowerment, equitable economic development and access to health and

water, sanitation and hygiene services.

A small team of eleven staff, based in London work closely with our central office in

Bangladesh and country programme staff to develop projects and funding proposals for a

range of donors, including DFID, EuropeAid, trusts, foundations and individuals. The BRAC

UK team also manage and support the accountability element of the grants received.

BRAC UK has a target of raising £50m by 2020 through funding direct to BRAC UK and also

supporting other BRAC entities to fundraise.

The Finance and Resources Manager is a key role in the small BRAC UK team, and is an

opportunity to play a significant part in the huge impact that BRAC is having in the poorest

communities around the world.

Job Description

Job Title: Finance and Resource Manager

Reports to: Chief Executive

Location: Southwark, London

Salary: £40,000 per annum

Key relationships: Internally- Chief Executive, Finance and Grants Officer, Programmes

team members, Communications and Marketing team, Trustees and in particular the Treasurer and Chair

Externally- Donors, suppliers, auditors, finance staff in BRAC Bangladesh and BRAC International and country programmes

Management: Manages the Finance and Grants Officer and occasional volunteers

Main Purpose

To develop and operate robust finance and office management systems that meet the needs

of BRAC UK and our programme partners, also the reporting requirements of donors,

funders, the Charities Commission and Companies House as well as the requirements of

HM Revenue and Customs.

Responsibilities

Budgeting:

- Prepare and review as requested the annual budget for BRAC UK in the form agreed with the Chief Executive

- Contribute to BRAC UK’s strategic plan and annual plans and reviews

- Work with other budget holders in creating their annual budgets.

- Review expenditure against budgets on a monthly basis with budget holders.

- Identify and report to the Chief Executive any material changes that are likely to affect budget performance to enable effective action

Accounts:

- Oversee the recording and accurately coding all financial transactions on BRAC UK’s computer based accounting system, ensuring that they have first been correctly authorised

- Oversee the processing of all invoices, staff expenses and credit card transactions

- Ensure creditors are paid accurately and within their credit terms

- Review and make recommendations on best value from our general suppliers, including insurance, stationery, international travel and computer maintenance, overseeing the placing of orders to these suppliers

- Oversee the preparation of bank transfers and ensure foreign transfers are executed swiftly and at the most cost effective rate

- Ensure all bank accounts are maintained at the appropriate level

- Oversee the reconciliation of all bank statements monthly.

- Follow up on all internal and external queries as quickly as possible.

- Ensure all financial records are clear and complete and filing is up-to-date.

- Oversee the running of the monthly payroll and ensure that the necessary payments are made to HMRC within the timescales required

- Manage the pension system adhering to all legal requirements and time scales, and according to the HR policies of BRAC UK

Revenue management:

- Manage all public donations to BRAC UK including those made directly and through PayPal, Just Giving and other giving websites, promptly acknowledging the receipt of all funds.

- Prepare quarterly invoices and payments to other BRAC entities and track payments

- Ensure Gift Aid claims are correctly prepared and submitted to HMRC.

Reports:

- Prepare monthly management accounts for the Chief Executive

- Prepare quarterly accounts and accompanying report, including variance report for the Chief Executive, Treasurer and Board.

- Attend quarterly Finance and Audit meetings, liaising with the Treasurer on agenda items, and quarterly Board meetings, to present accounts and advise on all financial aspects of BRAC UK business

- Prepare year-end figures, statutory accounts and all relevant documentation for the

annual audit, facilitate the audit process in liaison with auditors and Treasurer, and follow up any actions from the audit as required.

- Ensure submission within legal time limits of statutory accounts to the Charity Commission and Companies House.

Donor funding:

- Prepare budgets for donor proposals, liaising closely with the Programmes Team and supporting the Finance and Grants Officer and BRAC International finance team to ensure all relevant costs are included, full recovery of BRAC UK core costs where permitted, and that the budget is accurate and comprehensive. Undertake reviews/revisions as needed.

- Review any donor contract from a funding and funds flow perspective to ensure that BRAC UK fully understands the financial obligations and requirements under the contract before it is signed. Present these to the Programme Director and the Chief Executive for signature.

- Set up the relevant computer-based accounts and any other systems, forms, reports or procedures required to services any new donor fund.

- Prepare and submit invoices in line with donor or other requirements to ensure timely payment. Work with the relevant funding officers to ensure all requirements are in place.

- Maintain donor accounts and contract tracking for each unique donor fund, alerting the relevant account manager in Programmes Team and where necessary, the BRAC International Finance team and BRAC UK’s Programmes Director and Chief Executive, of any anomalies or significant variance.

- Working in collaboration with the Programmes Team and BRAC International’s finance team, produce the relevant reports on external funding as required by funders to a high quality and on time.

- Support the Finance and Grants Officer to undertake IATI (International Aid Transparency Initiative) quarterly reporting, and undertake IATI training of BRAC staff in head and programme offices, as requested.

- Ensure that all of BRAC’s PADOR registration with the European Commission is up to date and reviewed quarterly, collaborating with BRAC International finance team

- Develop and maintain good relationships with donor and funding agencies

Office Management:

- Deal with all incoming post, as appropriate

- Maintain a tidy, well-organised office environment

- Maintain the office inventory

- Ensure that there are sufficient office supplies, organising replacements as required

- Ensure that BRAC UK’s office accommodation needs are met through identifying new premises as and when needed

- Liaise with the office landlord in relation to maintenance of the office premises and facilities

Human Resources Management:

- Ensure that the Staff Handbook is kept up to date and relevant to the needs of BRAC UK in maintaining coherent set of human resources policies

- Organise staff recruitment processes, including advertising, organising of selection processes, and issuing of contracts

- Arrange work related travel, insurance and visas for BRAC UK staff, and facilitate visa applications and accommodation for BRAC visitors to the UK

- Ensure that staff records are constantly up to date, including contracts, personnel, sickness and holiday records

Governance:

- Act as company secretary for BRAC UK

- Ensure that the board meetings are efficiently organised and minuted

- Maintain board records and administration

- Ensure compliance with charity commission and company house legislation

- Undertake all correspondence relating to the above

General Administration:

- Undertake such other duties and responsibilities as the Chief Executive may from

time to time request

- BRAC UK is a small team and all staff are occasionally called upon to support the

work of others.

At a minimum AAT, and preferably fully qualified accountant, working towards qualification or equivalent experience

Able to communicate financial data and processes effectively to non-financially literate colleagues

Excellent verbal and written English

Excellent IT skills including Excel, Microsoft Word, PowerPoint and databases

Efficient in all aspects of administration. Can work to tight deadlines

Sensitivity to work on delicate HR matters in a confidential and supportive manner

Knowledge of SORP for Charities

Experience

Experienced user of QuickBooks

Experience of the not-for-profit sector – and preferably international NGO experience

Significant experience of using charity accounting software

Experience of leading an annual and quarterly budgeting process.

Experience of producing monitoring and variance reports Understanding and experience of handling of grants and

donor relationships with a range of donors

Experience of maintaining and developing electronic and paper filing systems

Exposure to audits and experience of audits in a small office environment

Use of Sales force

Experience of administering Gift Aid
