1.)Introduction)This!report!covers!the!technical!outputs!of!the!three3day!regional!Programming!and!Methodology!Workshop!that!took!place!at!Songhaï!Center!February!17th319th,!2014,!as!part!of!the!West!Africa!Agricultural!Productivity!Program’s!(WAAPP)!project!entitled!Improving*and*Scaling*up*the*System*of*Rice*Intensification*(SRI)*in*West*Africa.!

2.)Objectives)The!main!objective!of!the!workshop!was!to!enable!all!13!participating!countries!to!effectively!plan!and!program!their!activities!for!2014/2015!in!the!framework!of!the!regional!project.!

The!specific!objective!was!to!ensure!the!development!of!champions!as!trainers.!This!approach!was!chosen!because,!already!having!plenty!of!well3developed!experience!with!SRI!and!being!strongly!committed!to!the!adoption,!popularization!and!extension!of!SRI,!the!champions!are!already!in!an!excellent!position!to!act!as!trainers.!

3.)Expected)Results)The!expected!results!of!the!workshop!were:!

3.1 Potential!trainers!(champions)!are!trained!for!each!participating!country!and!well!equipped!to!provide!training,!monitoring,!and!support!for!extension!for!the!adoption!of!SRI!on!a!large!scale!in!their!respective!countries;!

3.2 An!action!plan!and!budget!for!the!large3scale!adoption!of!SRI!during!the!201432015!campaign!is!developed!by!the!participants!of!each!country,!along!with!a!strategy!for!implementation;!

3.3 A!summary!report!is!available!

5.1.c*–*Group*3:*National*WAAPP*Monitoring*and*Evaluation*(M&E)*Officers*

The!National!WAAPP!Monitoring!and!Evaluation!(M&E)!Officers!met!with!Tom!Archibald,!M&E!Specialist.!For!the!first!section!of!this!meeting,!champions!were!also!present.!The!objectives!of!the!session!were!to!review,!improve,!and!validate!the!draft!M&E!manual!for!the!regional!project,!which!includes!data!collection!tools.!The!discussion!with!the!champions!and!the!M&E!

Officers!was!very!beneficial!for!helping!to!refine!some!of!the!ideas!represented!in!the!manual.!Specifically,!the!discussion!had!to!do!with!the!various!roles!of!different!project!actors!and!stakeholders!in!the!data!collection.!What!emerged!was!that!there!is!a!need!for!each!country!to!specify!its!own!M&E!system!implementation!plan.!Under!this!framework,!all!13!countries!still!adhere!strictly!to!the!essential!elements!of!the!M&E!manual!(i.e.,!everyone!collects!data!on!all!of!the!key!indicators!and!outcomes,!using!the!same!data!collection!tools),!yet!each!country!can!assign!tasks,!manage!M&E!implementation,!and!offer!country3level!backstopping!as!specified!by!the!capacities!and!other!contextual!realities!of!that!country.!For!example,!in!some!countries,!extension!agents!could!be!given!the!responsibility!for!some!data!collection,!whereas!in!others,!the!extension!system!lacks!the!capacity!for!this.!The!discussion!also!was!very!positive!because,!since!the!champions!were!actively!involved,!they!will!subsequently!have!more!buy3in!and!ownership!in!the!M&E!processes.!Evidence!of!this!was!provided!through!the!champion’!enthusiastic!engagement!in!the!discussion.!

After!the!champion!discussion,!the!M&E!Officers!who!were!present!proceeded!more!systematically!through!the!data!collection!tools,!offering!specific!suggestions!for!improving!the!language!and!structure!of!some!items.!They!reflected!on!their!knowledge!of!their!contexts!and!greatly!improved!the!quality!of!the!tools.!Unfortunately,!not!all!of!the!M&E!Officers!were!present,!and!the!time!was!insufficient!to!complete!the!review!and!revision!of!all!of!the!tools!(and!the!remainder!of!the!manual).!As!a!result,!those!two!tasks!remain,!as!does!the!newly!identified!need!for!each!country!(with!guidance!and!direction!from!the!M&E!Officer,!yet!including!other!key!stakeholders!as!well)!to!create!its!M&E!implementation!plan.!The!M&E!Specialist!will!follow!up!virtually!and!in!person!with!M&E!Officers!to!complete!these!three!important!tasks.!!

• 2006:!Tim!KRUPNIK,!then!a!graduate!student!at!the!University!of!California,!Santa!Cruz,!reported!on!preliminary!SRI!trials!that!were!carried!out!during!the!2006!rainy!season!in!Burkina!Faso.!The!six!volunteer!farmers!had!previously!participated!in!the!FAO!Farmer!Field!School!Integrated!Pest!and!Production!Management!program!in!the!Valée!du!Kou!irrigation!scheme!and!were!accustomed!to!experimenting!with!new!production!methods.!Their!results!were!later!compared!with!6!matched!farmers!using!standard!recommended!farmers!practices!(FP)!which!are!relatively!input3intensive.!SRI!results!were!compared!with!those!from!conventional!FPs!in!the!study!area,!which!at!the!time!of!the!study!reported!average!yields!of!3.5!t/ha,!quite!good!for!West!Africa.!Despite!the!reported!yields!by!farmers!in!this!irrigation!scheme,!national!rice!production!figures!in!Burkina!Faso!were!much!less!encouraging:!per!hectare!yields!are!2.6!tons,!below!the!global!average,!and!up!to!15%!of!the!harvest!is!regularly!lost!to!pests.!In!the!Valée!du!Kou,!recommended!FPs!at!the!time!of!the!trials!included!applying!up!to!300!kg!of!mineral!fertilizers!per!ha;!transplanting!at!233!weeks!after!nursery!seeding,!with!up!to!5!seedlings/hill!and!around!15!cm!spacing.!Conventional!methods!also!include!ample!use!of!herbicides!and!pesticides!and!maintaining!at!least!5!cm!of!water!throughout!the!

cropping!season,!when!available.!The!SRI!trials!included!application!of!about!360!kg!of!composted!cattle!manure/ha,!transplanting!single!seedlings!at!10312!days,!with!25!cm!spacing!in!a!grid!pattern,!and!limited!irrigation.!Push!weeders!were!employed!to!manage!weeds!at!least!twice!during!the!cropping!season.!

• 2009310:!With!support!from!an!FAO!project,!trials!were!conducted!in!the!Valée!de!Kou!under!the!auspices!of!the!Direction!Provinciale!de!l'Agriculture!et!de!l'Hydrologie!(DPAH3Houet)!and!the!Union!des!Cooperatives!Rizicole!Burkina!(UCRB).!SRI!methods!yielded!7.6!tons/ha!compared!with!6.25!tons/ha!using!presently!recommended!methods!(GIPD)!and!4.8!tons/ha!with!farmer!practice.!

• 2011:!SRI!was!presented!as!part!of!the!annual!ECHO!conference!in!Ouagadougou,!leading!to!the!adoption!and!promotion!by!Jean!APEDOH!in!Togo.!

• 2012:!CODEGAZ,!a!French!humanitarian!association,!began!supporting!SRI!efforts!in!Burkina!Faso.!This!NGO!has!been!working!with!SRI!programs!in!Cambodia!and!in!Madagascar!since!2008.!CODEGAZ!is!working!in!Bama!(20!km!from!Bobo!Dioulasso)!with!Pierre!Belem,!who!was!trained!in!SRI!methods!along!with!50!rice!farmers!in!2006!by!Tim!Krupnik.!The!initial!project!was!planned!for!a!duration!of!three!years,!and!took!place!in!Bama,!an!area!specialized!in!rice!growing.!SRI!trainings!were!planned!to!include!200!farmers!over!the!three3year!period!(80!the!first!year!and!60!more!for!each!other!year).!During!the!2012!season:!

o 111!farmers!(among!them!18!women)!were!trained!in!SRI!methods!o 25!farmers!leaders!were!given!in3depth!SRI!training!in!order!to!train!other!

farmers!o 83!farmers!practiced!SRI!methods!on!their!fields!o 32!farmers!used!organic!compost!o 6,500!m2!of!seedbeds!were!planted!o 65!hectares!were!cultivated!with!SRI!methods!

As!a!result!of!using!SRI!methods,!farmers!registered!an!average!yield!of!7.64!tons/hectare,!an!increase!of!70%!in!the!yield!in!comparison!with!traditional!rice!culture.!The!increase!in!production!should!allow!farmers!to!have!food!until!the!next!harvest!and!to!generate!surpluses!that!can!be!sold!on!the!wholesale!merchants!of!Bobo!Dioulasso.!In!the!future,!AMAPAD!intends!to!open!rice3shops!in!Bama!and!Bobo3Dioulasso!in!order!to!increase!sales!revenues!of!farmers.!

• 201132013:!Oxfam3Québec!has!been!evaluating!SRI!in!Toussiana!since!2011,!partnering!with!ECLA!in!the!Eau!de!la!Haute!Comoé!project!area.!The!project,!supported!by!the!One!Drop!and!Hilton!Foundations,!is!expected!to!consolidate!the!SRI!experiences!and!move!forward!in!201232013.!The!201132012!experience!was!considered!very!positive!as!yields!averaged!3.5!t/ha!in!the!Toussiana!site!versus!the!normal!yields!of!1.532!t/ha!for!lowland!rice!in!this!area.!A!scaling!up!initiative!that!includes!SRI!is!being!developed!by!four!Oxfam!affiliates!from!Burkina!Faso!and!elsewhere!(Intermon!Oxfam,!Oxfam!America,!Novib!and!Oxfam!Great!Britain).!

• 2012:!On!June!13315!more!than!30!representatives!of!rice!producers'!organizations,!research!institutions,!development!agencies!and!other!value!chain!actors!across!Burkina!Faso!participated!in!an!SRI!training!in!Bobo!Diolasso.!The!training,!which!was!organized!

were%managed%by%farmers%in%the%Goundam%district,%with%technical%assistance%from%Erika%Styger%(now%with%SRIBRice),%who%learned%about%SRI%while%doing%her%PhD%thesis%research%in%Madagascar%with%Cornell%University’s%Cornell%International%Institute%for%Food,%Agriculture%and%Development%(CIIFAD).%Yields%increased%by%an%average%of%34%%above%best%farmer%practices,%reaching%8.98%t/ha.%Africare’s%trials%in%the%Timbuktu%region%were%expanded%with%support%from%the%Better%U%Foundation%to%reach%53%farmers%in%12%villages,%with%yields%reaching%9.1%t/ha.%On%average%yields%were%66%%higher%than%control%plots%(5.49%t/ha)%and%87%%higher%than%surrounding%farmers’%fields%(4.86%t/ha).%The%following%year%participation%increased%to%270%farmers%in%28%villages,%with%an%average%yield%of%7.71%t/ha,%a%72%%increase%over%traditional%practices%(4.48%t/ha).%An%irrigation%test%showed%SRI%to%be%32%%more%water%efficient.%

• 2009:%After%early%success%with%SRI,%Africare%technicians%began%experimenting%with%growing%wheat%using%SRI%principles,%a%methodology%referred%to%as%the%System%of%Wheat%Intensification,%or%SWI.%Testing%of%different%spacing%and%planting%techniques%showed%positive%results,%with%adaptations%necessary%when%using%wheat.%

• 2007B2009:%Tim%Krupnik,%along%with%colleagues%at%FAO%and%the%Africa%Rice%Center,%did%a%series%of%evaluations%that%included%adapted%SRI%practices%in%the%Senegal%River%Valley%and%in%the%Podor%region.%Their%research%during%2008B2009%showed%that%adapted%SRI%practices%resulted%in%significantly%higher%yields%than%farmer%practices%and%were%as%good%or%better%than%recommended%management%practices.%However,%while%farmers%appreciated%the%yield%and%water%saving%benefits%of%the%adapted%SRI%approach,%they%were%concerned%by%the%increased%labor%requirements,%especially%for%weeding%activities%that%coincided%with%labor%needs.%These%findings%resulted%in%further%experimentation%with%a%hybrid%system%that%incorporated%elements%of%the%recommended%practice%and%the%adapted%SRI%practices%(maintaining%intermittent%irrigation,%increasing%crop%density%and%following%a%single%round%of%mechanical%weeding%with%localized%herbicide%applications).%The%hybrid%system%was%able%to%reduce%weed%biomass,%labor,%and%input%requirements%(including%herbicides)%and%gave%the%highest%net%profits%in%nearly%all%sites%for%the%2009%wet%and%dry%seasons.%In%September%2009%Tim%presented%on%these%experiments%at%the%Tropentag%conference%in%Switzerland.%

The!global!objective!for!2014!is!to!increase!the!productivity!and!revenue!of!farmers!selling!paddy!rice!to!market!by!establishing!wellCdesigned!trial!plots.!These!plots!will!aid!in!the!large!scale!adoption!of!SRI!throughout!the!country.!!Specific!objectives!include:!increasing!yields!for!SRI!adopters!by!at!least!30%!and!reducing!production!costs!by!at!least!20%!by!introducing!SRI!through!a!methodology!of!adaptive!research!and!action!research.!
