pparel Industry is facing the twin challenges of
higher attrition rates along with increasing Aminimum wages and there is a pressing need to
improve productivity and efficiency at all levels. The
Apparel industry members have realized the urgency in
this direction and are proactively working on bridging the
skill gaps. ATDC under the aegis of AEPC took up the
implementation of Integrated Skill Development Scheme
(ISDS) of Ministry of Textiles, Govt. of India to train youth,
women and other disadvantaged sections of society in
employable skills for the apparel industry on Pan-India
basis since February 2011. Since then ATDC has
commenced over 125 centres to offer SMART (Skills for
Manufacturing of Apparel through Research & Training)
courses and have exceeded the target of 14,000
candidates as of 31.3.2012 apart from training around 274
trainers during the year. ATDC is providing vocational skill
education through industry relevant programmes which
will help the rural candidates to seek wage employment in
the growing Apparel Sector. The introduction of ATDC
Community College and SMART training projects are
important game changers for ATDC and will create a self-
sustainable path in the medium to long-term. The ATDC
Community Colleges provide continuous supply of junior
and middle level managers and professionals while the
SMART Centres offering trainings in different Fast-Track
Courses, ensure supply of shopfloor workforce to the skill
starved apparel sector.

Apparel Training & Design Centre- SMART
The Apparel Industry, globally, is facing acute shortage of “skilled labour” and India is no
exception. AEPC has been in the forefront of skill development by establishing the ATDC network
in the mid 90s. The Ministry of Textiles, Govt. of India's Integrated Skill Development Scheme is a
timely initiative. It is therefore appropriate that ATDC has been given the status of a nodal agency
for implementation of the scheme since October 2010. The scheme's success would revolve
around having enough “trainers” and “mobilization” and “placement” of trainees and the support
of State Govt., Garment Associations, private sector and other organizations involved in the textile
& allied industries. With the assistance of Central Govt., State Govts. and various stakeholders
involved, we will harness all our resources and efforts to make the scheme a success.
During 2010-11, ATDC has made rapid progress by establishing 25 ATDC Community Colleges (AICCs) through
upgradation of existing ATDC centres having over 3000 students on the rolls and also by setting-up of about 75 ATDC-
SMART centres to train over 14,000 candidates during 2011-12. ATDC team is gearing-up to meet the challenging target
of 34,000 candidates for the year 2012-13 to mitigate acute labour shortage being faced by the apparel sector and the
high absenteeism prevalent in many clusters. We do believe that ATDC role in executing the Ministry of Textiles' project of
Skill Mission as well as improving quality of training of trainers will certainly help in improving the competitiveness of the
Indian Apparel Industry apart from improving the socio-economic fabric of society.

The Apparel Training & Design Centre network has emerged as the largest skill provider for Apparel Sector in India and also the preferred source for skilled shopfloor workforce and different tiers of professionals. Since 2009 over 60,000 candidates have been trained under the ATDC Community College and ATDC-SMART centres, leap frogging from 35,000 achieved earlier in over a decade. ATDC is being transformed as a quality training provider through introduction of systems & procedures under the Central Academic Office. 25 ATDC Community Colleges have over 3000 students on rolls in 6 months’ Certificate, 1 & 2 years Diploma courses with certification. Under the Integrated Skill Development Scheme (ISDS) of MoT, GoI the ATDC-SMART Project has already crossed the target of 14,000 candidates set by the Government of
India for 2011-12 and the entire ATDC NHO and field staff are gearing up to train 34,000 candidates during the year 2012-13. The visionary creation of the brand “SMART” (Skills for Manufacturing of Apparel through Research & Training) has proved to be a major step capturing the imagination of both Government and the Apparel Industry. The unique features of the “SMART operator” is that the operator is not an ordinary operator any more after training but an extra-ordinarily trained “SMART operator” which can help an apparel factory in Quality, Productivity & Efficiency. The new SMART Fast Track curricula developed by ATDC-SMART TEAM has helped in bringing out a more scientific approach to training of shopfloor workforce. The other initiatives include trainers' manuals, trainees' kits, digital learning contents, life & soft skill training and above all training of trainers' which all have given an edge to ATDC's training mission. ATDC has already set-up two Training of Trainers' Academies and have trained over 274 trainers in Gurgaon and about 60 in Thiruvananthapuram which will help to turn out even better faculty resources in the days ahead.
ATDC Community Colleges / ATDC-SMART and IAM form a 3-tier dynamic skill development system to cater to the entire skill spectrum of Apparel sector. We believe through our sustained efforts and long-term vision we would be able to address the talent / skill deficit being faced by the Apparel Sector apart from “improving the lives of a large number of people” by “imparting employable skills”.

Following the Hon'ble Finance Minister's budget
speech in 2010 where in it was announced to launch a
new scheme in Textiles Sector envisaging skill
development of 30 lakh persons in 5 years, the Ministry
of Textiles, Govt. of India nominated ATDC as a Nodal
Agency in February 2011 for implementing the
Integrated Skill Development Scheme (ISDS) on a Pan-
India basis. ATDC conceptualized SMART (Skills for
Manufacturing of Apparel through Research &
Training) for providing cutting edge courses on state-
of-art machinery for developing shop floor workforce
with contemporary skills and other personnel required
for various tiers of manufacturing of apparel. SMART
stands for new age technology, contemporary
curricula, trained trainers in new methodology and
techniques with certification. Pan-India implementation
of SMART Training Project has progressed well in sync
with the target and exceeded the target of 14000
candidates set by MoT for the first year of
implementation.
The SMART programme has achieved unprecedented
success in not only training the workforce but also in
attracting new investments in apparel sector as it is evident in
and around Sitapura in Rajasthan, Raipur in Chhattisgarh
and in other places in and around Patna (Bihar),
Bhubaneswar (Orissa) etc.

Skills for Manufacturing Apparels through Research & Training
The Mission of Apparel Training & Design Centre (ATDC) is to create skilled workforce for the
rapidly growing export and domestic sectors of the Apparel Industry. ATDC is a society registered
under the Society Registration Act under the aegis of Apparel Export Promotion Council and
supported by Govt. of India. ATDC has the Largest Vocational Training Network Pan India with
presence in most apparel manufacturing centres across the country and are located in over 20
states of India.
Achievements
• ATDC has PAN India Presence in over 125 geographical locations in 22 States through its
ATDC SMART Hubs, Centres and Skill Camps
• All ATDC training centers are well equipped with state-of-art machinery and computer labs to
provide IT skills in Pattern Making and Merchandising
• Overall about 1 Lakh students have been trained across different centres since 1996
• Over 20000 students belonging to weaker sections of the society (BPL) 35,000 especially
women have been trained with the help of various Central / State Govt. agencies
• ATDC students are well placed in domestic & export garment industries in various tiers of the
production floors and other allied profiles

The Apparel Training & Design Centre (ATDC)
As a network of vocational training institutes have made significant progress with the landmark developments
namely setting up of 25 ATDC Community Colleges since Jan 2010 and acting as a Nodal Agency for implementing
the Integrated Skill Development Project of MOT, GOI since Feb 2011.The year 2011-12 proved to be significant one
for ATDC in many respects. In its journey of “Skilling the Apparel Sector” - ATDC achieved the status of having the
largest network of 25 ATDC Community Colleges offering Certificate, 1 & 2 Years Diploma Programmes and over 75
ATDC-SMART Centres & Skill Camps offering 6 Certificate Programmes covering the major trades like Sewing
Machine Operator, Finishers& Packers, Quality Checkers, Machine Technicians, etc. under its banner. This would
further be expanded to a total of 125 SMART Centres by June 2012, as per the current plan.
ATDC also setup Training of Trainers' Academies in North & South India to its umbrella of Initiatives and plans to add
another in Central India by August 2012.In recognition of its efforts and subsequent results, ATDC was awarded Best
Skill Provider at UK-India Skills Forum Award-2011 for its outstanding commitment to the skills agenda in India.
ATDC's aim is to train skilled workforce for the rapidly growing export and domestic sectors of the Apparel Industry
and upgrade the technical skills to improve quality, productivity and efficiency in a global context.
The Apparel Training & Design Centre according to FICCI and UKIERI ( UK India Education and Research Institute)
has been a training provider who has demonstrated an outstanding commitment to the skills agenda in India - one of
the most important challenges India faces today- and has supported the development of vocational and soft skills
among the Indian citizens, both in cities and rural areas, both basic and advanced levels of training the trainer,
continuously ensuring the best possible quality of services provided.

The mainstream textile & clothing sector thus has the unparalleled
potential to add to employment about 17 - 20 million people
incrementally by 2022. Out of the requirement of about 10 million
will be for the apparel sector alone and more than 15,000 – 20,000
trainers would be required for training the candidates. Therefore,
under the Integrated Skill Development Scheme (ISDS) of the MoT,
GoI, ATDC is establishing 3 Training of Trainers (TOT) Academies,
the first one of which has been established in Gurgaon in the
National Capital Region and the second in Thiruvananthapuram,
Kerala and the third one in Chhindwara, M.P.
The Training of Trainers' Academy is an ATDC initiative undertaken
to upgrade the knowledge base and skill levels of instructors and
trainers and to develop an industry oriented approach in their
pedagogy, teaching and instructional methodologies. The key
objective of the ATDC-SMART TOT Academy is to bring about
overall systematic change in the apparel industry while providing
better quality trainers for industry. The Academy is developing
Trainer's manuals, Conducting PAN-India Training of Trainers
programmes, initiating International Knowledge Exchange
programmes and holding workshops with renowned Experts from
India and overseas, to benefit the ATDC's trainers' & instructors'
and the industry personnel. This reflects ATDC's objective to
provide intensive training for improving the quality of Course
delivery to enhance the productivity & efficiency of the candidates
coming out of the doors of ATDC.
