Pritchardville Elementary School, Bluffton Middle School, and the Whale Branch Early College High School open for the 2010-2011 school year. Planned attendance areas for both the elementary and middle schools were presented in the APR report in July 2007 and then attendance areas were adopted in January 2009 after public input meetings.

OCR has asked that the District review these zones and develop other options that would reduce the current White population at Okatie ES and the current Hispanic population at Red Cedar ES.

Staff developed several options for consideration by the Board for the elementary and middle school zones and they have approved OPT 3 on first reading. Final student assignment plans pending approval by OCR.

Shanklin- Broad River- Shell Point- Beaufort Elementary school assignments  For 2009-2010 there was a shift of 150 students among these schools for long term planning for projected enrollments. In studying this reassignment, OCR  has asked the District to review the effects of this action. District staff recommend that we leave these reassignments until the 2010-2011 school year, and include this review as part of a comprehensive review of the Davis/Whale Branch progress when the PASS score reports are available.

1. Reserve room at Red Cedar Elementary for growth.

2. Decrease the percentage of Hispanic learners at Red Cedar.

3. Increase diversity at Okatie Elementary if possible for OCR compliance.

Option 1 - Attendance Area DescriptionsBluffton ES

The attendance area would include all of the neighborhoods on Buckwalter Parkway south of the intersection with the Bluffton Parkway at the Townes, and excluding the Willows and Arborwood. Baynard Park and Hampton Lake areas move to Pritchardville ES. Vista View moves back to Bluffton ES.

MC Riley ESThe attendance area would lose the “satellite piece” of the Hwy 170 corridor to Pritchardville ES.

Okatie ESThe attendance area would be as current, with the addition of the Willows and Arborwood. Islands West area moves to Pritchardville ES.

Red Cedar ESThe attendance area would be as current, minus the Vista View area and all of the streets on Hwy 46 from Buck Island Rd to Buckwalter Pkwy.

Pritchardville ESThe attendance area includes all of the areas along the Hwy 170 corridor, all neighborhoods off Hwy 46 from Rose Dhu Creek west to the New River, includes all neighborhoods on Old Miller Rd.

OPTIONS FOR STUDENT REASSIGNMENTHigh School Levels

At the December 1, 2009 Board of Education meeting, District staff presented 3 Options for High School Assignment and those are OPT A, OPT B, and OPT C. At that meeting staff were instructed to examine one more option for the high school level. This option was presented to the Board on Jan 5 as OPT D.

At the called Board Meeting on January 8, the Board instructed staff to examine several more options. These are presented as OPT E, OPT F, OPT G.

Option A Zone DescriptionsWhale Branch Early College HS

The zone would include all of the WBMS zone, plus Laurel Bay and the areas just outside of the gate including the neighborhoods of Irongate, Capehart, and Pinewood subdivisions.

Battery Creek HSThe zone would include the RSMS zone (minus the areas sent to WBECHS and adds all of the Beaufort ES zone. It also crosses the Broad River bridge to the intersection of Hwy 170 and Hwy 462 near the BJ-ACE school.

Beaufort HSThe zone remains essentially the same, except for the Beaufort ES zone area (downtown) to be reassigned to BCHS.

Bluffton HSThe zone loses the area north of the intersection of Hwy 170 and Hwy 462 to BCHS. It also loses to HHIHS the neighborhoods in the Sawmill Creek Road area, Colleton River Plantation, and Malphrus Road neighborhoods of Heritage Lakes, Olde Town Village, and Pine Forest.

Hilton Head HS The zone adds the areas of Sawmill Creek Rd, Colleton Plantation, and the neighborhoods off of Malphrus Road.
