Under the EO, all public events and gatherings, such as meetings, conferences, conventions, trainings, parties, faith-based and religious gatherings, and other social activities of the same nature are strictly prohibited.

A l l p r e - s c h o o l s , elementary, junior and s e n i o r h i g h s c h o o l , as well as tertiary and postgraduate classes in both public and private schools in the entire p r o v i n c e , a r e a l s o suspended from March 17 to March 30, 2020.

DAVAO CITY – A community quarantine will be imposed across the Davao region beginning 00:00 hours Thursday, the City Information Office (CIO) said.

This came after the Regional Peace and Order Counci l (RPOC) and Regional Development Council (RDC) created the Davao Region Covid-19 Task Force to implement a unified region-wide initiative to contain the spread of the coronavirus disease 2019 (Covid-19).

COTABATO CITY – The National Commission on Muslim Filipinos (NCMF) and two national groups of ulama and imams met on Monday, and issued an advisory on Islamic mass gatherings to help contain the possible spread of the coronavirus disease 2019 (COVID-19).

The consultative meeting was presided over by NCMF Secretary Saidamen Pangarungan at the agency’s main office in Quezon City.

At the end of the meeting, Pangarungan issued a memorandum circular temporarily suspending the conduct of congregational prayers, ijtima or johoor (mass gathering of Islamic preachers), multaqa (academic convergence on Islamic issues), and madaris (Islamic and Arabic schools) classes, NCMF spokesman Jun Alonto-Datu Ramos said.

NCMF Ulama Sector Commissioner Abdulhadi Daguit; Police Colonel Ibra Moxsir, president of the Imams Council of the Philippines; and NCMF Executive Director Tahir Lidasan Jr., among others, also signed the advisory.

The advisory was in “response to the Presidential Proclamation No. 922 imposing a national public health emergency in NCR, therefore banning mass gatherings of any kind,” Datu Ramos said.

The temporary suspension on the four identified Islamic mass events will coincide with the March 15-April 14 timeline stipulated in the Palace-ordered “community quarantine” in Metro Manila, he said.

Dimaporo also ordered all individuals with a history of travel to places with confirmed positive cases of COVID-19 to undergo a mandatory home quarantine for 14 days starting from the day of their arrival in the province.

The Governor also directed al l of f ic ia ls and employees who are delivering basic services t o c a n c e l a l l t h e i r official travels outside the province, effective today, March 17, except travels concerning the management and /or prevention of transmission of COVID-19, African Swine Fever, and Polio. All approved travel orders of provincial officials and employees before the issuance of EO No. 5 are also canceled.

The Order also restricts all public and private vehicles that are not bound to any of the municipalities of Lanao del Norte and will only pass through any of the barangays and municipalities of

the province to make any stopover, except on designated areas for a stopover to be identified by the concerned municipal government unit.

Moreover, all local chief executives in the province are instructed to establish a single-point unloading area in their respective municipalities for all buses passing through which has originated from places with confirmed positive c a s e s o f COVID -19 . They are also ordered to implement thermal scanning and registration o f a l l p e r s o n s w h o arrived at the designated unloading area.

The Order was issued by the Provincial Government in response to President Rodrigo Roa Duterte’s Proclamation declaring a State of Public Health Emergency throughout the country and ordering all government agencies and local government units to cooperate and mobilize necessary resources to combat the coronavirus. Z. Duterte was elected as head of the Regional Covid Task Force, with Department of Health 11 (Davao region) Director Annabelle Yumang as vice-chair. Provincial and local officials, as well as police and military officials, attended the meeting.

In a radio interview, Mayor Sara said that during the 14-day region-wide quarantine, all residents of Davao are advised to stay in their respective homes, maintain social distancing, and practice frequent hand washing with soap and water.

“All entries in Davao

region will be closed and then in the next 14 days, we will look for people with symptoms of the disease,” she said.

The task force also approved Mayor Sara’s proposal for the suspension of all land, sea, and air travel for 14 days until a unified health system among local government units in the region is put in place.

Under the regional quarant ine, she said residents would only be allowed to go out to work, buy food or medicine, go to the hospital, or take out the garbage.

The local governments are also advised to create an economic impact plan for the private sector.

The task force further advised the public to use online services in procuring services and goods or in conducting bank transactions.

Aside from Enhanced Community Quarantine in many cities and towns, the entire country is now under state of calamity because of COVID-19.

Government agencies and local government units are enjoined to cooperate to prevent the spread of the virus. Law enforcement agencies and the Armed Forces of the Philippines are also mandated to do everything to maintain peace and order in affected areas. There is lockdown and suspension of many activities and public transportation. Only the essential government employees, medical staff, employees of basic services and utilities, and those going to hospitals and airports are allowed entry and exit upon presentation of required documents. There is price ceiling on the prices of prime commodities. Many in the labor sector, especially the daily wage earners, insist on reporting to duties for fear of dying, not of the virus, but of hunger.

Our country is not as good nor its services as satisfying, improved or high-tech compared with other wealthy countries. In the light of being not among the highly develop or super powers, in terms of provisions, we can only expect much, but not too much.

There are many aspects of our being Filipinos, however, that we can be proud of and count on in times like this and many of them we have witnessed earlier in many difficulties that our fellow Filipinos have gone through in recent and previous times.

Our kind-heartedness, spirit of volunteerism, bayanihan system, malasakit, self-sacrifice. love for family, courage and bravery in the midst of difficulty, faith in God, close-family ties (in contrast to individualism that is characteristic of other nationalities), concern for fellow-Filipino, are just among the many values instilled and inherent in every Filipino. They are what ignite and move every Filipino to ‘dare the devil’ just to feed the family or save others’ lives forgetting the safety of own self. During state of emergency or calamity, the police power as well as supremacy of the state can be summoned to draw obedience and action, but this time, appeal to understanding and ‘concern for others’ or’ malasakit for fellow-Filipinos’ was employed.

Instead of tolerating the ‘ laying off of employees because of economic crisis’ that other countries do, appeals are made to wealthy citizens and companies to share what they have and be considerate and lenient. Our President even volunteered to pay for the rentals of those who will be refused grace periods by their tenants. Baranagy chairmen are reminded of their responsibilities to look after the welfare of their constituents.

Our President took charge and used the supremacy of his office in implementing policies, at the same time showing good leadership through firmness and balance.

Kudos and prayers for the safety of our health workers who are the frontliners in this war against invisible enemy. The doctors, nurses, health professionals, paramedics, and emergency responders who are not immune to the virus, and their numbers decreasing by the day because of personnel who need to undergo quarantine themselves, continue to render services despite shortage of supplies, lack of rest and compensation, just to extend the lives of others.

Let us once again muster our God-given armors and priceless jewels of being Filipinos to conquer another enemy, this time an invisible one, and believe once again that like other previous wars, we can conquer this. (LLD/MNS)

“The objective there is to know who shall be monitored and investigated already,” he added.

A s r e g a r d s t o checkpoints, Alejandro said that GenSan City task force has also agreed to “strengthen” the already existing checkpoints like in barangays Malungon Gamay and Tinagacan.

While in the community level, Alejandro explained the process flow starting f r o m th e “b a rang ay health workers or BHWs natin as the source of information for persons of interest (POIs) in their community,” then they will “report or inform the municipal health offices (MHOs) regarding the POIs.”

“Our MHOs should prepare a surveillance team or what we will call the barangay Rapid Action

Team (RAT) to go to the area,” which according to Alejandro will comprise of the midwives and sanitary inspectors.

The MHO will then identify the POIs if they will be considered either PUM or PUI, and report to the Provincial Health Office (PHO) “for the admission process of the identified PUI.”

“MHO will inform PHO to arrange the hospital facility for admission,” he said, “and then fetches the PUI from the area.”

Alejandro told the MHOs on March 11, “that hospitals should have in place an infection control guideline and implement all necessary admission precaution,” such as the na sopharyngea l and

oropharyngeal swab test, and “ensure availability of isolation areas.”

Also, a selective contact tracing will also be done, such as “listing down all the members of the household of the identified PUIs.”

On the other hand, Alejandro also mentioned that “all employees na may travel history and exposure ay imo-monitor din natin agad,” through the assistance of the administrative officers and the human resources management office.

According to Alejandro, the province has already allotted an initial “P1M budget for the logistics and other supplies” like the personal protective equipment (PPE), but saw the threat of “depletion of non-pharmacologic supplies” like masks, which he said “is also happening in other LGUs.”

“This current issue should be addressed by a system turn later into administrative orders signed and approved by the governor,” he stated,

referring to the enactment of policies that should be done “to strengthen itong ating mga initiatives and action plans.”

“But the cargo and supply flights will still continue,” the mayor told reporters.

He said the move was in line with President Rodrigo Duterte’s Proclamation No. 922, which declared a public health emergency nationwide, and the raising by the Department of Health (DOH) of Code Red (Sub-level 2) due to the

ordered the suspension of domestic flights from Metro Manila, currently the center of the disease outbreak.

The airport closure affects at least 11 outbound passenger flights from the city to Manila, Cebu, Iloilo, and Clark in Pampanga.

Through EOs 14, 15, 17 and 18, Rivera banned the disembarkation and embarkation of vessel crews in all city ports and ordered stricter land travel in and out of the city, temporary suspension of operations for some establishments, store closure time in compliance with the city-wide curfew

and the prohibition of high-risk and vulnerable members of society from public places.

The mayor said the movement of all crew members of incoming vessels docking at the Makar Port, city fish port complex and other private ports in the area are prohibited as they will be considered as persons under monitoring (PUM) for Covid-19.

They will remain inside the vessels and observe self-quarantine for 14 days based on the DOH protocol, he said.

Rivera said travels in and out of the city will be severely limited to

essential travels such as “work, business, medical and supply needs,” and passenger buses and vans will limit their passengers to comply with the social distancing directives.

He said all travelers coming in and out of the city will undergo registration and checking process, and directed the city police and the Army-led Joint Task Force GenSan to ensure its proper compliance.

To ensure the proper implementation of the city-wide curfew from 9 p.m. to 4 a.m., he said all covered stores and establishments will close at 8:30 p.m. to allow their workers to return home on time.

T h e s e i n c l u d e restaurants, convenience stores, and food chain outlets that operate on a 24-hour basis, he said.

Rivera said all “high-risk and vulnerable” individuals should remain in their homes and prohibited from going to public places.

He said this covers minors aged 17-years-old and below, adults aged 60-years-old and above, pregnant women, people who have special medical n e e d s a n d i m m u n o -compromised individuals.

REMINDER TO CITY TAXPAYERS Reminder to all Real Property Owners to pay their taxes due on or before March 31, 2020 for the 1st Quarter to avail a 10% discount. A 20% discount will be given to advance payments for tax due 2021.

For delinquent Real Property owners, we are reminding you to pay your Real Property Tax Dues to avoid the inclusion of your delinquent Real Properties in the list of Properties to be auctioned. We come to your understanding and cooperation especially to those who have received Notice of Delinquency to come and settle your tax obligations with the City Treasury Office. This year, we are implementing Warrant of Levy and Public auction of unpaid Real Properties in the area of jurisdiction of Cotabato City. Please do not wait until the last hour to settle your tax obligations to avoid inclusion in the publication and possible sale of unpaid Real Properties in a public auction.

Furthermore, All Business Owners/Operators are reminded to pay their corresponding Business Taxes for 2nd Quarter on or before April 20, 2020 to avoid incurring surcharges and interests. The Taxes you pay help develop Cotabato City into a better place to live in. Funds are used to finance for the Infrastructure, Health, Education, Sanitation, Peace and Order and other services of the City Government of Cotabato. Together Let’s Help Build Cotabato City!
