1 Executive SummaryThe File Audit Module is the latest innovation designed by Royal LePage RelocationServices to provide you with an efficient method of managing your IRP relocation files.This new module is an interactive tool that offers you the ability to conduct both partialand complete audits on individual electronic relocation files, a group of files and/or agroup of specific expenses.

The Audit function is available in both official languages for all relocation files that meetthe following criteria:

• Must have been authorized by you as responsible Departmental Coordinator• Must have been authorized for the IRP by you on or after April 1, 2005• Must have been reconciled by RLRS staff or previously approved to close by

the Department.

2 Purpose of the ModuleThe File Audit module can be used:

• To conduct an audit on a single file• To review file information supporting payment of specific benefits• To confirm authorizations have been properly requested by RLRS and

approved• To review detailed expenses paid to your relocating Transferees• To review other information pertinent to your Transferee’s relocation and

benefits;§ i.e. family & household, third party suppliers used, RLRS notes regarding

the relocation process, etc• To communicate with the assigned RLRS Consultant• To provide your agreement to close a file when the relocation is complete

3 How it worksWhen the RLRS consultant reconciles a file that you have registered for relocationbenefits, you will receive an automated email message that reads:

Subject: File is ready for your Audit

This is to advise that RLRS File # XXX200500022, Smith, John, Mr. has beenreconciled and is available for your electronic review, audit and agreement toclose. For your convenience, the URL address is: www.relodialogue.com.

This is a system-generated email. Please do not respond directly to thisemail address.

• Once on your site, enter your normal User ID and password previously supplied toyou. Select ‘Login English’ or ‘Connexion Française’.

3.1 Audit MethodsOnce you have entered the File Audit Screen you have a choice of two different auditmethods, as shown in Figure # 3 below.

• File Audit: Audit of a single file• General Audit: Audit a specific expense and/or a specific group of files.

4 File AuditThis type of audit provides full audit functions on a single file. You are able to review allbenefits and paid expenses for each file and complete a variety of audit functions.

4.1 Search ScreenThe search screen defaults to “all files ready for audit”. To view a list of files waiting foryour review, as per the email notifications you received – merely select “search” tobegin. See Figures 4 & 5 below.

You could also enter a search criteria based on RLRS file number, transferee’s lastname, first name, SN/REG/PRI number. If you select to search “all files”, the systemwill return all files that you have authorized for the IRP as of April 1, 2005 that arereconciled and/or closed as of the current date.

4.2 Detail ScreenThe detail screen consists of four sections as noted below and as shown in Figure #6:

Section 1: Transferee’s Relocation Profile Summary• Information that determines the funding amounts available• Information that determines eligibility to IRP benefits

Section 2: Financial Information Summary• Totals of each Funding envelope as calculated at the beginning of the move.• Total expenses paid from each envelope to date, including core.• Any remaining balances in the funding envelopes

Section 3: Transferee’s Profile and Financial information Details• Links to all file data information, including suppliers used, etc• Links to expenses paid, authorizations for policy specific items, etc• Function buttons to conduct and review an audit

Section 4: RLRS Contact Information• Name, location and contact numbers of the responsible consultant for this file

4.2.2 Function buttonsThere are four Function buttons available from the File Audit Home Page:

• View Audit List• Start Audit• Approve to Close• Audit Results

Prior to conducting the electronic audit, you will want to review the list of items that willbe checked by the IRP Application for compliance to the Relocation Directive or policy.

Opens a page showing the different categories of expenses that youcan select to audit. The application assumes you want to audit all categories, however,

you can “uncheck” any categories you wish to eliminate from the audit. (See Figure #13below)

Begins the audit process based on the checked items in the auditlist. Once selected, you will be taken to a page indicating, “audit in progress”. Uponcompletion, it will display the audit results. There is no limit to the number of audits yourun. (See Section 5 for Conducting an Audit steps)

The “Audit result” function will always display the results of the lastaudit you conducted. (See Figure # 14)

Selection of this function will:• Notify the RLRS team via the IRP Application to close a reconciled file.• Set the file status to ‘Client approved’.• Set the system audit trail to capture your user ID as the person who approved to

close. (This button will be disabled when a file has already been approved toclose or is closed. (RLRS users will not have access to this button).

5 Conducting an AuditUpon selection of the Start Audit button, the application will run an electronic auditcheck on a multitude of audit rules as prescribed by the relocation policies. See Section8 for details of error messages programmed into the module.

On completion of the process, the application will return an Audit result list (See Figure#14) detailing:

• Each expense audited and “error message” for that expense (if any)• The component from which the expense was paid; (See Note below)• Whether the expense is in compliance, not in compliance or in compliance with

approval

Note: Any results not showing the component in the Funded column are a “missing/incorrectdata” noncompliance.

A Details Link – appears besides each ‘With Approval’ of a paid expense (See Figure#14 above). This opens the Approvals Request module so that the user can check theapproval that was provided by the Department, who approved the benefit and when itwas approved.

5.1 Audit Results Function ButtonsThe Audit results screen has three function buttons as shown and explained in Figure#16

ready to provide approval to close. On completion of entering your comments, they areautomatically sent to the RLRS Consultant for response.

6 Approving to CloseFollowing your review of the audit results, you may select the ‘Approve to close’ button.This notifies the RLRS team of your approval to close the file. This will update the filestatus to ‘Client approved’ and a Scheduler entry will be automatically sent to theresponsible Team member who reconciled the file.

Providing your approval to close a file does not limit your ability to question any benefitpayments on your receipt of the hard copy file.

When the electronic file is “closed” by the RLRS consultant, you will receive anautomatic email message confirming the action taken.

7 General AuditSelect this option from the File audit Home Page if you wish to audit multiple files for agroup of paid expenses or a specific pre-negotiated rate.

You may enter criteria based on date ranges when the files were opened or reconciled.Select a province to audit compliance with pre-negotiated rates, etc (See Figure #17)

7.1 Individual Expense AuditFrom the Audit list you may select the expenses you wish to include in this specificaudit. You may select any individual expense or all of them. (See Figure #18 below)

8 Audit Rules OverviewThe module conducts audit checks on benefits based on the type of move for eachtransferee, the family specifics of each transferee, the funding envelopes created andthe resulting eligible expenses. The module will identify any and all expenses that areoutside of RLRS approval to pay or reimburse.

The module will return one of the following results in the “compliance” column for eachitem audited.

• Yes (The item is in compliance with applicable relocation policy)• With Approval (The item is outside RLRS authority but approval was received

from proper authorities)• No (The item is outside RLRS authority and the application has not found the

corresponding approval from the department)

8.1 Audit Checks on Custom/Personalized Funding Envelopes• An active Financial Worksheet is created for the file.• The selected FW template is correct based on the Transferee’s Profile as

held in the database; i.e. correct contract, correct client, etc• The adjustments (i.e. travel) required to reduce the Custom or Personalized

funding, if any, have been entered and are negative values only.• Travel adjustments are made to the funding envelope if:§ HHT air travel booking included dependants, or§ Air travel booking was made for a spousal employment service trip.

• Incentive for homeowners who elect not to sell is included if the intent is ‘Electnot to sell’

• Interim living Savings on Shorter HHT, if any, must be a positive value. Claimprocessed must also have total HHT days less than 7.

• Airfare savings for weekend layover, if any, must be $250. It will check theHHT travel booking for dates (excluding the bookings for ‘fare quotes only’).

• Recovery adjustments must be less than or equal to zero (<=0)• Relocation Allowance is applied to funding only if allowed by Move Type• Holdback on personalized funding is 10% of total funded amount prior to

reconciliation and zero prior to closing.

8.2 Audit Checks on Expenses PaidThe module will check that expenses are paid in accordance with policy and thetransferee’s individual profile and move type. There are several sub-categories andmany factors considered:

8.2.1 Financial Worksheet Templatea) Benefits paid are allowable based on a specific component in accordance with

policy (core, custom or personalized). For example:• Non-accountable incidentals, a personalized funded expense, will be

identified as an error if it was paid out of the core or custom funding.

b) Benefits paid are allowable based on specific Move Type as per the selectedFW funding formula. For example:

• EX/GIC Move Type is not entitled to Home Equity Assistance

8.2.2 Expense limitationsExpenses paid are in line with and/or do not exceed the maximum (see tables below)based on:

1. Contract required pre-negotiated rates (See Table 1)2. Policy/ Directive limited expense amounts (See Table 2)3. Transferee’s Profile as held in the IRP Application database (See Table 3)

9 Error MessagesThe application has been programmed with over 200 potential error messages asdetailed in Table 4 below. Some apply to only one type of expense and some have thepotential to apply to a multitude of expenses.

Note: Some of the error messages below are specific to one client only. For example:References to Release Non-Annuitant are specific to CF relocation files.
