The Chief Financial Officer of Ba-Phalaborwa Local Municipality, Aubrey Mushwana has been placed on one month special leave pending his possible suspension for financial misconduct. The recent special council meeting resolved to put Mushwana on special leave pending investigations into alleged procurement irregularities and failure to effectively perform his duties leading to the municipality continuously receiving disclaimer audit opinion from the Auditor General. Municipal spokesperson, Jonas Mahesu said the process also allows Mushwana to make a written submission as to why he should not be suspended. “The action that will be taken will entirely depend on the outcome of the investigations and Mushwana’s submission,” said Mahesu. He added that Mushwana needed to be absent from the offices during investigation into allegations against him. He refused to answer further questions saying he will only comment after the council has taken a final decision on the matter. Mushwana joined the municipality’s finance department in 2007 and rose through the ranks to become the CFO three years ago. The Ba-Phalaborwa Municipality has received a disclaimer of opinion from the Office of the Auditor General for the eighth financial year in a row despite spending millions of rands on external consultants to help prepare financial statements. The Leolo Community Trust, which owns ten percent of Palabora Copper, has allocated fi ve hundred thousand rands for bursaries and skills development programmes for the disadvantaged learners of Ba-Phalaborwa. The monies allocated are part of the proceeds Leolo received from the mining company Palabora Copper annually.

Nick Mabobo, Chairman of the Board of Trustees at Leolo said they have currently spent R160 000, of the total budget for the year, that benefi ted 42 students. The students are studying at various universities and further education institutions across the country for various academic and skills courses.

‘The funding committed was mainly for the registration fees as we have noted that most students and parents struggle at the beginning of the year. It was also to ensure that we can also be able to cater for greater number of our learners with the type of budget we have as our resources are limited, ‘said Mabobo.

‘As a trust for the people, education had to be one of the major priorities. Most

encouraging is the fact that the average age of the current benefi ciaries is 23 years old which paints a picture that our younger generation are indeed taking education to heart,’ explained Mabobo.

According to Hulisani Nemaxwi, corporate affairs manager at Palabora Copper, who works closely with the administrators of Leolo, it is encouraging that the trust is forging ahead with the programmes that are meaningful to Ba-Phalaborwa and this was one main reason it was established. ‘As a company we are defi nitely happy that the trust has prioritised education. This is the most basic fundamental of real community empowerment,’ said Nemaxwi.

In concluding, Mabobo said there is about R 340 000 (three hundred and fourty thousand rands) that is still available for funding. ‘We are appealing to learners from the communities of Makhushane, Maseke, Majeje, Mashishimale and Selwane specifi cally to take advantage of this great opportunity. The application forms are available at the various traditional offi ces free of charge,’ concluded Mabobo.

Police in Phalaborwa have arrested two wanted suspects on Monday, the suspects escaped at Phalaborwa police station on February 15.

Spokesperson for Phalaborwa Police, Constable Elvis Mongwe said the suspects were arrested during an operation in Namakgale.

‘One of the suspects was hiding inside the ceiling of a house in Namakgale and police managed to locate him and he was arrested, the other suspects was hiding inside the

house,’ said Constable Mongwe. Both suspects Simon Keletso Mokgawane

(22) and Ngoako Ngoato (25) were charged with an offence of escaping from lawful custody and appeared at Phalaborwa Magistrate court on Tuesday and their cases were remanded to May 15.

‘Both suspects reside at Namakgale and are facing several counts of rapes which occurred around Namakgale and Makhushane area. Investigation continues,’ added Constable Mongwe.

James Rutherford, owner of James Frames was shocked and appalled at the actions of a municipal cleaner late last week. The cleaner, only identifi ed as “Anna” was witnessed to have taken trash from a central collection area near the business in Wildevy Avenue and moved it to his shop’s front door. Upon questioning, she only stated to Rutherford that the area, which is located next to the Cajori Hotel premises, are for domestic refuse only. Rutherford explained to the Herald Newspaper that he and all the other businesses in the complex have been using this area for about twenty years and even the Oasis Water bottle caps can be seen among the trash that was dumped in front of his shop. “I only put trash out once a week, and I use plastic bags to do it. I believe that the problem is the vagrants who rip the bags and dig through the trash in search of food, they are the ones making it diffi cult for the cleaners to gather the waste” says Rutherford. He adds that he used to have a steel drum, but it was stolen at the end of last year and he cannot keep replacing the drum. The matter of the cleaner’s actions was reported to a supervisor at the licensing department who promised that the issue would be dealt with, but at the close of business of that day, nothing had been done. All eyes are on the municipality to ensure that the businesses know where to place their refuse for collection and to fi nd a long term solution for this ongoing problem.

The Phalaborwa SPCA received a complaint regarding a cow near the Namakgale entrance

that appeared to have a deep wound on her hind leg.

Upon arrival, SPCA investigators could clearly see the deep wound most likely made by a panga.

The cow was struggling to walk and appeared to be suffering.

The Namakgale SAPS were contacted and arrived at the scene promptly.

They also witnessed the cow’s pain and suffering, where after the SPCA humanely stunned and slaughtered the cow to end her suffering.

HOMELESS: Most resident in Mbaula village were le homeless a er a heavy storm last Monday.

The community of Mbaula village was left stranded last Monday after several houses were damaged by a devastating storm.

A school, churches, business areas and many houses had their roofs blown away, windows broken and the storm uprooted numerous trees.

The incident, which left all the houses in that area with broken windows happened at around 23:00 at night and it, lasted for about 40 minutes.

Most of the victims are from this poor rural area, where most of the people are unemployed.

According to Dzunisani Marima, whose house and electrical appliances were severely damaged, the wind swept through the village, leaving everyone trying to take cover. Soon big raindrops pelted down.

This was followed by loud cracks of thunder and streaks of lightning, which lit the darkened neighbourhood. ‘I was shocked, I have never seen something like that in my life, there was hail stones everywhere which

lasted for two days,’ said Marima.More than 50 houses were left with no

roofs and had broken windows.Another affected household, King

Hlungwane said the situation worsened for him and his family, as deafening sounds started coming from the roof.

He indicated that all the windows in all the houses were broken by the storm.

He added that the walls started to shake and the roof rattled and shook violently. The roof sheets were also torn off and many cars were left with broken wind screens and windows.

‘All the furniture, blankets and groceries were damaged and we don’t have money to replace or repair them,’ said Hlungwane.

He also mentioned that the roof collapsed on top of a car, parked in the garage.

Meanwhile, the heavy storms destroyed more than 70 houses in Selwane Village.

At the time of going to press, the disaster management team of the Giyani Municipality was still accessing the damage.

6 PHALABORWA HERALD Friday May 8, 2015COMMUNITY

A 40 year old Ben Masia, Makhushane resident, in Hlakisa section, started his jack hammering and high-pressure washer small empire, Medupi Mining Supplies and provides jack hammering services at Palabora Copper.

Masia says he always knew that his family’s situation was not his as he will defi ne his own future with time.

‘People were wrong to characterise me on the basis of my very poverty stricken family background.’

Today, Medupi Mining is not only providing the service to the mine, but is also an employer of eighteen other workmen also coming from Makhushane, thanks to Palabora Copper’s supplier development programme.

Recollecting, Masia says he heard of the Palabora Copper initiative through a friend.

‘I was very happy when I heard of the company’s intention to increase the uptake of local black service providers. However, I was also not confi dent that I would make it through into the program following the great interest shown by various Ba-Phalaborwa business men and women,’ said Masia.

He further said that he received a call from Palabora Foundation, confi rming that Medupi Mining has been selected to be part of the thirty local entrepreneurs who will

offi cially receive training and assistance to gain access to potentially do business with Palabora Copper.

‘I was very happy. I could not believe my Medupi was selected,’ he said, adding that suddenly I saw light in how the company is going milestones to empower the previously disadvantaged business owners.

Apart from jack-hammering the company provides refectory maintenance, installations and supplier of ceramic blankets and mining lubricants.

Now working at Palabora Copper smelter, Masia says, he has realised the extent of safety and quality standards need at the mine, “something most of us took for-granted. I thought I knew-well all that until when I had to start working there,” he said, referring to December 2014 when his company was awarded its fi rst work.

According to Hulisani Nemaxwi, Corporate Affairs Manager at Palabora Copper, Masia’s company is one of the key highlights of a continuing empowerment of local businesses, thanks to the much support received from the smelter tear and procurement.

‘We’re committed seeing more local people benefi ting from these works and creating job opportunities as that is what makes a country that is moving to a brighter future

especially when SMME’s are playing such a role,’ said Nemaxwi.

Nemaxwi says as a community ‘we should all try understand that there are only few limited available resources in Ba-Phalaborwa, and in the country at large and we should care for them and learn that not each one of us will get access to these opportunities at the same time. It’s a process and not a simple one,’ he says.

Masia says he encourage local entrepreneurs to engage PC on how best to assist them.

“Today we are not at Palabora Copper as employees, but as business owners, employing local people and that is the spirit of the progressive transformation agenda the company is driving. But most importantly, it is pleasing to see an increase in the number of other black local businesses working inside the mine too, and that tells a story of the company’s corporate citizenry and the will to benefi t Ba-Phalaborwa.”

Concluding, Nemaxwi says Palabora Copper is committed to making further progress and we encourage interested business men and women out there to approach us open-minded so we can see how we can be of assistance, something Masia can attest to.

Ben provides jack hammering The Mopani District Department of

Transport Road and Safety Division has hosted the Driver Competition for Great North Transport (GNT) bus drivers on Saturday.

The Department of Transport is on its course to reduce the road fatalities by 50% by the year 2020.

In order for the Department to achieve this goal a number of Road Safety events are in place in a form of competitions.

During the welcoming session, Ernest Mathebula on behalf of GNT management said that they have initiated this event with an aim of motivating their drivers and also to familiarize them with the newly developed changes on the roads since some drivers got their drivers licence long ago.

The drivers were being tested based on four categories which are, K53 theory, pre-trip inspection, road test and track test. Samuel Marindzi of Giyani department of transport reported that 21 drivers attended the competition.

The fi rst prize was given to Mbalati who received R3000, Mahlaule attained second position and went home with prize money of R2000 and third prize title went to Novela who received R1000. ‘These competition is being done for the preparation of Road Safety Driver of the Year Competition which is being conducted by department of transport annually from District level to Provincial and from Provincial to National and lastly from National to International Driver Competition,’ said Marindzi.
