    A Bill to Increase Funding to Vocational School Programs

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. A. $900 million dollars will be reallocated each year from the

    3 Department of Defense budget to the Department of Education

    4 budget to organize after-school programs geared towards teaching

    5 low-income students a specific vocational trade, as well funding

    6 grants to send these students to vocational schools.

    7 B. 30% of the funds will be allotted to the after-school programs,

    8 while 70% will be earmarked for grant money. The after-school

    9 programs will be taught by trade professionals or certified teachers.

    10 Local school boards will work with principals on a school-by-

    11 school basis to determine need for the program.

    12 Section 2. A. A low-income student shall be defined as a student in grades K-12

    13 whose family makes less than $40,000.

    14 B. Vocational schools shall be defined as post-secondary educational

    15 institutions that teach a trade rather than provide a college diploma.

    16 Section 3. The Department of Education will oversee implementation of this bill.

    17 Section 4. This law will take effect within six months of passage, and following a

    18 three year trial, renewal can and will be discussed.

    19 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Increase Regulation on Ammunition

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. A. A supplemental tax of 500% shall be levied upon the sale of all

    3 types of ammunition including all online purchases.

    4 B. The aforementioned tax shall be reduced to 200% upon

    5 presentation and confirmation of a valid firearm license and

    6 evidence of a background check.

    7 C. Any summation of purchases totaling over 1500 individual pieces

    8 of any ammunition in one month warrants an audit by the Bureau

    9 of Alcohol, Tobacco, Firearms and Explosives.

    10 D. Twenty five percent (25%) of the revenue generated by this tax

    11 will go towards funding the audits. The remaining seventy five

    12 percent (75%) will fund gun buyback programs across the US

    13 through individual police departments.

    14 Section 2. A. Ammunition is defined as cartridge cases, primers, bullets, or

    15 propellant powder designed for use in any firearm.

    16 B. Firearm is defined as a weapon designed to discharge one

    17 projectile or more at high velocity through the confined burning of

    18 a propellant.

    19 Section 3. The Bureau of Alcohol, Tobacco, Firearms and Explosives will oversee

    20 the implementation of this bill.

    21 Section 4. This law will take effect within six months of passage.

    22 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Amend the Cuban Adjustment Act of 1966

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. The United States shall rescind the adjusted state and revoke the residency

    3 status for any Cuban who returns to Cuba before becoming a United States

    4 citizen.

    5 Section 2. A. The United States shall subject such Cuban to all the provisions of

    6 the Immigration and Nationality Act to the same extent as if the

    7 status adjustment had not been made.

    8 B. The minimum period during which a Cuban national must be

    9 physically present in the United States in order to apply for

    10 citizenship shall remain five years.

    11 Section 3. The Department of Homeland Security will oversee the passage of this

    12 bill.

    13 Section 4. This law will take effect within six months of passage.

    14 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Open the Arctic National Wildlife Refuge to Oil Exploration and Drilling

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. Open the Arctic National Wildlife Refuge (ANWR) to oil exploration and

    3 drilling.

    4 Section 2. All entities intending to drill in the ANWR region must provide evidence

    5 of presence of oil before drilling.

    6 Section 3. A. All drilling projects will be regulated by the Environmental

    7 Protection Agency in conjunction with the Department of the

    8 Interior.

    9 B. The EPA will ensure that all environmental laws are continued to

    10 be followed by entities operating in the ANWR region. The EPA

    11 will conduct biannual inspections in order to ensure strict

    12 adherence to environmental regulations.

    13 C. The ANWR region will continue to be overseen by the Department

    14 of the Interior.

    15 Section 4. This law will take effect within six months of passage.

    16 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Resolution to Enact Stronger Cyber Security Standards to

    Protect Electronic Health Records

    1 Whereas, All medical records are being converted to electronic format by 2014 as

    2 mandated by the 2009 economic stimulus plan; and

    3 Whereas, The conversion of private health records to electronic format threatens the

    4 privacy of the individual; and

    5 Whereas, With the adoption of electronic health records, the number of cyber

    6 breaches has increased; now, therefore, be it

    7 Resolved: By the Congress here assembled that current privacy and security

    8 standards are strengthened to protect electronic health care information.

    A Bill Mandating the Revocation of the Firearms Sale License of Vendors Having Sold

    Semi-Automatic Weapons Used in the Commission of a Felony

    1 BE IT ENACTED BY THIS CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. Vendors having sold semi-automatic weapons used in the commission of a

    3 felony will have their firearms sale license permanently revoked.

    4 Section 2. A. The term semi-automatic weapons is defined as a civilian version

    5 of a military machine gun but one that is less capable of rapid fire

    6 since the trigger must be pulled every time a shot is fired.

    7 B. Vendors include gun shops, sporting goods stores, gun shows, and

    8 any and all other sellers of semi-automatic weapons.

    9 Section 3. The provisions of this bill will be overseen by the Bureau of Alcohol,

    10 Tobacco, Firearms, and Explosives.

    11 Section 4. This bill will go into effect on January 1, 2014.

    12 Section 5. All laws or parts of laws in conflict with this bill are hereby declared null

    13 and void.

    A Bill to Terminate Recognition of Software Patents and Litigation

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. The United States Patent And Trademark Office (PTO) shall lose its

    3 power to grant new software patents to any organization or individuals.

    4 Section 2. The term Software Patent shall be defined as a patent filed to the PTO

    5 that does not provide with any technical innovation beyond the inherent

    6 technical interaction between hardware devices and software that include

    7 both computers, mobile devices, and any other consumer electronics.

    8 The term Patent shall be defined as the intellectual property awarded to

    9 an innovator who is willing to protect his claimed invention from harm

    10 and theft. further patent litigation solely based upon infringement of

    11 software patents must be dismissed, and new patents shall not be awarded

    12 without any technical merit or only serve to help the interaction between

    13 hardware and software.

    14 Section 3. A. The U.S. Congress and the Federal Circuit shall assume

    15 responsibility successful enforcement of this legislation.

    16 B. The United States Patent and Trademark. Office shall still be

    17 permitted to grant patents and trademarks that do not violate the

    18 definition of a software patent highlighted in section II.

    19 Section 4. This law will take effect within six months of passage.

    20 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Resolution to Create a Free Trade Agreement with the E.U

    1 Whereas, A free trade agreement would augment economies in both the U.S. and

    2 E.U; and

    3 Whereas, innovation could be accelerated by increased cooperation; and

    4 Whereas, a free trade agreement could alleviate financial strain in both countries;

    5 now, therefore, be it

    6 Resolved, By the Congress here assembled that the U.S. Congress will move to

    7 complete a free trade agreement with the European Union.

    A Bill to Institute a National Firearm Buyback Program to Reduce Gun Violence

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. The National Firearm Return Program is hereby enacted.

    3 Section 2. National Firearm Return Program shall be defined as a new voluntary

    4 program to buy guns from private owners and destroy or recycle them for

    5 alternative uses.

    6 Section 3. The Department of Justice and Bureau of Alcohol, Tobacco, Firearms and

    7 Explosives (ATF) shall be funded 2 billion dollars for reward and logistic

    8 purposes and will be tasked with oversight of this program.

    9 Section 4. This bill shall be implemented within six months of passage.

    10 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Enact Commonsense Gun Control to Safeguard the American People

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. The following gun control measures are hereby implemented:

    3 A. The sale of assault weapons to private citizens and

    4 nongovernmental organizations is banned.

    5 B. Internet sales of guns and ammunition are banned.

    6 C. All sales of guns require passage of a background check on the

    7 National Instant Check system.

    8 D. All states are required to provide up-to-date information to the

    9 National Instant Check system.

    10 Section 2. Assault weapon shall refer to any semi-automatic weapon capable of

    11 carrying at least one military attachment and has a magazine which carries

    12 ten or more rounds.

    13 Section 3. The U.S. Department of Justice will oversee implementation of this bill.

    14 Section 4. This bill will take effect within six months of passage.

    15 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Increase at Risk Schools' Funds to Better Educate the Next Generation

    1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. At risk public schools shall receive larger funds from the government via

    3 an Alcohol tax.

    4 Section 2. Alcohol Tax shall be defined as a new 10 cent tax on bottles of alcohol

    5 whose sizes are a minimum of 320 milliliters or greater and containing

    6 15% alcohol or above.

    7 Section 3. The Department of Education shall be in charge of selecting and

    8 dispersing the funds to chosen at-risk schools U.S. Department of

    9 Treasury shall collect the funds from the new alcohol tax.

    10 Section 4. The provisions of this bill shall take effect beginning the fiscal year of

    11 2014

    12 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Dissolve the Central Intelligence Agency

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. The Central Intelligence Agency is hereby dissolved. The resources and

    3 responsibilities of this institution will henceforth be given to the Bureau of

    4 Intelligence and Enforcement.

    5 Section 2. The Bureau of Intelligence and Enforcement will be created to perform the

    6 essential functions currently executed by the Central Intelligence Agency.

    7 Section 3. The Director of National Intelligence and the Department of Justice will

    8 oversee the transition and be responsible for overseeing the enforcement

    9 of this legislation. Any necessary funding will be provided from the

    10 allocation for the institution, with fifty percent coming from the CIA.

    11 Section 4. The provisions of this bill will take effect on January 1, 2014, with a date

    12 for final integration on January 1, 2016

    13 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Resolution to Provide Financial Support to India

    1 Whereas, India needs financial aid to support its economy and education; and

    2 Whereas, India and United States tensions would decrease; and

    3 Whereas, Trade between The United States and India would increase; therefore, be it

    4 Resolved, By the Congress here assembled that the United States should provide

    5 financial support to India.

    A Bill to Cease Production and Circulation of the U.S Penny

    1 Be it enacted by the Student Congress here assembled today that:

    2 Section 1. All Pennies currently circulated as U.S Currency shall be no longer

    3 accepted as commerce by the United States Treasury Department, and

    4 shall be melted down; ceasing the production of said coins immediately.

    5 The remaining pennies shall not be allowed to be held by any U.S citizen

    6 with any intention other than to collect.

    7 Section 2. Pennies shall be no longer used as a form of debt payment in the United

    8 States or its respective territorial holdings, nor shall it be continued to be

    9 produced as a coin of regular commercial circulation. This seizure of

    10 production will effectively eliminate the loss in profit in producing said

    11 coin, as its cost in material is worth more than its regulated value.

    12 Section 3. The United States Mint shall be responsible for executing the

    13 contingencies of the aforementioned bill, in conjunction with the U.S

    14 Treasury department.

    15 Section 4. The aforementioned bill shall take effect on January 1st, 2014.

    16 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Resolution to Increase the Minimum Wage

    1 Whereas, Due to inflation, the current minimum wage of $7.25 an hour does not

    2 cover the cost of living; and

    3 Whereas, By providing more money to citizens, they will be able to spend more and

    4 thus improve the economy; and

    5 Whereas, Many states have already raised their minimum wage rates on their own;

    6 now, therefore, be it

    7 Resolved, By the Congress here assembled that the current minimum wage rate be

    8 substantially increased.

    A Bill to Alleviate the Cost of Higher Education

    1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. An annual tax credit shall be given to qualified American families and

    3 students.

    4 Section 2. A. The tax credit will amount to five thousand dollars for every

    5 college and or university attending student per family.

    6 B. Any family with two college or university attending children and

    7 or total assets equaling less than two hundred thousand dollars

    8 shall be eligible for the tax credit.

    9 C. Additionally, and additional fifty billion dollars shall be given to

    10 the Department of Education for Federal Student Aid.

    11 Section 3. The Department of Education shall oversee the implementation of this bill.

    12 Section 4. This legislation shall take full effect October 1, 2014.

    13 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Create Basic Infrastructure in Afghanistan

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. The Department of Homeland Security will allocate 3 billion dollars to

    3 begin basic infrastructure projects in Afghanistan.

    4 Section 2. These projects will include but our not limited to the building of roads,

    5 water utilities, and agriculture infrastructure.

    6 Section 3. A. The 3 billion dollars of funds shall be allocated by the United

    7 States Department of Homeland security.

    8 B. The money will be granted to United States businesses, although

    9 75 percent of the hired work force must be Afghani.

    10 Section 4. This law will take effect within six months of passage.

    11 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Rid the Yemini Government of Corruption

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. The United States will send military advisors to analyze the status of the

    3 Yemini government and give 100 million USD to the Supreme National

    4 Authority for Combating Corruption (SNACC) to aid Yemen in ridding its

    5 government corruption.

    6 Section 2. A. The advisors will evaluate the structure of the Yemini government,

    7 how the Yemini governments funds are being used, and aid in

    8 government reform.

    9 B. The funds will be to support the SNACC in reforming and ridding

    10 the Yemini Government of corruption. However, if not applied

    11 properly, the funds allocated through this bill along with current

    12 FY 2013 State Department funding will be revoked.

    13 Section 3. The State Department will be overseeing this bill; they will be responsible

    14 for the selection of the military advisors, proper allocation of funds in

    15 Yemen, and the revoking of funds if the Yemini government reform is not

    16 sufficient.

    17 Section 4. This bill will be implemented within six months of passage.

    18 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Provide Military Support to Syrian Rebel Groups

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1: The U.S shall provide 750 million dollars in military support to vetted

    3 rebel groups that are actively against Bashar al-Assad.

    4 Section 2: Military aid shall include firearms, munitions, intelligence drones, and

    5 military advising from the U.S.

    6 Section 3: The Department of Defense (DOD) will execute the transfer of military

    7 aid. The DOD and the House Committee on Foreign Affairs will vet, or

    8 approve, the rebel groups before sending support.

    9 Section 4: This legislation will take effect within six months of passage.

    10 Section 5: All laws in conflict with this legislation are hearby declared null and void.

    A Bill to Provide Funding For Thorium-Fueled Nuclear Reactors

    1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. Funding of 1 billion dollars shall be provided for thorium power research,

    3 development, and production over the next 10 years at the rate of $100

    4 million per year. Funding for this activity shall come from a reduction in

    5 defense spending of an equal amount.

    6 Section 2. Thorium power is defined as a means of generating electricity through the

    7 use of the element thorium as fuel in a nuclear power plant.

    8 Section 3. The Department of Energy shall oversee this activity.

    9 Section 4. This bill will go into effect six months after it is passed.

    10 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Ban Super PACs

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. Super PACs are hereby banned to coordinate with campaigns, candidates,

    3 and/or political parties.

    4 Section 2. Super PACs are defined as a Political Action Committee to which

    5 corporations and other organizations can donate freely. The definition

    6 extends to lobbyists that have affiliation with Super PACs.

    7 A. Labor Unions will not be affected upon the passage of this

    8 legislation.

    9 Section 3. This bill will be implemented by the Chamber of Commerce to ensure that

    10 the aforementioned guidelines are met. No funding is necessary for the

    11 implementation of this bill. Those that fail to comply with this legislation

    12 will be fined based on levels of exposure of campaigning to others.

    13 Section 4. This law shall take effect within 2 months passage.

    14 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Amend the American Fair Labor Standards Act

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. The American Fair Labor Standards Act will be amended to extend to all

    3 foreign countries that export to the United States. Companies based in the

    4 United States that employ foreign workers and international companies

    5 that export goods to the United States will be penalized if they do not treat

    6 all of their workers, even those not US citizens, according to the standards

    7 set by the American Fair Labor Standards Act.

    8 Section 2. A. The penalty specified in Section 1 will consist of a 10% fine on

    9 goods sold by companies, both domestic and international, that do

    10 not abide by American labor standards.

    11 B. Companies that abide by American Fair Labor Standards will be

    12 allowed to label their goods as Made by American Standards.

    13 Section 3. A. The Department of State, the Internal Revenue Service, the

    14 Occupational Safety and Health Administration (OSHA), and the

    15 Federal Trade Commission (FTC) will be in charge of

    16 implementing this bill.

    17 B. The Internal Revenue Service will enforce the fine. OSHA will

    18 regulate the labor standards designated in Section 1. The FTC will

    19 oversee the distribution of the Made by American Standards

    20 designation. The State Department will be in charge of supervising

    21 these efforts.

    22 Section 4. This law will take effect within six months of passage.

    23 Section 5. All laws in conflict with this legislation are hereby declared null and void.

    A Bill to Invest in Weather Modification Technology

    1 Be it enacted by this Student Congress hereassembled that:

    2 Section I. Thirty billion dollars shall be allocated to the research, development, and

    3 deployment of weather modification technology.

    4 Section II. Weather modification technology is technology capable of intentionally

    5 manipulating or altering the climate or weather. This technology will

    6 include both space-based and terrestrial technologies, including, at a

    7 minimum, solar shields and cloud seeding.

    8 Section III. The National Science Foundation will be given discretion over the

    9 allocation of funding among the following organizations: the National

    10 Aeronautical and Space Administration (NASA), the Department of the

    11 Interior, the Department of Energy, and the Fund for Innovative Climate

    12 and Energy Research (FICER). The National Science Foundation may

    13 submit requests for additional funding one year after passage of this

    14 legislation.

    15 Section III. The allocation shall take place immediately upon passage of this bill.

    16 Section V. All other laws that are in conflict with this new policy shall hereby be

    17 declared null and void.

    A Resolution to Encourage the UN to Give Kurdistan an Independent State

    1 Whereas, The Kurdish people are being persecuted throughout the Middle East; and

    2 Whereas, Innocent civilians are dying and the United States of America cannot

    3 allow this to continue; and

    4 Whereas, The Kurdish people have proven they can live independently in the

    5 peaceful province of Kurdistan in Iraq; and

    6 Whereas, Kurdistan would be a democratic nation-state and promote the American

    7 ideas of democracy; now, therefore, be it

    8 Resolved, That the Congress here assembled make the following recommendation to

    9 the United Nations to make Kurdistan of Iraq an independent state.

    A Bill to Combat Drug Cartels within Mexico

    1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

    2 Section 1. The U.S will increase Military aid to Mexico by 250 million dollars to

    3 fight drug cartels within Mexico, as well as increase our military presence

    4 throughout.

    5 Section 2. A. Military presence will be defined as an increased amount of

    6 soldiers and leadership from our Military.

    7 B. Military aid will include ammunition, automatic weapons, and

    8 military vehicles.

    9 Section 3. The Department of Defense will oversee the implementation of this bill.

    10 Section 4. This will be implemented immediately after the passage of this legislation.

    11 Section 5. All laws in conflict with this legislation are hereby declared null and void.
