FOREWORD
On behalf of all the UKRO team, my sincere thanks to CFO Chris Lowther and all the team at Tyne and Wear Fire and Rescue Service for hosting UKRO 2021 here on the River Tyne at such a fantastic location.
Tyne and Wear FRS have long been great participants and supporters of UKRO and share our aim of advancing professional rescue. The past eighteen months has been challenging, not only for the FRS sector but society as a whole and I am so pleased that Tyne and Wear FRS have worked so hard in ensuring that this event will take place after such a difficult 2020.
The skills and professionalism of our firefighters, Control Staff and all who work within our Services is rightly highly regarded by those we serve.I am proud that UKRO continues to play its part in honing and developing technical skills for our Firefighters, equipping them for the challenges that they may face. This is achievable only with the support of the participating Fire and Rescue Services, sponsors and supporters and most of all, our volunteers who I wish to thank from the bottom of my heart for the amazing work you all do.
Over the coming days you will see firefighters demonstrate the highest of technical skills across a range of rescue challenges. I know you will learn from your experiences.

A warm welcome to all to the UKRO 2021Festival of Rescue, it is an honour and a privilege for Tyne and Wear to host this year’s event.
The emergency services have been working tirelessly on the frontline during the pandemic by continuing to keep people safe from harm. The Festival of Rescue will be a perfect way for colleagues to gather and unite, at the same time showcasing the resilience, expertise and teamwork of firefighters and crews from Services across the United Kingdom. The event is also an opportunity to make people more aware of invaluable lifesaving fire safety practices they can use in their own homes.
I hope you enjoy the UKRO 2021 event and I wish you and your team every success. Where there is unity, there is always victory.

IMPORTANT ADDITIONAL INFORMATION
Registration
Registration for all competitors, staff and exhibitors will be open from 1000hrs – 1800hrs on Thursday 16 September 2021. You will be asked to log all team member names and review your emergency point of contact and number. A security pass will be issued for each member of your Team that must be worn at all times during the event and you will also be given your welcome pack.
Photographs and video footage will be taken throughout the event and by taking part in the event this will be taken as agreement that they may be used in publicity during and post event.
Catering & Refreshments
There are a large number of catering shops and restaurants around the Newcastle and Gateshead Quayside and a specific Food Village being located at Spillers Wharf adjacent to the Trade Marquee during Friday and Saturday.
Scania are very kindly supporting us this year and will be on hand to provide refreshments to all participating teams and staff for the duration of the event.
Refreshments will be available at any off site venue. Please ask an event marshal for assistance if required.
Parking
There are a number of public car parks available within easy walking distance of the event sites. All sites are within easy walking distance of each other and Teams are encouraged to walk between to these. There will be limited parking available for essential staff and Exhibitors at the Spillers Wharf site.
Photography
Please be advised that filming and/or photography will be taking place at the event. If you do not wish to appear in any images captured, please make yourself known to one of the Event Marshals, or Official Photographers, so that we can take appropriate steps to ensure you are not included in any photography.
By your presence at this event, you acknowledge that you have been informed that you may be photographed and recorded. The photographs/film may be used by Tyne and Wear Fire and Rescue Service and/or UKRO for publicity purposes, during and post event on social media and promotional materials, and may also be published on our website. Thank you for your cooperation.

Be compliant with this code of conduct as set out below:
• Competitors/Exhibitors/Partners will agree to all instruction as directed by TWFRS Event Staff or their representatives throughout the event;
• Competitors/Exhibitors/Partners will manage their staff/team in line with this ‘Code of Conduct’;
• UKRO 2021 Festival of Rescue is being ran in a COVID safe way adhering to any event and/or Government Guidelines as appropriate;
• Competitors/Exhibitors/Partners must ensure no alcohol is consumed within their designated area throughout the event area;
• In the event of witnessing a safety incident exhibitors must immediately inform TWFRS Event Staff;
• Agree to report any safeguarding concerns or allegations to our Event Staff;
• Exhibitors/Partners must not sell food or drink at UKRO 2021 Festival of Rescue;
• Exhibitors/Partners must manage any refuge as directed by TWFRS Event Staff.
Point to note - UKRO Festival of Rescue ‘Code of Conduct’ may be adapted by TWFRS at any time to capture developing Legal, Health & Safety and security issues, this will be conveyed to all Competitors, Exhibitors, Sponsors and Partners as required.

HEALTH & SAFETY
Information for competitors
All event related activities should be undertaken in accordance with the respective Fire and Rescue Service’s safe working procedures, whilst also following the UKRO/Tyne and Wear Fire and Rescue Service (TWFRS) risk assessments that have been produced for each challenge activity/environment. Where there is considered to be conflict or inconsistency between a Fire and Rescue Service’s procedure and a UKRO/TWFRS risk assessment, the relevant Service is responsible for bringing this to the attention of UKRO and the hosting Service i.e. TWFRS in advance of participating in an event.
Competing Services are responsible for ensuring that their participating personnel are provided with their Service’s relevant safe working procedure and UKRO/TWFRS risk assessment information prior to participating in the event, and operate in accordance with the information and instructions contained within Service related safe working procedures, UKRO/TWFRS risk assessments and associated event safety briefings.
In the event that a competing Service has any concerns relating to risk assessment or health, safety or welfare, they should raise such concerns with UKRO and TWFRS to enable the matter to be investigated and where necessary remedied.
Information for sponsors or exhibitors
Space has been provided in line with your agreement and you must follow any further instructions from Event Staff and/or Safety Marshals. Please adhere to site signage and instructions.
Information – general
First aid is available at a number of points. Please contact the nearest marshal for assistance.
Any injuries or near misses whilst at the event must be reported to Mr Andrew Drummond (TWFRS H&S Manager) (07976 154868) and/or Helen Crampton (UKRO H&S Lead) (07768 793498) as soon as possible. If he cannot be reached, please locate a member of the Event Command Team.Where evacuation of the site is required, announcements will be made via a tannoy and by Event Marshals.
COVID-19
Coronavirus remains a serious health risk. You should stay cautious to help protect yourself and others.
As COVID-19 restrictions are lifted, it is important that we all use personal judgement to manage our own risk. All of us can play our part by exercising common sense and considering the risks. While no situation is risk free, there are actions we can take to protect ourselves and others around us.
We would suggest that anyone attending UKRO 2021 Festival of Rescue should have had both of their vaccinations and also undertaken a Lateral Flow Test just prior to attending.Every action to help reduce the spread will reduce any further resurgence of the virus.

Following this Volvo worked closely with Cold Cut Systems on four controlled tests with two Plug-in Hybrid Electrical Vehicle batteries and two Battery Electric Vehicle batteries. Propagation was started by overcharging /overheating, with intervention started at 15-minutes after first visible or audible activity (to simulate the worst case time delay between ignition, detection and attendance of the fire and rescue service). Cobra was then applied with water only as extinguishing medium for only 15 minutes. This is a major improvement on extinguishment times using water only by conventional means. Just 750 litres of water were used.
Overall, the project showed that it is possible to stop propagation in a battery pack by means of internal cooling with water using cutting extinguisher very quickly. Additional tests will be carried out to develop a safe application method based on combined knowledge and experience from fire and rescue services and industry.
