FPA attended the 3rd quarterly meeting of the Technical Working Group (TWG) on Tuburan Coffee last September 1 at Brgy.
Kabangkalan, Tuburan, Cebu.
DA, PCA, DENR, PhilFIDA, FPA, PCIC, DOT, LBP, TESDA, NEDA, DTI, and LGU-Tuburan represented by Vice Mayor
Democrito M. Diamante attended the meeting.
FPA Provincial Officer Mr. Sunday B. Flores discussed a brief overview of the agency and how it may provide technical
assistance to farmers, especially on the proper use of fertilizer and pesticide inputs.

In line with the DA's Good Agricultural Practice certification program, FPA 12 Provincial Officers, Ms. Jennie M. Basilio and
Mr. Joey B. Pascua, in coordination with the Regulatory Division of DA-RFU 12, conducted an orientation on Safe and
Judicious Use of Pesticides and distributed IECs on Gabay Para sa Tamang Paggamit ng Abono during the DA's Good
Agricultural Practices Certification Training last September 1 at London Beach Resort and Hotel, General Santos City. The
participants were banana, cacao, mango, and other high-value crop growers of Sarangani and South Cotabato Province.

Provincial Officer Mr. Louie T. Palarao inspected several warehouses and handlers in Davao City last
September 3. The inspection was conducted as a minimum requirement for their license renewal with
FPA.

Last September 6, Agriculture Secretary William Dar, Undersec-
retary for Regulations Zamzamin Ampatuan, Assistant Secretary
for Strategic Communications Noel Reyes, and High-Value
Crops Development Program Director U-Nichols Manalo visited
Nueva Vizcaya for the ceremonial mass labeling of vegetables
produced under food safety standards.
The vegetables passed the MRL limit tested by NVAT, a labora-
tory unit at the Department of Agriculture, and were marked as
"pesticide residue safe vegetables." The training on the safe
and judicious use of pesticides at the farmers level played a vital
role in the campaign on food safety.
During Sec. Dar’s speech, he reiterated the importance of prac-
ticing judicious and balanced pesticide use from different
sources.
As a form of response to the call of Sec. Dar, the Provincial Gov-
ernment of Nueva Vizcaya thru the Sangguniang Panlalawigan
has enacted an ordinance that ensures the implementation of
food safety in the province. One provision highlights that all
farmers should undergo Good Agricultural Practice training to
ensure safe food at every table.
Sec. Dar directed RED Edillo to document and package the
practice done in Nueva Vizcaya, so that he can encourage all
regions to adopt the same under the "Balance Pesticide Use
Strategy" program.

As DA 12 continues to strengthen the agri-fishery sector
and make farmers more competitive, the FPA 12 Regional
Officer Alita C. Bornea and Provincial Officer Jennie M.
Basilio through the DA-RFO XII Regulatory Division
attended and supported the first-ever Philippine Good
Agricultural Practices (PhilGAP) forum in the City of
Koronadal, South Cotabato last September 7.
28 PhilGAP certified farm owners and representatives from
the institutional buyers (mall, fast food chains, and hotel
and restaurants) joined the forum.
The GAP certification program is being promoted and
facilitated by the Regulatory Division to ensure food safety
and quality of agricultural products while keeping high
regard for the protection of the environment, workers'
health, safety, and welfare.
It is also aimed at facilitating access of Philippine
Agricultural Crops to neighboring ASEAN markets and
other foreign markets.

Amidst the pandemic situation, FPA Caraga with
DED Eric Divinagracia were resource speakers
on proper safe handling of pesticides and effects
of agro-chemicals on human health, crops &
livestock, and environment last September 8 at
PhilRice Research Center, RTR, Agusan del
Norte.
Safety protocols such as social distancing,
wearing of face masks, and face shields were
strictly observed and imposed among the
participants before and during the training.

FPA CAR Provincial Officer Rowena Billig
provided an orientation on FPA rules and
regulations during the virtual training of PhilGAP
inspectors by the BPI – PPSSD last September 8.
This is in response to the participation of FPA in
Food Safety Act endeavors.

FPA CAR Provincial Officer Rowena F. Billig attended
the Provincial Management Group meeting last
September 8 at Ben Palispis Hall, Benguet Provincial
Capitol, La Trinidad, Benguet. Together with her is Mr.
Rogelio B. Tanguid, the next Regional Officer of FPA
CAR starting September 16. Updates on FPA activities
were presented by RBF, while Mr. Tanguid reminded
the group on the functions of FPA.

In collaboration with Albay Provincial Agriculture Office headed
by Provincial Agriculturist Cheryll O. Rebeta, Rice Program
Coordinator Rosalinda B. Belodo, LGU-Oas Municipal
Agriculture OIC Municipal Agriculturist Avone Rempillo, and
Rice Report Officer Elsie Frial, the DA-FPA Bicol headed by
Regional Officer Gabriel B. Atole and FPA-Albay Provincial
Officer Winsor L. Nueva conducted a seminar on the Safe and
Judicious Use of Pesticides. The participants are the Farmers
Field School (FFS) scholars on the Production of High-Quality
Inbred Rice and Seed Certification and Farm Mechanization.

Engaging the academe as one of FPA’s four Pillars, FPA
Bicol Regional Officer Gabriel B. Atole coordinated with
Bicol University Vice President for Research
Development and Extension Dr. Luis O. Amano, to
discuss the proposed collaboration on research
development in line with fertilizer and pesticides. Also, a
proposed collaboration was given by Prof. Joey Soniega
of Bicol University College of Agriculture (BUCAF) with
DA-FPA Bicol on the Province-wide pesticide usage
appraisal for pest control in Albay.

This activity is in line with the Department
of Agriculture's Administrative Order No.
11, S. 2019 "Revised Guidelines on the
Procedure and Technical Requirements for
the Issuance of a Certification Allowing the
Safe Re-Use of Wastewater for Purposes
of Irrigation and Other Agricultural Uses
(Fertilization), pursuant to Section 22.C of
R.A. 9275 otherwise known as the
Philippine Clean Water Act of 2004.

An inspection and monitoring of f/p handlers at Toril, Davao City, was conducted last September
10. The activity was spearheaded by Regional Officer Ms. Marrisa G. Napalit and Davao City
Provincial Officer Mr. Louie T. Palarao.

FPA Bicol spearheaded by Regional Officer Gabriel B. Atole and
FPA-Albay Provincial Officer Winsor L. Nueva conducted a lecture
on the Safe and Judicious Use of Pesticides at Brgy. Marayag,
Libon, Albay last September 10. The participants are the Farmers
Field School (FFS) scholars on the Production of High-Quality
Inbred Rice and Seed Certification and Farm Mechanization. The
said lecture is in collaboration with Albay Provincial Agriculture
Office headed by Provincial Agriculturist Cheryll O. Rebeta, Rice
Program Coordinator Rosalinda B. Belodo, LGU-Mas Libon.

a four-hour alternative Accredited Safety
Dispenser training to prospected fertilizer
and pesticide dealers who wanted to
secure their FPA dealership license last
September 10, 13, & 17.

An orientation was conducted with the staff of RS
Farms of Lutayan, Sultan Kudarat, last September 14
to discuss the basic documentary requirements
needed to process handler and dealer’s license. The
RS Farms is a banana plantation with a planted area
of 648.16 hectares, a productive area of 481.75
hectares, a newly planted area of 87.10 hectares,
and a newly re-planted area of 140 hectares.
The said orientation is pursuant to Section 9 of
P.D.1144 and Section 1 and 2 of Article 3 of the FPA
Rules and Regulations No. 1, Series of 1977, stating
that all fertilizer and pesticide handlers must obtain a
license from the Fertilizer and Pesticide Authority.

FPA Bicol Regional Officer Mr. Gabriel B. Atole
presided the Regional monthly meeting of FPA
Bicol last September 14 to discuss important
matters, performance monitoring and coaching,
and other updates. Different Provincial Officers
attended the meeting, namely: Mr. Winsor L.
Nueva, Engr. Cris L. Legazpi, Engr. Christopher
M. Nuñez, Mr. Rodny P. Conda, and Engr.
Ardon Ryan E. Nee-Estuye.

STRENGTHENING COLLABORATION WITH GOVERNMENT AGENCIES

FPA Bicol Regional Officer Mr. Gabriel B. Atole and Provincial Officer
Mr. Rodny P. Conda met with the Philippine Coconut Authority – Bicol
Manager Mr. Mateo B. Zipagan last September 14 to discuss possible
collaboration between FPA and PCA.

(APAO Albay) headed by Provincial Agriculturist Cheryll O.
Rebeta, 2nd District of Albay Rice Coordinator Rochelle
Adivino, and LGU-Daraga Municipal Agriculture OIC
Municipal Agriculturist Meljie L. Matocinos, the FPA Bicol
headed by Regional Officer Gabriel B. Atole together with
FPA-Albay Provincial Officer Winsor L. Nueva conducted a
seminar on the Safe and Judicious Use of Pesticides at
Brgy. Busay, Daraga, Albay last September 15, Brgy.
Igang and Bonga, Bacacay, Albay last September 17, and
at Good Grass Learning Site, Pawa, Legazpi City, Albay
last September 27. The participants are the scholars of
Farmers Field School (FFS) on the Production of
High-Quality Inbred Rice and Seed Certification and Farm
Mechanization.

Last September 16, the FPA Cagayan Valley
disseminated and distributed posters on proper waste
disposal of empty pesticide containers and additional
changes in the content of the pesticides label.
The activity started in Cagayan province thru
Mr. Henry C. Cayaban, Jr. and Isabela thru Mr. Noel
A. Baliuag, Jr, both Provincial Officers of the said
provinces.
SEPTEMBER 16
FPA Bicol Regional Officer Mr. Gabriel B. Atole visited and
monitored the Syngenta Learning Center at Pawili, Pili,
Camarines Sur. The demo site/learning center serve as one of
Syngenta's Product Stewardship activities. During the
stewardship program, Mr. Atole reiterated to the farmers the
safe and judicious use of pesticides and assisted them on how
to avail services of FPA. He also discussed with Syngenta Area
Manager Mr. Lino Regalado the possible collaboration in
information dissemination on the safe and judicious use of
pesticides and other FPA Bicol activities.

FPA Davao spearheaded by Regional Officer Marrisa
Napalit and Provincial Officer Cheery B. Agrade
conducted a field inspection on banana plantation,
warehouse, and chemical mixing facilities in Panabo
and Sto. Tomas, Davao del Norte last September 20.
The inspection is necessary for the establishment's
renewal of License to Operate (LTO) as Institutional
User.

inspected the warehouse and chemical
mixing facility in Laak, Davao de Oro, last
September 20. The inspection findings
showed full compliance of the handler to
FPA’s standards.

FPA Region 11 conducted an inspection of the
warehouse and chemical mixing facility at Brgy.
Kinamayan, Sto. Tomas, Davao del Norte. Regional
Officer Ms. Marrisa G. Napalit and Provincial Officer
Ms. Cheery B. Agrade led the on-site inspection last
September 20.
FPA CAR Regional Officer Rogelio B. Tanguid together with
Provincial Officer Rowena Billig facilitated a meeting with CropLife Phils.,
Inc. (CLP) Regional Action Network (CRAN) with Crop Protection
Association of the Phils. (CPAP), together with Wagner Annogue, CLP
coordinator in Benguet, held at FPA-CAR Regional Office last
September 20.
The agenda was the scheduling of clean up drive for the collection of
empty pesticide containers from the various farming sites within Benguet
areas, including Tinoc, Ifugao.
The meeting also served as a preparation prior to the series of meetings
with the Local Government Units of Benguet for the institutionalization of
the campaign on collection and management of the Empty Pesticide
Containers (EPCs) by farmers through passage and enforcement of a
local ordinance. This initiative was realized in-close coordination with the
CLP and CPAP.
It was agreed that the schedule of the later activity will be on September
24, 2021, and the companies will be assigned in different collection sites
in Amgaleyguey, Buguias, and Caponga, Tublay.
An estimated volume of 1.5 tons was collected during the clean-up drive
on September 24, 27, & 29, 2021.

FPA Region 6 together with Doc. Carlos
Jardeniano Jr. monitored the EUP Trial
(F-3767) at CPAC, Alegria, Murcia,
Negros Occidental last September 21.
FPA Bicol conducted a Clean-Up Drive Operation in the 3rd and 4th Districts of Camarines Sur to
ensure compliance with Presidential Decree 1144 by fertilizer and pesticide handlers/dealers.
Violators were issued with corresponding Notice of Violations (NOV) and were advised to comply
within the given time frame depending on the gravity of their offense.

SEPTEMBER 23
FPA Cagayan Valley Provincial Officer Robert V. Salvador
witnessed the collection of samples for the re-use of
wastewater of Cagayan Biomass Energy Corporation
(CBEC) and Isabela Biomass Energy Corporation (IBEC)
last September 23 at Burgus, Isabela.
The samples collected will be analyzed to determine
whether it is possible and suitable for fertilizer use.
SEPTEMBER 23
The newly appointed personnel of FPA Region 02, Keith
Vincent I. Mabanag, together with Leonardo A. Bangad,
Regional Officer, and Henry C. Cayaban, Jr. and Arwin A.
Cardenas, both Provincial Officers, conducted an
information drive campaign and clean-up drive operation
in Tuao and Piat, Cagayan last September 21.
Mabanag, who assumed the office last September 16, will
be assigned as Provincial Officer for Southern Isabela.
He was also oriented with the proper procedures and
appropriate ways of monitoring and inspecting handlers,
fertilizers, and pesticides products.

Several f/p dealers in Tagum City and Carmen,
Davao del Norte were inspected by Provincial Officer
Cheery B. Agrade last September 24. As part of the
regular monitoring, random weighing and fertilizer
sampling were conducted to ensure that the FPA
standards are observed in every Agri Store.
As per the request of ATI-CAR, Rowena F. Billig, FPA CAR Provincial Officer for Benguet & Baguio City, acted as
co-speaker during the virtual training – Integrated Pest of Disease Management of Major Fruit Crops and
Industrial Crops for the Benguet, Abra, and Mt. Province Agricultural Extension Workers, last September 21-24,
2021. Ms. Billig lectured on the Toxicity of Insecticides viz a viz FPA rules and regulations.

& Baguio City, guested at MPBC – DZWT,
Baguio City, last September 28, to discuss
the special topic on the safe and appropriate
use of pesticides during the School on Air
(SOA) program for coffee production and
management.

discussed to the vegetable farmers the
responsible use of agricultural pesticides to
minimize contaminations and lessen pesticide
residues to their harvest last September 29.
The training aims to promote the importance
of food safety among farmers.

While following IATF minimum health and
safety protocols, FPA Cagayan
Valley conducted an Accredited Safety
Dispenser training for the 14 participants
from the different municipalities of Nueva
Vizcaya held at the municipality’s Agricultural
Terminal (NVAT) in Bambang, Nueva
Vizcaya on September 30.

FPA Region 7 distributed Information, Education and Communication (IEC) Materials on the proper
and effective fertilizer and pesticide application last September 30.
