The world in which we seek to steer a course for modern

horsesport is changing fast and it was against that backdrop

that the scenery of horsesport moved, once again, and to

great effect in 2007.

It is testament to the strength of Para-Equestrian that although

it only joined the FEI in 2006, it has already become a vital

and vibrant member of the FEI family. The hosting of the fi rst

ever FEI World Para-Equestrian Dressage Championships at

Hartpury (GBR) in July 2007 marked a historic moment for

equestrian sport not only because of its fi rst running but also

for the manner in which it was run. The work of the team to

keep the competition going, despite freak weather conditions,

was exceptional. I was particularly touched to hear that the

riders in the CDI had volunteered to cancel their competition

realising the importance of the Championship to the Para-

Equestrian competitors. Let us ensure that this spirit of Fair

Play and recognition of each other’s needs as athletes is never

lost in horsesport.

The infl uence of Para-Equestrian is reaching out across the FEI

and I was particularly delighted that Lee Pearson was elected

Chairman of the fi rst ever FEI Athletes Committee and to

have attended its inaugural meeting at FEI HQ in August.

The establishment of this committee not only provides the

athletes with a voice but also serves as an omnipresent

reminder that without our athletes, there is no sport.

The athletes from Jumping served to remind the FEI that

their voice is a reasonable, responsible and visionary one

when the FEI and the Global Champions Tour were brought

together in September by brave athletes who wished to

protect the future of Jumping. The resulting dialogue was an

active demonstration of the new status quo.

As an athlete I had watched the growth of the Global

Champions Tour prior to my election, and understood that

its creation did not happen in a vacuum. It was the obvious

and inevitable answer to a cluttered commercial landscape

in that discipline. This question of the balance between the

commercial and competitive needs of horsesport is a live

debate that will take time and determination to resolve.

But as the commercial mapping process continues, it was

important to see the FEI World Cup™ Jumping series, one of

the FEI’s key commercial products, further strengthened by

the announcement of its partnership with Rolex.

In Arabic they say “What is learned in youth is carved in

stone” and the awarding of the fi rst ever FEI license to a game

developer and distributor was, I believe, of signifi cance both on

a commercial level and for the future marketing of the sport.

The award to Atari lead to the development and launch in

Autumn 2007 of My Horse and Me, a video game featuring

sport of the fi nest kind and lifestyle experiences at a level

of detail and authenticity never seen before in this gaming

genre.

We know that engaging with youth is one of the greatest

challenges facing all sport and to have the capacity to

take horsesport to the gaming audience has given us the

opportunity to talk directly to both the athletes and fans of

horsesport in this and future generations of young people.

Youth is the lifeblood of our sport and we celebrate it here in

this publication. Success may be achieved at a later age than

in many sports but if we do not generate interest in children

and young people we will not maintain the pipeline of talent

which will provide the Olympians of tomorrow.

Very few sports want to admit it but their viewership and

membership is ageing. Young people are raised in a society

which delivers them instant gratifi cation, they don’t want

complicated sport, it is part of an alien culture to train for ten

years in the hope of achieving some far distant medal. They

want six-hour success. Their entertainment choices are very

cluttered but we must make sure that we are a loud voice

in a noisy room and that we plan our sport with our future

audience in mind.

My visit to the Good Luck Beijing - HKSAR 10th Anniversary

Cup (Test Event) in Hong Kong was a reminder of the

extraordinary opportunity presented by the Olympics in

presenting horsesport to the audience of Hong Kong and

mainland China. I was delighted to be able to share with

IOC President Jacques Rogge the excellent plans established

between BOCOG and the FEI with great support from The

Hong Kong Jockey Club.

The Benchmarking study undertaken towards the end of

2007 gives us a clearer idea of the position of the FEI against

other International Governing Bodies. There is much still

to do but I felt the fi ndings were encouraging and in some

areas surprisingly positive. Because I am very keen that our

stakeholders should reach their own conclusions on the report,

I do not intend to evidence my comments here. I would,

however, like to highlight the areas relating to governance

as these are germane to this review of the FEI’s performance

during 2007. By comparison with other International

Governing Bodies the report demonstrates that we are the

leading International Governing Body for the democratic

representation of athletes and as an International Sports

Federation I think we should be delighted with this news. In

addition, we have already achieved the IOC’s goal of at least

20% of women on decision-making bodies and we have the

highest percentage of women in our decision-making bodies

of any International Governing Body.

Finally I would like to close by saying how enormously grateful

I am for the support I receive from a very committed Volunteer

Body and from a strong, creative, and hard-working Executive

Team. They both continue to confront the issues facing

horsesport, in the fi rst decade of the 21st century, with energy

and a constructive attitude and are carrying out a programme

of reform that will ensure the future of horsesport well into

the 22nd century.

With my nomination as FEI Secretary General only hours old,

it gives me great pleasure to retrace some of the steps taken

in 2007, a year replete with change but also of modernisation

and consolidation. Much scrutiny was placed on our activities,

a positive and necessary exercise which not only led to very

pertinent feedback but also yielded a clearer direction and

understanding of the role and objectives of the headquarters

and the responsibilities to both the sport and its stakeholders

and members.

The FEI continued on the exciting if somewhat steep road to

change and modernisation, which can only be achieved with

the continuous efforts and commitment of all. To that effect,

Headquarters defi ned the following core values:

E - xcellence

S - pirit of initiative

P - assion

R - esponsibility

I - ntegrity

T - eamwork

The resulting acronym, ESPRIT, the French for “spirit”, typifi es

the openness, professionalism and enthusiasm that defi ne

FEI Headquarters and guides our personal work ethic and

commitment to our stakeholders.

These core values channel our motivation to make the FEI the

best that it can be. My vision is that of an aligned FEI, where

the goals and efforts of each FEI staff member or contributor

are aligned with those of each department, and in turn with

the objectives that are part of the President’s Manifesto. I

sincerely believe in a focused FEI working professionally with a

service-oriented mindset. As such it will achieve new heights,

given the passion that drives its staff and volunteers.

Within the framework of the core values, the year saw much

work on other key tools such as the start of the drafting of an

operations manual, new thinking on management planning,

and the launch of an ambitious overhaul of information

technology systems.

The FEI21 project, which stands for FEI in the 21st century, was

borne out of close scrutiny and is a major revamp of all IT

related structures at the headquarters, whether in terms of

registration, results, interactive web-based features, to name

but a few aspects of this far-reaching project. As you may

have seen, the last days of 2007 saw the launch of our new

web portal and URL www.fei.org where, step by step, many

FEI21 initiatives will see the day.

With 2’147 international events held in 2007 in the 8 FEI dis-

ciplines, a 400 % increase since 1997 when 542 international

events were held in 6 disciplines, the need for new IT processes

was particularly apparent, not only to increase effi ciency and

reduce errors but also to redirect administrative resources to

provide more creative and innovative solutions to address the

needs of horse sport.

And while much attention was placed in terms of fostering a

coherent and effi cient administrative service to our members,

stakeholders, professional athletes or even the general public,

it is equally and vitally important that we maintain our efforts

in all development related areas so that the developing

equestrian nations, their organisers, offi cials and athletes of

the future have an opportunity in which to further their skills

and realise their potential.

Staying ahead of the game, or even with the game, is a

key component for the success of our sport – not only in

terms of youth, but also in terms of emerging equestrian

nations. Indeed, development has the ability to maintain

the health and balance between the now, the past and

the future of our sport and to this effect, Harald Muller

joined the FEI Development team, as Executive Director

for Development and Sports, bringing with him extensive

experience and knowledge in development from athletics.

Development must necessarily be approached in a

structured and consistent fashion, and it was rewarding to

see that our hard efforts had paid off when the FEI Coach

Education and Certifi cation System was recognised as the

only qualifi cation recognised for equestrian coaches by the

European Union.

Efforts in the fi ght against doping continued apace, with

a number of notable changes seeing the day. Further to

the adoption of the new FEI Statutes, the former Judicial

Committee became the FEI Tribunal, highlighting its role as

the judicial branch of horse sport’s governing body, with the

prosecutor’s role housed within the executive branch. The

Tribunal issued Internal Regulations, codifying the procedures

that govern a case being heard before it. Outside the hearing

room, the Tribunal and Legal Department collaborated so as

to continually track the progress of cases, with the conclusion

that while progress is being made on the time taken to

issue decisions, there is room for continual improvement

in processes. Appeals lodged against FEI Tribunal decisions

before the Court of Arbitration for Sport (CAS), were either

upheld or withdrawn by the appellant before decision,

confi rming a positive trend.

All of these undertakings and achievements have seen

through the establishment of key additional building

blocks for an increasingly modern, dynamic, passionate,

and service-driven institution. I am proud to be taking up

its reins and look forward to discovering the fruits of these

efforts in the future.

AUDIT AND COMPLIANCE COMMITTEE The former FEI Finance Committee was replaced by an Audit

and Compliance Committee (ACC). The purpose of the ACC is

to have a direct oversight responsibility for compliance with

FEI Statutes, Internal Regulations, policies and procedures

and Swiss law; internal control and risk evaluation; external

auditors. Its main responsibility is to identify and control any

risks as well as to ensure that those are adequately managed

within the organisation.

NOMINATIONS COMMITTEEFollowing the 2007 General Assembly, the FEI included a

Nominations Committee (NC) in its Statutes and Internal

Regulations to further the effi ciency and transparency of its

organisation and ensure that it is universally populated.

The NC is composed of nine members, where each member

represents an FEI Regional Group.

The role of the Nominations Committee is to seek and

receive nominations from National Federations for all

positions on the Bureau, Committees and Tribunal, and to

make recommendations to the Bureau and General Assembly

based on objective eligibility criteria while ensuring that the

composition of each Committee is balanced.

The Nomination Committee met for the fi rst time at the FEI

Headquarters in Lausanne (SUI) from 1 to 2 November.

- role of the Committee

- procedures and timeline.

ATHLETES COMMITTEEThe inaugural Athlete’s Committee meeting was held on

15 August at the FEI Headquarters followed by a second

meeting, once again at the FEI Headquarters on 6 December.

The establishment of an Athletes‘ Committee was part of the

FEI President’s manifesto and came into being at the 2007 FEI

General Assembly in Estoril (POR). It has for purpose to ensure

that all the disciplines and their main actors are represented

in the decision making process.

JUMPING COMMITTEEThe fi rst of two annual meetings of the FEI Jumping Committee

was held in Windsor (GBR) on 14 May followed by a meeting

in Lausanne (SUI) on 9 October.

Main items / activities included:

- discussions regarding the future and structure of Jumping

- categorisation of both CSI and CSIO events: the need to

align CSIO requirements with those already in place for

CSIs and to provide a clearer perception of the structure

of Jumping events to outsiders – media, spectators and

sponsors

- requirements for CSI and CSIO events concerning, among

other things, prize money, maximum height of obstacles,

maximum entry fee per horse, maximum number of

competitors in the Grand Prix, minimum number of

competitions counting for Rolex Ranking points, etc.

- criteria for the promotion of Judges and Course Designers

to “Offi cial” International status

- the format for the FEI European Championships to conform

to the Olympic Games format due to the large number of

participating countries

- modifi cations relating to the distribution of points for the

Rolex Rankings for FEI Nations Cup competitions at CSIO1*

to CSIO4* events

- Hypersensitisation – protocol for Thermography

- approval for changes to the maximum number of

competitors allowed to participate in CSI-5* Grand Prix

competitions from 40 to 50 (effective as of 2009 for CSIO-5*

Grand Prix Competition events)

to CHF 150’000. The maximum prize money for CSI-2*

events would, therefore, be raised to CHF 149’999. The

change is effective as of 1 January 2009

- approval of a number of technical specifi cations for the

Youth Olympic Games

- approval regarding the criteria applying to all organisers

wishing to host new FEI Jumping Series

- introduction of Certifi cates of Capability for the FEI European

Young Rider and Junior Jumping Championships – in effect

for 2009 Championships.

Rolex FEI World Cup™ Jumping Final

19-22 April, Las Vegas (USA)

There was no shortage of drama at the Rolex FEI World Cup™

Jumping Finals in Las Vegas where Switzerland‘s Beat Mandli

reigned supreme with Ideo du Thot.

In a class that seemed to be choreographed to produce

maximum drama, Daniel Deusser rocketed up from overnight

14th to take second place while fellow-German Markus

Beerbaum and Switzerland‘s Steve Guerdat fi nished joint-third.

Defending champion Marcus Ehning had to settle for fi fth

spot, while the sudden departure of hot-favourite Meredith

Michaels-Beerbaum due to a freak fall left the crowd stunned

at the end of the fi rst round.

There was nothing predictable about the 2006-2007 World

Cup series-closer and superb course-building by Brazil‘s

Guillherme Jorge ensured a classical conclusion to one of the

most exciting indoor jumping seasons in many years. This was

only the second time a Swiss rider won the coveted trophy –

Markus Fuchs being the other, winning at Göteborg with

Tinka‘s Boy in 2001.

And as the curtain came down on the 29th FEI World Cup™

Jumping Final in Las Vegas, anticipation immediately veered

to the next season and the much awaited 2007/2008 fi nal

to be staged in the city considered to be the true home of

the FEI World Cup™ Jumping series – Göteborg, Sweden.

Samsung Super League with FEI

and FEI Nations Cup 2007

The Samsung Super League with FEI events produced

fantastic sport throughout 2007, with a suspense-fi lled fi nal in

Barcelona that more than lived up to everybody’s expectations

delivering a nail-biting thriller which saw Germany register a

second successive series title along with victory on the day.

But for France, champions over the fi rst two seasons of this

hugely popular and high-profi le series, it was a case of so

near and yet so far, as they battled on the day with Sweden

to remain in the race, but when it came to the crunch found

themselves at the bottom of the leader board and faced

relegation to the FEI Nations Cup series for the 2008 season.

After a determined and successful FEI Nations Cup campaign

throughout 2007, the Irish advantage at the top of the

league table was unassailable, and their promotion to the

Super League confirmed. Indeed, with victories in Linz-

Ebelsbeg (AUT), Poznan (POL), Drammen (NOR) and

Lummen (BEL), as well as runner-up results in Wellington,

Florida, Prague, Lisbon and Zagreb, Ireland’s determination

was well rewarded.

Thus, in 2008, Ireland returns to the elite eight-nation series

to line out alongside Germany, Switzerland, Great Britain,

Sweden, the USA, The Netherlands and Belgium when the

new season begins in May.

DRESSAGE COMMITTEEThe FEI Dressage Committee met twice in Turin (ITA) in 2007,

on 14-15 May and on 3 September following the FEI European

Dressage Championship held from 30 August to 2 September

at La Mandria, Turin.

Rolex FEI World Cup™ Dressage Final

19-22 April, Las Vegas (USA)

The 22nd Rolex FEI World Cup™ Dressage Final was won by

Isabell Werth and 11 year old Warum Nicht FRH following an

outstanding performance. Consisting of fi ve qualifying leagues

encompassing Western and Central Europe, the USA, Canada

and the Pacifi c region, the excitement was palpable at the

Thomas and Mack Arena as the music fi lled the airwaves and

inspired the athletes.

In runner up position was Dutch rider Imke Schellekens-

Bartels, while the eyes of well known virtuoso and composer

of her Freestyle Wibi Soerjadi, carefully watched both the

performance and the crowds as his tunes enchanted the

audience. Third place went to American pair Steffen Peters

and 17 year old Floriano, members of the medal winning team

at the FEI World Equestrian Games in Aachen.

FEI World Cup™ Dressage for Young Riders Final

13-16 December, Frankfurt (GER)

At the third edition of the FEI World Cup™ Dressage for Young

Riders, Valentina Truppa (ITA) confi rmed her stronghold on

the competition and retained the title following a brilliant

freestyle. At the age of 21, she successfully secured a promising

farewell to her Young Rider days by winning her second FEI

World Cup™. Runner up Lotje Schoots from the Netherlands

won the fi rst two tests, while Francisco Boaventura Freire and

pure bred Lusitano stallion Peralta Pinha took home the bronze.

EVENTING COMMITTEEThe FEI Eventing Committee held two meetings, the fi rst at

the FEI Headquarters in Lausanne (SUI) from 22-23 February,

and the second following the FEI European Eventing Champi-

onships at Pratoni del Vivaro (ITA) from 17-18 September.

Main items / activities included:

Eventing Safety

- the creation of an FEI Safety Sub-Committee to address the

issues related to prevention, analysis and management,

such as research on construction systems combination of

safety measures; regular rules updates; education; coordi-

nation of national information; standardisation in terms of

reporting/analysis; monitoring, etc.

- Key Performance Indicators (KPIs). The fi ve KPIs will be used

to monitor FEI casualty reduction strategy and will aid the

continued analysis of the FEI falls database, in assessing the

risk to riders in Eventing and identify areas where potential

improvements can be made to reduce this risk

- approval for the formalisation of a Cross County Design

Advisory Group as an extension of the Safety Sub-Committee

- organisation of the FEI Eventing Safety Forum held 19

January 2008 in Copenhagen (DEN)

- approval of the corrections / modifi cations to the FEI Rules

for Eventing, 22nd edition (effective 1 January 2008)

Eventing

- update for the principles regarding the Confl ict of Interest

Rules for Eventing, to come into effect as of 1 January 2008

- development of objectives regarding the education of Event-

ing Offi cials

- creation of a working group including riders, organisers,

media, marketing and development representatives to

refl ect on and plan the future of the discipline. The stra-

tegic vision of the Committee included priorities such as

safety, education, and FEI World Cup™ Eventing.

FEI World Cup™ Eventing

The 2007 FEI World Cup™ Eventing Series was an all around

success for organisers, competitors, sponsors and the pub-

lic. Sixteen World Cup Qualifi ers were organized during the

2006/2007 Series in 11 countries (AUS, BLR, CAN, FRA, GBR,

GER, IRL, NZL, POL, RUS, USA). Canada with Mansfi eld (25

riders) and Belarus with Minsk (14 riders), hosted their fi rst FEI

World Cup™ Eventing qualifi er in 2007.

For various reasons, the 2007 Final was not held, however, it

was decided to award the FEI World Cup™ Eventing title to

the rider who had amassed the most FEI World Cup™ points

during the season. This was none other than European Cham-

pion and FEI World Cup™ title holder, Nicolas Touzaint (FRA),

with a total of 230 points.

This came as no surprise as he effectively won both qualifi ers

organised in France in 2007: Fontainebleau (1st with Galan

de Sauvagère and 4th with Hethi Bey) and Martinvast (with

Hethi Bey). Runner-up with 178 points was Phillip Dutton

(USA) who placed twice in Norwood, NC (USA) and won

with Woodburn the qualifi er organized in Mansfi eld, ON

(CAN). Third place in the standings went to Oliver Townend

(GBR) who won the qualifi er held in Burnham Market (GBR)

with Flint Curtis.

The normal FEI World Cup™ cycle resumed in 2008 with a

Final scheduled for 2009.

DRIVING COMMITTEE The FEI Driving Committee held its annual meeting in Warka

(POL) on 3 September 2007, following the FEI World Driving

Pairs Championship.

Main items / activities included:

- confi rmation that the present status of Four in Hand Drivers

being the only representative of the Driving Discipline

at the FEI World Equestrian Games would, for the time

being, continue based upon the wishes of those National

Federations who had taken part in the recent survey on the

issue

- noted increase in the number of summer events functioning

as qualifi ers for the FEI World Cup™ series as well as an

increase in the number of indoor FEI World Cup™ events

for the 2006/2007 season

- approval of the corrections / modifi cations to the FEI Rules

for Driving Events, 9th edition (effective 1 January 2008).

FEI World Cup™ Driving Final

24-25 February, Göteborg (SWE)

Germany’s Michael Freund could not have dreamed of a better

ending to his active driving career than winning the FEI World

Cup™ Driving Final in Göteborg. After a thrilling winning

round, Freund passed the fi nish line just 0.6 seconds ahead of

title defender Ijsbrand Chardon and was crowned FEI World

Cup™ Driving Champion for the fi fth time in his career, while

Christoph Sandmann took third place in front of the 8’000

spectators fi lling the Scandinavium arena.

ENDURANCE COMMITTEE The FEI Endurance Committee held its annual meeting in

Paris (FRA) on 2 April following the World Endurance Forum

held from 31 March - 1 April where the future of the discipline

as well as the plans for an in-depth review were outlined.

This led to the creation of an FEI Endurance Task Force

whose mandate was to proactively gather ideas/suggestions

and propose changes indicative of the collective wish to

continue to develop and raise the standards and perception

of international Endurance around the world, keeping Horse

Welfare issues as a primary concern – the issues/topics

which they addressed are noted below.

Main items / recommendations included:

- qualifi cation criteria to participate in FEI events: criteria

for Championships, horse log book/results record, weights,

regional Championships, handicap system, leasing of horses

- organisation: public perception, dress, terminology,

abandonment of events – protocol, approved technology,

handicap system

- equine protection: equitation training, equine research,

minimum rest period between events, local environment

monitoring, hold/presentation/criteria evaluation, progression

through ride distances

- education: TD/Course Designers, availability of qualifi ed

offi cials, maintenance of Offi cial status, FEI database, courses

and development, star rating of offi cials

- legal controls: metabolic eliminations, rider suspension,

enforced rest periods (horses)

- competition structure: low level distances (are they a

danger ?), star rating of distances, number of vet gates

– climate, TD responsibilities, progressive closing of vet

gates, Best Condition Rules.

VAULTING COMMITTEE The annual FEI Vaulting Committee meeting took place at the

FEI Headquarters in Lausanne (SUI) on 25-26 May 2007.

Main items / activities included:

- approval for annual Junior Europeans to include individual

as well as team

- initiation for education of offi cials plan; including revision

of course levels, creation of syllabus, curriculum and

handbook – as per three-year plan

- revision of rules and guidelines.

REINING COMMITTEE The FEI Reining Committee held two meetings at the FEI

headquarters in Lausanne (SUI) over the course of 2007; the

fi rst on 14-15 June and the second on 18 August.

Main items / activities included:

- creation of a Working Group to oversee the processes of

courses; education material and criteria to be fulfi lled

before a judge can take an exam and be recommended for

promotion

- development of a Business Plan to follow up on the Reining

survey

- approval of the corrections and additions to the FEI Rules

For Reining Events, 2nd edition, and to the FEI World Reining

Masters Rules 2008.

FEI World Reining Masters

28-29 November, Oklahoma City (USA)

A new milestone in the history of Reining occurred at the

fourth FEI World Reining Masters held in Oklahoma City.

Indeed, for the fi rst time a non-American competitor won the

gold medal in the Open division – Austrian Rudi Kronsteiner

aboard Roseanne Sternberg’s American Quarter Horse stallion

SMART SPOOK went on to win gold medals in both the open

and restricted divisions.

Altogether, seventeen riders from 15 nations competed in the

fourth World Reining Masters event at the Oklahoma State

Fair Park Coliseum in Oklahoma City. In the restricted division

Gilson Vendrame (Brazil) and Ima Little Tangy won the silver

medal scoring a 216. Belgian competitor Bernard Fonck and

Don Quixote Escapes receive bronze scoring a 215.5.

PARA-EQUESTRIAN COMMITTEE The FEI Para Equestrian Committee held its annual meeting at

Kristansand (NOR) on 17 June 2007.

Main items / activities included:

- appointment of the Offi cials for the Paralympic Games to

be held in Hong Kong from 7 to 12 September 2008

- better distribution of the fi rst FEI Rules for Para-Equestrian

Dressage Events

- revision of the Para-Equestrian Classifi ers Manual

- discussions on development opportunities for Para-

Equestrian athletes from the grassroots to elite level

- discussions to include Para-Equestrianism in targeted FEI

events at major national events and Championships

- proposal to establish a linked system of development

between the advanced and less experienced countries

- guidelines for organisers.

PONY RIDERS COMMITTEE The annual meeting for the FEI Pony Riders Committee was

held in Amsterdam (NED) on 9-10 November 2007.

Main items / activities included:

- initiation of pony measuring at championships

- resignation of Committee Chairman Ferdi Wassermeyer

(GER) replaced by Jean Scott Mitchell (IRL) as Acting Chair

- clarifi cation on pony measurement procedure

- approval of the jumping format used at FEI European Pony

Championship in 2007 with a view to its being integrated

into the rules in 2009

- approval of the corrections / modifi cations to the FEI Rules

for Pony Riders and Children, 8th edition (effective 1 January

2008).

CHILDREN’S COMMITTEE The FEI Children’s Committee met once in 2007 in Jalapa (MEX)

on 7 December following the FEI Children’s International

Jumping Final.

Main items / activities included:

- allocation by the Bureau for the 2008 Children’s Final to

Bogota (COL) from 6-12 December

- approval of the corrections/modifi cations to the FEI Rules

for Pony Riders and Children, 8th edition (effective 1 January

2008).

FEI Children’s International Final

3-8 December, Jalapa (MEX)

The Children’s International Jumping Competition was

specifi cally created over a decade ago to encourage the

participation of children in international competitions. Every

year, a new set of Course Plans are drawn up for each of the

three categories which cater for competitors of differing

levels of experience: A for the most experienced and B & C

(introduced in 2006) aimed at the promotion of the sport in

countries organising this kind of competition for the fi rst time,

or for countries that have their own rules and regulations

established competitions for children.

Category A events serve as qualifi ers leading on to the lead

to the annual Children’s Final where 32 riders qualify to

participate: 16 foreign riders and 16 from the host nation.

The 16 foreign riders that qualify are provided with horses by

another 16 qualifi ed host nation riders and throughout the

week riders from all over the world, train, compete and relax

alongside one another.

Thus 32 competitors from 13 countries showed up to claim

the coveted Children’s title in Jalapa (MEX) in 2007, where

Mexico claimed a triple victory, and a home grown podium.

First place went to Antonio Chedraui aboard Bengala who

also won Best Horse award, silver went to Jose Angel Arrevalo

riding Cash, and bronze to Erick Jimenez on Preciosa. New

Zealand nearly got a foot on the podium with Jake Lambert

placing fourth.

VETERINARY COMMITTEEThe FEI Veterinary Committee held its annual meeting in

collaboration with the Medication Advisory Group in Dubai

(UAE) on 12 and 13 February 2007.

Main items / activities included:

- preparations for the 2008 Olympic Games in terms of

quarantine and climatology

- progress on the Medicine Box and its detection times

- review of the FEI Competitor Guide to Anti-Doping and

Medication Control

- approval for the thermography and clinical examination of

lower limbs protocol with regards to hypersensitisation

- equine infl uenza

- in 2007, 2136 horses were tested in line with the Medication

Control Programme (MCP), of which 21 tested positive.

Outside of the MCP, 1134 horses were tested, of which 20

tested positive.

FEI TRIBUNAL The former FEI Judicial Committee was replaced by the FEI

Tribunal and met on 4 and 5 September in Megève (FRA) as

well as holding monthly meetings by teleconference. Below

are some 2007 case statistics, trends on timeliness of 2007

cases & sanctions, the current issues and the goals for the

following year.

2007 Figures:

- 39 decisions were issued

- only fi ve cases (at the end of 2007) were with the Tribunal

awaiting issuance of decisions

- 12 hearings (six in person, six by conference call)

- four appeals to CAS (two withdrawn, one decided in favour

of FEI, one pending (human case, refusal to test)).

Cases from 2007 Events:

- 39 cases opened (including Fast Track)

- 25 were decided under Fast Track; two with conference call;

four cases with hearing in person; two cases further to a

decision from Tribunal by correspondence only; two cases

were not prosecuted by the Investigating body; two cases

were dropped; one case was referred to the NF.

Trends:

- the vast majority of the Fast Track cases were accepted

by the PR within 1½ to 4 weeks (an average of approx 3

weeks) with four cases taking longer (one case 1 month and

three cases 2 months each)

- of the 12 cases decided by the Tribunal, six were outside the

announced benchmark of one month

- hearings were held between 16 and 56 days of the date the

case was notifi ed to the Tribunal

- gradual increase of average sanctions

- new sanctions better aligned with WADA

- multiplicity of factors affecting sanctions including

type of substances, explanations, legitimacy of original

treatment, timing of treatment, degree of negligence, level

of event, experience of rider, previous record, cooperation

in investigation and many other factors.

Goals for 2008:

- improving consistency among Panels

- improve turnover with regards to total average time of

processing cases and issuing decisions

- consistent communication regarding cases

- education of the persons responsible

- possible short process for Olympic Games and FEI World

Equestrian Games.

National Federations may vary in size, experience and

scope but the notion of a family is embedded in the very

fabric of horsesport as is the importance and need for the

stronger federations to assist the smaller ones to ensure

a prosperous future in both the traditional and emerging

equestrian nations.

GROUP I- expressed the need to create working groups within Group I

for the small nations, Balkan countries and developing NFs,

- recommended that the Jumping Committee examine the

CSI Invitation System with regards to requirements and

invitation systems,

- reported the importance of the stronger NFs assisting

weaker NFs inside and outside the Group – assistance varied

from the education of offi cials to the organisation of events,

- discussed IT developments and online entry systems,

- discussed the potential improvements in both the FEI

World Jumping & Dressage Challenges and the structure of

competitions existing in the group,

- discussed the challenges links to the introduction/

promotion of Para-Equestrian.

GROUP II- discussed the possibility of having a free weekend for

National Championships in the second week of June (without

3* & 4* CSIs in Europe and 5* CSIs worldwide) in order to

enable NFs to organise their national championships during

this time,

- debated confl ict of interest policy,

- expressed concerns regarding the Human Anti-Doping/

Whereabouts Information procedure with regards to

practicality,

- discussed anti doping procedures for horses and the need to

ensure speedy and transparent information and decisions,

- requested that strict measures regarding registration be

applied.

GROUP III- reported the continued growth of the sport and the opening

of various centres of both international and national level,

- discussed the establishment of the Caucasian World Cup™

Jumping League,

- discussed the diffi culties encountered in terms of livelihood

for many equestrian professionals, whether it be trainers,

athletes, coaches, etc.

- noted the huge impact development programmes were

having within the Group,

- discussed the need for greater opportunities for their

athletes and the need for more events within the region.

GROUP IV- reported the high activity taking place in the islands of the

group,

- considerable concern was expressed about the limit on

the number of federations allowed to participate in the

Dressage Challenge – suggestions were made to the FEI

Development Department,

- discussed the Final Jumping Challenge at Devon, PA, where

a sub-committee is at work on the sourcing of borrowed

horses. It was also suggested that the Final be followed by

a clinic to assist riders in improving their performances,

- reported on the benefi ts of the Bear Spot Foundation

Inaugural Invitational Children’s Competition,

- discussed the need for formal documents produced

describing the mission and purpose of the PAEC,

- recommended the FEI or PAEC should have more authority

- expressed the need for more CSI4*, however, this was

constrained as the prize money requirements were too high

for the region,

- expressed the positive infl uence the FEI World Jumping &

Dressage series was having and the potential for an FEI

World Eventing Challenge Competition,

- discussed the diffi culties in promoting offi cials to FEI status

as international opportunities were often lacking,

- requested that European and USA organisers invite offi cials

in order for them to get experience,

- discussed the organisation and outcomes of the Pan

American Games at length.

GROUP VI- discussed the problem of Offi cials (Judges and Course

Designers) who in spite of their knowledge and of having

been approved in international courses cannot be promoted

due to a lack of experience,

- reported the creation of a Working Group for Latin America

in order to foster the sport in the region by implementing

a new system of competitions which would encourage the

riders to improve their professional career,

- noted that Argentina was equipped to host a world Para-

Equestrian championship,

- discussed the evolution of Vaulting within the Group,

- commented on how the General Assembly in Argentina

would be a showcase not only for the country but the

region as a whole.

GROUP VII- reported the growth of equestrian sports in the region,

especially in the disciplines of Jumping and Endurance,

- elaborated the core plans to develop Jumping within the

Arab League, with the approval for the launch of a Middle

East Nations Cup Series for Seniors, Juniors & Young Riders,

- discussed the potential for invitations for Group interna-

tional Judges and Course Designers to offi ciate in European

competitions,

- expressed thanks to NF Qatar for the successful organisation

of the 2nd Olympic Qualifi er and the NF Syria for the

successful organization of CSI W 4*.

GROUP VIII- reported the various international and local equestrian

activities held throughout the year within the group to

develop and upgrade the standard of equestrian sports,

- reiterated the benefi ts of the Olympic Games Test Event

held in August 2007 and the preparations underway for the

2008 Olympic Games,

- noted the great opportunities ahead for the development of

equestrian sports in the region following the Olympic Games,

- reported on the successful organisation in cooperation

with Chinese Equestrian Association of the 22nd AEF General

Assembly held in Inner Mongolia, China on 24 August 2007,

- AEF delegates unanimously agreed that Endurance should

be included as an offi cial discipline of equestrian sport of

2010 Guangzhou Asian Games on the basis of the successful

case of Doha Asian Games.

GROUP IX- positively reported on the activities within the region

namely the competitions in BOT, KEN MRI, RSA & SWA,

- noted the generous donations provided by other National

Federations as well as FEI funding,

- discussed the need for proper facilities and quality horse

and rider combinations for tutors when conducting coach-

ing courses,

- congratulated the FEI Development Department in tandem with

the Eventing Technical Committee for their continued support,

- reported the successful hosting of the Tri Nations

competition where Jumping and Dressage events took

place on borrowed horses,

- recommended that FEI consider the creation of an

additional Group as the countries of Central and Western

Africa were so distant from the Southern countries that

interaction remained extremely limited.

STRATEGY A signifi cant new step forward was made in 2007. With the

arrival of an Executive Director for Sports and Development,

the FEI clearly indicated its determination to put in place

a strategy in line with the FEI President’s Manifesto. The

principles of a Development strategy were presented at the

General Assembly in Estoril (POR) and consisted of:

A) Categorisation of NFs based on a 2nd situation analysis

(audit) which will result in a fi ve-level NF categorisation.

B) NFs application to the FEI Development Programme.

C) Signing of a Memorandum of Understanding (MOU) with

those NFs applying.

D) Approval process of each NFs application according to set

criteria.

E) Completion of an Annual Report Form (ARF) by each NF at

the end of the year.

Each NF applying to the FEI Development Programme will be

asked to present a development project/strategy which will go

through an approval process. A special template will guide NFs

in the project management process.

The funds raised by the FEI President which amount to

CHF 2’000’000 will serve to cover the following areas:

– Transport and Quarantine – Education

– IT-Support – Advice and Service

– Competition Support – Political Support

– Financial Assistance – Contingency

– Structure Building

These funds are considered a one-time contribution and do not fi nance the existing activities of the FEI Development Department outlined in this report.

2007 DEVELOPMENT DEPARTMENT ACTIVITIESFEI Development Advisory Group

The Group composed of Gerry Mullins (IRL), Jean-Philippe

Camboulives (FRA) and Peter Strijbosch (NED) met in Lausanne

on 29 January to make an up-date of the 2006 season; fi x the

2007 objectives; evaluate Level 2 coaches; identify regional

Tutors; and learn about the FEI Development Strategy.

The Group, including all FEI Tutors, met again in Geneva on 31

July-1 August in the framework of a Tutors’ course. The aim of this

course was to update, coordinate and align the delivery of Level 2

FEI Courses for Coaches by FEI Tutors. It was also the occasion to

review the Level 1 course material after four years of use. Some

modules (Dressage, Eventing) would be reviewed in line with the

Dressage Judges Handbook and the safety issues in Eventing.

EDUCATIONFEI Coach Education and Certifi cation System

As expected, the FEI Coach Education and Certifi cation

System is evolving very well and has greatly contributed to the

development of the sport. In total 21 courses were organised:

17 Level 1 and four Level 2. This is particularly obvious in

Groups V and VI which have now reached the step to have

Regional Tutors and in Group IX where the fi rst regional Level

2 course took place in South Africa. Group III organised three

Level 1 courses in different locations of Russia and one in

Belarus. Estonia (Group II) joined the club with its fi rst regional

course for the Baltic NFs (Lithuania, Latvia, Estonia). Asia

(Group VIII) and the Middle East (Group VII) both organised

two Level 1 courses and Turkey (Group I) organised its fourth

course this year and three new courses are already planned

for 2008. Furthermore the Turkish Ministry for Sport, in the

framework of the European Commission, established that the

only qualifi cation recognised for equestrian coaches would be

the FEI Coach Education and Certifi cation system.

The statistics show that the FEI has educated 217 Level 1 coaches

from 40 countries and 43 Level 2 coaches from six nations.

Following a Tutors course in Lima, Peru, six new Tutors were

appointed by the FEI to conduct coaches courses regionally.

The FEI adopted the European fi ve-Level coaching qualifi ca-

tions model established by the EU Coaching Council (ECC)

and became a Member of the International Council for Coach

Education (ICCE).

Advanced Training for Officials

Four Offi cials in Jumping from South Africa (two Judges and

two Course Designers) received an FEI grant to travel to

Europe to gain experience at European shows.

Training Courses for Riders (clinics)

Group IV is slowly but surely upgrading its riders and the

arrival of FEI coaches in the region will make them soon self-

suffi cient in terms of clinics. This year again, clinics (fl atwork

Jumping & Dressage) were conducted by Denis Soyer from

Belgium in JAM, ANT, HAI and TRI while FEI Level 2 Coach,

Israel Lopez from Puerto Rico went to Jamaica.

TAILOR-MADE PROGRAMMESEventing Development Programme – Eastern Europe

(Supported by the IOC-IF Development Assistance programme)

Russia, after 17 years of virtual absence on the international

scene, succeeded in sending a senior team of six riders to

the 2007 FEI European Championship in Pratoni del Vivaro

(ITA) out of which one rider obtained a qualifying result at

3 star level. Four Juniors from Russia competed in the FEI

European Championship for Juniors in Switzerland where

two obtained a qualifying result at 1 star Level. Finally,

four Russian riders and two riders from Belarus entered

the FEI European Championship for Young Riders in Blair

Castle (GBR) where one Russian rider obtained a qualifying

result at 2 star level. The interest for the discipline in Russia

is increasing. This was also remarked at the CCI held in

Moscow with 140 starters.

Belarus was awarded an FEI World Cup™ Eventing Qualifi er in

June 2007. Michael Ryboek was also promoted to the status

of International Course Designer, the fi rst in Eastern Europe.

Other offi cials offi ciated in Ground Juries in Western Europe

and in September the Ground Jury at CIC and CCI Minsk was

completely made up from Eastern European Countries (except

for one Irish Judge).

Slovakia: After Estonia in 2006, Slovakia came into the

programme this year. A CCI* with over 30 competitors was

organized with the assistance of the FEI technical team (Andy

Griffi ths, Ronald Alexander, Peter Wilson).

Bulgaria: Improvements in terms CCI* and CCI** continue to

further Eventing in the country, while riders continue to travel

abroad to get more experience.

Estonia is now in its second year and is developing well.

According to the programme scheme, exchanges of Course

Designers and builders were arranged during the year. In

addition, FEI courses for coaches with Eventing modules

were held in Russia (3), Belarus (1) and Estonia (1).

Eventing Development Programme –

South/Central America

(Partly supported by the IOC-IF Development Assistance

programme)

2007 activities focused on the Pan American Games with,

among others, the participation of Argentina, Brazil, Chile

and Uruguay. Brazil, which was part of the Development

Programme last year, qualifi ed a team to take part in the

Olympic Games 2008.

Many CIC3* were organised in Argentina, Brazil, Chile,

Mexico, Uruguay in order to give the opportunity to riders

to get qualifying results to compete at the Pan Am Games.

Technically, an active and dedicated panel of offi cials from

ARG, BRA, URU, MEX, VEN framed these events.

Lack of chance, too much ambition, not enough training,

it is most probable that these factors played a part in the

disappointing results obtained by ARG, CHI and URU. Brazil

however made its entrance in the elite circle.

If the Pan American Games results were disappointing for some

NFs, they had the advantage to clearly show where they stood

and in which direction they were going as well as the efforts to be

made in order to develop the sport towards the elite standard.

In Central America, one to three star events were organised in

Mexico and Guatemala. A Development course for Offi cials

was organised in Uruguay, as well as a Level 2 course with

an Eventing module where a Regional Tutor was identifi ed

and will be especially trained in a Tutors’ course in Peru.

The appointment of a Regional Tutor with a solid Eventing

background (Eventing Judge, Technical Delegate, Steward, FEI

Level 2 Coach) should reinforce the Eventing development

programme on its educational side.

Eventing Development Programme – Group IX

(Supported by Justice for Athletes’ Foundation)

Based on the same principles as the existing Eventing

Development programmes under the coordination of Andy

Griffi ths and José Ortelli, a third programme was initiated

in South Africa, with the objective to expend to other NFs in

Group IX.

South Africa:

• 2007 started with a Level 2 seminar for Eventing Offi cials

in Johannesburg at a CIC one and two star event given by

Giuseppe della Chiesa, Andy Griffi ths and Kees Velanga.

• Andy Griffi ths and Giuseppe della Chiesa spent time looking

at other sites for future development.

• August: Peter Thomas (Consolidated TD) travelled to Estonia

to complete criteria for an upgrade to International status.

• August: Jutta Koivula (FIN) acted as President of the Ground

Jury at Shongweni CCI* and Liz Day as Judge which gave her

qualifi cation to be added on the FEI ‘C’ Judge list.

• September: Ronald Alexander went to Oaksprings CCI*/

CIC2* as part of the FEI development programme to act as

Technical Delegate.

• Ronald Alexander (GBR) viewed a prospective venue in

Johannesburg with the objective to run one and two star

CICs in 2008.

Swaziland:

• Ronald Alexander also travelled to Swaziland to view four

prospective sites. The goal is to run their fi rst FEI event in

the form of the new development class in 2008.

Endurance

Elizabeth Van Schelle (BRA), FEI Development Officer,

organised an FEI course for Endurance Veterinarians and

Offi cials in Colombia.

Veterinary matters

The FEI Development Fund subsidized two FEI courses for

Event Veterinarians in South Africa and Thailand.

Vaulting Development Programme – Group IX

After the start of Vaulting competitions in some NFs of Group

IX and the potential for development of this discipline, a

Development Offi cer in the person of Mrs Barbie Gertenbach

(RSA) was appointed. A special programme is in the process

of being established between the Development Offi cer, the

Vaulting Department and the Development Department.

South Africa which went to the FEI World Equestrian Games

in 2006, Malawi and Swaziland are developing fast. The FEI

Development Fund fi nanced fi ve surcingles from Europe to

equip fi ve team horses. After Swaziland, the second edition

of the Vaulting Africa Cup was held in South Africa and the

FEI Development Fund contributed towards its organisation

in the amount of USD 2’500.

Para-Equestrian

Further to an application to the Christopher and Dana Reeve

Foundation, a grant was attributed to the FEI to conduct

special training for Para-Equestrian riders and their coaches

in CZE, CRO and SWZ. The development programme is

coordinated by Jane Goldsmith (GBR) in coordination with

the Para-Equestrian Department and the FEI Development

Department.

FEI Contribution to

FEI Jumping & Dressage World Cup Shows

The FEI Development Fund supported 14 CSI-Ws in the

Central European and Central Asia Leagues in the amount

of CHF 72’000 as well as CDIs-J/YR in Slovakia, Hungary

and Czech Republic for a total of CHF 20’000.

COMPETITIONSFEI World Jumping Challenge

The FEI World Jumping Challenge had to face several obstacles

throughout the year due to unfortunate circumstances such

as bad weather and horse diseases which forced some NFs to

cancel the competition. However, despite these regrettable

situations with over 1300 riders in both Categories (nearly

650 riders in Category A and 670 riders in Category B) the FEI

World Jumping Challenge proved once again a great success.

CATEGORY AThough the number of riders that actually fi nished the

competition in Category A was nearly the same as in 2006,

it is important to take into account the fact that only 35

countries participated in the FEI World Jumping Challenge

as opposed to 42 in 2006. However, although fewer NFs

participated in 2007, the participation level increased by 20%

in 2007 compared to 2006.

CATEGORY BFor the second year in a row, Category B was inspired by the

Jumping techniques taught in the Level 1 Jumping Module of

the FEI Coaching Education System which included in addition

to the Trot sections introduced in 2006, a compulsory 4 strides

straight line between two obstacles. The principle of the

compulsory 4 strides is to demonstrate the rider’s capability

to control the number of strides in between cross poles. This

is essential to develop the rider’s ability to assess and adjust

the distance before a jump.

After a diffi cult start in 2006, the new format for Category B

was better received in 2007. According to the feedback from

NFs and Foreign Judges, riders have now acquired a better

understanding of the educational purpose linked to this

competition. With over 670 participants out of whom 397

riders fi nished all 4 rounds of the competition, the future of

this Category looks very promising.

In Cat. A, 36 riders went clear and the winner was Carolina

Van Stuijvenberg from Venezuela ahead of Juan Clavija from

Colombia. In Cat. B winner Ali Bougrab from Algeria was the

fastest out of the 42 riders that went clear in all four rounds

of the competition. The Team from Colombia fi nished fi rst of

the Team classifi cation for Cat. A, and the Team from Algeria

won for Cat. B.

FEI World Dressage Challenge

The 2007 edition of the FEI World Dressage Challenge ended

on a positive note, it was unanimously recognised by FEI

Judges that the quality of riding had radically improved. In

terms of quantity, the number of participants in the Adult

Classes remained the same as in 2006 (720). However, there

was a slight decrease in the Children’s Class with 200 riders as

opposed to 227 in 2006.

This decrease may have been caused by the difference in Level

between the Children’s Class and the Adult Novice Class. This

concern was raised in 2006 by several Judges and NFs which

found the transition from one level to the next too diffi cult,

it was therefore decided that the FEI would put together

a working group in 2007 to work on the revision of the FEI

World Dressage Challenge tests.

This objective was reached and the 2008 edition of the FEI

World Dressage Challenge is now composed of the following

classes: Preliminary / Elementary / Medium / Advanced / PSG.

The main idea behind this revision was to use this opportunity

and fi nd a way to combine both coaching and competition,

therefore creating continuity between the education of

coaches and their pupils. The working group used the dressage

module of the coaching system to redesign the different

tests used for the competition and create a better cohesion

between all of them and provide a real sense of progression

which did not exist until now. In order to do so, a fi fth test was

added thereby offering riders more opportunities to evolve.

Although the NFs of Belarus and Hungary had to cancel the

competition, the overall number of participating NFs remained

the same as in 2006. With the participation of Slovenia and

Turkey we were able to count 53 NFs in total.

Group 1: ARG, BRA, CHI, RSA, URU

The South African Team once again took the lead in the Team

Competition, dominating the other National Federations with

a total score of 203.59 points. In the individual classifi cation,

though most Classes were once again won by South

Africa, riders Julio Alvarez and Carlos Acuña from Uruguay

distinguished themselves in the Prix St-George thanks to their

excellent performance, allowing them to fi nish respectively

fi rst and second.

Group 2: COL, CRC, GUA, MEX, PER

This year, all Classes were won by Mexican riders which

allowed them to fi nish fi rst of the Team Competition in

front of Colombia. The battle for the third place of the Team

Competition was very tight between riders from Peru (third)

and Guatemala (fourth) as only 0.31 % separated both teams.

Group 3: BOL, DOM, ECU, ESA, HON, VEN

This year, the Team Competition was won by Bolivia which

was a fi rst for this NF. The NFs of Venezuela (second) and

Honduras (third) have been successful in the past fi nishing

regularly in the leading trio of the Team Competition. Ecuador

fi nished forth, El Salvador fi fth and Dominican Republic sixth.

Riders from Ecuador took over the Novice Class with fi ve

riders fi nishing in the top 10.

Group 4: CYP, GRE, ISR, ROM, UAE

Group 4 welcomed back Turkey which had not participated

in the FEI World Dressage Challenge since 1996. The Turkish

Team fi nished third right behind the United Arab Emirates

(second) and Greece (fi rts). Though Greek riders won two

out of the four Classes, Israeli rider Reut Harel won the

Advanced Class and UAE rider Cristina Calin won the Novice

Class. Congratulations to Turkey which made great efforts in

developing Dressage with the help of FEI Dressage Experts

and the FEI Development Fund.

Group 5: BLR, CRO, HUN, RUS, UKR

After a great success in 2006 the NF of Belarus was

unfortunately not able to participate in the 2007 Edition of

the FEI World Dressage Challenge, which gave the other NFs

a chance to stand out. However, with Hungary’s cancellation

and Russia’s disqualifi cation, only riders from Croatia, Slovenia

and Ukraine actually took part in the competition. With a

total of 193.59 points the Team of Slovenia won fi rst place,

followed by Croatia second and Ukraine third.

Group 6: CZE, EST, LAT, LTU, SVK

The leading trio was composed this year of Czech Republic,

Estonia and Slovakia. Considering the Team of Slovakia

fi nished last in the 2006 Team Competition, their third place

in 2007 shows the great progress of the riders. With a score

of 62.13 %, Latvian rider Atina Lapina won the Prix St-Georges

Class, therefore allowing her Team to fi nish fourth.

Group 7: BOT, KEN, NAM, SWZ, ZAM, ZIM

With a victory in the Prix St-Georges and the Children’s Class,

Zimbabwe riders took the lead in the Team Competition

followed by Namibia in second and Botswana in third.

Namibian rider Sumari Piepmeyer won the Advanced Class and

Peter Kay from Swaziland the Novice Class. It is encouraging

to see a rider from Swaziland winning the Advanced Class. It is

important to mention that Swaziland has put lots of efforts in

the education of their coaches with already 2 FEI courses for

coaches organised in 2004 and 2006.

Group 8: INA, IND, MAS, SIN, THA

Indonesian riders were very successful in Group 8, winning

the Advanced and Children Classes as well as the Team

competition. The Prix St-Georges Class was won by Malaysian

rider Sandra Baljeu on Mount William Perelin with a score

of 67.88 %, whereas the Novice Class was won by Amanda

Harvey from Singapore riding Laser Fella.

Group 9: CHN, HKG, KOR, NZL, TPE

This year’s FEI World Dressage Challenge fi nished on 22

November 2007 in Group 9 with the victory of the New

Zealand Team after winning three out of the four Classes.

Indeed, the New Zealand riders faced serious competition in

the Advanced Class which was won by Chinese rider Cai Qiao

followed by his compatriot Huang Lixing who fi nished second

and Soo Jin Lee from Korea took the third place.

Group 10: ANT, BAR, BER, HAI, JAM, TRI

This year again, the team competition was won by Barbados

followed by Trinidad & Tobago second and Jamaica third; Haiti

fi nished fourth and Bermuda fi fth. Unfortunately, Antigua

only entered competitors in two levels and therefore was

unable to put together a team. Barbados riders won both the

Prix St-Georges and the Advanced Class, whereas Jamaican

riders won the Novice and the Children’s Class.

AFFILIATIONSThe 2007 General Assembly approved the affi liation as full

member of Albania (ALB) in Group I, Cambodia (CAM) in

Group VIII and Yemen (YEM) in Group VII. Annual subscriptions

for all NFs belonging to Level 6 was established at CHF 250.

ROLEX AND HORSESPORT

The Rolex partnership with FEI entered its fourth phase at the

end of 2007, when Rolex became a category sponsor to the

Alltech FEI World Equestrian Games 2010.

Indeed the collaboration with the Swiss watchmaker Rolex, now

an integral part of the FEI’s commercial landscape, began with

the launch of the Television Magazine “FEI Equestrian World” in

2006 and has considerably progressed over the course of 2007.

Some of the latest developments include a new dawn in the

history of the FEI World Cup™ Jumping Series which saw Rolex

not only renew their title sponsorship for the Final but also

extend their partnership with the FEI to include the Western

European League.

Their commitment to the sport and its protagonists was further

strengthened when Rolex became the title sponsor of the FEI

World Jumping Riders’ Rankings in July now known as the

“Rolex Rankings”.

This structured and comprehensive approach has proved

to be extremely fruitful; namely the highly successful FEI

Television Magazine, which now is in its third year and has

clearly confi rmed its popularity and ability to promote the

many facets of the sport, as well as featuring all eight FEI

disciplines in the programming.

It is undeniable that the FEI’s relationship with Rolex is a valuable

and valued force which will continue to raise the profi le of

equestrian sport, as well as attract other strong brands to the table.

SAMSUNG SUPER LEAGUE WITH FEI

At the end of 2007, Samsung informed the FEI that they would

not renew their sponsorship for another term.

Samsung has been involved with equestrian sport – fi rst with

the international development competition, which has now

evolved into the FEI Jumping and Dressage Challenge, then

the FEI Nations Cup, and fi nally the Samsung Super League

with FEI – for over 20 years.

In today’s challenging commercial environment, cooperation

of this length and quality is exceptional and bears witness

to the interest and commercial potential of horsesport. You

could say they began at the grass roots level and ended with

the most prestigious team competition: the Samsung Super

League with FEI !!

This long-term partnership proved that the FEI and its sponsors

could work hand-in-hand, providing tailor made solutions to

their respective needs and thus confi rms and refl ects one of

the key pillars of the FEI President’s Manifesto, to strengthen

Horse Sport on a global basis and to foster growth for the FEI

commercially as well.

Time has clearly demonstrated, whether it be the substantial

media coverage generated in the written press, on television or

over the internet that the FEI Super League is a viable commercial

product which yields excellent returns upon investment. This

year alone, the total broadcasting time increased by nearly

30% compared to 2006 with 217 hours in total; the cumulated

audience was about 30M, as for the sponsoring value, over the

past three years it has increased by 100%.

The future is, without a doubt, a bright and innovating one –

with new opportunities to be grasped and thresholds to be

met. The FEI is confi dent that the FEI Super League is in good

hands with dedicated and professional organisers and a wide

fan base.

ALLTECH AND THE FEI WORLDEQUESTRIAN GAMES 2010

Since Alltech was signed in June 2006, preparations for

the Alltech FEI World Equestrian Games to be held at

the Kentucky Horse Park (USA) from 25 September to 10

October 2010 have been full steam ahead.

Alltech has been extremely active in their outlook and

presence while the response in Kentucky and the USA, in

terms of volunteers and interest has been overwhelming.

With over 35 % of trade show booths already booked; ¾ of

the volunteers signed up; the unveiling of two huge clocks

in downtown Lexington serving as an offi cial count down to

the games, or even the fact that the merchandising program

has already exceeded total sales in comparison to the 2006

– previsions are defi nitely pointing towards unprecedented

Games.

Indeed, the 2010 Games are expected to have a statewide

economic impact of USD 150 million and it is expected

that more than 600’000 spectators will attend the 16-day

competition. This is not entirely surprising as 2010 will the

fi rst edition of the FEI World Equestrian Games to be held

outside of Europe, as well as the fi rst time all eight disciplines

of the FEI are held concurrently at a single site!

HSBC

Following negotiations throughout the course of 2007, in

January 2008 the FEI teamed up with new partner HSBC,

the world’s local bank. As the world’s governing body for

horsesport, the FEI can now count on HSBC as the fi nancial

services partner of the FEI.

Headquartered in London, the HSBC Group is one of the

largest banking and financial services in the world. The

Group has over 125 million customers, and around 10’000

offices in 83 countries and territories in Europe, the Asia-

Pacific region, the Americas, the Middle east and Africa.

The FEI looks forward to an innovating and evolving

relationship with new partner HSBC within the fascinating

realm of horsesport and all it has to offer.

FEI LICENSING

The FEI Licensing activities are progressing at good pace. The

videogame My Horse & Me, launched in late November 2007

(Europe) and February 2008 (USA & Australia), has been well

received by consumers. The sales fi gures are very positive and

in line with the set objectives.

The FEI is particularly satisfi ed with the fact that 21 National

Federations are involved in the project and contribute much

of this success to the level of cooperation reached.

The game features the most accurate horse models and

animations ever in a video game, alongside deeply rewarding

gameplay set in a variety of enchanting environments. In

addition, My Horse & Me for PC, Nintendo DS and Wii, is

the fi rst game of its kind to offer players a choice of fi rst-

person as well as third person views while riding, putting

players right in the saddle for an unbeatably authentic riding

simulation.

A second edition of the game is planned to be released in

October 2008. The new version of the game will have an

exciting story line, feature more sections such as veterinarian

and include additional equestrian disciplines to increase

the attractivity of the game. In line with the fi rst game, the

FEI will continue to involve the National Federations in the

commercialisation process of My Horse & Me 2.

Other exciting licensing activities with new partners are

currently under discussions.

BRANDING

FEI’s branding activities progressed in 2007 and helped to

signifi cantly increase the value of the FEI corporate and

related competition brands.

A new pictogram for Para-Equestrian Dressage was created in

view of the Alltech FEI World Equestrian Games where Para-

Equestrian Dressage will be fully taking part in the games.

The selected design conveys the view of the FEI’s desire for

integration, it defi nes the difference between Dressage and

Para-Equestrian Dressage and does not draw attention to a

specifi c disability.

PUBLIC RELATIONS2007 presented many interesting challenges to the FEI

Communications Department namely with the media

accreditation for the 2008 Olympic Games and the promotion

and media operations at FEI Championships. Furthermore,

in terms of press coverage, the number and variety of FEI

newsletters increased as did the journalistic support to the

Samsung Super League with FEI.

Media accreditation for the 2008 Olympic Games

Given the exceptional situation of horsesport at the 2008

Olympic Games, it was decided that accreditation for the

specialised equestrian press (written press only) would be

handled though the FEI and not the NOCs as is usually the case.

The usual quota was increased to ensure the sport received

the best and most comprehensive possible coverage.

The application process opened on 14 May and closed on

8 July. Some 170 applications were received and were all

carefully checked and subsequently presented to the IOC,

resulting with one hundred and ten accreditations being

granted according to objective criteria.

FEI Championships

Some 20 FEI Championships took place in the period from

March to mid-September 2007. The FEI Communications staff

granted active support providing the events’ press offi cers

with guidelines for the set up of media facilities, publishing

and communicating their accreditation forms as well as

material for their press kits. A more in-depth service (reference

background information, FEI press kits, logistical support)

was set up around the FEI European Jumping, Dressage and

Eventing championships. Eight of the 20 championships

were attended by FEI Communications Staff and integrally

reported on. Support was also organised for the remaining

championships with the help of journalists specialising in the

relevant discipline.

An online photo catalogue where pictures in high and

low resolution could be downloaded was launched for

the professional media in order to encourage the use of

photographs in the written press. To this effect, photographs

from all the championships were posted during and

immediately following competition. This new service provided

by the FEI was met with immediate success – with several

thousand requests being made with 500 being granted access

to legitimate media and editorial purposes.

FEI Newsletters

The volume of news released since January 2007 tripled as

compared to previous years – 90 Press News, 65 issues of

In the Spotlight newsletter, 15 Alltech FEI World Equestrian

Games news and 15 Olympic news.

As a result, the number of unique visitors to www.horsesport.

org increased from an average of 55’794 per month in 2006

to 71’376 in 2007.

Journalistic Support to FEI Series

The reports released immediately following each of the

qualifi ers from the various FEI series has proved to be

tremendously successful with the number of subscribers

increasing from year to year. The service has been expanded

compared to previous years to include In the Spotlight

features and pictures for download from the FEI online

photo catalogue.

Media relations

The level of interest media have shown in various topics and

especially those related to doping and positive medication

cases has been high. In order to demystify and clarify all the

processes involved, a proactive approach, especially in high

profi le doping case, is gradually being put in place. As a result,

good relations have been developed with many members

of the press and the relevant journalists are informed in a

proactive way about the cases that are of particular interest

to them.

Enquiries from Media/Public

Enquiries from the media and general public have increased

signifi cantly, with an average of 50 per month.

1. These fi nancial statements are subject to approval by the FEI General Assembly.

2. FEI receives in the year of the Olympic Summer Games a Contribution from the International Olympic Committee (IOC). It

is considered that these proceeds, which are only received once every four years, represent a core fi nancing of FEI both for

the year of the Games and the succeeding three years.

The contribution is allocated initially to the IOC Contribution Fund. In the year of the Games, a unique amount is fi rst

credited to revenues from the Fund equal to the net costs incurred by FEI for its participation at the Games. The balance is

credited to revenues in four equal annual amounts commencing in the year of the Games.

Any contributions received after the initial contribution are added to the balance of the Fund and also credited to revenue

over the remaining years of the quadrenium.
