FEHRL Background
•15 years as the European Centre of Excellence in Road Research
•Formed as the organisation of European National Road Research Centres
•Currently consists of 29 institutes – all with a public service orientation – employing over 5,000 staff
•Facilitates cooperative research projects for European Road Directorates, European Commisson and other clients

FEHRL’s objectives
Through research collaboration, FEHRL’s statutory objectives are to:
• Provide scientific input to EU and national government policy on highway engineering and road transport matters.
• Create and maintain an efficient and safe road network in Europe.
• Increase innovation in European road construction and road-using industries.
• Improve the energy efficiency of highway engineering and operations.
• Protect the environment and improve quality of life.

Objective of the Vision
Develop a 2025 vision to assist organisations involved in using, operating and maintaining the road network to plan their longer term needs.
To provide an input to ERTRAC and other bodies
To identify where our activities might need to interface with other stakeholder
The Vision is to help to identify research needs over the next five years.

Delivering a joined-up approach
• Structurally - and politically - infrastructure research (and especially implementation) is not the same as industrial research.
• To be successful, we need to involve a greater number of countries in our research in order to avoid the ‘not invented here’ and the ‘it cannot work here’ syndrome.
• At a national level, partnerships with industry have traditionally been successful. But we have not yet scaled this up to the European level.

A collaborative approach will be needed for;
• Optimising capacity of the network and increasing the efficiency of goods transport
• Improving the safety on our roads • Reducing energy consumption, environmental
impact and nuisance and societal/cultural impacts• Implementation of innovation
• Development of better – integrated - standards & Directives
