The reality…
Service members, military families and veterans face unique challenges
in the labor market.
– Despite having valuable military experience, veterans frequently
find it difficult to obtain formal private sector recognition of their
military training, experiences, and skill sets through civilian
certification and licensure. This also makes it difficult for the private
sector to capitalize on the resources and time spent training and
educating service members.
– Frequent moves combined with different requirements for
occupational licenses across state lines can make it difficult and
costly for spouses of active duty military to find a job.

• DoD Directive 8570.1M
– Mandates all government personnel, civilians and contractors working
on networks are required to receive industry IT certifications
– Certification providers had two years to be accredited by ANSI to the
ISO 17024 standard
• DoD Financial Management (FM) Certification Program
– The DoD FM Certification Program recognizes high value of certification,
recommending completion of one of the 20 DoD‐approved Test‐based
Certification Programs at Level 2 and “strongly” recommending
completion of one at Level 3.

• State and Regulatory credentialing exams support advancement,
transition and career portability for military families
– Since 2015, more than 1,700 exams for state and regulatory
credentialing were delivered at US military bases, including
OCONUS installations
– A report released by the US Department of Defense and
Department of the Treasury in 2012 indicates that over
one third of military spouses have occupations that require
a credential.
• More than 70 percent of 1,000 participants in a National Military
Family Association survey held credentials in one to three states.

• Clear and consistent credentialing standards for the most in-demand veteran
occupations that states can adopt and use to attract highly-skilled military
households
• Develop new, nationwide standards for high-demand occupations
• Get states on board with a “Blue Star”
− As states align their credentials with the federal standard, they should be
recognized with a “Blue Star” designation by either the Department of
Veteran’s Affairs or the Department of Labor.
• Get the military on board
− With clear certification standards in hand, military bases and training
programs will be able to provide enhanced training and, more importantly,
credentialing that will ensure veterans are developing competitive,
employable skillsets and certifications while they are still in the military—
preparing them for a quick transition to civilian employment.
