John Sikaitis joined Jones Lang LaSalle in 2005 and today is Senior Vice President and Director of Office Research and Local Markets Research for the Americas, based out of Washington, DC. In his office research role, his responsibility is to direct and implement strategy, methodology, product / platform enhancement and the firm’s overall analysis, message and outlook for the macro U.S. office sector, ensuring that our research platform creates and disseminates the most up-to-date, thoughtful, thorough, proactive and consultative research across 46 U.S. office markets where Jones Lang LaSalle has a presence. As lead of Local Markets Research for the United States, his prime responsibility is to grow and differentiate the local market expertise and quality of the firm’s research, while guiding new initiatives and the growth and development of more than 55 research analysts across the country.

Mr. Sikaitis received a B.S. from Georgetown University in Washington, DC; a Specialization in Central American Relations from the Universidad de Costa Rica, San Jose in Costa Rica; and a Specialization in Latin American Economics and Development from the Universidad de Buenos Aires in Buenos Aires, Argentina.

Scott HomaDirector, ResearchJones Lang LaSalle

Scott Homa is Vice President of Market Research at Jones Lang LaSalle. Mr. Homa oversees the daily operations of research initiatives and directs the statistical tracking of key economic and market fundamentals to provide insight and predictive intelligence to owners, investors and occupiers of commercial real estate.

Mr. Homa originally joined Jones Lang LaSalle in 2005 as a Research Associate focused on the Mid-Atlantic commercial office market. In that capacity, Mr. Homa produced regular submarket reports, supply and demand analyses, economic forecasts and offering memorandums for large-scale leasing and sales assignments.

Mr. Homa was promoted to Mid-Atlantic Research Manager in 2009 and Vice President of Research in 2011. His work throughout his tenure at Jones Lang LaSalle earned recognition from the American Marketing Association for Best Quantitative Research and his market insights have been regularly quoted in leading business publications, including The Wall Street Journal, Washington Post, Washington Business Journal and various real estate trade publications.

Mr. Homa received a bachelors degree in finance, Cum Laude, from Georgetown University in Washington, DC. He served as a staff writer for The Georgetown Hoya and was nominated for the Edward J. Bunn award for excellence in student journalism.

He is a member of the Urban Land Institute (ULI) and the Washington, DC Commercial Real Estate Market Research Council (CMRC). He has served on the planning board of the National Association of Industrial and Office Properties (NAIOP).

Kim H. BurkeManaging Director, Public InstitutionsJones Lang LaSalle

Kim Burke is a Managing Director in Jones Lang LaSalle’s Public Institutions group in Washington, D.C. Her work includes Enhanced Use Leasing (EUL), privatization programs, federal real estate and strategic planning, federal financial management, program performance measurement, Office of Management and Budget (OMB) scoring and accounting and federal legislative and regulatory assistance.

Over the last 19 years, Ms. Burke has developed a specialty in advising federal agencies on EUL, real estate strategy, privatization and OMB budget scoring for privatization programs. She supports the Department of Veterans Affairs (VA), Department of Defense (Army, Air Force, Office of Secretary of Defense) with Enhanced Use Leasing programs; the General Services Administration (GSA) and Department of Energy (DOE) for strategic, alternative finance, leasing and budgetary scoring; and military housing privatization programs. Her work has included transaction services, real estate market analysis, strategic planning, industry and capital markets research and negotiations, as well as OMB discussions and negotiations on budgetary scoring. She oversees program development for EUL, creation and evaluation of redevelopment alternatives, economic/market analysis, highest and best use assessments, solicitation development and developer evaluation.

Prior to joining Jones Lang LaSalle, Ms. Burke was a Principal at Ernst & Young (E&Y), where she advised multiple agencies in real estate strategy, privatization and budgetary scoring. At E&Y, Ms. Burke was engagement partner for Walter Reed Army Medical Center Building #50 and ongoing transaction oversight for VA. She also advised the Department of Energy, General Services Administration, National Archives and Records Administration and Y-12 National Nuclear Laboratory on similar real estate and capital acquisition projects.

Prior to joining Jones Lang LaSalle and E&Y, Ms. Burke served as the chief analyst for federal credit policy at OMB, where she was responsible for implementation of the Federal Credit Reform Act. She was also responsible for policy development across credit agencies and implementation of OMB Circulars A-11 and A-129. Prior to OMB, Ms. Burke served as a budget analyst at the Congressional Budget Office, where she tracked and aggregated data on the federal credit and supplemental appropriations.

Ms. Burke has an M.B.A. from the University of Texas at Austin and a B.A. from the University of Virginia. She is a member of the Association of Defense Communities, Association of Government Accountants and American Association of Budget and Program Analysis.

Clifton E. (Chip) Rodgers, Jr.Senior Vice PresidentThe Real Estate Roundtable

Clifton E. (Chip) Rodgers, Jr. has successfully represented real estate’s stake in the national policy arena on a broad range of issues for over a decade.

Since 9/11, he has worked extensively on terrorism risk management and mitigation issues as executive director of the Real Estate Information Sharing and Analysis Center (www.reisac.org) and played a leading role in the enactment of the Terrorism Risk Insurance Act and its subsequent extensions.

In addition to his work in federal government relations on a range of national policy matters, Rodgers has 15 years of experience in capital market real estate investment banking, work-outs and debt restructuring activities at Mellon Bank, Fannie Mae, The First Boston Corporation, Phillips Realty Capital, a Goldman, Sachs & Co venture with the J.E. Robert Companies (now known as the Archon Group) and Legg Mason.

Rodgers was also appointed by President George H. W. Bush to direct the U.S. Treasury Department’s Office of Business Liaison, where he focused on a broad range of issues and regulatory actions affecting America’s business and financial services sectors.

In addition to his current position with The Real Estate Roundtable, Rodgers is an adjunct professor at Georgetown University’s McDonough School of Business and serves as a founding director of the Bank of Georgetown in Washington, DC. He has also served as an industry trade advisor to the Office of the U.S. Trade Representative and the U.S Department of Commerce, on the steering committee of the Coalition to Insure Against Terrorism (CIAT), a member of the Natural Catastrophe Policyholder Coalition, as a staff advisor to the RAND Corporation’s Center for Terrorism Risk Management Policy, as well as a number of other civic, educational and corporate boards. He is listed in Who’s Who in America and has appeared on the CBS Evening News, CNBC’s Squawk Box and PBS’ Nightly Business Report.

Victoria HartkeActing DirectorGeneral Services Administration

Victoria R. Hartke is currently serving as the Acting Director, Office of Leasing, for the General Services Administration, Public Buildings Service in the National Capital Region. She returned to this position on September 4, 2012 after serving for about five months as the Acting Regional Commissioner for the Greater Southwest Region of PBS. Before that, she spent a year as Senior Advisor to the Chief Operating Officer, Deputy Administrator Susan Brita, working on performance management, measurement and implementation of the Government Performance Results Act Modernization Act of 2010.

Victoria previously served as the Acting Director, Office of Leasing from January 2009 until February of 2011. In that capacity, she was responsible for leading the formation of the Office of Leasing. Victoria also served as Director of the Real Property Utilization and Disposal Division in NCR. She joined PBS NCR in 2005 following 12 years with the State Department’s Office of Overseas Building Operations where she led teams that were responsible for leasing, acquisition and disposal actions at 250 embassies around the world.

Victoria holds an LLM, summa cum laude, from George Washington University in International and Comparative Law, a JD from the Pennsylvania State University School of Law, a B.S. in Economics and French from Gettysburg College and both a Master of Corporate Real Estate and Certificate of Advanced Study from CoreNET Global.

She lives in Bethesda, MD with her husband, James Crotty, and 8-year old daughter Ainsley.
