Lauren Amos Pinnacle Specialty Group, Inc.Vice President of Business Development

Lauren Amos has over 25 years’ of business operations and project manage-ment experience, currently serving as the Vice President of Business De-velopment with Pinnacle Specialty Group, Inc. Ms. Amos specializes with contract management and serves as a Subject Matter Expert on the Service Contract ACT. She has also performed project management duties through-out the Department of Energy (DOE) complex at Savannah River Site, Y12 National Security Complex, East Tennessee Technology Park, Pantex Plant, Nevada National Security Site and West Valley Demonstration Project.Ms. Amos’s experience is primarily derived from the government and com-mercial nuclear industry, with specialized emphasis in DOE contracting and DOE security requirements. Ms. Amos has a DOE “Q” clearance and has been a Facility Security Officer for over 15 years, thus enhancing her per-sonnel and site security awareness. Ms. Amos has successfully secured contracts in excess of $300M and managed a cumulative 2500 staff support professionals throughout multiple facilities.Ms. Amos has been a proud member of ETEBA since 2008 currently serving on the Board of Directors, the ETEBA Scholarship Golf Tournament Commit-tee and the Fundraising Committee. Ms. Amos has an Associate in Arts in Accounting from Aiken Technical Col-lege and a Bachelor of Science in Business Management from the University of South Carolina but with one daughter at the University of Tennessee and the other daughter headed to Clemson University, Ms. Amos cheers for them all.

Scott BissenSupply Chain Management CenterDirector

Scott Bissen is the Director of the Supply Chain Management Center at Honeywell Federal Manufacturing & Technologies, which manages and op-erates the Department of Energy’s Kansas City National Security Campus. With nearly 3,000 employees in Kansas City and Albuquerque, the KCNSC provides diverse engineering, manufacturing and secure sourcing services.Scott is responsible for driving the Department of Energy’s National Nuclear Security Administration and Environmental Management strategic sourcing program. His role is to collaborate with the contractor community to enhance current acquisition processes, creating an effective, efficient and enterprise-focused sourcing / procurement function. This program services a supply chain that includes more than 20 contractor locations with a combined annual procurement spend of more than $3.5 billion with more than 30,000 suppliers.Under Scott’s leadership, the SCMC has enabled the NNSA and EM Contrac-tors to grow their strategic sourcing savings at more than 15 percent during the last two years while also doubling the amount of enterprise wide agree-ment awards received by small businesses. He began his career with Honeywell in 1997. Scott previously served in various sourcing and procurement positions, including Director of Integrated Supply Chain; Site Materials Leader in Olathe, Kan.; and Site Sourcing Lead-er for Tucson, Ariz. In these roles, he drove supply chain and supply base improvements in quality, savings generated, on-time delivery and cycle-time.Scott holds a Bachelor of Science degree from Loras College, Dubuque, Iowa. Additionally, he is Six Sigma Black Belt certified.

Sharon D. BradySavannah River National LaboratoryDirector Business Services

Currently Director of Business Services for the Savannah River National Laboratory (SRNL) with responsibility for all business functions. Recently transitioned the lab to a Separate Independent Business Unit within Savan-nah River Nuclear Services, LLC, (SRNS) the Management and Operations contractor for the site. As Vice President of Stoller Newport News Nuclear, one of the parent companies of SRNS, I have worked for over 25 years at various Department of Energy Sites around the complex including West Val-ley, Paducah, Portsmouth, Hanford, Carlsbad, Grand Junction, Legacy Man-agement, and previous experience at the Savannah River Site in the 1990’s.

Anthony E. (Tony) Cady, PMPU.S. Army Corps of Engineers Savannah DistrictSenior Project Manager for Ft. Gordon, GAActing Chief of Military Programs and Project Management

Mr. Cady began his government career in March 1984, with the U.S. Army. He was a Combat Engineer and retired from the Army in December 2006, as a Command Sergeant Major. During his military career he served overseas in numerous countries and capacities including two combat tours in Iraq. Tony joined the U.S. Army Corps of Engineers Kansas City District in Novem-ber 2006 and served as the Project Management & Military Programs Branch Program Manager – Forward at Ft. Riley, Kansas until October 2015.He then moved to the Savannah District and became the Senior Project Man-ager for Ft. Gordon, GA. In addition to those duties, he is currently the Acting Chief of Military Programs and Project Management for the district. Tony is married to the former Kim Wilfong of Hickory, NC. They have four children and five grandchildren.

Liz Harris is the Procurement Administrator and Small Business Program Manager for Centerra-SRS. She has been with the company for over 26 years, specializing in the procurement field for over 22 years. Liz is a mem-ber of the National Contract Management Association and has been awarded the lifetime designation of Accredited Purchasing Practitioner by the Institute for Supply Management. She also holds an Associates of Science Degree in General Education from Troy University.

Cheryl J. Hartfield is the Small Business Program Manager (SBPM) for Sa-vannah River Nuclear Solutions (SRNS), LLC, at Savannah River Site (SRS). I have been on the Site for 28 years. I hold a Master’s Degree in Business Administration from Southern Wesleyan University and a Bachelor of Science in Business Management from Southern Wesleyan University. I have been in the Procurement Organization for eight (8) years and dedicated to Supplier Development/Small Business Program for two (2) years.

David W. Hepner, Sr. U.S. Department of EnergyOffice of Acquisition Management Director Acquisition Operations Division

His organization develops, implements, and manages local policies and pro-cedures, performs contract review of procurements, manages property and oversees contractor human resources functions as part of DOE’s contract administration. The Division serves as the primary advisor on business and community diversification programs and technology management. His orga-nization coordinates with stakeholders on issues of worker and community transition, public and private educational institutions, local, state and regional planning boards/commissions, chambers of commerce, and economic devel-opment organizations. He also interfaces with Federal, state, and local agen-cies, elected representatives, public interest groups, and concerned citizens on issues involving the Savannah River Site.

Mr. Hepner is a warranted FAC-C Level III Contracting Officer awarding and administering contracts and financial assistance instruments (grants and cooperative agreements) for DOE. He has the responsibility for the Liquid Waste and Support Services contracts. He has participated in a number of contracting activities through the years using innovation and strives to break down barriers to accomplishing work and win-win solutions. Mr. Hepner received the Secretary of Energy’s Gold Award, the Department’s highest honor, and he remains the only Savannah River Site employee to receive this honor.

Ralph HollandOffice of Environmental ManagementDeputy Assistant Secretary, Office of Acquisition and Project Management

Ralph Holland serves as the Office of Environmental Management’s (EM) Deputy Assistant Secretary, Office of Acquisition and Project Management. In this capacity, he serves as the EM Head of Contracting Activity and is respon-sible for contract placement; contract management; project management policy development; and oversight of EM’s portfolio with total contract values ranging from $50-60B. He also serves as the Director of the Environmental Management Consolidated Business Center (EMCBC) which provides busi-ness, personnel, safety, and other technical environmental management support to EM field offices. Mr. Holland has served in various contracting, supervisory, and management positions within DOE over the past 23 years, notably in the role of Deputy Director of the EMCBC and as EMCBC’s As-sistant Director, Office of Contracting. These positions are associated with environmental cleanup activities at former nuclear weapons production facili-ties throughout the United States.

Prior to joining the Department, Mr. Holland served in supervisory and mana-gerial positions with the Defense Logistics Agency. In this capacity, he had acquisition responsibility for a broad range of goods and services, which in-cluded weapons systems components, research and development, and con-struction.

Ralph holds a Bachelor of Arts degree in management from Antioch Universi-ty in Yellow Springs, Ohio and is a Level III Certified Acquisition Professional.

Thomas Johnson, Jr.U.S. Department of EnergySavannah River Operations OfficeAssociate Deputy Manager

In May 2015, Thomas Johnson, Jr. was appointed Associate Deputy Man-ager, U.S. Department of Energy Savannah River Operations Office at the Savannah River Site (SRS) in Aiken, SC. His responsibilities at SRS include: human resources; organizational culture, safety and quality assurance; bud-get formulation and implementation; project planning, management, and inte-gration; and award of new contracts and contract administration. He entered the Senior Executive Service under a limited-term appointment in 6/2011 and became a career member in 11/2012.

He previously served as the Associate Deputy Assistant Secretary for Acqui-sition and Project Management at DOE Headquarters from 2012-2015. His responsibilities included overseeing the award and execution of major con-tracts (valued at greater than $25 million) and the application of sound project management techniques on DOE projects throughout the United States.

His early Federal career service included positions in engineering, design, construction, and project management with the U.S. Army Corps of Engi-neers in Charleston, SC (1981-1992). He served as a DOE Remedial Proj-ect Manager at the SRS (1992-2006), Federal Project Director at the DOE Energy Technology Engineering Center located near Simi Valley, CA (2007-2009), before taking over the role of Deputy Director and then Director of the $6 billion Environmental Management American Recovery and Reinvestment Act Program at DOE Headquarters (2009-2012).

Mr. Johnson obtained both a Bachelor of Science in Civil Engineering and a Master of Science in Earth and Environmental Resource Management from the University of South Carolina. He is a certified Federal Project Director, Contracting Officer Representative and Registered Environmental Manager.

Brenda MikkolaValue Added Solutions, Inc.Chief Executive Officer

Ms. Mikkola has over 40 years’ experience in Federal Government contract-ing in the areas of staff augmentation, construction, environmental, health and safety, and operations. As a Contracting Officer for the DOE Idaho Op-erations Office she managed various contracts to ensure compliance with the Federal Acquisition Regulations and the DOE Acquisition Regulations. Also, as a Waste Management Branch Chief for DOE she managed numerous waste processing and storage facilities and the DOE-ID Complex. During her career with DOE and DOE Contractor and subcontractor organizations she was responsible for cost control engineering, planning, scheduling, and budgeting for large government projects and programs. As owner of a lo-cal Aiken, woman-owned small business, Value Added Solutions Inc., her company provides staff augmentation services to the DOE, DOE Contractor organizations, and the Commercial Nuclear Industry. She is a graduate from the University of Idaho with a B.S. in Business.

David Olson is the vice president of Operations for Fluor Government Group’s Environmental and Nuclear (E&N) business line. In this role, he is responsible for oversight of the Department of Energy Environmental Management (DOE-EM) projects in the E&N portfolio including Savannah River Nuclear Solu-tions, Paducah and Portsmouth with planned additions of Idaho Clean-up and DUF6 pending the outcome of ongoing competitions.

Prior to coming to Fluor in October 2015, Olson served as president and proj-ect manager for Washington River Protection Solutions (WRPS), where he led the remediation of radioactive and hazardous waste tanks at the DOE’s Hanford site in Washington state. Olson has more than 34 years of experi-ence in government nuclear facilities operations and projects.Prior to joining WRPS, he served as president and project manager of Savan-nah River Remediation at the Savannah River Site (SRS) in South Carolina. Previously, Olson was deputy project manager and operations manager at SRR.

In that position, he provided operational leadership for the liquid waste con-tract. Olson’s responsibilities included strictly maintaining all safety and en-vironmental regulations, assuring safe operation of all facilities developing strategic execution plans that maintained all liquid waste facilities, and meet-ing DOE and other stakeholder project objectives. He also held the position of interim president and executive vice president of Washington Savannah River Company. Before that, Olson served as Liquid Waste Operations man-ager where he was responsible for successfully executing and managing op-erational, project, construction and other business functions in liquid waste and associated areas.

Olson has a BS in Chemical Engineering and Masters and Doctorate degrees in Business. He is also a certified Project Management Professional (PMP) through PMI. He received the 2004 DOE Secretary’s Excellence in Acquisi-tion Award. He was also recognized as the 2008 Executive of the Year by the Savannah River Chapter of the National Management Association.

Andrew K. PageU.S. Army Corps of EngineersSavannah District Contracting DivisionContract Specialist

Mr. Page began his career in 2010 as a Student Trainee in Procurement within USACE Savannah District’s Contracting Division while working to-wards a Bachelor of Arts degree in Economics from Armstrong Atlantic State University in Savannah, GA. Upon graduation in 2011, Mr. Page accepted a full-time position with USACE Savannah District. In 2012, Mr. Page took a reassignment to USACE Seattle District where he worked primarily on Sup-plies & Services requirements—during this time Mr. Page became the Dis-trict’s expert on utility contracts and also served as the lone Grants Specialist. In 2013, Mr. Page worked for the State of Idaho’s Division of Purchasing, where he served as the State’s representative for health-related products and services for the Western States Contracting Alliance/National Association of Procurement Officials (WSCA/NASPO), as well as the Minnesota Multistate Contracting Alliance for Pharmacy (MMCAP). continues on next page...

In 2014, Mr. Page returned to USACE Savannah District, where he serves as a Contract Specialist working primarily on large, high-visibility Military Construction (MILCON) and Architect-Engineer (A-E) requirements. Mr. Page is a member of the National Contract Management Association (NCMA), and is working towards his Certified Federal Contracts Manager (CFCM) certification.

Rose M. Stokes-SmallsDeputy, Office of Small Business ProgramsU.S. Army Corps of Engineers, Charleston

Rose M. Stokes-Smalls serves as the Deputy for Small Business Programs for the U.S. Army Corps of Engineers, Charleston District. She assumed this position January 2013 where she serves as the key official with the respon-sibility to plan, organize and direct the implementation of the small business program.

A 32-year Corps veteran, Ms. Stokes-Smalls is responsible for overseeing the government’s policy to provide maximum practicable prime and subcon-tracting opportunities to all categories of small businesses consistent with efficient contract performance. She serves as an advocate for small busi-ness in the acquisition process where she works closely with program, tech-nical and contracting personnel early in acquisition planning. Her primary objective is to ensure that acquisition strategies result in a positive outcome for small businesses in contract requirements which could mean either the award of prime contracts under one of the socio-economic programs or sub-contracts awarded by major prime contractors.

Ms. Stokes-Smalls previously served as Contract Specialist, Contracting Di-vision in Charleston from May 1999 to January 2013. In between, from March 2007 to November 2010, she also held the positions of Contract Specialist, GS-12,with Joint Base Charleston, Charleston AFB (October 2010 – Novem-ber 2010); Contract Specialist, GS-12, U.S. Navy, Naval Weapons Station, Goose Creek, SC (August 2010 to October 2010); Procurement Analyst, GS-11, U.S. Air Force, Charleston Air Force Base ( February 2009 to Au-gust 2010) where she also serves as a warranted Contracting Officer with a $500,000 warrant and a certified Quality Assurance Program Coordinator for the Charleston Air Force Base; Contract Systems Specialist (March 2007 to February 2009), GS-11, U.S. Air Force Charleston Air Force Base. She returned to the U.S. Army Corps of Engineers, Charleston District November 2010.

Ms. Stokes-Smalls is a native of Mount Pleasant, South Carolina. She graduated from the University of South Carolina in 1982 with a Bachelor of Arts degree in Interdisciplinary Studies in Business Administration and is a recent graduate, May 2015, from Payne Theological Seminary with a Master of Divinity degree (Cum Laude). She is a proud member of Delta Sigma Theta, Inc. Sorority where she served as Chairperson of the East Cooper Mentoring Program.

During her career, Ms. Stokes-Smalls awards include six Department of the Army Achievement Medal for Civilian Service, Civilian Category II Employee of the Quarter Award with Charleston Air Force Base, US Army Corps of Engineers, Charleston District Employee of the Year, multiple performance awards, Quality Step Increase award and multiple On-the-Spot/Special Act awards.

Elizabeth Wooten is the Socioeconomic & Policy Manager for Savannah River Remediation (SRR), Contractor to the Department of Energy.Elizabeth has worked for SRR at the Savannah River Site since 2012, in various roles including: Field Procurement Engineer, Small Business Program Manager and Procurement Administrator. Elizabeth has experience working with many government entities including the Supply Chain Management Center (SCMC), General Services Administration (GSA), Federal Aviation Administration (FAA), Department of Transportation (DOT), Small Business Administration (SBA), Office of Small and Disadvantaged Business Utilization (OSDBU), The State of South Carolina, Homeland Security, various counties and municipalities and many universities. Elizabeth received a Bachelor of Science Degree from the University of South Carolina followed by her Certified Professional Public Buyer (CPPB) Certification in 2010. In 2012, Elizabeth received the “Buyer of the Year” Award from the South Carolina Association of Governmental Purchasing Officials. Elizabeth developed her interest in small business early in her career working for her mother’s company where she gained a first-hand understanding of the challenges small businesses face. Elizabeth’s unique experience has given her a passion for seeing small businesses succeed.

ETEBA BIOSJenny FreemanEnergy, Technology and Environmental Business AssociationPresidentJenny Freeman is the Vision Implementation Manager for Strata-G, a veteran-owned small business where she has worked for over 10 years. Prior to that, she was the Executive Director of ETEBA and has been involved with the organization since 1992, when she was first elected to the Board of Directors. Jenny’s enthusiasm for ETEBA stems from her belief that the organization offers any company that chooses to participate the chance to work together for the good of the whole business community. Jenny and her true-blue husband, Bill Allen, live in Oak Ridge, but they travel a lot.

Tim GriffinEnergy, Technology and Environmental Business AssociationExecutive DirectorMr. Griffin is the principle spokesman for ETEBA, and is responsible both for the day-to-day operations of the association as well as for working in cooperation with the Board of Directions to set the strategic course for the association. Prior to taking this position, Mr. Griffin was a Principal at Golder Associates Inc. Mr. Griffin began his career at Golder in 1989 in Richland, Washington where he worked on a variety of environmental investigation and remediation projects at Hanford, the Idaho National Laboratory, and the Los Alamos National Laboratory. Mr. Griffin transferred to Oak Ridge, Tennessee in 1994 to serve as office manager. He also managed a wide variety of projects and led business development initiatives for clients that included DOE, USACE, FEMA, and the states of Tennessee and Kentucky. In 2007 he transferred to Raleigh, NC to manage Golder’s North Carolina operations which included offices in Greensboro, Charlotte, and Raleigh. Mr. Griffin received his B.A. in Geology from the University of North Carolina – Wilmington and his M.S. in Geology from the University of North Carolina – Chapel Hill. He is married to Tamara, and they have two remarkable daughters named Claire, a junior at the University of South Carolina, and Anna, a sophomore at the University of North Carolina – Chapel Hill.
