NOTES FROM THE PRESIDENT’S DESK
We are off and running for a great 2019. Thanks to all that attended the January 24th
Annual Meeting and many thanks to Dusty, Deb, Wendy and the Patriot team for
their work in putting it on. Your 2019 Board of Directors are identified in the column
to the left on this page. For those unable to attend I have included in this newsletter
the “Projects Completed” part of the briefing so you can see what has been accom-
plished over the last few years.
As this is our first “Web Newsletter” please let us know your thoughts on it. Thanks
Deb for your work in producing this new, inspired and money saving version.
Our new G4S Capitan for Northwest Crossing is Tonika Ali. Please say hello and get to
know her.
We didn’t get to re-plaster the Weybridge pool before year-end but will have it done
before swim season begins. The new pool covers needed to have some adjustments
made to correct size and make cut-outs for rails but are otherwise performing as ad-
vertised. The new triple slide at the Dover Ridge playground has been installed after
the first one the manufacturer sent was damaged in shipment and had to be replaced.
As of this writing over 70% of our members have paid or arranged payment plans for
this year's annual assessment. THANK YOU. Paying promptly goes a long way to-
ward our ability to reduce cost and execute maintenance and upgrade projects in a
timely manner. See a summary of completed projects for the past five years on pg. 9.
Deb and Wendy have organized our 2nd “Sweetheart Dance” for February 16th from 6
-8 PM at the Weybridge Clubhouse. Please RSVP soon as space is limited. They also
have on the schedule our first NWC community 5K Walk/Run event scheduled for
March 2nd (Texas Independence Day). Details in this newsletter.

Cluster Mailbox Vandalism/Theft: Chief
of SAPD Police, William McManus, is aware of
the city-wide plague of mail theft and has stat-
ed he will work with HOAs to come up with
solutions. The good news is 2018 was a less
successful year for thieves than 2017 with re-
ported thefts dropping to 141 from 292. But the
data causes one to wonder... is this accurate or
a result of victims not reporting thefts to the
proper authorities?
We cannot emphasize the importance of not
only posting on social media outlets to encour-
age your neighbors to take precautions but also
REPORTING to the appropriate authorities. If
they do not realize there is a problem, there is
very little influence your HOA can have on
them to make changes and repair a broken sys-
tem. If you believe your package delivery has
been stolen or your cluster mailbox has been
broken into, please report it to ALL below—
keep your case numbers and share it with each
agency you report to:

Parking: Streets in NWC HOA are not private;
they are owned, policed, and maintained by the
city. The HOA has additional restrictions on
parking including no trailers, basketball goals in
street or on sidewalk, and no parking in front of
mailboxes. Your neighbors ask that you please be
considerate and avoid parking immediately in
front of others’ properties when parking on the
street. If you are having extra guests for an event
at your residence, it is polite to let your neighbors
know to expect extra vehicles on the street for a
short period of time. If a vehicle is parked block-
ing your driveway you may report it to NWC se-
curity. If a vehicle is parked illegally, stored on
the street for more than 24 hours, oversized, or
inoperable (including vehicles with expired regis-
tration) you may report it to SAPD non-
emergency.
With nearly 4,000 homes in a relatively small area, there is bound to be some conflict between neighbors. These are currently the most common complaints received by the on-site HOA office
and some helpful information to help you and your neighbors.
Noise: Your neighbors ask that you turn down
music, including in the car when entering the
neighborhood. NWC Security will respond to
noise complaints with a decibel meter and fol-
low city ordinances. They will involve SAPD if a
resident does not respectfully comply with
their requests to turn down the volume. You
may report dogs that bark for 30 minutes or
longer to the city by calling 3-1-1.
Playground Equipment: We have had sev-
eral residents express concerns about the safety
of our parks playground equipment. Much of it
is more than 30-years-old and though it has
been maintained through regular repairs, it’s
age is showing. In 2014 playground equipment
was replaced at the Weybridge Park with a
price tag of $20K. In 2017 the Dover Ridge
Nature Park walking path had to be resurfaced
due to dangers of uneven asphalt, a $15K ex-
pense. Last year both the Misty Brook Park and
Dover Ridge Nature Park slides were replaced
at $5K each. This year the HOA Director and
Board are looking at replacing two pieces at
Dover Ridge Nature Park that are so aged they
are beyond repair. We appreciate feedback
from residents about the equipment that brings
safety issues to our attention. The best way to
let the Director and Board know is to call the
on-site office or send an email. We will keep
working to make our parks family-friendly and
safe for all.

NWC HOA residents had a great time at the Santa Sing-a-long in
December. Breakfast was yummy and filled tummies of parents,
grandparents, and kiddos while they waited for the big arrival
of Santa Claus. The kids decorated their own elf hats and en-
joyed a Disney sing-a-long of Christmas carols.
A big thank you to our volunteers—Sarah Acuna, Diane Lopez,
and Melinda Pfeiffer (daughter-in-law of NWC residents). We
also want to recognize two Connally Middle School student vol-
unteers, Dylan Edwards and Riley Roberts, for all their help
with set up, serving
breakfast, the elf hats
craft, and clean up.

Several homes within NWC were recognized in San Antonio media out-lets for their amazing holiday displays this year. We love it when NWC dresses up for the holidays!
Every year one residence is picked from each subdivision of the HOA as the BEST holiday light and decoration display. Please remember that winners cannot be recognized two consecutive years in a row.

Mario was born and raised on the westside of San Antonio. He attended St. John Berchmans Catholic school, Brentwood Elementary/Middle School, and graduated from John F. Kennedy High School in 1966. He then enlisted in the U.S. Navy and served in Vietnam in 1968.
In 1972 he earned his first college de-gree, an Associate of Arts from Santa Monica City College. That was followed by a Bachelor of Arts from California State University in 1974, a Master of Arts from UTSA in 1980, and a Ph.D. from UTSA in 2014. Concurrently he was a teacher at Harlandale High School in San Antonio, a Customer Service Rep/Performance Instructor at USAA for 24 years, and a Civil Rights Officer for five years.
He is the former President and current member of Edgewood District Veterans Community Organization.
He and his wife, Noemi Reyes have been married 44 years and have four children now grown and seven grandchildren. They have resided in NWC since 1984.
Dr. Longoria's soon-to-be published book, Latinos in American Football:
Path Breakers on the Gridiron, 1927 to Present, is a 90 plus-years’ history of the Latino/Mexican American/Hispanic/Spanish-Surname/Latino Birthright athlete who took interest in the sport of American football as far back as the ear-ly 1900’s. The book chronicles numer-ous stories of the Latino’s fascination with the sport, ultimately mastering the skills, over-coming obstacles to play the sport, and importantly, achieving the ultimate success on the gridiron at its many lev-els. The book is available now for pre-order through major online sellers. It will be released on July 6th.
He is currently research-ing and writing a War Memorial to the 56 Edgewood School District veterans killed in Vietnam during the years 1965-1971. He is a collector of football, base-ball, and boxing cards of Latino athletes.

Did you know City Ordinances require sidewalks to be maintained by property owners as an extension of their front yards?
This includes:
Keeping sidewalks free from any defects and hazards or ob-structions such as basketball hoops, parked cars, trash cans, shrubbery or fences. (Code of Ordinances, City of San Anto-nio, Sec. 29-11, and Sec. 6-1) Citation and Fine of up to $500.00 (Sec. 1-5)
Keeping all trees and shrubs on the premises well trimmed so they will not overhang the sidewalks (below 8 feet) or streets (below 15 feet) in such a manner as to interfere with free pas-sage. (Code of Ordinances, City of San Antonio, Sec. 29-10)

In a 2014 study conducted by the
Employment Policies Institute, researchers found that
teens who worked part-time realized “future career
benefits that include higher hourly wages, increased
annual earnings, and less time spent out of work—
not just in the short-term after graduation,
but also roughly 25-30 years later.”

Graduation is approaching! NWC HOA offers
two $500 scholarships annually. Applications will be available in the on-site office in early March and must be submitted no later than Friday, May 3rd at 12:00 pm. Carefully read all the requirements when you apply. Only graduating seniors in high school who will be attending college in the fall 0f 2019 or those already attending college may apply.

THE HEADACHE-FREE APPROACH TO THE ANNUAL ASSESSMENT
With every January 1st comes the hope of a promising new year... And the HOA annual assessment.
There’s a headache-free approach to paying the assessment. It's available to anyone with online "bill pay" ser-vices through their bank. Most banks offer customers the convenience of paying bills online for FREE - credit cards, auto loans, payment plans for medical bills, etc.
Turn your annual HOA assessment - a big bill that's difficult to tackle and easy to forget after the holidays - into smaller automatic monthly payments that fit your budget. Here's a quick crash course...
Step 1: Login in to your online banking site
Step 2: Locate the web bill pay service on the webpage
Step 3: Set up a new payee
Most web bill pay services will ask for:

By the time you get your statement in December you will have nearly paid off your upcoming annual assessment. No fees from your bank or HOA. Easy and headache-free! All that's left is to pay the remaining balance by Jan 1st.
