ICHCA Launches Free Monthly News Digest

for Global Cargo Handling Community

ICHCA International has launched Cargo Handling Voice, a free monthly online news digest focused on safety, security, sustainability and efficiency in cargo handling and transport around the world.

Featuring curated content ranging from regulations, compliance and best practice, to risk and incident reports, and innovative approaches and technologies, the aim of Cargo Handling Voice is to contribute to the knowledge pool within the cargo handling community.

“We are delighted to launch what we hope will be a valuable resource for the industry”, says Rachael White, CEO Secretariat, ICHCA International. “Our aim is that Cargo Handling Voice will assist ICHCA in its mission to shape and share good industry practice, policy and regulations to ultimately make end-to-end cargo supply chain operations more safe, secure, sustainable and efficient.”

Ports Australia Announces

Retirement of CEO

Peak ports body Ports Australia has announced the retirement of the organisation’s long serving CEO, David Anderson, effective from 10 March 2017. Ports Australia Chairman and CEO of Flinders Ports, Vincent Tremaine, said, “During his time as CEO, David has brought great credit to the organisation and unified the membership behind a strong, well developed policy agenda.”

“David has created a strong awareness of port issues with government and other stakeholders and has worked tirelessly to have these appropriately positioned on the public policy agenda. He has developed a reputation for fearlessly advocating for the interests of the members,” he said.

David Anderson’s decision to retire will bring to a close a remarkable career of over 40 years in the field of transport policy and advocacy. Commenting on his decision to retire, Mr Anderson said, “My tenure as CEO of Ports Australia has been highly rewarding, in serving one of the most significant of Australia’s economic sectors and a membership committed to supporting the well-being of the Australian community through efficient port operations and sustainable port development.”

“I thank the Members for their strong support and contribution to the success of our organisation over that time,” he said.

The Board of Directors is pleased that David has agreed to make himself available on a needs basis to help with the transition, from the date of his retirement, to facilitate an orderly leadership transition.

The Board is in the process of choosing Mr Anderson’s successor.

European Shipping Week in Brussels this year saw delegates focus on the correct packing of Cargo Transport Units (CTUs) and the safety issues that result from poor work practices. The Secretary-General of the International Maritime Organization (IMO), Kitack Lim, and Magda Kopczynska from the European Commission’s DG MOVE, which is the directorate responsible for freight transport safety within the EU, joined industry leaders at the recent seminar. It was arranged by the same alliance of industry organisations that successfully brought compliance with the verified container gross mass requirements to the forefront: shipper association the Global Shippers Forum (GSF); the cargo handling group ICHCA; international freight insurer TT Club and liner shipping organisation World Shipping Council (WSC).

An analysis of TT Club’s insurance claims records suggests that 65% of damage to cargo results from poorly packed, blocked or secured cargo in CTUs, particularly freight containers. “Yet this points to only a fraction of the extent of a significant safety problem surrounding poor packing,” said TT Club’s Risk Management Director, Peregrine Storrs-Fox. “TT Club, along with our fellow industry representatives are concerned that preventable incidents, both on land (road and rail) and at sea, arise from badly packed CTUs. The safety of workers, particularly those unloading units at

destination, is also at considerable risk. Safe industry packing and securing guidance must be disseminated and followed.”

The seminar, entitled, ‘Safety in the Intermodal Supply Chain: Promoting IMO/ILO/UNECE Code of Practice for Packing of Cargo Transport Units (CTU Code)’ raised the profile of the issues. “It is now over two years since the three UN bodies that sponsored the CTU Code approved its content,” said ICHCA’s Captain Richard Brough OBE. “While a non-mandatory Code of Practice, it is now thoroughly referenced in the IMDG Code. The entire freight industry must recognise that this detailed guidance may now be seen as representing industry best practice.”

The importance of awareness across the entire supply chain of these dangers was a point emphasised by Chris Welsh MBE, Secretary General of GSF. “The responsibility of all those working in the supply chain, shippers, packers, forwarders, warehouse operators and transport providers of all modes and in all countries is clearly set out in the Code. This responsibility for the safety of cargo loads and those handling them does not cease when the doors of the trailer or container are closed”, he said.

The quartet of seminar sponsors was completed by the participation of the ocean carriers’ organisation, WSC. Its Senior Vice President, Lars Kjaer, highlighted the senior level of speakers that attended. “The IMO’s Secretary-General, Kitack Lim, has demonstrated his commitment to improving safety in global transport and we are delighted that he is adding weight to our efforts to promote the CTU Code and associated initiatives. In addition to industry leaders.”.

2017 Australian Women’s Leadership Symposium

Several months ago, a pool of scholarship funding was made available to women in the transport and logistics industry to assist them in gaining access to a range of leadership development programs. Interest in the funding was extremely strong and the scholarship pool has now been fully allocated.

While WLA is confident that a positive impact is being made to the sector through the allocation of these scholarships, it also realises that ultimately, there are only a small amount of women who can benefit from them.

Ballast Water Bill Introduced

The Biosecurity Amendment (Ballast Water and Other Measures) Bill 2017 (the Bill) is now available at the following link. The Bill will makes amendments to the Biosecurity Act 2015 in order to strengthen Australia’s biosecurity system by better protecting both our marine ecosystems and human health.

The Bill was introduced into Parliament recently for debate in the current sitting.

Specifically, the Bill will strengthen Australia’s ability to manage ballast water in ships. It will provide additional protection for coastal environments from the risk of marine pest incursions by introducing new and more effective ballast water treatment technologies and phasing out ballast water exchange. The Bill positions Australia to ratify the International Convention for the Control and Management of Ships’ Ballast Water and Sediment.

Additionally, the Bill will build on the original intent of the Act relating to human health measures by providing additional powers designed to strengthen Australia’s ability to manage risks to human health.

Shortlisted Operators Announced

for Townsville Port Berth 4

Port of Townsville Limited (POTL) has announced three companies have been shortlisted and invited to submit proposals to operate the Berth 4 container and general cargo terminal. Treasurer, Curtis Pitt, said of the six submissions received following the EOI in October 2016, those invited to submit final proposals were:

Australian Amalgamated Terminals (AAT) Pty Limited

DP World Australia

Townsville Bulk Storage and Handling.

“This process will secure an operator that will grow Northern Australia’s largest general cargo and container port and a designated Priority Port in Queensland,” Mr Pitt said.

“More containers through Townsville means more essential goods can be imported directly to North Queenslanders; it also means local farmers, miners and manufacturers have greater choice for exporting their products to the rest of the world through their closest port.”

Ports Minister, Mark Bailey, said the upgrade of Berth 4 would double Townsville Port’s container trade capacity.

“The Port of Townsville is a vital and strategic trading port for North Queensland, and is Northern Australia's largest container, automotive and general cargo port,” Mr Bailey said.

POTL CEO, Ranee Crosby, said that the successful operator will invest in state-of-the-art cranes and cargo terminal areas, will increase the number of shipping lines calling Townsville and ensure terminal operations are nationally competitive.

“To cater for growth in trade, in particular containerised and general cargo, POTL is currently undertaking a $40.7 million redevelopment of Berth 4,” Ms Crosby said.

“Construction work commenced in April 2016 and is planned for completion in December 2017.

Minister Assisting the Premier on North Queensland Coralee O’Rourke said the latest milestone for the Port meant more good news for Townsville.

“I’m proud to say our local Port is the best Port in Australia, it’s a crucial gateway to the north as well as a major employer locally,” Mrs O’Rourke said.

Member for Townsville Scott Stewart said he looked forward to the future economic and job opportunities this will deliver for the Townsville region.

“The Berth 4 redevelopment will open up our region even more to trade and investment, meaning a boost to the local economy,” Mr Stewart said.

Member for Thuringowa Aaron Harper said he hoped to see the successful company move in by the end of the year. “Submissions from the shortlisted parties are due in June 2017, with a preferred terminal operator expected to be selected by August 2017.”
