    BOARD OF DIRECTORS MEETING MINUTES - January 19, 2015Te monthly meeting o the Board o Directors o Highland Lakes Condominium Association was held on the third

    Monday o the month, in accordance with the By-Laws o the Association. President Kathy Baldwin called theJanuary 19, 2015, regular meeting of the Board of Directors to order at 7:32 p.m.

    Kathleen Connor, and Judy Nakdimen. Also present was Joe Poma, Property Manager and Ken Wiewiora, MaintenanceSuperintendent. Approximately 5 Co-Owners were also present.

    We are running avorable on salaries in both administrativeand maintenance, primarly due to some openings andreplacements.

    Vehicle equipment, uel and maintenance expense isbringing a lot o concern. Annual budget is $27,000in the rst quarter and $21,000 o it is already spent.om is very concerned that it seems to be out o controland has requested that management give us some ways

    to try and get it under control and write it in or thebalance o the year.

    For the rst 6 months we are running a little over $5,000avorable to budget.

    Herald Committee Report: (verbal)Marty ingstad reported to the Board.In the December 8th meeting, Kathleen Conner, Sandy

    Nolan, and Marty ingstad were in attendance.Tey introduced a new column called Whats the Buzz?

    Te idea o the column is to include news rom all thecourts and encourage readers to contribute. Te columnwill include announcements o events like births,weddings, unerals, graduations, etc...

    Board Action: Motion by Kathleen Conner, support byJudy Nakdimen, to accept the Herald Committee reportdated December 8, 2014. All in favor. Motion passed.

    Clubhouse Committee Report: (verbal)Judy OConnor reported to the Board.Tey discussed Christmas decor and were given rave

    reviews. In the seasons to come, they will be moreconsiderate in coinciding with the rental calendar. Terewere rentals taking place the Sunday afer they took downthe decorations and the party was very unappreciative othe boxes in the hallway waiting to be put away.

    Tey thanked everyone or dismantling the clubhouse

    Christmas decorations.

    Te date or re-shelving the books has been postponed.om Byrne and Kathleen have volunteered to help re-shelving.

    Te youth committees gingerbread house display was anice addition to the clubhouse.

    Tey continue dialogue on the hanging o the memoryplaque. Tey are discussing names and are going torepeat in the Herald an article that is explaining thatthis isnt just the clubhouse committee people that willbe remembered, it will be all inclusive to all o HighlandLakes.

    Te committee would like to promote the acilities to rent inthe Herald. Each month Judy hopes to eature somethingextra special and Sandy Nolan has agreed to write these.Tey closed the meeting with a strong reminder: let us allbe responsible as possible to other committee needs andrequests and work together.

    Next meeting will be February 2, 2015.Board Action: Te Board did not vote on accepting the

    report, but there were no comments or questions.

    SUBJEC S DISCUSSED:1. Pond, Hayes and Windsor Courts reported experiencing short moments o power outages during the

    past month.2. Andrea Valle volunteered to be Court Captain or Seabrook Court. Tank you Andrea. Dorothy Gay

    Court is still without a Court Captain.3. Diane reminded the committee there was a time in the past when an Appreciation Party was

    coordinated on a yearly basis near the end o the Summer season to recognize the efforts o the CourtCaptains. It was recommended that the custom should be resumed. Overall approval by all in attendance.

    4. Joe mentioned that at one time there was a time when Recognition Certicates were given to volunteerswithin the community, that could also be resumed.

    5. It was suggested that a Call-Out List should be considered or evacuation purposes in the event o a trueemergency.

    6. In response to the question o new co-owners not knowing HLCAs by-laws and rules, Joe reported thatthese documents are supposed to be handed down by the selling owners to the buyers. I not so, our By-Laws and Master Deed documents are all on the website and can be downloaded by residents at no cost.Printed copies can be supplied or a $25.00 charge. Question is, do new owners even know these

    documents exist to ask about them?

    1. Te nancial report was reviewed October 31, 2014. Operating cash declined signicantly, but was offset bythe increase in Funded Reserves and a decrease in Accounts Payable.

    3. Joe answered all our questions concerning the nancial statement and advised there is nothing unusual at thistime.

    4. Tere was no meeting scheduled or December 2014 and we hope or an increase in new members.

    MANAGEMENT REPORT

    1. Snow removal this season has gone relatively smooth, but we are still getting a hand ul o complaints about

    cars parked in guest parking spaces during snow events. A ew o our courtyards have only one area where we canpush snow, and its airly obvious considering where the snow piles are. Problem areas, where cars have been parkedin the way o plow trucks include the southern part o Eddington, the southwest corner o Dearborn, the northeastcorner o Farragut, the northeast corner o Queen Anne, the center and east end o Longwood, and the southwestcorner o Leidel. Over the years, we have grappled with new ways to let the residents know when to move theircars and at one time, even sounded a siren in a courtyard to let everyone know. In recent years, we have requestedhelp rom Court Captains and also made calls rom the ront desk, but nothing replaces the cooperation rom theresidents when we start to clear. For those that park their vehicles in the clubhouse lot, remember that no vehicleshould remain in the middle portion o the lot and must be parked along the back ence. Te back ence area o theclubhouse lot is the only true long term parking area. Plow trucks and garbage trucks need to navigate throughthe middle o the lot on a weekly basis, so cars cannot stay longer than 24 hours and must be moved during snowevents. During the rst major plow and salting operations in January, we had about 20 cars throughout the propertythat were lef in parking spaces and most likely had not moved in weeks. wenty cars remaining is not a high num-ber, and yet, i the plow blade cannot t in between parked cars, than we have to rely on the tractor or a snow blowerand this is done last in progression, so the residents that promptly move their cars are cheated by those that do not.We had a couple o Court Captains call the ront desk and let us know that their specic lot was mostly empty andthis made it easy or us to clear everything at once and cars could be moved back within 30 minutes and stay there.We also made calls rom the ront desk to certain courtyards, but it is difficult to get cars moved while everyone isat work. Your continued cooperation will ensure a quick snow removal process and in the near uture, we will bediscussing ways to noti y the residents that it is time to move the cars.2. As o this date, we have had two vehicles broken into on the property; one on Bryn Mawr Court and the otheron Anchor Court. In both cases, the vehicles were minivans and in both cases, the radio or center console GPSsystem was taken. Te thie is apparently using a wedge device that tow companies use to gain access to the vans,

    but also will break the door latch. Any suspicious activity should be reported to the Northville ownship PoliceDepartment at (248) 349-9400, along with any in ormation that you have on these events. It is best not to call theclubhouse rst; call us second. We will get the word out through the appropriate report in the Herald. Make surethat you are locking your vehicles at all times and using your porch and patio lights as much as possible.3. I have said this several times be ore, but our residents continue to receive solicitations or undergroundplumbing insurance. Te solicitations are generally coming rom a company called Homeserve. Tey are offeringto cover any underground pipe breaks outside o your condominium or a small monthly ee. Do not buy it. Al-though you would be responsible or underground pipe breaks outside o your home i it were a house in a subdivi-sion, you are not responsible or it here. One o the many perks o condominium living is that these pipes are com-mon element and the association would handle it. I understand that the junk mail is still annoying, and the thoughto an unin ormed person handing their money away bothers me even more, so the next time you receive a letterrom Homeserve, call (855) 321-9871 and ask to be removed rom their mailing list. You may also in orm them thatyou live in a condominium and do not need it.4. My history project is moving along slowly. I currently have select issues o the Herald rom 1973 and allo 1974 available to e-mail to any resident that wishes to read them. I am working on getting them placed into adedicated sub-directory o the Highland Lakes website as well. Te archived issues will eventually be located on theresources page o the website under Herald Archives, or maybe on the History page under the same heading.I any resident would like an issue e-mailed to them, eel ree to call the clubhouse office and any staff member canassist you. We will need your e-mail address, along with the month and year o the issue you are requesting.5. We have had some staff changes in the office over the last ew months. Julie Dykstra, our ormer ront deskassistant, is now the Administrative Assistant that creates our Herald newsletter. We have hired Cathy Loy to replaceher at the ront desk and assist Guin Eatmon.

    MANAGEMENT REPORT

    6. Details on the shing seminar hosted by one o our residents will be coming in the month o March. Teclass will include a binder with a wealth o in ormation based on both experience and scientic approach that isadapted to our lakes specically. While listening to some o the in ormation that was presented to me, I was sur-prised at how much is overlooked by anglers and the logic that goes into it. Te resident hosting this seminar haswritten numerous articles or pro essional shing publications and has taught classes over the years to those that areserious about shing. Signs will be posted on the property and in ormation will ollow in the Herald newsletter. Iyou are interested in our lakes and the surrounding habitat, you may want to join the Lakes Ecology Committee andbecome involved in its preservation.

    SILVER SPRINGS ELEMEN ARY RAFFIC ISSUESA rising tide o resident concern over the traffic jams along Silver Spring Drive at the time o school dismissal,prompted a meeting between the Property Manager (Joe Poma), Board Vice-President (Michelle odorov),Silver Springs Principal (Melissa Hunt), and School Sa ety Detective / Liaison (Northville wp. Officer Caro-line Czelada).

    Residents have two complaints. Te rst and largest complaint is that when school lets out or the day, a lineo cars orms in a north-south direction at both sides o the school entrance. Cars that are driving down Sil- ver Spring can usually make it through the hallway in the middle and continue down the road, but this onlyworks i all cars in the line are as close as possible to the curb. Several ways to deal with the situation werediscussed, including the ollowing:

    Having cars park in the school parking lot, while students walked out to the cars, thus doing awaywith the line along the road. Permitting cars to line up in a southerly direction only. Having a Northville Township Police o cer monitor / direct tra c.

    Having a school or township employee monitor / direct tra c.None o the above proved to be easible as a solution:

    e school enrollment exceeds 400, and there are not enough spaces in the lot for a di erent plan. Having cars line up in one direction only would require parents to circle around Northville and ap -proach the school rom 8 Mile Road. Police resources are not available for daily monitoring of the smooth ow of tra c in this area. Township employees are not available and would require a special position to be lled for this pur -pose.

    As an initial matter, the representatives o Highland Lakes were provided with the ollowing statement: thepick-up policy exists or the sa ety o the children. Te plan arose rom discussions o the School Sa etyCommittee in 2012, and although residents have asked why the old plan was changed in avor o this newone, the response was that there was never an old plan; a plan did not exist and was needed. Children wererunning out in between cars and several were almost hit. Te school there ore implemented a staff onlyparking lot and a carpool line that was in continuous movement around the ront entrance to acilitate thesa e pick-up o children. Te school has noted that the time from dismissal to pick-up has been reduced to 8minutes. Tis ollows added signage, the appointing o ve Sa ety Patrol students, a crossing guard, and park-ing lot paint striping. Parents must arrive no earlier than 3:45 pm or pick-up, and no earlier than 8:30am ordrop-off, and some o the problem occurs when they do not ollow these rules, although the school apparentlyhas a handle on it. It was also noted by the police that emergency vehicles would not have trouble getting pastthe line, as all vehicles would move when the sirens were deployed.

    Te second complaint rom some o our residents has to do with the use o our courtyard lots along Lake Suc-cess Drive as a pick-up point to circumvent the traffic line (most notably the use o Itham Court). Te own-ship police and Principal were made aware o this problem and they said that it would be monitored.

    Te meeting was very productive in that it gave us insight as to why the pick-up o school children is struc-tured that way, and most residents agree that some degree o understanding is in order, even i it means aslight delay or inconvenience during this brie period o the day. Te sa ety o schoolchildren ar outweighsthe necessity o having to navigate around the line or use Crystal Lake Drive to go around it.

    HIGHLAND LAKES PE POLICIESResidents continue to ask the Association or clarication on our pet policies. Te pet policy is listedin its entirety in Article 6, Section 5 o the Association Bylaws (starting on page 55 o the PurchasersIn ormation Booklet or page 18 in the recorded document). Tis specic section can be e-mailed to anyresident wishing to review the policy, but or the purpose o answering some common questions, we arelisting highlights below. Any questions can be directed to the Clubhouse Office or Property Manager.

    A maximum o two (2) household pets o appropriate size and demeanor shall be kept upon thepremises. Any variations require the written approval o the Board o Directors. Any approval isrevocable by the Board i the section is not adhered to.

    Pets must be registered with the ront desk (Association), which includes a description o the petthe name and contact in ormation or the owner. Tere is currently no registration ee.

    Animals may not be bred or commercial purposes. Animals kept on the premises shall have such care and restraint so as not to be obnoxious on

    account o noise, odor or unsanitary conditions. Animals may not run loose on the premises and must be leashed at all times. Each co-owner shall be responsible or the immediate collection and clean-up o all ecal matter

    deposited by the pet which is maintained by the co-owner. No savage or dangerous animal o any kind is permitted upon the premises, and any co-owner

    that does so in violation o this section shall indemni y and hold the Association harmless or alldamages, costs and ees related to the disposition o the animal and its presence on the premises,whether permitted or not.

    No animal which creates noise and can be heard on a requent or continuing basis shall be keptupon the premises.

    Following written complaints to the Board o Directors o any animal that is present in violationo this section, and afer an opportunity or a hearing be ore the Board, a co-owner may, at the dis-cretion o the Board, be required to remove the animal rom the premises.

    All animals kept in accordance with this section shall be licensed by the municipal agency havi jurisdiction.

    Te term animal or pet shall not include sh, rabbits and similar, small, consistently cagedindoor pets. Any arm animals or exotic pets or animals are strictly prohibited.

    Te Association may pursue additional remedies, cause any animal in violation o the section tobe removed, or assess nes in accordance with this section or the Bylaws o the Association.

    Summary: I it is the type o animal that is permittedregister it, keep it on a leash, pick up afer it,keep it quiet.

    Its that time of year when were all looking for some comfort food or maybe we just want tocook something new. Joy Gaskins version of an old Italian favorite couldnt be easier becauseit calls for purchased pasta sauce (my favorite is Paul Newmans). I can attest to how simple my

    cheesecake recipe is. Both recipes will garner praise and requests for a copy.

    CHOCOLATE RASPBERRY CHEESECAKE

    Preheat oven to 350. Beat cream cheese until uffy. Gradually beat in condensed milk until smooth. Add egg, juice, vanilla and mix thoroughly. Arrange raspberries on crust. Slowly pour cheese mixture over berries.Bake 30-36 minutes until center is almost set. Cool. In small pan, over low heat, melt chocolate with whippingcream. Cook and stir until thick and smooth. Top cheesecake with glaze. Refrigerate.

    CHICKEN CACCIATORE

    1 lb skinless, boneless chicken breast, 1 cups tomato-basil pasta sauce Cut into bite-sized pieces cup dry red wine1 tsp. dried oregano tsp salt1 tsp crushed red pepper 14 tsp black pepper Cooking spray cup (about 2 oz) shaved Parmigiano-2 cups sliced cremini mushrooms Reggiano cheese cup chopped bell pepper 2 tbsp. thinly sliced fresh basil

    Heat a large non-stick skilled over medium-high heat. Sprinkle chicken evenly with oregano, dried basil, andred pepper. Coat pan with cooking spray. Add chicken to pan and saut 2 minutes or until lightly browned,stirred frequently. Add mushrooms and bell pepper; saut for 5 minutes more. Stir in pasta sauce and wine andbring to a simmer. Cover, reduce heat and simmer 10 minutes more. Stir in salt and pepper. Sprinkle withcheese and fresh basil.

    The Snow Removal Policy includes free ice-melter which is available at the Clubhouse. Residents have theresponsibility to obtain the ice-melter to use in their area when there is snow and/or ice buildup, until the

    Maintenance Staff reaches the area for snow removal. Please bring a small, sturdy container (paper bags are notsturdy enough) to the Clubhouse to get your ice-melter. It is available in the bins sitting outside the Clubhouse
