AGA's National Nominating Committee has selected its slate of officers to serve on the National Board of Directors for 2013-2016.
As National President-Elect, the Nominating Committee selected William David Miller, CGFM, CIA, a member
of AGA's Kansas City Chapter. Bill is the appointed County Auditor of Johnson County, Kansas. Prior professional service includes five years in the Missouri State Auditor's Office as the Director, Performance
Audit, a 34-year career in the Federal Government serving as Regional Manager for the Kansas City Office of
Audit, U.S. Department of Energy and as Regional Director, Kansas City Office of Inspector General, U.S. Department of Veterans Affairs. He also served as an Audit Program Director with the U.S. Army Audit Agency.
Bill is a lifetime member of AGA; an organization he chose to affiliate with early in his career because he saw the opportunity for leadership it provided for him and the natural progression of those skills into his chosen
profession. He has served in the St. Louis, Northern Virginia and Kansas City chapters, and has received many awards from AGA and other professional audit organizations. Bill holds a Bachelor of Science in Business
Administration degree from Southeast Missouri State University and a Master of Arts in Government from Southern Illinois University—Edwardsville. Bill has published articles in professional newsletters and journals
and he is an accomplished public speaker on audit and supervisory matters.
Patricia L. Wensel, CGFM-Retired, a member of AGA's Washington, D.C. Chapter, was selected as National
Treasurer-Elect. Pat has more than 30 years of experience as a government accountant, auditor, and manager. Prior to her retirement in July 2005, she was a senior liaison official and advisor reporting to the
Associate CFO for Financial Operations, Office of the Chief Financial Officer, U.S. Department of Agriculture (USDA). Prior to USDA, she held positions as the Assistant Inspector General for Audit at the Farm Credit
Administration; staff accountant in the Office of the CFO at the US Department of the Treasury during implementation of the CFO Act of 1990; and for ten years in various positions with the U.S. Navy as auditor,
systems and operating accountant, and budget analyst. Pat graduated summa cum laude from the University of Maryland with a B.S. degree in accounting and earned a Master's degree in Public Financial Management from
the American University. She is a CGFM and CPA, and has served in numerous national and local leadership
positions with the Association of Government Accountants; the Greater Washington Society of CPAs; and the American Society of Military Comptrollers. In addition, Pat spends considerable time with the activities of her
church and continues to provide volunteer income tax assistance for low income families as well as her own family.

newsletter! Most of us go full throttle through most days, so thanks for hitting the pause
button!
With the ever-increasing demands on our time, it is important to use our time wisely. AGA
membership and participation is one of the wise choices you can make! Among other
things, it provides you with convenient, effective on-going professional development and
networking opportunities. If you attended the Membership Seminar in
December, your membership for the upcoming year has been renewed.
You will only need to renew your CGFM license. If you did not attend the
Membership Seminar, be sure to get your dues renewed so that you can
receive all of the benefits of membership, including the most cost-
effective CPE around!
We had a great turn out for our January chapter meeting! During our chapter meeting on February 27th, we will honor and recognize our previous Chapter Presidents. Many people
have contributed to the success of our chapter over the years. One of our past
presidents, Roberta Broeker will be our speaker for the meeting. See the details in the
newsletter for registering for the Chapter meeting as well as the audios being offered this
month.

As outlined in the Association's bylaws, AGA will accept independent nominations from members via petition until
Feb. 1, 2013. At that time, if other candidates are nominated, the Bylaws and Procedures Committee will conduct an
election to determine the officers. However, if no other nominations are received, the Nominating Committee's slate
will take office effective July 1, 2013.
National President, National Treasurer and Regional Vice Presidents come on board as "elects" effective July 1, 2013,

Put Study Time on Your Calendar. If you participated in the November 2012 CGFM Course I and II, you received a voucher for one free exam. However, these vouchers expire June 30, 2013. That means that you have less than five months to take the test. So create a schedule to meet that deadline. Commit to scheduling your exam now and get to studying. Do it today—schedule that exam date. If you need six weeks to study about 10 hours per week or more, that means you should be ready to take your test no later than April 1, 2013. So get to it.

Annual Renewal Requirement All active CGFMs must renew their certification annually. At the beginning of each year, invoices will be sent to all active CGFMs. Annual CGFM renewal payments are due by March 31. AGA reserves the right to periodically adjust the renewal rates. By submitting their annual renewal payment, CGFMs affirm that they have and will continue to abide by AGA’s Code of Ethics and that they have fulfilled the minimum CPE Requirements. CGFMs must promptly notify AGA of any change of mailing address. It is the responsibility of each CGFM to pay the annual CGFM renewal fee, even if that individual did not receive an invoice from AGA. Go to CGFM renewal page to renew your CGFM. Continuing Professional Education (CPE) RequirementsAll active CGFMs are required to complete at least 80 hours of continuing professional education (CPE) every two years in government financial management topics or related technical subjects. The 80 CPE hours must be completed within the CGFM’s two-year CPE cycle. See Calendar of CPE cycles. CGFMs do not need to submit supporting documentation of the CPE hours at the time of renewal. The payment itself serves as the CGFM's affirmation of his or her compliance with the CPE requirements. CGFMs are required to maintain supporting documentation on CPE hours earned for a minimum of three years and provide it to AGA upon request. This documentation may be requested by AGA as part of the annual audit of a random sample of CGFMs. Waivers or extensions on earning CPE hours are granted on an individual case basis. All requests for waivers must be sent in writing to the AGA’s Office of Professional Certification no later than April 30 in the year following the end of the two-year CPE cycle. AGA's audio conference will examine the important role of internal controls in preventing improper
payments. Presenters will address the impact of improper payments and the types of preventive control activities needed to reduce improper payments. It will focus on the federal Do Not Pay
program, a centralized shared service which enables federal agencies to use multiple online data sources to prevent improper payments.
The presenters are Beryl H. Davis, CGFM, CPA, CIA, CGAP, CGMA, CCSA, Director, Financial
Management and Assurance, US Government Accountability Office, and Kevin R. Jones, PMP, Executive
Director, Do Not Pay Business Center.

Many questions arise when beginning an investigation. Is the information reliable? Who should be
interviewed? What - and where - are the required documents? Are there multiple locations that the
investigator must take control of during the initial phase of the investigation? What are the rules of
engagement?
This audio conference will present techniques for taking the information you have and, based on
predication and logic, making decisions related to the use of the investigator's tools. Whether you
are new to conducting investigations or looking for tips to improve your knowledge, this
presentation will offer useful and practical information.
The speaker is Allen Brown, CPA, CFE, Assistant Legislative Auditor for Local Audit Services,
Louisiana Legislative Auditor.

President Tammy opened the meeting by welcoming everyone in attendance. The October 11 meeting minutes were
approved with corrections with a motion from Vandee and a second from Robin R.
President:
Payment Policy: The board discussed the current payment policy and decided to update the Policy and Procedure
(P&P) language to “Due to the resources required to produce the invoices and track the outstanding receivables,
payment is expected in advance for all chapter education events providing less than four hours of continuing
education credits (CPE). Receipts will be issued to individuals as requested to accommodate those claiming the
fees on an expense account.” Vandee made the motion to amend the P&P language, Tracy seconded it and the
board approved the language change.
PayPal Refunds: The board also discussed options to avoid processing refunds through PayPal if we are
charged a fee to process the refund.
Treasurer’s Report:
Ami will email the current financial information to the board following the meeting.
Ami will add a payable for $9,872 from the Certification course and a check from National for the Community
Service match of $186.78.
Communications:
Robin B also reminded everyone that the deadline for submitting articles for the newsletter will be November 26,
2012.
Robin discussed the internet problems from last month and updated that most of those issues are resolved.
Robin and Rosemarie are working to post the Member of the Year points on the website and in the newsletter. The
board then discussed the future of the Member of the Year program.
CGFM: Karmen updated the board that we had 28 attendees at the CGFM course. Karmen will forward the list to Raye
Ann for potential new members. Karmen is working with National to bring the course for Exam 2 to the Chapter next
program year, possibly around November 2013.
Education: Vandee updated that the November Chapter meeting will be on November 15 at Madison’s and December 4 is
the Membership Seminar at Capital Plaza. On December 5 will be an audio conference and the December Chapter
meeting will be on December 12 in conjunction with an audio conference.
Community Service: Tammy passed on information from Danielle that she needs help obtaining donations for the
Membership Seminar and that we are still colleting for the Christmas Wreaths program.
Membership:
Raye Ann plans to send invitations to suspended members this week where they can attend the Membership
Seminar at the member rate if they re-join.
Raye Ann is also working with National to obtain additional membership applications.
President-Elect: Robin R stated that the PDC for 2013 will be held at the Courtyard Marriott in Columbia.
Past President: Tracy is working on filling next year’s board positions. Current board members need to let Tracy know if
they are staying on the board and if so, if they want to stay in the same position next year.
Adjourn: Robin R motioned to adjourn the meeting and Tracy seconded the motion. Meeting adjourned.
