February being the
month of our Annual
Meeting, I wanted to
share the article
below. I’m
confident you’ll recognize Carriage Manor
while reading these principles.
Community Associations Institute
(CAI), a national membership organization
that represents the best interests of
common-interest communities like
Carriage Manor, developed 10 basic
principles that answer three essential
questions: What is the basic function of a
community association? What are the
essential obligations and expectations of
homeowners? What are the core principles
that should guide association leaders?
1. Associations ensure that the collective
rights and interests of homeowners are
respected and preserved.
2. Associations are the most local form
of representative democracy, with leaders
elected by their neighbors to govern in the
best interest of all residents.
3. Associations provide services and
amenities to residents, protect property
values and meet the established
expectations of homeowners.
4. Associations succeed when they
cultivate a true sense of community, active
homeowner involvement and a culture of
building consensus.
5. Association homeowners have the
right to elect their community leaders and
to use the democratic process to determine
the policies that will protect their
investments.
6. Association homeowners choose
where to live and accept a contractual
responsibility to abide by established
policies and meet their financial
obligations to the association.
7. Association leaders protect the
community’s financial health by using
established management practices and
sound business principles.
8. Association leaders have a legal and
ethical obligation to adhere to the
association’s governing documents and
abide by all applicable laws.
9. Association leaders seek an effective
balance between the preferences of
individual residents and the collective
rights of homeowners.
10. Association leaders and residents
should be reasonable, flexible and open to
the possibility—and benefits—of
compromise.

Manager's Message
First let me welcome
the two newcomers to
your Board of
Directors, Tina Ross
and Bob Eddy. I guess
I’m being a little
presumptuous about the
elections since the results won’t be released
until our Annual Meeting. But since there were
4 available positions open and just 4 candidates
I’ll take the chance. Also soon to be elected are
Mike Sisk and Carl Vinci, incumbents from the
past two years. It looks to me like we will
continue with a strong board that will get along
great and work extremely well again with our
management team. If we have gained two new
comers it means we have to say goodby and
thank you to two current board members. That
would be Ed Martin and David Folkes-Jones.
It’s been a real pleasure to serve with these two
men. Ed could be described as the conscience
of the board, he never forgets anything. David
has been a real blessing to us in a time when we
needed a strong presence in reviewing our
financial records and concerns this past year. To
both of these men we give a large thank you for
their contributions to this Board.
The Resort is almost full of residents and
renters right now and events are being well
attended. Now that Channel 18 is no longer in
our living rooms each day it’s important for
you to be sure to review the many posters
around the park and attend Wednesday
Morning Coffee to learn what is coming up the
following weeks. Clubs and organizations
depend on each of us to support their activities
and contribute to their budgets to keep going,
plus, they provide some great entertainment
and dinners.
Our Real Estate office has been very busy
this year. Because of this you may have a new
neighbor. I hope you have introduced yourself
to that neighbor if you didn’t know them
already. Not only is it a friendly thing to do it’s
also a way of looking out for each other. We
really do need each other.
Although I may know, or assume who is
being elected to the Board, I don’t know the
outcome of the 4 ballot measures. Whatever the
outcome your Board will accept your decision
and work with those results to continue to make
this the best possible resort park it can be.
Finally, I would like to wrap up the “contest”
of suggesting a line to accompany “Carriage
manor is------“. There is a box in the activity
office to put your suggestions in.. Here’s one..”.

What’s your idea??
Next Month is also a busy one that includes
Carriage Manor Day. Las Vegas is the theme.
Get your thinking hats on and let’s really have a
great parade.
I hope you will participate in the selection of
our parade Grand Marshal. Nomination forms
will be available in the Activity Office shortly.

many Invitation Tournaments have come and
gone and it seems like everybody enjoyed
these events.
League play is in full swing and we thank
all the team captains, co-captains,
scorekeepers, kitchen helpers and all the
people who are contributing to the success of
this event.
Remember that there is also the Round
Robin on Tuesdays and Thursdays from 1:00
pm to 2:30 pm for any level of play. No sign-
up is required, just show up at the courts.

The Spaghetti Dinner is over and we thank everyone
for their support.
The CAN-AM Games are over we don’t know who
won yet but it will be in the next Rumble Sheet.
Our two big items for the Billiard Club are done. We
now just have leagues and play for fun in the Billiard
Room. We have been getting a lot of couples playing on
Friday nights. We have two East Valley Nine Ball
Tournaments left - one in February and one in March
here at Carriage Manor.
Billiard lessons have started in the Billiard Room.
Come in and check out the billiard room. Membership
is only 10.00 per year to play on great tables.

We will again celebrate 50th wedding
anniversaries at Carriage Manor. If you
have been married 50 years this year and
would like to be honored at our

CARRIAGE MANORWORLD SERIES OFPOKER TOURNAMENT
On Thursday, February 28, the Texas Hold 'em
folks will kick off Carriage Manor Las Vegas
days with their "Carriage Manor World Series of
Poker Tournament."
The poker room doors will open at 5:30 p. m.
so collection of the $20 buy-ins can start. Cards
are in the air at 6:00 p. m. sharp.
The prizes will be cash, and everyone at the
final table will be a winner!
All Carriage Manor folks are welcome to this
special tournament, as they are to all the regular
Texas Hold'em tournaments held every Tuesday
night at 6:30 in the poker room. CM badges are
required at both kinds of events.

Stonecroft Bible Studies are in full swing,

COMFORT MAKERSComfort Makers will be meeting in the
Sewing Room from 9:00 - 11:00 am every
Wednesday after coffee through the month of
March. We make quilts for our local charities
and Carriage Manor’s Sharing and Caring Club.
Please come and help us put together quilts. We
need people to tie, sew, cut squares, and pick out
backings, all sorts of odd jobs. No experience is
needed. We will teach you how to put together a
quilt. You will have fun and leave with a good
feeling because you are giving to others.

STAINED & ART GLASSCLUB
Stained and Art Glass Club is in full swing and
we would love to have you join us. Classic Stained
Glass (foil and sodder technique) meets every
Monday afternoon between 1 and 4 in the Craft
Room. We are pleased to have Don Weinland as
our instructor this year. He will teach you the basics
of cutting and breaking glass and after a little
practice, you will leave with a lovely sun catcher.
Art Glass (stepping stones, bird houses, table tops)
meets on Thursday afternoon from 1 to 4, also in
the Craft Room and is taught by Nancy Davis. We
have also reserved the Craft Room for open
workshop on Sunday afternoons.....after football
season. If you've always wanted to try this hobby,
now is the time. YOU CAN DO IT !

ARCHITECTURAL REVIEWCOMMITTEE
The Architectural Review Committee has been busy this season with the
addition of Manufactured Homes to our Resort. If you are thinking of
purchasing a New Manufactured Home or even a new Park Model it is very
important that you contact the office or a member of the committee to
obtain the necessary forms to bring a unit into Carriage Manor. We require
a great deal of information before we will issue a permit. A permit from
Carriage Manor is required by the State of AZ and the city of Mesa before
they will issue you a permit.
The Committee has found that the applications and information provided
to us to obtain a permit has been incomplete and in some cases wrong. This
has cause us some problems thus we will be requesting more complete
information than in the past and we are requiring you the owner and your
contractor or dealer to meet with us prior to issuing the permit and when the
Home is delivered the owner and the dealer must be present to address any
questions that may arise during the setting of the structure.
Also, we wish to remind all owners that a permit is required on all and
any exterior changes or improvements ie
(construction, landscaping satellite dishes, antennas)
There has been some owners that have failed to obtain a permit which
concerns us should there be a safety issue or a violation to our design
guidelines. The goal of the ARC is to insure development of a consistently
high quality environment which protects the safety and enhances the
investment of all the Resort. We are hear to help so please help us and
remember to get a permit. Carriage Manor keeps a file on each lot should
you require any information about what and when something may have
been done to your property .
Completed permits haven’t always been returned when a project is done.
Please help us out by returning the green permit copy to the office. Thank
you.
