Why Plan?• Local Government Code, Chapter 213
– Allows a municipality to adopt a comprehensive plan for the long-range development of the municipality to promote public health, safety, and welfare
• City Charter– The master plan shall contain
recommendations for the growth, development and beautification of city territory

• Local Government Code, Chapter 212– A municipality shall not regulate the use of any building or property in
its ETJ
• Compliance with land use in ETJ will be voluntary, not regulatory– Only upon annexation, shall the land use plan in the ETJ be
implemented
• Presents a unified vision for how the community sees itself in the future
• Provides recommendation for future public and private investment
