Charitable Giving Through IRAs

The Recommendation from the Leadership Council
In preparation for the Building Committee to seek bids for our construction project, we realize that two financial matters need to be addressed so that we can move forward with this program. After reviewing the estimated costs of the building and knowing the fact that the church has pledged over $5 million towards this building program through Faith Steps to the Future, the Leadership Council recommends the following two motions:
1. The Leadership Council recommends that the church repeal the previously adopted $2 million limit on long-term debt. The long-term debt amount will be dependent upon a future vote of the church in consideration of the final project scope and bids received.
Explanation: When the church voted in May, 2008 to move ahead with this project we approved a limit of long-term debt in the amount of $2 million. Based upon the estimates we have received and the amount of funds that have been pledged, we now believe the cost of this building program will leave us with a long-term debt that is greater than the $2 million we previously approved. We will not know the true cost of the project until we receive bids – sometime in late April. At that time the church will decide the scope of the project and the resulting long-term debt the church will incur. We maintain the option of accepting a bid, rejecting all bids, or modifying the project. However, we now need to demonstrate good faith going into the competitive bidding process by lifting the restriction on the amount of the long-term debt.
2. The Leadership Council recommends that the church approve a line of credit construction loan with Regions Bank for church approved renovation/additions. This line of credit, in an amount of up to $8 million, will be drawn upon as needed for construction expenses while we are receiving $5 million in gifts through Faith Steps to the Future. As a requirement of this financial arrangement the church will agree to a mortgage on the church property with Regions Bank.
Explanation: The $8 million line of credit construction loan is for the purpose of providing adequate cash flow during the construction phase of this work. Expenses for construction will be due before the pledged funds have been received; therefore a construction line of credit is necessary. Funds are drawn on the loan only as they are needed. At the end of our Faith Steps to the Future giving period, the remaining balance will convert to a long-term loan at the same competitive rates as the construction loan.

First Baptist Huntsville opened its doors with “love” on Friday, February 4, to the homeless of Huntsville. We had approximately 150 guests for dinner. We had well over 100 FBC’ers greeting, serving, and being the presence of Christ that night. Thank you to FBC Missions, FBC Kitchen, those that contributed to the hygiene bags, and the many that served to prepare for and make the Love Feast take place. It truly was a wonderful night.

The Background
In May, 2008 our church adopted a lengthy recommendation from the Leadership Council concerning a proposed building renovation and expansion program. Included in what was adopted were the following points:
• The church would purchase new television equipment and Sanctuary audio equipment.• The church would engage in a building renovation and expansion program that would include the renova tion of the current gymnasium into a multi-purpose space, the new construction of a gathering space, Student Ministry area, administrative offices, and new parking along Governors Drive.• The church would use a consultant to lead us in a Capital Stewardship Campaign.• The church would limit long-term indebtedness from this building program to $2 million.• The total cost of the work described above would be around $9 million.
Over the last three years we have been proceeding with this adopted plan. The Capital Stewardship Campaign was postponed due to the economic recession, thus delaying the entire project. The fall of 2010 was the opportunity that we chose to move forward with this campaign, We were hoping for pledges of one and one-half times our annual budget which would equal $6 million. A little over $5 million was committed to the new construction. Meanwhile, the church moved ahead and purchased television and audio equipment for the Sanctuary and has now paid off the bank loan on this purchase out of cash reserves that we had.
We are nearing the point of receiving bids for our building project and are now faced with a decision. In light of the amount of money raised and the projected cost of the project, something will need to change from what we approved three years ago. Given that $5 million has been committed to the project, we will either need to change the scope of the project that we have approved or we will need to change the debt limit of the project that we have approved. Otherwise, the numbers do not add up correctly. Best estimates were made three years ago when we voted. We now know more information and realize that something needs to be adjusted from what was previously adopted.
The Leadership Council has discussed this situation at length and makes two recommendations to the church. These recommendations are printed with some explanation on the back of this page. Sunday night we will have a Called Business Meeting at 6:15 p.m. in the Fellowship Hall. The purpose of this meeting is to hear updates from the Building Committee and the Finance Committee. First Baptist Huntsville opened its doors with “love” on Friday, February 4, to the homeless of Huntsville. We had approximately 150 guests for dinner. We had well over 100 FBC’ers greeting, serving, and being the presence of Christ that night. Thank you to FBC Missions, FBC Kitchen, those that contributed to the hygiene bags, and the many that served to prepare for and make the Love Feast take place. It truly was a wonderful night.

The Background
In May, 2008 our church adopted a lengthy recommendation from the Leadership Council concerning a proposed building renovation and expansion program. Included in what was adopted were the following points:
• The church would purchase new television equipment and Sanctuary audio equipment.• The church would engage in a building renovation and expansion program that would include the renova tion of the current gymnasium into a multi-purpose space, the new construction of a gathering space, Student Ministry area, administrative offices, and new parking along Governors Drive.• The church would use a consultant to lead us in a Capital Stewardship Campaign.• The church would limit long-term indebtedness from this building program to $2 million.• The total cost of the work described above would be around $9 million.
Over the last three years we have been proceeding with this adopted plan. The Capital Stewardship Campaign was postponed due to the economic recession, thus delaying the entire project. The fall of 2010 was the opportunity that we chose to move forward with this campaign, We were hoping for pledges of one and one-half times our annual budget which would equal $6 million. A little over $5 million was committed to the new construction. Meanwhile, the church moved ahead and purchased television and audio equipment for the Sanctuary and has now paid off the bank loan on this purchase out of cash reserves that we had.
We are nearing the point of receiving bids for our building project and are now faced with a decision. In light of the amount of money raised and the projected cost of the project, something will need to change from what we approved three years ago. Given that $5 million has been committed to the project, we will either need to change the scope of the project that we have approved or we will need to change the debt limit of the project that we have approved. Otherwise, the numbers do not add up correctly. Best estimates were made three years ago when we voted. We now know more information and realize that something needs to be adjusted from what was previously adopted.
The Leadership Council has discussed this situation at length and makes two recommendations to the church. These recommendations are printed with some explanation on the back of this page. Sunday night we will have a Called Business Meeting at 6:15 p.m. in the Fellowship Hall. The purpose of this meeting is to hear updates from the Building Committee and the Finance Committee. These updates will give fuller explanation to what is printed in the newsletter. There will be opportunity for discussion, and then we will take a secret ballot vote on the two recommendations.

This issue of The Messenger has six pages instead of four. The two extra pages will give information about our Called Business Meeting on Sunday night at 6:15 p.m. in the Fellowship Hall. You will find some background information and then two recommendations that come to the church from the Leadership Council.
Here is what you can expect during the meeting. Curt Morton, the Building Committee Chair, will up-date us on the progress of the Building Committee. They have been hard at work with the architects
and want to share with you what they are learning. It is important to hear from the Building Committee before considering the two recommendations before us.
Following a report from the Building Committee you will hear from Bob Broad-way, the Finance Committee Chair. Our Finance Committee has also been working hard to explore various options for financing that will be necessary for the building program. He will have detailed information about possibilities related to finances.
The information that you will hear from Curt and Bob is extensive, and very difficult to place in written form in a newsletter. I encourage you to come and listen so that you can be aware of all the options that are before us. So far our Building Committee, Finance Committee, Trustees, Leadership Council and Deacons have all spent a considerable amount of time discussing a plan for moving forward. Now it is your turn to listen, learn, discuss, and vote.

The Recommendation from the Leadership Council
In preparation for the Building Committee to seek bids for our construction project, we realize that two financial matters need to be addressed so that we can move forward with this program. After reviewing the estimated costs of the building and knowing the fact that the church has pledged over $5 million towards this building program through Faith Steps to the Future, the Leadership Council recommends the following two motions:
1. The Leadership Council recommends that the church repeal the previously adopted $2 million limit on long-term debt. The long-term debt amount will be dependent upon a future vote of the church in consideration of the final project scope and bids received.
Explanation: When the church voted in May, 2008 to move ahead with this project we approved a limit of long-term debt in the amount of $2 million. Based upon the estimates we have received and the amount of funds that have been pledged, we now believe the cost of this building program will leave us with a long-term debt that is greater than the $2 million we previously approved. We will not know the true cost of the project until we receive bids – sometime in late April. At that time the church will decide the scope of the project and the resulting long-term debt the church will incur. We maintain the option of accepting a bid, rejecting all bids, or modifying the project. However, we now need to demonstrate good faith going into the competitive bidding process by lifting the restriction on the amount of the long-term debt.
2. The Leadership Council recommends that the church approve a line of credit construction loan with Regions Bank for church approved renovation/additions. This line of credit, in an amount of up to $8 million, will be drawn upon as needed for construction expenses while we are receiving $5 million in gifts through Faith Steps to the Future. As a requirement of this financial arrangement the church will agree to a mortgage on the church property with Regions Bank.
Explanation: The $8 million line of credit construction loan is for the purpose of providing adequate cash flow during the construction phase of this work. Expenses for construction will be due before the pledged funds have been received; therefore a construction line of credit is necessary. Funds are drawn on the loan only as they are needed. At the end of our Faith Steps to the Future giving period, the remaining balance will convert to a long-term loan at the same competitive rates as the construction loan.
