STATE TIMES NEWS JAMMU: The fresh batch of students from Kashmir Valley reached Jammu under 'Student Exchange Programme'. The students are travelling to Agra from January 30 to February 6. Secretary School Education, Ajeet Kumar Sahu and State Project Director Samagra Shiksha Abhiyan, Dr. Arun Manhas visited Teachers Bhawan and Vashnovi Dham on Thursday to meet the stu- dents and escorting teach- ers. Sahu interacted with all the students and listened patiently to their experi- ences about the trip. Students narrated that although they faced certain difficulties in their road journey at Banihal due to bad weather but still they felt rejoiced throughout the expedition. Further, they shared their learning during the visits with Secretary and expressed their gratitude for arranging such visits for students of government schools. Students were happy and satisfied with the facilities being provid- ed to them at Jammu. The Secretary School Education also interacted with students who returned from Agra after completion of the pro- gramme. The Secretary School Education during interac- tion with the students issued instructions for pro- viding all sorts of facilities available to the students and making their travel safe and comfortable. Later, a film show was also organised by State Project Director for the students who completed their programme and are ready to travel back to their respective districts. The State Project Director ensured that every step is being taken to make the Student Exchange Programme a success and shall continue until the targets are achieved. The trips were arranged to various cities of the country including Panchkula, Delhi, Chandigarh, Agra (UP) and Bangalore. Students informed the Secretary about the wonderful hospi- tality provided to them at host city Agra. Sahu also suggested the students to write letters to their newly formed friends at cities they visited as a mark of new friendship bonds. The core objective of the programme is national integration and to explore educational prospects and sharing the experiences with other fellow students of the country. Disclosing this here on Thursday, the Union Minister of State (Independent Charge), Development of North Eastern Region (DoNER) and MoS PMO, Dr Jitendra Singh said, it will ful- fill a popular demand of local population for which, he had made a personal request to the Railway Minister, Piyush Goyal. He said that he had received an official written communique from the Railways Minister confirming that the request had been con- ceded and orders had been issued for running a daily train service between Udhampur and Pathankot. Over last five years, Dr Jitendra Singh said that there has been a constant endeavour to improve connectivity by road and other means, in hilly terrains of the region and Udhampur-Pathankot Rail service will not only add to ease of travel for local commuters, but also contribute to social and economic development of the area. He further said that it will also offer relief and facil- ity, particularly to youth and others, who undertake daily journey from Udhampur to destinations beyond Jammu, including Kathua etc. He thanked the Railway Ministry for having conceded this demand in spite of financial constraints involved. "The BJP will form its own government in Jammu and Kashmir after upcoming assembly elections and the chief min- ister will be from the BJP," Raina said. Next J&K CM will be from BJP: Raina STATE TIMES NEWS SRINAGAR: J&K ERA has imposed a further penalty of Rs 2 crore on the Contractor (M/S Simplex Infrastructure Limited) executing work on the Jehangir Chowk - Rambagh Flyover for its failure to complete the 2nd Phase of the flyover i.e (Rambagh - Alochibagh stretch). Chief Executive Officer, J&K ERA Dr. Raghav Langer said that as per the revised time schedule submitted by M/S SIL (Simplex Infrastructure Limited) had to complete the structural portion of 2nd phase of the flyover project by 31st December 2018. However the same has now got delayed till end of February - 2019 due to sub-optimal manpower, material and machinery deployed by the contractor. The Chief Executive Officer said that strict monitoring of milestones for the mega project is being done on a continuous basis and the contractor shall be penalized under relevant sections of con- tract agreement for delay- ing the work. It may be recalled that in the month of October 2018 the con- tractor has already been penalized with an initial penalty of Rs. 1.25 crore by J&K ERA. The CEO J&K ERA has also directed the project staff to impose employer's claims under relevant clauses on the contractor for delays in the project and additional burden being put on the state exchequer on account of salaries of employees and extension of tenure of the Design & Supervision Consultants deployed on the project by Government. Meanwhile, J&K ERA is constantly engaged with the contractor to ensure that the remaining struc- tural works that include erection of girders, laying of deck slabs, retaining walls, etc. on 3rd phase of the flyover from Alochibagh to Jehangir chowk gets completed as per agreed timelines. It has been reiterated to the contractor to professional- ly execute the contract agreement or face action in future as well. The contractor is sup- posed to make the com- plete stretch of flyover motorable by June 2019 as per his submitted work plan. The court direction came in a a Public Interest Litigation (PIL) filed by Smile Social Youth Club through its President Matloob Saleem Qureshi raising an important issue of organ transplant. After hearing both the sides, the DB observed that Atul Dulloo, Principal Secretary Department of Health and Medical Education, who happens to be present in another matter has informed this Court that the statute gov- erning the transplantation of human organs has been amended very recently and the State Government is in the process of notifying the Rules thereunder, which are expected to be notified within two weeks. "Dulloo has further informed that so far as corneal transplants are concerned, the State Government has already completed the construction of the necessary facilities and necessary staff is already in place however, acquisition of necessary equipments for transplan- tation facilities shall be completed within four weeks," the DB observed. Upon this, the DB directed that the State Government shall also examine the need for other organ transplants. During the visit to 27 MLD Sewerage Treatment Plant (STP) being con- structed by NBCC under JNURUM, the Advisor was informed that the Plant is based on ASP technology which has been designed to cater to the sewage efflu- ence from Jammu East constituency. The Advisor directed the officers to ensure that the Plant is made operationally soon with the available sewage flowing into the already laid network. He directed the concerned offi- cers to roll out the immedi- ate provision for dedicated PDD lines to the said Plant. Sharma also visited the site of 30 MLD STP con- structed by ERA under ADB funding under Sewerage scheme for Division A and Division B partly. He was informed that the 30 MLD STP is based on NBBR technology and the plant is at present fully operational with around 10- 12 MLD sewage flowing into it. The network con- nected with the Plant is mainly areas falling in Jammu division up to Janipur Nallah and Akhnoor road on one side. The Advisor also enquired about the 10 MLD capacity STP constructed by UEED under State scheme based on UASB technology. He was informed that the STP was put to operation in 2010 and is already opera- tional in the same area. The Plant caters to the sewage from the areas like Talab Tillo, Bhagawati Nagar and Mohinder Nagar. Addressing a series of meetings ahead of Prime MinisterNarendra Modi's February 3 rally at Vijaypur in Jammu, theBharatiya Janata Party (BJP) leader credited the Union gov-ernment for ensuring "remarkable development" in the state.
"The BJP will form its own government in Jammu andKashmir after upcoming assembly elections and the chief min-ister will be from the BJP," Raina said.
Launching a scathing attack on the Congress and theNational Conference (NC), Raina said leaders of both the par-ties had plundered the resources of the state and exploited thepeople.
While, the Narendra Modi government with the slogan of"Sabka Sath Sabka Vikas" has ensured that every section ofthe society gets justice.
Raina thanked the prime minister for sanctioning key proj-ects for Jammu like AIIMS, Shahpur Kandi and Ujj multi-purpose Hydro power and irrigation projects, IIM-Jammu,IIT Jammu among others.
He further said that the people of the state especiallyJammu have decided to vote and support the BJP in theupcoming Lok Sabha and state assembly elections.

STATE TIMES NEWSSRINAGAR: J&K ERA hasimposed a further penaltyof Rs 2 crore on theContractor (M/S SimplexInfrastructure Limited)executing work on theJehangir Chowk -Rambagh Flyover for itsfailure to complete the 2ndPhase of the flyover i.e(Rambagh - Alochibaghstretch).
Chief Executive Officer,J&K ERA Dr. RaghavLanger said that as perthe revised time schedulesubmitted by M/S SIL(Simplex InfrastructureLimited) had to completethe structural portion of2nd phase of the flyoverproject by 31st December2018.
However the same hasnow got delayed till end ofFebruary - 2019 due tosub-optimal manpower,material and machinery
deployed by the contractor.The Chief ExecutiveOfficer said that strictmonitoring of milestonesfor the mega project isbeing done on a continuousbasis and the contractorshall be penalized underrelevant sections of con-tract agreement for delay-ing the work. It may berecalled that in the monthof October 2018 the con-tractor has already beenpenalized with an initialpenalty of Rs. 1.25 croreby J&K ERA.
The CEO J&K ERA hasalso directed the projectstaff to impose employer'sclaims under relevantclauses on the contractorfor delays in the projectand additional burdenbeing put on the stateexchequer on account ofsalaries of employees andextension of tenure of theDesign & Supervision

Meanwhile, J&K ERA isconstantly engaged withthe contractor to ensurethat the remaining struc-tural works that includeerection of girders, layingof deck slabs, retainingwalls, etc. on 3rd phase ofthe flyover fromAlochibagh to Jehangirchowk gets completed asper agreed timelines. Ithas been reiterated to thecontractor to professional-ly execute the contractagreement or face actionin future as well.
The contractor is sup-posed to make the com-plete stretch of flyovermotorable by June 2019 asper his submitted workplan.

The court direction camein a a Public InterestLitigation (PIL) filed bySmile Social Youth Clubthrough its PresidentMatloob Saleem Qureshiraising an important issueof organ transplant.
After hearing both thesides, the DB observedthat Atul Dulloo, PrincipalSecretary Department ofHealth and MedicalEducation, who happensto be present in anothermatter has informed thisCourt that the statute gov-erning the transplantationof human organs has beenamended very recently andthe State Government is in
the process of notifyingthe Rules thereunder,which are expected to benotified within two weeks.
"Dulloo has furtherinformed that so far ascorneal transplants areconcerned, the StateGovernment has alreadycompleted the constructionof the necessary facilitiesand necessary staff isalready in place however,acquisition of necessaryequipments for transplan-tation facilities shall becompleted within fourweeks," the DB observed.
Upon this, the DBdirected that the StateGovernment shall alsoexamine the need for otherorgan transplants.

JAMMU: Advisor toGovernor, Kewal KumarSharma, on Thursdayinspected the progress onand working of various sew-erage treatment plants atBhagwati Nagar here.
During the visit to 27MLD Sewerage TreatmentPlant (STP) being con-structed by NBCC underJNURUM, the Advisor wasinformed that the Plant isbased on ASP technologywhich has been designed tocater to the sewage efflu-ence from Jammu Eastconstituency.
The Advisor directed theofficers to ensure that thePlant is made operationallysoon with the availablesewage flowing into thealready laid network. Hedirected the concerned offi-cers to roll out the immedi-ate provision for dedicatedPDD lines to the saidPlant.
Sharma also visited thesite of 30 MLD STP con-structed by ERA underADB funding underSewerage scheme forDivision A and Division Bpartly.
He was informed that the30 MLD STP is based onNBBR technology and theplant is at present fullyoperational with around 10-12 MLD sewage flowinginto it. The network con-nected with the Plant ismainly areas falling inJammu division up toJanipur Nallah andAkhnoor road on one side.
