toldmyselfI’dneverdoTHATagaininmylifetime.However,theywantedmebackfortheFallprogramwhichconsistedoftenguysandtwojetboats.Thathookedmebigtime,andIhaven’tlookedback!”

Threedifferentwatercoursesystems—Rosewall,theBigQualicum,theLittleQualicum–threedifferenthatcheryfacilities–allundertheauspicesoftheFederalDepartmentofFisheries–andallaremanagedbyoneperson.PositionswiththeDepartmentofFisheriesarecompetedfornationallyandinvolvebothwrittenandverbalcomponents.Overthelastthirtyyears,whichincludedtimeatNitinat,intheShuswapandinHaidaGwaii,LeshasworkedandcompetedhiswayupthroughtherankstothepositionhenowholdsasWatershedEnhancementManager.“FromthetimeIwasthirteenyearsold,I’dbeenfishingandhangingoutattheBigQualicum.Tobebackhomewasadreamcometrue.”

Thethreehatcheriesareverydifferent.Rosewallhasastate-of-the-artcaptivebreedingofendangeredspeciesprogram.“SakinawLakeisanexcitingexampleofwhatwedo.There’dbeenazeroreturnofsockeyeforthreeyears.SakinawwildfishwereraisedatRosewall,theirprogenythentransportedtotheSakinawandreleased.Theyspentayearinthelake,thenoutintoanoceantheircaptiveparentshadneverseen.Threeyearslater,theycamebackandspawnedexactlywheretheirgrandparentshad,generationsbefore!”

FisherieshasfullcontroloverthewaterflowsystemsofbothHorneLakeandCameronLake,andthereinliesLes’biggestchallenge.“FlowcontrolmakestheBigQualicumwhatitis.Therewillneverbeanotherhatcherywiththeinfrastructure,thewaterandtemperaturemanagement,availabletoushere.”ThechangeshappenwiththeclickofthemouseontheFisheriesofficecomputer,butdecidingwhatchangestomakeisanothermatterentirely.“You’reconstantlytryingtoanticipateandpredictwhat’scomingnext.Forexample,generallyinOctober,yourunthelakeleveldowninordertohaveabigreservoirforrainandsnowmelt.Butthisyear,wedidn’tgettheNovemberrain,andthusfarthere’snothingforsnowonthemountains.”

“Ispendalotoftimewatchingtheweatherchannel,andalotoftimeinthemountains.”Thatservesasbothhisstress-reliefvalveandhisowninformationnetwork.“MybuddyandIbikebetweenhereandCourtenay,PortAlberni,Cowichan,Nanaimo;I’vebeenpedalingthosedistancesforyears,abouttwohundredkilometresaweek.UpinthemountainsIgetanoverviewofwhatisandwhattoexpect.”

Alongsidethecomputersystem,Lesmaintainsahandwrittenjournalofwhathehasdoneandwhy,withdetailedannotationsof

theweatherandwhatobservations,experiencesandintuitionshaveinfluencedhisdecisions.

Onemightthink,withthescopeanddiversityoftheworkbeingdone,thatLeswouldhavethreecrews,oneateachsite.Nothingcouldbefurtherfromthetruth.“Everythingwedo,asidefromafewseasonaljobsandcontracts,isdonewiththe15.43F.T.E.positionsallottedtous.Thecrewismobile,diversifiedandextremelydedicated.We’realwaystryingtodomorewithless.”

“ToworkinFisheriesyouhavetobeajack-of-alltrades,beaplumber,carpenterandfabricator,dodetailedcomputerconfigurationsandgeneticanalysis,bewillingtoworkoutsideintheheat,thecold,theseasonalstink,beuptoyournavelinwaterforhoursatatime.”Dedicated?Definitely!

Maintainingthehealthysurvivalofseveralmillionfishwouldbecomplexenough,butthereareotherintereststhatalsoneedtobebalanced:thoseoftheQualicumFirstNations,theHorneLakecabinownersandthegeneralpublic.“I’veworkedtokeepeveryoneaffectedbythisfacilityeducatedandinformed,andtoensurethatthepublicfeelswelcomehere.Themorethepublicseestheirtaxdollarsatwork,themoresupportwehavetocontinuedoingwhatwe’redoing.Natureforcesustolookatentireeco-systemsfromtoptobottom.Wehavetobeoptimistic.Wehavetobelievethatwecanmakeadifference,thattherewillbesalmonforourkids,thatwecankeepthisallhappeningforalongtimeyet.”

Theairiscoolandfresh,newlyreleasedbytherushingwater;thereisthatindescribablecombinationofsmellsfromforest,riverandfish;gullsandeaglesswoopandcalloverhead.Therearepicnictables,trails,fishingpoolsandaccesspointsforfishermen;an“underwater”viewingroomtowatchthelargehooked-nosedsalmonreturningtospawninthefall.Thenewcohoarealmostreadytobemoved,twoweeksearlythisyear.Thereisalwayssomethinghappening...~

“TakethistoNanaandletherknowthatpartofmewillbewithher,”Isaid.

Aweeklater,itcamebacktome,holdingallthespecialmomentsofmygrandmother’slifeassheflewoffwiththebirdsatherwindow.Tothisday,whenmyring(whichwasneversizedproperly)hasslippedoffmyfinger,italwaysturnsup.IoncelostitinthevastexpanseofsandattheParksvilleCommunityParkaroundtheanniversaryofherdeath,andtheonlyotherpersontherefounditbyaccident.Youcouldsayit’stakenonalifeofit’sown.

Thesethingswehumansusetoadornourselvesareimbuedwithmeaning.Weplaceonthemceremony,memory,family,love,mystery,story,andstatus.

“Jewelryisasymbolofmanyofourhumanemotionalandspiritualrituals,”saysQualicumBeachjewelrydesigner,AmyNewsom.“It’sexchangedatweddings,givenatspecialoccasions,andpassedonfromgenerationtogeneration.”

Eachpieceholdsastory,youcouldsay.

Newsom’sownloveofjewelrymakingstartedwhensheinheritedsomeofhermother’spiecesasachild.

“Asthefifthdaughterinafamilywitheightchildren,Isortofendedupwiththeremnantsofhercollection.Ididn’treallyremembermuchaboutmymothersoworkingwithherjewelrywaskindofmywayofconnectingtoher.”

Today,shedesigns,produces,andrestylesjewelryfromherpeek-a-boostudio,invitingretailspaceand“AwakeningCafe”offHighway4usingauniquecombinationofskills,materials,depth,passion,andspiritualitythattrulysetsherworkapart.

Atjust18yearsold,NewsomleftManitobaandfoundherselfbuyingbeadsonGranvilleIslandtofeedhereverhungrycreativeside.

Beforelongshewaspartofthe4thAveartsscene,waitressing,servingcoffee,andattendingVancouverCommunityCollegewhereshegraduatedwithoneofthatcollege’sfirstdiplomasinJewelryArtandDesign.Forthenexttwentyyears,sherackedupendlessproductionhourskeepingupwithdemandforherwork,apprenticing,andlearningtheretailmanagementsideofthejewelrybusiness.

“Irealizedwhileworkinginmainstreamjewelrystores,thatmyownproductwasagoodoneintermsofqualityanddesign.Tothisday,IhavesoldalmosteverythingI’veevermade.”

Sixyearsago,thisrareblendofgoldsmithandartisanopenedAmyNewsomDesignsnorthofCoombswhereshemixesherownhypo-allergenicmetals,andmakesherownmouldsandcastingstocreatehigh-qualityproductionandcustomjewelryforallgendersandages.

“Everythingis100%fabricatedin-house,soIhavecontroloverwhatmaterialsandintentionisgoingintoeachpiece.Withmycustomwork,I’mthinkingaboutthe

personI’mdesigningforthroughthewholeprocess.”

Alargepartofherbusinessisalsore-stylingoldpiecesbroughtinbypeoplewhohaveinheritedjewelryfromadearlydepartedlovedone,orarelookingtomoveonfromadivorce.

“Ialwayssayablessingwhilemeltingdownthesepiecesoutofrespectforthepeoplewhoworeorwillwearthem.”

Newsom’sworkcombinessemi-preciousandpreciousgemstoneswithgoldandsilvertocreatemysticalCeltic,andgracefulnature-inspiredpiecesinelementaldesignsthatarebothgoodforthebodyandthesoul.Heruseofhealinggemstonesinparticularhasmadeherworksoughtafterbyhealersandthoselookingtobehealedalike.

Whilevisitingherstore,acertifiedThaimassagetherapistcameintopickupacustompiecefeaturingflowingstrandsofgemstonesclaspedtogetherwithalargesilverlotusleaf.

“AmmoliteisconsideredthebeststonebyFengShuimastersforpropheticdreaming.It’salsoknownastheyogastonebecauseithelpswithujjayibreathingwhichalsomakesitagoodchoiceforpeoplecomingtomewithlungissues.”

OneofhermostpopularproductionpiecesintegratesammolitewithsilverintheshapeoftheOmsymbol.Sheisalsocurrentlyworkingonheart-shaped,dragonfly,andfloralammolitependantsforValentine’sDay.

reasonsitwasanexcitingandfascinatingtime,butapartfromimmersingmyselfintheEmeraldIsle’scompellingancienthistorymymostvividmemoriesrevolvearoundthedeep-seatedmusicalityofitspeople.Inmyexperienceatleast,musicinIrelandseemsasimportantapartoflifeasbreathingandeating:anutterlynaturalpartofmosteveryday,apparentlyinherentineveryone.AndwhileIwasluckytohaveattendedeuphorichometownshowsbyIrishsuperstarsU2andVanMorrisoninlargevenues,thetrulytranscendentmusicalexperienceswerethoseintinyvillagepubs-thetraditional‘sessions.’Evenwritingthistoday,alltheseyearslater,Igetgoose-bumpsrecallingmyemotionswhensittingamongstlocalmusiciansandsingersastheyplayedoldIrishfolksongs,laments,jigsandreels.Musicforthesheer,soul-enrichingjoyofit,beltedoutwithoutself-consciousnessorreserve.

ComoxValleysinger-songwriterDavidSomerswasbornandraisedinHarold’sCross,SouthDublin,buthaslivedinCanadasincehewassixteen-years-old.Wheneverhecanheheadsbacktohishomelandtovisit,andplaymusicwith,hisfamilyandoldfriends.OftheunfetteredmusicalspiritIwaspartytobackthenhesays,“Ohyes,whenIplaywithmyfamilytherecanbefifteendifferentinstrumentsintheroom!Andthere’snoholdingbackfromanyone;thementalityis,‘Icanspeak,soofcourseIcansing!’”

Manuel’sinfluencesarerecordedasrangingfromTheMonkeestothelegendaryimprovisationaljazzpianist,TheloniousMonk,soitiseasytounderstandwhatSomersmeansabouttheimpactsuchacollaboratorcouldhaveonthearrangementsofoldIrishstandards.CompletingtheCelticCargoCultpersonnelaredrummer“Bootless”BobHendersonandDavidHext,whoamusinglydescribeshisbassguitarplayingstyleas‘bashonregardless.’Thefour-piecegigsregularlyintheComoxValleyandhaseventwicegracedastageattheVancouverIslandMusicFest.

SomersandIarethesameage,so,althoughseparatedbytheIrishSea,inbothhailingfromthatsideoftheAtlanticitstandstoreasonwemightsharesomemusicalinfluences.Indeed,webothenjoyed‘glamrock’inouryouth,thenfoundmusicalheroesinourearlyteensthatguidedthedevelopmentofourtastesfromthatpointon.OnewemutuallyadmireisthelateIrishblues-rockguitarist,RoryGallagher.Iwasluckytoseehimplaylivetwice,inBirmingham,England,ateachendof1978.At#57inRollingStonemagazine’s2012rundownoftheTop100GuitaristsofAllTime,Gallagherwasagravelly-voiced,incendiaryguitarplayerwieldingabatteredFenderStratocaster,whotouredrelentlesslyandremainsaninspirationalfiguretomanyoftheworld’sfinestplayers.EncounteringGallagherwasaturningpointforSomers,especiallytheLiveinEuropealbum,whichhedescribeshisfirstexposuretoas“oneofthosemomentsthatutterlychangeseverything.”

“HewasahugeinfluencefromwhenIdiscoveredhim,agedtwelveorthirteen,”hecontinues.“Istoppedlisteningtopopmusicandlistenedtohim,bluesandrootsmusic.Ilikedhisauthenticityandalmostparanoidavoidanceoftryingtobeorsoundcommercial.Maybeheeventookthattoofar,butit’saninterestingidea.TheCDIhaveouthasatributetoRoryonit.”Co-writtenwithhisbrotherBarry,thesonginquestionisentitled,ThankYouVeryMuchIndeed,namedforhowinconcertGallagherwouldtypicallyrespondtoapplauseattheendofasong:‘Thankyou.Thankyouverymuchindeed.’

AspowerfulaninfluenceasGallagherwas,Somersdidnotstartplayingguitaruntiltheageofnineteen.Meanwhile,otherinfluences

werebeingabsorbed,stylesthatwouldultimatelyleadtoSomers’ownstylelaterinlife.“TherewasabandkickingaroundinmyteenscalledHorslips,”hesays.“Theydidrockversionsofjigsandreels,andthenofcourseThinLizzyhadahugehitwiththeirversionofWhiskeyintheJar.AndlisteningtoRoryGallagher,thoughImaynothaverealizeditatthetime,alotofhissoloswerebasedonCelticmusic.”

Whilstnotsoactivethesedays,afterforty-fouryearsHorslipsstillexistsasaband,managingtocrossmyradarin1976withtheirclassicCelticrockalbum,TheBookofInvasions.AndhavingbeenrecordedbyeveryonefromBurlIvestoMetallica,WhiskeyintheJarisjustabouttheclassicexampleofhowatraditionalIrishfolksongcanenterandremaininpublicconsciousness,asnewinterpretationsappear.

DrawingonthedeepwellspringoftraditionalIrishmusicforinspirationhasprovenpopulardowntheyears.BandssuchasTheWaterboysandDexy’sMidnightRunners(whomIthankforthisarticle’stitle)totallyreshapedtheirsoundinthisway.Introducedinthe1980sbyaSomers’favourite,ThePogues,thereisathriving‘Celticpunk’scenestarringsuchasFloggingMollyandtheDropkickMurphys.Celticinfluencehasevenenteredtheworldofjazz,HeavyMetalandHip-hop.Domestically,Celtic-influencedbandslikeThePaperboys,GreatBigSeaandSpiritoftheWestpacktheatresfromcoasttocoast.Thelatterappropriatedanoldjig,TrippinguptheStairs,fortheir1986song,AnHonestGamble-ashasSomersforanasyetunrecordedpiece.“IuseditasthewholemelodyforasongaboutTheGreatWalk,a40-milecharitywalkfromGoldRivertoTahsis,whichIdidforseveralyearsinarow,”heexplains.“It’sinterestingtakingtheseoldthingsandupdatingthem;oneguyinmybandlovesmusichistoryandtalksabouthowsomeofBobDylan’searlymaterialisbasedonoldfolksongmelodies,withhisownwordsadded!”

Thelatemusician-composerFrankZappaonceamusinglysaid,“Allthegoodmusichasalreadybeenwrittenbypeoplewithwigsandstuff.”Notso,ofcourse,butifwonderfulmusicofthepastcanservetoinspiresuchasSomersandCelticCargoCulttofashionitintheirownuniqueway,ithardlyreallymattersifithas!~

“I was not in my ‘right mind.’” Ever hear that?

ThiscolumnstartedwithastoryIdidn’tfinish.Mygranddaughtershavebeenwaitingfor5yearsto

findoutwhathappenswiththekingoftheleprechauns,whostoleatoothandledthemintoamagicworld.Butalas,Idon’tknow.

Yousee,Ican’twritecreativelyafterthesunisup,andIcan’twritewhenI’mangryaboutpipelinesanddeforestation,andIcan’twritecreativelywhenIhavelefthemispheredeadlinestomeet(taxes,carrepairs,etc.)Withallthosecan’ts,thereisonlyatinywindowfor‘can.’

Somemindsetsarefragile–likefine,hand-spunglassangelswithdelicatewingsasthinasthread.Butwaitaminute.Whatforceiscreatingthosetinywindowsformymindtowork?Why,it’stheminditself.

Howcanwemanipulatethe“causesandconditions”(aBuddhistphrase)enoughtogeneratethemindsetsthatweneedorwant?Let’scallthosemindsets“hats.”Wedohavesomecontroloverthehatsweputon.Butsomehatsgetstuckonourheads.Othertimes,ourhatsareflyingonandoffourheadssofastitmakesusdizzy.

“…. When the girls saw piles of hats scattered around the forest floor, they had no idea of their power. “Which one shall we put on?” “Well, first we need to know what they do...” “I’ll go first.” “Elena, but careful… there is magic afoot.”

Thereismagic,butalsomorethanmagic.We’renottheonlyonesinfluencingourhatchoice.

Duringtwoyearsofbattlingcancer,adearfriendenteredadeep,lovingstateofmind.Recentlyhereturnedtohishighpowerjobwithlotsofauthorityoverothers.Nowit’shardforhimtotakeoffthathat–andit’sadisasterwithhisteenagesons.

Foodalsoinfluencesus.ThedefenselawyerforthemurdererofHarveyMilkandthemayorofSanFranciscoin1978arguedthatassassinwasnotinhisrightmind,asevidencedby(orbecauseof)thehugeamountofjunkfoodhewasconsuming.ThisbecameknownastheTwinkieDefense.Therewereriotsandpublicuproar.(Aren’tallmurderersoutoftheir“rightmind?”)

MyhusbandcouldhaveusedtheTwinkieDefensewhenskippingschool–allthetime.HisfatherwasanexecutivewiththeCokecompany,somyhusbandevenhadCokeinhisbabybottle.Thehighsugarandcaffeinecontrolledhismind.Butsomehowinhislateteens,hestumbledovertothe“wrongsideoftherailroadtracks”(whereIlived),andstartedeatinggood,healthyfood.“Hey!Ididn’tknowIwassmart,”hesaid.Andthen,shallwesay,hecametohisrightmind?

BillionsofdollarseachyeararespenttryingtokeepusOUTofourrightminds.Advertisers,politicalstrategists,telemarketers,publicrelationsspecialistsareworkingtirelessly24-7,tomanipulateourhatchoice.Lighting,shelfplacementandmusicinastoreisstrategicallyplannedtogetustoputourconsumerhatson.

Manyarguethata“dumbingdown”ofthepopulation(us)hasbeenintentional.Controlthemedia,takethemoneyoutofschools,createsomebadguys,reducecomplexissuestosoundbites,andvoila!Youhaveapopulationthatdoesn’tthinkclearly.Sleepy,self-obsessed,overworked,andfearfulmassesareeasiertocontrol.

Goodtoknow.Butwecan’tjustblame“them.”We’veallhadtheopportunitytolearnfromthebrilliantguidesandteachersthroughouthistory,andstillwespendmostofourtimedowninthetrenches,asdumbed-downversionsofourpotentialselves.

Butifwearebeingdumbed-down,thenwecan“smartenup”or“wiseup.”

Ifwewanttodevelopamorepositive,proactive,sharp,relaxed,forgiving,playful,focused,energeticor“whatever”mindset,howdowegetthere?Observe,takenote,alterthecausesandconditions-andchangeyourinfinitelycreativemind.Wemayneedtoask–whatmakesmeputonthatparticularhat?

Ritualsareintentionalactionswedotoalterourstateofmind.Ourritualmaybecoffeeandthemorningnews,oritmaybeaprayer,meditationandamorningrun,butwearedoingitforonereason-tocontrolourhatsofconsciousness.Associetiesandindividuals,wehavehundredsofrituals,helpfulandnotso.

Sincethebeginning,humanshaverisenbeforethesun.Atthattime,themindcantraveldeeper,ingreatersilence,moreawareandfreeoftheusualsnagsofordinaryconsciousness.Statesofmindandexperiencesaccessiblebeforedawnarehardtoconnecttoafterthemorningnews.Somepeoplemightsaythatthosesubtlestatesofmindarethereforenotreal.Tothat,LeprechaunKingmightsay,“Well,justbecauseIhaven’tbeentoParisdoesnotmeanitdoesn’texist.”

TheLeprauchaunKingmayhavesomeotherthingstosayaboutthis:

“Blinking is really important,” the King reminded the girls. “A lot happens in the blink of an eye.” “The reason why we blink our eyes is to change the scenery of the world while we’re not looking. People blink all the time, and they’re just adjusting reality… Time can stop while the eyes are closed, or at least slow way down. Slow enough to move your body somewhere else, for example, or to change from being angry to happy, or sick to well, or lost to found.” He admitted that it does take practice to make the changes go the right ways. Most people waste their blinks, and the changes they generate are a hodgepodge of good and bad. But if you practice, and know a bit of magic, you can change a lot.

And sure enough, when the girls came out of their blink and opened their eyes again, they were somewhere else. Somewhere very different.

betweentheHighlandsofScotland,andthecityofSanFrancisco.ThetalentsofIanTaylor(SetDesigner),KenMcCready(LightingDesigner)andDeniseSchuetz-Jones(SoundDesigner)areallcombinedtogreateffectcreatingthechangesofscenethattransporttheaudiencefromonesideoftheworldtotheother.

ThisdelightfulromanticcomedyfeaturesanirascibleScotsmanandanuptightEnglishwomanareunexpectedlytakenonthejourneyofalifetime.TheScotsman’swardhasmarriedtheEnglishwoman’sniece,andwhentheyoungcoupledecidestoadoptababy,theolderfolksareenlistedtoheadtoCaliforniatopickitup.Theproblemistheycan’tstandeachother.However,strandedinSanFranciscothroughaseriesofmisfortunes,theyformanew

partnershipandlearnsomestartlinglessonsaboutlifeandlove.

ThetwomaincharactersareplayedbyAlistairMcVeyandRosaleeSullivan,whohappen,quitecoincidentally,tobethePresidentsoflocalTheatregroups,ECHOPlayersandBardtoBroadwayrespectively.ThesetwoexperiencedactorsareenjoyingtheopportunitytoworktogetheraspartofanexcellentcastincludingShawnLestage,AnneJinks,MaggieKirkandCameronWallace,underthedirectionofveterandirectorEileenButts.

BOWSER SEWAGE —

ManyofyouwillhaveseentherecentannouncementthattheRDNhasreceived$350,000ofFederalGasTax

fundsforruralsewagestudies.Iampleasedthat$300,000ofthisisdedicatedtodevelopingashovelreadyplanforsewagetreatmentinBowser.IhaveaskedthatthisplanincludeanexplorationoffundingandthatthefundingmodelbedesignedinsuchamannerthatnooneinBowser,currentlyonsepticwillbeforcedtopayintothenewsystemunlesstheyelecttodoso.

GasTaxesarecollectedbytheFederalGovernmentandgivenbacktoBritishColumbia.TheProvincehasempoweredUBCMtodispersethosefunds.Aspartofthatdisbursement,UBCMallocatesGasTaxfundsforRegionallySignificantProjects.UBCMrequiresthatRegionalDistrictssubmitrequestsforfundingandthenapprovestheprojects,ornot.ProjectsapprovedbyUBCMarefundedwithFederalGasTaxmoney,notRDNtaxesandifyoudon’taskforthefunding,youdon’tgetit!

Untilnow,itwasdifficultforRDNAreastoarguethattheyshouldhaveaccesstothesefundsasitwasdifficulttodevelopprojectsthatbenefittedAreasthatwere,atthesame

time,“regionallysignificant”.Asaconsequence,AreaHhasnotseenanysignificantfundingunderthisprogram.Lastyear,afewDirectorsandIarguedstronglythatAreasshouldbeconsideredforthisfunding.IhastentoaddthatRDNstaffwereinstrumentalindevelopingthissuccessfulsubmission.

Therecentlycompleted RuralVillageCentre(RVC)Studyindicatedthatoneofthemajorrestraintsfromthesuccessful developmentofcompletecommunitiesintheexistingvillagecentresisthelackof,orlimitsto,sewer serviceasthislimitstheabilitytobuilddensehousing.TheRVCStudyalsoindicatedthattheCedarandBowserVillageswereamongstthosecentres withthegreatestpotentialtodevelopasthecompletecommunityenvisionedinthelocalareaplansand theRegionalGrowthStrategy. 

ForBowsertheworkisaimedatbuildingupontheworkoftheBowser VillagePlanandistoprovideadetaileddesignandcostestimatefortheprovisionofsewagetreatmentin theBowserVillage.Thisworkwillbeimplementingthedesignandcostingforcollectionandtreatment systemsfollowinguponearlierstudyworkthatidentifiedtreatmentoptionsforthearea.

ThisstudyisstrategicforAreaHasitwillpositiontheRDNtoargueforFederalInfrastructurefundingforsewagewhenthenewFederalInfrastructureprogramsareimplementedin2014.

MARIJUANA—

Recognizingthatthecurrentregimeofmedicalmarihuanahadsignificantsecurityconcernswithit,HealthCanadacreatedanewpolicythatwillbeimplemented31Mar14.Essentially,thispolicymotivatedproducerstohavelargerscaleoperations,requiresverysignificantsecurityandinspectionmeasures,requiresthatnosmelloftheoperationbedetectableandtheoperatorsbesecurityclearedbythefederalgovernment.See: http://www.hc-sc.gc.ca/dhp-mps/marihuana/info/bp-securit-eng.php.Oneoftheintentsistoremovethecriminalelementfromthisproduction.

In2013,theMinistryofAgriculture(MoA)andtheAgriculturalLandCommission(ALC)formallydeclaredthatthisactivitywouldbeconsideredafarmingactivityonAgriculturalLandReserve,(ALR).Therewasnoconsultationwithanylocalgovernment(thatIknowof)onthisdeclaration.

TherewasagreatdealofdiscussionamongtheRDNRuralDirectorsonthis.Therewasastrongsensethatthisshouldbedesignatedanindustrialactivity.Thiswouldhavepermittedlocalgovernmentgreatercontrolandallowedustotaxit.But,thesimplematteristhat,theProvincehasdesignatedthisafarmingactivityandthusitis.

TogetherwithafewotherDirectors,IpokedatincreasingminimumsetbackallowancesonALRlandwherethisactivitywastooccur.Thiswasinanendeavourtopushthistolargerparcelsandtoinsulateborderingresidentiallandsfromthisactivity.TheMoAadvisedRDNstaffthattheywouldnotacceptanythingmorethan30msetbacks.

Finally,itisimportanttounderstandthattheRDNdoesnothavetheauthoritytoconstrainfarmingactivityinALRlands.Inotherwords,marihuanaproductionunderanapprovedlicenseispermittedonALRlandsinAreaH.

IexpectthatwewillseeBylaw500amendedshortlyalongthefollowinglinesasitrelatestoAreaH:

•“MedicalMarihuanaProductionispermittedonlandlocatedwithintheAgricultural LandReserveif: 

•Theproductionofmedicalmarihuanaiscontainedwhollywithinlicensed facilitiesaspermittedbytheMarihuanaforMedicalPurposesRegulation (MMPR).

•Theminimumsetbackforallstructuresassociatedwithmedicalmarihuana productionis30.0metresfromallpropertylines.“

AsIhavesaidearlierhere,theRDNhasverylittletosayonwhathappensintheALRandyoumightwonderwhywearebothering,but,thenuancehereisthat,bypermittingitonALRonly,itisnotpermittedelsewhere.

D69 SCHOOL CHALLENGES —

Firstly,theParksvilleQualicumNewsisfollowingthisissueclosely,andifeducationisimportanttoyou,IwouldfollowdevelopmentsastheyarepublishedinthePQNews.

AttheinvitationoftheD69SchoolBoardIattendedameetingwheretheydiscussedtheirfuturefundingchallenges.IwasveryappreciativeofD69’sinterestincommunicatingwithus.Itwasanoutstandingbriefing.

•Therearesufficientfundsinreservestopaythedeficitin2014,afterthat,actionneedstooccurtoreducecosts.

•Closingenoughschoolstoachievethe$3.6milsavingswillresultinasystemcapacitythatislessthanthenumberofstudents.Thismeansthatbeyondfacilities,budgetsavingswillhavetobefoundelsewhere.

D69hasconcludeditsfirstpublicconsultationphasewheretheytriedtogetthepublic’sopinionastowhatisimportanttothecommunityasitrelatestoeducation.

•Overwhelmingly,thediscussions,sofar,suggestthatqualityofeducationisofparamountimportancetothepublic.

•ThepublicandD69recognizethatruralelementaryschoolshaveaspecialplaceinthecommunityandshouldbeprotected.

•Duetoprovincialgrants,BowserElementaryisalowcostschooltorun. 

ThisinformationwillleadtoastaffrecommendationtotheSchoolBoardonwhereefficienciesinfacilitiescanbefound,(endJan).Atthispoint,theBoardisnotcontemplatinganyspecificaction

IftheBoardapprovestheStaffrecommendationtherewillbeafurther90daypublicconsultationperiod.~
