It has been a long fek need to have constant interaction with the enforcementagencies on one hand and key resource personnel from industries, instltutlons and NGOson the other regarding the training, research and consultancy actiiles undertaken bythis organisation for wider exchange of views and feedback. This Directorate under theMinistriy of Labour. Government of India is developing a networking system known as‘INDOSHNET’ in the country for sharing of current information on the OccupationalSafety & Health wtlh a view to pool our lnformatlon resource for mutual benefit. Thenewsletter is aimed at achlevlng this concept of information sharing throughconventional paper movement and our effort will be to reach policy makers, lawenforcing agencies, key industrial resource personnel and safety and health speclllsts sothat there is continuous exchange of views and ideas furthering efforts for improvlngworking conditions and work environment.

The present issue focuses on Child Labour elimination in India. Safety and Healthaspects of Child Labour deserve a greater attention In the elimination of Child Labour asmost of the occupational disorders manifest their symptoms after prolonged exposure ofthe child by leaving child to be a patlent before enterlng into adoloescence. TheGovernment of India is obliged to take all possible steps not only to prevent theexploitation of children but also to take necessary and adequate measures for thelrprotectlon.

The social beliefsand values which we had Inhertted has abearing on child labour. The aforesaldUnkage has slowly turned out to be, inmost cases, a case of exploitation andthus we have the child labour problemtoday. However, time has come fortaking a fresh look at this Issue and toadapt ounetves to the changing need ofthe Sod&y on a war footing. Since theproblem of child labour has a linkage withthe social values of the society anymeasure for elimination and protectionshould be compatible wtth this linkage.

The children are the assets of any nationand their proper upbringing andorientation may decide the Mure of thenation. No nation can afford to have aclass of children who are deprived of theirfuture and survive wll’h crippled health forno fauit of theirs. It Is high time we shouldrealise this issue and Join hands with theGovernment In mitigating this perennialproblem erhwlng our society.

Children are explotted a n dlured/compelled to take up Jobs as theyneed to be paid a low wage and noother benefits. They are also exploited tolong worklng hours, in-human w&kingcondltlons. lack of heatth care facllltiesetc. These exploitations uitimately affecttheir tender health, growth and

mental capabilities apart, from generaldevelopment. The children are mostamenable to discipline, efflclent andquick In repetttive jobs. They are alsosutted for those types of jobs which requirethelr nimble ~flngers to achieve Increasedprcductivtly. They are honest and sincereand can : easily be humbled andtherefore the exploitation continues.

because of exposure to occupationalhazards during their chlldhood. In thecase of a factory worker, on the contrary,the occupattonal exposures show upsymptoms normally at the fag end ofproductive life, in most cases, aftersuperannuation. As such the issue of childlabour is not only to be looked up on as asocial evil but to be more of a safety andhealth problem of the nation. Therefore,it is imperattve that all efforts should beaimed at saving the life of thousands ofchildren engaged In varlous occupations

0 and to ensure their life span from gettingshortened. At the same time, the

legfflmate right of such children are to beprotected as these children form thebuilding blocks of tomorrow’s nation.

The Child tabour Act and theChildrun at work.

The Child Labour Act was enacted by theParliament In the year 1986 to prohibit theengagement of children in certainemployment and to regulate theconditions of work in certain otheroccupations. The act defines ‘child’ andlays down requirements on heatth andsafety, hours and period of work, weeklyholidays, mechanism to seffle disputes onage and includes a scheduleIncorporating lists of occupations andprocesses where child labour is prohibited.Although the Act came Into existence in1986, the enforcement has been farbelow the expectations.

Statistics and child laborr

From the available statistics on childrenpublished by M i n i s t r y o f Labour,Government of lndla , it may be seen thatal l children employed in amongindustrial category in rural and urban

concentrations, about 80% of the childlabour are working in rural area andaround 20% oniy are working in the urbanarea.

Further, lt may be seen that a largeproportion of the child labour are workingin cultivation s e c t o r a n d a l s o a sagrlcuitural labourers. The child workersemployed in household sector are more inurban areas than in rural areas. Slmllar lsthe case of child labour employed intrade and commerce, transport, storageand communication sectors. From theabove, lt reveals that the problem of childlabour has, to be looked at from adifferent angle so far as the measures forelimination/protection are concerned, Asper the statlstlcs, this being a problemmore of a rural concentration, needs tobe tackled through suitable agencies whohave access to the rural child labourpopulation. Wlth regard to an estimate ofchild labour in selected cottage and smallscale industries, it ls seen thatconcentration o f child labour i s i noccupations like carpet weaving, silk/zariembroidery, match and fire works,quarries, glass, bldi and handicrafts etc.From the above, it is clear that thechildren engaged in the aforesaidoccupations may be exposed to varioushealth hazards prevalent there. It lsneedless to say that most of theoccupational diseases are ‘irreversible’ innature and the tender age is moresusceptible to these diseases than theadutt age. The picture which arlsesfrom the above anatysis further emphasisethe urgent need for elimination of childlabour In vlew of their exposures to safetyand health problems.

National Policy of Child Labour in the year1987 and actton plan envisaged underthis pollcv comprtses,l a legbiatlon action plan.

Under the above policy, a number ofproiects were launched by theGovernment of lndla to tackle theproblem of child labour. Some of theimportant projects so far sanctioned forthe benefit of child labours are In thefollowlng lndustrles:-

1) Match Industry In Sivakasl, TamllNadu.2) Precious stone pdlshlng industry InJaipur. Rajasthan.3) Glass Industry In Ferozabad, UP.4) Brassware Industry in Moradabad, UP.5) Handmade Carpet Industry In Mlrzapur-Bhadohl, UP.6) Lock-making Industry In Allgarh, UP.7) Tile Industry In Jaggampet, A.P.8) Slate Industry In Markapur, A.P.9) Slate Industry in Mandsour, M.P.

In addklon to the above, many otherprojects are also lnltlated by theGovernment in this regard. Many stepshave been taken so that the provisionsof the Child Labour Act are complied wkhIn respect of children employed Indangerous occupations and processes.Another important area where action hasbeen lnitlated ls In creating awarenesswith regard to prohlbllion andaboltlon of child labour. In the recentpast, Government of India had organisedan workshop for elimination of child labourin hazardous occupations from 13-14

September, 1995 at New Delh.The workshop deliberated on variousissues InvoMng ellmlnatlon of child labourand drew ‘up action plans In eachsuggested area. The Importantrecommendations that emerged from theworkshop through different workinggroups are belng consldered by thegovernment in its effort In tackling theproblem on priority. So far as theinternational cooperation is concerned,the Government of India has adopted therecommendations made by InternotionalLabour Organlsation under its various child,labour ellmlnatton schemes and projects.The aovernment has also set UD necessarvmechanisms f o r continuousand evaluatton of ksprogrammes and schemes.

DGFASLI had conducted a few studiesinvolvlng child labour engaged Inhazardous operatlons viz., match factoriesIn Stvakasl, Slate pencil factories InMarkapur (A.P) & Mandsaur (M.P), glassbangle factories In Flrozabad (UP).Details of the studles conducted atSivakasl are given here as an example ofthe hazardous working condions towhich the children are exposed.

The studies Indicate that the children arevery often huddled Into small rooms. Thestudy team witnessed certain undesirableand unsafe practices such was closing thedoors & wlndows In the work room wherea flre could develop. The stated reasonfor the inhuman pracitce of keeping thedoors and windows of the workshedclosed was to prevent the children fromgefflng distracted from thelr work. Sincethe waxed match sticks were beinggathered, ln~ the event of any fire, its

spread will be very rapld as the wholework ,place was found strewn wtth matchsticks. The closing of windows and doorswould also prevent the escape of childrenexposing them to serious dangers. Thework postures of the chlidren were notconducive. They were constantlysquatttng and bending on the floor togather the matches for boxing them. Themedical oplnlon Indicates that the girlchildren might face problems during childbirth when they grow up owlng to theconstant straln on the peivlc region.

DGFASLI being a pioneer organisationworking in the field of Safety & Health, hasbeen aware of the problem of childkrbour and has a number of proposals Inthis regard. DGFASU considers the childlabour more of a Safety & Health problemand has identtfled agencies whoseservices could be profitabiy utilized In theabove proposals. The experience ofDGFASLI in propagating the concept ofS a f e t y & Health through its MobileSafety Exhibition has been a successfulventure in creating awareness amongstfactory workers. This concept can beused by the distr ict authorities andDGFASU will be able to provide thenecessary guldellnes in sefflng up theexhlbitlon. This mobile exhibition van betaken to the rural areas and may also beused for organking rural based awarenessprogrammes through suitably designedpublicity material.

To create awareness, especially on Safety& Health aspects, the immediate agencyavailable at the rural areas are themedical profeulonals at the primaryheaiih centres. A module for the ‘trainers,

preferably for the dlstrlct level medicalofficers, can be developed by DGFASLI sothat the medical professionals In PHCsmay be In turn given s&able exposures.These awareness programme can beorganlsed by PHCs for the benefit ofparents, employers and for the generalpublic in the IocqlHy. Similar or separatemodules could be developed for diilctlevel officers for giving exposure to othernon-medical personnel having access tochild labour pockets. DGFASU has plansto include separate modules on childlabour units In the routlne trainlngprogrammes targeted at Factoryinspectors, Safety Officers, Trade Union/opinion leaders. These programmes areconducted at Labour lnstttutes and thesemodules are suitabty dovetailed Into themain programmes wth the objective ofproviding exposure to the child labourproblem.

With regard ~to developlng publlcltymaterlal and tralnlng aids, DGFASLI hasthe Mastructural faciMy Including a wellequlpped studio at Bombay. Films &vldeo cassettes on child labour could beproduced for use in the aboveprogrammes.

The child labour problem being a ruralarea orlented issue, all the efforts in itselimlnatlon/prohibttion need to be madethrough measures which can reach theseareas and also to the concerned dlrectly.Through the agencies identlfled, DGFASLIwill be able to contribute its might Intackling this cancerous problem andthereby help building up a nation ofstrong and healthy cttizens.

STUDYINATYRE&TUBEMANUFACTURINGPLANT IN UTrARPRADESH.

STUDY IN A FOUNDRY -FORGE PLANT ~ INU’ITAR PRADESH:

An environmental study in a tyre and tubeplant in Utter Predesh was conducted bythe Regional Labour Institute, Kanpur inthe month of June, 1995. The study wasconducted with the objective to assessthe level of alrbome cqntaminants Indlfferent work areas of the plant and tosuggest the remedial measures wherevernecessary to lmrpove the environmentalconditions. Noise levels were alsomeasured in all the noisy areas of theplant.

An environmental study In a foundry forgeplant In Uttar Pradesh was conducted bythe Regional Labour lnstltute In August.1995. The objectlle of the study were toassess the level of airborne contaminantsIn dKferent work areas, to measure thesound levels at all noisy locations and toSWJ~ remedial control measureswherever necessary to improve theenvironmental condttlons.

The concentrations of carbon dust incarbon feeding areas, zinc oxide dust,stearlc acid dust and sulphur dust Inchemical compounding area and talcdust near banbury and tube booklngareas were found exceeding theirrespective Permissible level of exposures(PLE) However, concentration of othercontamlnanb were found wlthln limits.Noise levels in some of the areas, e.g.compressor house, tyre curing press areas,etc. were also found to exceed the PLE.

The concentration of some of theairborne contaminants, e.g. grinding dust.welding fumes, silica dust, wood dust, Insome of the areas were found exceedingtheir respective PLES. Howeverconcentration of phenol formmldehydevapour and smoke were found wlthinIlmks. Noise levels at certain areas, e.g.steel meltlng shop, steel foundry, forgeshop, light foundry and In compressorhouse were found exceeding the PLE forB-hours exposure.

Thirteen recommendattons h a d b e e nmade for improvement in environmentalconditions, e.g. effk%ncy of dust controldevices should be improved by regularmaintenance, provldlng and ensuring useof proper personal protective equipments,e.g. respirators, ear plugs, etc. by workersfor their protection, periodical medicalexaminations, training etc.

Remedial measures had been suggested 1.for improvement for dust control In work,environment, periodical medlcal’examlnatlon of workers, use of personalprotecttve equlpments by workersetc.

A study on pollutants in the workenvironment in a fertiltzer unit in Orissa wastaken up by Regional Labour Institute,Calcutta wtth the following objectiies:

a) To evaluate the airborneconcentration of the pollutants in theworking atmosphere.

b) To suggest improvement wherevernecessary.

Findings & Recommendations:

In the year 1987 an occupationalhealth Jtudv of 200 asbestos workerswas conducted by the RegionalLabour Institute, Calcutta. The repOnof the study was sent to the employerfor lmplementatlon o f controlmeasures suggested. Necessarytechnical and medical measures werealso enforced through the ChlefInspector of Faotories, Government ofWest Bengal where the Asbestos Unitwas located. The enforced measureswere complied with by the employer.

In the Di-ammonium phosphatemanufacturing plant the concentration ofammonia was found higher than thepermissblle exposure level in some of theworking locations. Concentration ofammonia for personal exposure wasfound within tts permissible level. Thearea concentration as well as personalexposure of DAP dust in the bagging plantwere found wtthln it’s permissble level,

Subsequentiy the workers weresubjected to medical examinationunder Occupational Heatth Clinic atRLI, Calcutta In the year 1994-95 andthe results of the same were utillsed forcomparison of their present healthstatus with that of the earlier one.

Findings (I Recommendations:

In other locatlon the levels of pollutantswere found wffhln their respective limits.

To improve the working conditionsvarious control measures which includemechanisatlon of the process, propermaintenance, ventilation, stoppage ofleakage. regular montoring of air-bornepollutants and education of workers wereemphasised.

It was seen that the prevalence ofoverall morbldtly of asbestos workersover a period of 7 years had notmaterlaliy changed. 2.2% prevalenceof deflnite asbestosls was observed innon-smoking group only. whereasparenchymal and pleuralabnormalities were more prevalent innon-smoking group (10.6% & 2.3%respectively) than the smoking group(6.8% & 0.7% respectively). Possibleasbestosis was more prevalent in

The most affected workmen belongedto the exposure group above 50 yearsamong the non-smoking group. Thiswas consistent with the earlier findingstoo.
