On behalf of Saratoga Associates, I am pleased to submit our response for professional services to conduct a Feasibility Study for the Central Adirondack Laboratory for Environmental Studies (CALES), a regional center for research and education in the Central Adirondacks. Saratoga Associates is teaming with Adirondack marketing expert Tim Holmes of Holmes and Associates, an Adirondack Park-based research firm and MJ Engineering. The Saratoga Team has worked with a number of Adirondack Park communities and organizations on the development of programs and services that respond to visitor interests and especially those that resonate with the visitors who want to learn more about the natural resources and history of the Adirondacks. As you may be aware, Saratoga Associates is a multi-disciplinary professional design and planning firm celebrating more than 40 years of experience in planning, architecture, landscape architecture, and engineering. In addition to our creative energy, technical expertise, and design vision, our team has extensive experience throughout the Adirondack Park. Saratoga Associate has successfully completed numerous design and tourism-related projects including, but not limited to The Rediscovering the First Wilderness Heritage Corridor Plan (Warren and Saratoga Counties), the Tourism and Cultural Asset Assessment for Allegheny Partners of Northwest Pennsylvania, as well as the planning and design services for the new Old Forge Arts Center. Additional examples of our relevant projects are provided in this submission. Tim Holmes has worked with the Adirondack Museum, the Adirondack North Country Association, and the Wildlife Conservation Society in their efforts to link the tourism economy more closely to the natural environment of the Adirondack Park and surrounding area. Mr. Holmes has contributed to a number of business and marketing plans for sustainable economic development opportunities, including, but not limited to: plans for new Adirondack Museum programs; bicycle tourism development throughout the region; activities to enhance the wood products sector; and for improvements to marina services and campgrounds on Lake Champlain. Based upon our collective experience and familiarity of the region, the Saratoga Team understands that tourism provides the major source of private sector employment and income in the Adirondack Park, an area where government-related employment provides at least one out of every three jobs. Given the importance of economic diversification to sustainable economic growth in the Old Forge area, the CALES project will serve as a successful example of how cooperative relationships can be formed to create new year-round economic opportunities.

The Saratoga Team Approach It is evident that the Town of Webb, CALES and numerous other involved organizations and individuals have contributed significant time and energy towards the successful growth of this concept. Based upon our review of the Request for Expressions of Interest (REI) and the CALES Draft Business Plan, we have prepared an approach to successfully accomplish the requested Scope of Work. The following summary of our approach is intended to clarify how the Saratoga Team would address certain elements of the Scope of Work.

Evaluation of Alternatives: The Draft Business Plan, which has been prepared around the concept of reusing the existing arts building, will serve as a guide in the evaluation of feasible alternatives and the identification of a cost-effective solution for achieving successful implementation of the CALES Vision. The Saratoga Team will work with the Project Advisory Committee (PAC) to evaluate three (3) Alternatives: Accommodate the desired program in the existing Arts Building; (2) Expand the Arts Building to accommodate the desired program; and (3) Modify the desired program to fit in the existing or an expanded Arts Building. Boundary and Topographic Survey: Given the conceptual level of this analysis and CALES desire to reuse the existing arts building, it is our position that a topographic survey is not necessary to successfully complete this feasibility study. The use of USGS topographic data will be sufficient to evaluate feasible design alternatives. In addition, if a boundary survey has not previously been preformed, the Saratoga Team, PAC, the Town of Webb and the Department will determine if preparing the survey will provide any added value at this stage of the project. We have included the costs for both surveys in our draft Project Budget for discussion purposes. Community Meetings: The REI calls for four (4) community meetings. The Saratoga Team recommends a total of two public meetings be conducted so that more resources can be focused on the planning and design tasks. Our rationale is that each PAC meeting will be open to the public, during which public comments can be permitted at the close of each meeting. In addition, this stage of the project will require significant interaction between the Saratoga Team, CALES, PAC and the Department to establish a feasible alternative consistent with the Vision of CALES. The Saratoga Team, known for it’s interactive and dynamic public outreach strategies will ensure there is sufficient public interaction throughout the process including the use of CALES current website as another medium to inform and engage the public. INTRODUCTION As our qualifications demonstrate, the Saratoga Team has the diverse experience and expertise necessary to successfully complete the CALES project. Saratoga Associates Saratoga Associates has significant planning, architecture and landscape design experience with visitor and performing arts centers, higher education institutions, and laboratory facilities. Our planning expertise covers a broad spectrum including tourism, economic development and market analysis, NYS Scenic Byways, community comprehensive plans and revitalization strategies. Saratoga Associates also has a firm understanding of the regulatory process in the Adirondacks with the experience of Matthew Rogers, AICP, a former employee with the Adirondack Park Agency. Holmes and Associates Tim Holmes of Holmes and Associates will play a crucial role in this project by assisting the Marketing Plan and Strategy and revisions to CALES Draft Business Plan. As a research scientist, Tim Holmes has used a research facility similar to CALES located on the Arctic Ocean near Barrow, Alaska. During the 1987-89 period, he was field research director on the Barrow Subsistence Study, researching on the hunting, fishing and cultural activities of the Inupiat Eskimo. During is tenure he made use of the National Arctic Research Laboratory (NARL) located near Point Barrow. NARL provides many of the same services proposed by CALES (http://www.arcticscience.org/). Especially notable is the common space idea in the CALES plan, where scientists and students can meet informally in a relaxed atmosphere. Holmes found that to be especially beneficial for facilitating informal, yet in-depth discussions with a variety of scientists working on projects much different from his own. The result was a more complete understanding of the relationship between the natural and human environments. MJ Engineering and Land Surveying, P.C. M.J. Engineering and Land Surveying, P.C. (MJ) is a multi-disciplined engineering and land surveying consulting firm with 30 years of comprehensive consultant design experience. MJ has been involved in all aspects of structural, bridge and highway design, architecture, landscape architecture, survey and mapping, construction and bridge inspection, land development, environmental permitting and design, and high definition laser scanning. MJ is an 8(a)BD/SDB certified Minority/Disadvantaged Business Enterprise (M/DBE) firm. The company is currently registered as a minority business in New York, New Jersey, Pennsylvania, Vermont, Massachusetts and Connecticut. MJ presently has 70 full-time personnel, including 12 licensed Professional Engineers, five licensed Professional Land Surveyors, a licensed Architect, two LEED accredited professionals, and a staff of graduate engineers, technicians, survey field crew personnel, construction inspectors and administrative personnel. The size and experience of MJ’s staff allows for the completion of all phases of our projects in an efficient and expeditious manner.

Saratoga Associates was retained by the Arts Guild of Old Forge to develop a community arts facility that will encompass approximately 30,000 square feet of new construction. The new Arts and Interpretive Center will house an auditorium/black box theatre, art and environmental science galleries, the Kinderwood Preschool, a community room, classrooms, conference space, gift shop, administrative space, and archival storage. Renovations of an existing building on site will provide an arts studio and artists’ apartments as an attached part of the project.

An important goal of design and construction of the facility is to meet the highest level LEED™ rating practicable. In addition, site improvements to the 8-acre parcel will provide expanded parking, a woodland walkway, and a courtyard integral to the adjacent interior functions.

The University of Alaska Southeast, located in Juneau retained The Saratoga Associates and the Cuningham Group to develop a campus Master Plan. During the planning effort the consultants were tasked to undertake a Feasibility Study of the UAS Science program. The core of the study was to work with the UAS faculty to assess current programs and identify new courses to support an emphasis on marine and environmental science. An outline building program quantified the amount and type of space and established building footprints and project costs. The existing Anderson Science building overlooks the majestic Auke Bay on Alaska’s Inside Passage. A siting study located the additional facilities needed to support the new program in such a way as to take better advantage of the views and improve access to the bay. A key member of the study team was Dr. Wes Tunnell, director of the Center for Coastal Studies and professor of Marine Biology of Texas A&M University, Corpus Christi, Texas.

The Warren County Board of Supervisors retained Saratoga Associates to prepare a coordinated redevelopment strategy for seven municipalities located along the Upper Hudson River. The plan focused on creating economic and community development opportunities for the communities and region, based on the river’s resources, community’s character and amenities, and the Upper Hudson Railroad. The program, delivered through the development and marketing concept of “The First Wilderness”, provides tourists, visitors, and residents with a unified experience in the corridor. Specific public infrastructure investments and private development projects are being implemented.

The Cornell Agriculture and Food Technology Park Corporation, a public/private sector initiative sponsored by the Ontario County IDA, the City of Geneva, and the Cornell University Agricultural Station at Geneva retained Saratoga Associates to serve as Program Manager responsible to the Board of Directors, to implement the project. Services include market positioning strategy, physical development plan, infrastructure engineering, permitting, funding strategy, environmental remediation, and implementation strategy for the proposed research and development business park. The project utilizes 72 acres of underutilized property at the station to accommodate the research and development needs of food and agriculture companies. In addition to lease and purchase space, access to college faculty and facilities are provided as part of the business attraction strategy. The project has been successfully launched with the construction of the 20,000 GSF Flexible Technology Incubator Building and the USDA’s commitment to contract the 80,000 GSF Grape Genetics Research Facility.

The renovations to Albertus Hall included three out of the four floors (45,000 SF) located in the main Classroom Building. The project included 29 classrooms, several science labs (Advanced Biology Lab, Lower and Upper Level Earth Science Lab, General Science Lab), computer labs and faculty offices. The project, built over 2 phases, with the first the being completed in August 2005 and the second slated for August 2006 involved services from programming through construction administration. The renovation impacted six major departments providing smart classrooms and state-of-the-art facilities.

The Allegheny Partners, an organization representing the economic interests of the Northwest Pennsylvania counties of Clarion, Forest & Warren, and the City of Titusville, contracted with Saratoga Associates to prepare a Tourism and Cultural Asset Assessment. The project is designed to elevate the region’s potential as a tourism destination in an effort to increase visitation as a meaningful economic development program. Project deliverables included a marketing strategy, brand logo, a tourism attractions map, full-color marketing brochure, and the development of an interactive website.

The Massry Center for the Arts is the latest in a series of building projects that will enhance the visibility and exceptional programs offered by The College of Saint Rose. The Center’s prominent position on Madison Avenue in downtown Albany will emphasize the essential connection of the arts to the College campus and the community. Saratoga Associates created the overall building design to blend with the adjacent historical structures while utilizing materials that compliment the campus architecture.

Showcasing programs of increasing popularity and stature, the Massry Center for the Arts will be the new home for the Music Department and an additional venue for the Art Department. It will be a place for the listener and the viewer – an inspiring teaching and learning facility immersing all who enter in the transformative experience of the arts - positioning Saint Rose as one of the premier liberal education institutions in the Northeast and beyond. With a Recital Hall and a contemporary Art Gallery along with rehearsal rooms and classrooms, the Massry Center for the Arts will embody, above all, the College’s commitment to the cultural life of the Capital Region and beyond.

Professional Experience With over 13 years of experience in the field of environmental and community planning which includes three years at the New York State Adirondack Park Agency, Matthew offers a distinct perspective on addressing the sensitive environmental issues that today’s growth encounters, and how communities can successfully bridge the gap between community and environmental planning. Bio for Timothy Paul Holmes Tim Holmes has worked as a research consultant since 1983. Throughout the 1980s he participated in a number of socio-economic research projects in Idaho, Washington and Alaska. In 1989 he began working in the Adirondack region of Upstate New York and over the past 20 years has directed more than 60 major research projects, including many that focus on economic development, tourism, business planning and marketing. He has a master’s degree focused on rural sociology from the University of Idaho, while his undergraduate degree in sociology is from the University of Iowa. His firm was awarded a Small Business Innovation & Research (SBIR) grant in 1999 for research on using e-commerce for the marketing and sale of locally-produced products. He is the lead author on the Forest Service’s recently published Value-Added Wood Products Marketing Guide. That was a collaboration with the Adirondack North Country Association and he continues to work with ANCA and other organizations on a variety of research projects for the benefit of communities throughout the Adirondack Park.

Professional Experience

Mr. Malinowski currently manages the Survey Group at MJ. In addition to personally reviewing all deliverables, he also monitors all work performed by MJ’s survey field and office personnel, modifying existing procedures and establishing new procedures as necessary to improve productivity and efficiency. Mr. Malinowski is responsible for preparation of man-hour estimates/cost proposals, and preparation of cost control reports and progress reports. Mr. Malinowski has been directly involved in the following projects:

On-Call Agreement for Survey Services, NYS OGS. (2008-2011) Project Director for MJ’s three-year New York State Office of General Services (OGS) Term Agreement to provide survey services throughout the State of New York. MJ is performing various survey and mapping functions, such as topographic and utility surveys, property boundary survey and property acquisition survey and maps on a variety of projects.

Auto Ramp Facility, City of Mechanicville, NY. (2008-2009) Project Director responsible for overseeing survey and mapping services for this $30 Million project to create an intermodal and automotive facility on the site of a former B&M rail yard in Mechanicville, NY. MJ located utilities and drainage structures including invert elevations of all drainage, sewer structures and soil borings. MJ surveyed the horizontal and vertical alignment of the railroad tracks, established horizontal and vertical control for the property and set permanent controls pursuant to Norfolk Southern standards. Federal Building #2, Sunset Park, Brooklyn, NY. (2007) Project Director for a New York City Economic Development Corporation & Brooklyn Economic Development Corporation project to redevelop an existing building along 3rd Avenue in Brooklyn. The project required topographic, utility and boundary survey of the building grounds and surrounding streets. In addition to traditional survey, laser scanning was used to collect the detail needed on the building’s exterior such as, window openings, building height and distances to neighboring buildings. The project required a survey of the existing conditions of all eight floors.

U.S. Army Rotterdam Housing, U.S. General Service Administration, Town of Rotterdam, Schenectady County, NY. (2006) Project Director for boundary surveys which were completed in accordance with 2005 Minimum Standard Detail Requirements for ALTA / ACSM Land Title Surveys. The project includes two parcels, estimated to total 9.5 acres.

BRAC USMAPS Relocation, Parametric Design, United States Military Academy at West Point, NY. (2007) Project Director for this project, which involves the relocation of the USMAPS from Fort Monmouth, NJ to the existing Directorate of Logistics (DOL) site within the cantonment at West Point. In order to validate the existing conditions within the limits of the DOL sites, MJ is performing topographic and utility surveys. MJ crews are locating all utilities including type and size, and elevations for sanitary and storm sewers.

Term Agreement for A/E Services at West Point and within the North Atlantic Division, NY. (2007-2010) Project Manager for survey services under two separate on-call agreements to perform A/E services at West Point, NY. MJ has performed survey services for several projects under this agreement.

New School Access Road, City of Rensselaer, NY. (2006) Project Manager for topographic and boundary survey of 40 acres in support of the design and construction of an access road.

Champlain Port of Entry, U.S. General Services Administration, Town of Champlain, NY. (2002-2006) Project Surveyor for support of design of a border inspection station at the I-87 crossing. Responsible for boundary determination, coordination of efforts with Canadian government survey team and review of all deliverables. ALTA surveys of large tracts of land were prepared to facilitate the acquisition of land required for the expansion.

Center for Medical Science, University Heights, Charitable Leadership Foundation, City of Albany, NY. (2001-2002) Project Director responsible for providing boundary and topographic survey and mapping services on three separate parcels of property. The first parcel of land on New Scotland Avenue encompassed five acres. MJ provided the topographic and boundary survey and mapping including above ground and below ground utilities and existing buildings on the property. The second and third parcels included topographic and boundary survey mapping for the New York State Armory on New Scotland Avenue and a proposed five-story Medical Center and four-story Garage, respectively. Each survey included the location of above and below ground utilities.

Sewer Separation, Town of Waterford, NY. Project Manager for topographic ground survey. Prepared mapping and assisted with utility contacts in association with the design of a two-mile sewer separation project in the Town of Waterford.

Extension of New Sanitary Sewer, Saratoga County Sewer District, Town of Halfmoon, NY. Project Manager for survey services for a seven-mile sanitary sewer extension from Grooms Road to Saratoga County Sewer Treatment Plant. MJ performed photogrammetric ground control for aerial mapping, field edit of base mapping, supplemental ground survey; and established existing highway boundaries. MJ also prepared maps for the acquisition of easements.

Albany International Airport, Parking Garage Expansion, Albany, NY. Project Manager for the topographical and utility survey for the site of the new multi-level and open-site parking facilities. The work was coordinated with local utility companies and included review of construction documents of the existing garage and pedestrian bridges. MJ gathered existing data into a cohesive survey plan for the proposed project area to be used for the development of the conceptual and schematic documents.

Survey Services for Renovations / Expansion at Empire State College, Saratoga Springs, NY. (2006) Project Director responsible for overseeing the management of all office and field activities. Project consisted of topographic survey and boundary survey for site development at the Empire State College campus. The project included development of utility plan and records research.

Professional Experience Mr. Milano has a decade of progressive design, engineering, construction administration and project management experience on civil and site projects for planning, athletic, educational, municipal and commercial clients. His experience includes all aspects of site design, including layout, grading, storm and sanitary sewer design, domestic and fire protection water supply/distribution, erosion and sediment control, stormwater management and construction administration. Mr. Milano’s project experience includes:

240-Bed Skilled Nursing Facility, Capital Living & Rehabilitation Centres, Schenectady, NY. (Ongoing) Project engineer responsible for site design for a 240-bed skilled nursing facility on a 10-acre site. The purpose of the project is to construct a new building on the site, adjacent to an existing facility. The project is being completed in phases in order to keep the existing facility in operation during construction of the new building. He is responsible for development of site plan drawings and a Special Use Permit application for submission to the City of Schenectady Planning Commission. SUNY at Albany, 500-Bed Dormitory. (Ongoing) This three-phased project involves design of a new $54 million, 500-bedroom dormitory. MJ is tasked with the project’s site/civil engineering. As project engineer, Mr. Milano is responsible for the project’s utility coordination, storm water design and permitting, Stormwater Pollution Prevention Plan (SWPPP), site drainage, and temporary soil erosion control.
