1 Introduction

1.1 Havant Borough Council has been commissioned by East Hampshire District Council to investigate improvements to Alton Station Forecourt.

1.2 The Station is a key ‘gateway’ into the town and to the South Downs National Park. Improvements are intended to achieve an attractive and more efficient arrival destination for visitors and local people. These enhancements are also intended to improve the desirability as a business location destination.

2 Scope

2.1 The scope of the report is to;

Make the forecourt a more attractive entry point into the town

Improve pedestrian & cycle access to and from the station

Ensure bus services are accessible and clearly signed

Ensure car parking arrangements are appropriate Ensure vehicle traffic flow around the forecourt is clear and uninhibited

providing access to the building and station forecourt.

Necessary improvements to achieve the desired outcomes are likely to exceed the available budget. The report will therefore be in the form of a masterplan which will provide a number of proposals which can be prioritised and implemented according to current and future budget availability.

3 Funding

3.1 Following the development of Waitrose in the vicinity of Alton Train Station, £150,000 was allocated to help mitigate the development by delivering improvements to the station forecourt area.

3.2 Discussions with Hampshire County Council have established that a further £148,000 of funding from the Chandos Lodge development is potentially available for improvements to the station forecourt. This funding has yet to be confirmed.

3.3 Hampshire County Council has also indicated that additional future funding up to £150,000 may be available although the timing of this funding is presently uncertain.

3.4 The available funding will need to cover costs associated with feasibility, consultation, design, construction, any statutory undertaker alterations and legal fees or charges associated with land transfers or agreements from Network Rail and South West Trains.

4 Location 4.1 Alton station is located approximately half a mile north east of the town centre and

half a mile south east of Alton College. 4.2 The forecourt has links onto Paper Mill Lane on its south west boundary and Anstey

Road via Station Road on its north east boundary. 4.3 Waitrose is located on Station Road together with a number of smaller businesses.

To the rear of Waitrose there is a small industrial estate and an overflow car park for the station.

4.4 The station is a terminus for trains to Waterloo and also serves the Watercress Line.

5 Existing Situation

5.1 Station Road Access

Two-way vehicular traffic along Station Road from Anstey Road also serves Waitrose and

several adjacent business premises. The road surface has recently been replaced and is in good order. There is no continuous footway on either side of the road.

Despite Station Road being a primary route for accessing Alton Station on foot, intermittent footway provision undermines pedestrian connectivity and legibility. There is no clearly defined

and segregated pedestrian route via Station Road.

There is currently no footway on the south west side of Station Road opposite Waitrose. Vehicles manoeuvring to / from these spaces obstruct both lanes of traffic.

5.2 Forecourt Area

A raised table links the car park to the station building although there is no clear pedestrian route

through the car park and no footway link for pedestrians entering from Station Road.

There are six taxi bays directly in front of the building but there is no designated drop off area.

5.3 Public Transport

There is a bus stop within 50m of the station building however the bus shelter is in a very poor condition. This stop services several bus services (routes 23, 38, 64, 65 and school and

college buses). On average there are 6 buses per hour stopping at the railway station.

A bus lay over area is marked on the perimeter road beyond the main bus stop.

5.4 Steps to Paper Mill Lane

There is a pedestrian approach from Paper Mill Lane via steps which do not comply with current guidelines. The steps have inadequate nosing contrast, non-continuous handrails and inadequate

landings. The steps are use by over 300 people daily.

Approach to the stepped access from the forecourt is not very visible. The lack of signage, lighting

and excessive overhanging vegetation makes this access seem dark and unwelcoming.

At present pedestrians using the steps exit directly onto the road. The pending Eastern Gateway Works will introduce a pedestrian build-out for pedestrian safety benefit.

5.5 Access from Paper Mill Lane

There is two-way vehicular traffic from Paper Mill Lane. Buses exit from this junction and can find

turning difficult.

The pedestrian route to/from Paper Mill Lane is via a narrow footway. The existing fencing and haphazard parking does not afford an attractive view of the Station.

5.6 Car Parking

The main car park is currently laid out to maximise parking numbers which results in there being no clear pedestrian route to the station. Maximizing capacity has resulted in an ad-hoc feel to the car

park that is unattractive and not very clear to manoeuvre through.

An unsightly knee height metal rail borders the car park for much of its length that hinders pedestrian movement.

To maximize capacity parking bays have been marked out around part of the perimeter of the area.

Some parking bays are smaller than the recommended standard (2.4 x 4.8 metres).

Car parking bays solely for station use are located adjacent to Waitrose. There is no defined route

for pedestrians from here to the station entrance.

There are four disabled parking bays close to the station building but access to the station building

is obstructed by the barrier and raised kerbs.

The uneven surface of the disabled bays has been caused by inappropriately located trees.

Two short-term parking bays adjacent to the side of the station building are limited 20 minutes stay.

These bays are not well signed and access to the bays is often obstructed by other vehicles.

An additional car park is available at the rear of Waitrose. Parking is by phone and pay only and season tickets are not permitted. This additional parking provision lacks sufficient signage from the

forecourt area and is regularly underused.

A hatched zone adjacent to the boundary fence is intended as a pedestrian route to and from the

additional parking area. This lacks appropriate signage and is obstructed by overhanging vegetation.

5.7 Trees

There are four London Plane trees around the southern boundary of the car park. These are a large tree species that have outgrown the undersized tree grilles and damaged adjacent paving.

Root damage is particularly evident at one of the four disabled parking bays.

A tree has been recently felled, but the remaining stump is a trip hazard and unattractive.

6 Land Ownership

6.1 The plan below shows the land in the ownership of Network Rail highlighted in green and the area leased to South West trains highlighted in red.

6.2 The plan below is an extract from the highway adoption records both plans indicate that the steps are not within land own by Network Rail but are the responsibility of the Highway Authority

7 Links to other projects

7.1 A primary aim of the Alton Eastern Gateway project is to improve connectivity between the station and the town centre. This is to be achieved by highlighting a clear route with signage improvement that is reinforced by a consistent palette of matching paving materials. The works are due to commence in July 2016 with completion by early 2017. The proposals for the station forecourt will, as far as practicable, seek a common approach to coordinate.

8 Constraints

8.1 As the majority of the proposals will be within land under the control of South West Trains and within Network Rail ownership, all works will need to be in accordance with their design guidance and with their agreement. South West Trains have stipulated there should be no loss of overall parking capacity.

9 Proposals

9.1 Improvements to pedestrian access via Station Road

a) Anstey Road to Waitrose

It is proposed to widen the existing footway on the south-west side of Station Road between Anstey Road and the Waitrose building to a minimum width of 2 metres. Currently the footway is intermittent, with breaks at property access points where vehicles have the right of way over pedestrians. The new footway would be continuous tarmac construction, with dropped kerbs at each entrance giving pedestrians priority over vehicles exiting or entering premises along the road.

The carriageway over this section of the road is currently 7.9 metres wide which would be reduced to 5.5 metres to allow for the increased footway width and 6 parallel parking bays, which could be compensation for the loss of any parking bays which may be lost as a result of proposals elsewhere. A 5.5 metre carriageway is sufficient width for two large vehicles to pass each other.

On the north-east side of the road there is a dished channel with a 2.5 metre tarmac area behind the channel which is currently used for private parking. South West trains are currently investigating leasing arrangements for this parking, but at present it would not be feasible to construct a footway in this area. There are also level issues which would make any future footway construction difficult.

b) Crossing point adjacent to Waitrose

The footway on the south-west side of Station Road currently stops opposite the entrance to the Waitrose car park entrance at which point there is a narrow zebra crossing to the footway on the north-east side which continues alongside the Waitrose building. This crossing point would be widened and highlighted with a coloured surface on the carriageway.

c) Waitrose to the station forecourt

Continuing the 5.5 metre carriageway through this section would allow the footway to be continued on the south-west side of the road albeit at a reduced width. To achieve this it will be necessary to remove the 19 end on parking spaces outside of Waitrose although 17 parallel parking bays will be accommodated within Station Road. The footway in this location could be widened to 2 metres if it was possible to move the existing fence line back into the adjacent land, which is within Network Rail ownership. The footway would continue around the edge of the revised car park layout connecting to a new table crossing to the station building. This would provide a continuous footway from Anstey Road to the Station Forecourt along the north- west side of Station Road. On the north-east side of Station Road a footway could be constructed adjacent to the café to provide a pedestrian link from the access road to the additional parking to the station forecourt. This would be subject to any lease agreements with South West Trains and the café.

9.2 Improvements to Pedestrian access from Paper Mill Lane

At present pedestrian access from Paper Mill Lane is either by a narrow footway or by steps which are not to current standards.

a) Improvements to the footway The footway would be widened to 2.5 metres and surfaced with buff coloured Saxon paving slabs with conservation kerbs. This would continue the theme from the Eastern Gateway scheme and thus have a continuous route of the same materials between the Station and the town centre. To achieve the widening it will be necessary to remove 6 parking spaces which are currently located adjacent to the footway. This footway would be a shared footway with cyclists entering the Station from Paper Mill Lane. Cyclists exiting the station towards Paper Mill Lane would use the access road.

b) Improvements to the Steps

The steps do not comply with current standards, with steep uneven treads and a non continuous handrail. There are two options for bringing the steps in line with current standards, in both options the steps would be widened and have colour contrasted nosings and handrails. The entrance from the forecourt would be opened up to make the steps more visible. Lighting and signage would also be improved. Option 1 – to reduce the steepness of the steps they could be pulled back into the station forecourt area, which would also make them more conspicuous. This would be the preferred option. However the steps are currently within the highway verge and if they were to be partially located in the forecourt there would be the need for a land transfer between the Highway Authority and Network Rail which could be time consuming and costly.

Option 2 – To avoid any issues with land transfer the steps could be located totally within the highway verge, running parallel to Paper Mill Lane. Retaining walls would have to be constructed to retain the land behind the steps this would significantly increase the cost. Access to the steps would be slightly further from the station building than at present, the base of the steps would meet the proposed build out in Paper Mill Lane.

9.3 Forecourt Area

a) Surfacing To keep with the theme of having a continuous use of materials on the route to the town centre the use of buff Saxon paving with buff Tescina paving blocks at crossing points is proposed for the forecourt area. A buff coloured raised table would be constructed across the access road to link the car park to the station building.

b) Street Furniture

The aim is to keep the forecourt as clear of unnecessary street furniture as possible. There are two bench seats located between the car park and the station building it is not proposed that these would be replaced. Two information boards are located in the same area as the seats these would removed and replaced elsewhere within the forecourt as described in Section 9.5 of this report. The existing large wooden bollards are removed and replaced with new bollards only where they are absolutely necessary.

c) Bus shelter

The existing bus shelter is in a very poor condition and is in need of replacement. At present ownership of the bus shelter is unclear and if it is to be replaced South West Trains, Network Rail or East Hampshire District Council would need to accept responsibility for future maintenance. An alternative would be to offer the location to an advertising company such as Clear Channel, who have other advertising bus shelters in the District. If an advertising shelter was installed the company would be responsible for all future maintenance of the shelter. This option would be subject to any restrictions on advertising or existing advertising contracts which may exist with either South West Trains or Network Rail. Planning approval would also be sought for an advertising bus shelter. There are currently two bus stop poles and another bus flag fixed to a lamp post if feasible it is suggested that all the information is provided on a single bus pole.

9.4 Parking

a) Main Car Park

The proposed layout provides a clearer layout of correctly sized spaces, although with a slightly reduced capacity. It has the advantage of improved pedestrian movement around and through the car park and also includes the removal of the existing unsightly metal perimeter boundary rail. The proposal would need the four existing lighting columns and the two CCTV columns within the car park to be relocated. Drainage of the car park would also be reviewed and improved as appropriate. The two existing pay and display machines would be relocated, one by the raised table close to the entrance to the station building and one at the north-west side of the car park. This would give good access to a machine from anywhere in the car park. Longer term and subject to the outcome of franchising in 2017 South West Trains may consider a constructing a decked car park which could be made to look attractive with appropriate cladding. This would be subject to planning permission being. There is currently no firm proposal for this and no definite timeframe.

b) Disabled Parking

With the revised layout the existing four bays would be retained but relocated and

access from the bays to the station improved.

c) Short term Parking There are currently two short stay spaces at the side of the station building which are limited to 20 minutes which would be retained but accessibility improved. The existing bays adjacent to the café which are currently marked for café use only and generally under-utilised. These could be changed to 20 minute parking which would provide an additional seven short term bays but the bays would still be available for café patrons but also for people visiting the station short term. This arrangement would be subject to agreement between the café operators and Network Rail/South West Trains.

d) Drop Off

A drop of bay with capacity for two cars will be provided directly outside of the station building.

e) Taxi Parking

The existing layout provides six spaces for taxis located adjacent to the forecourt area directly outside of the station building. The proposed layout provides the same number of bays for taxis, three are located on the opposite side of the road adjacent to the new footway from station road and three remain in the same position just beyond the raised table from the car park.

f) Additional Parking

The additional parking area located behind Waitrose has 87 spaces which are under-utilised on a regular basis. Improved directional signage and pedestrian access to this area is intended to encourage greater usage. Payment for parking in this area is by pay by phone only and season tickets and daily are not valid. It is suggested that South West Trains could review this policy in order to increase usage. Increasing usage of this car park would compensate for a minor loss of parking capacity in the main car park that would directly improve means of access for cyclists and pedestrians.

g) Station Road

At present there are 19 parking spaces located adjacent to Waitrose. As detailed in Section 9.1c of this report, to allow a footway to be constructed on the west side of Station Road these end on parking bays would need to be replaced by parallel parking bays located on both sides of the road, which would provide 17 bays. The existing pay & display machine would be relocated mid-way along the road on the west side, which would give good access from all of the proposed spaces.

h) Motor Cycle Parking

There are currently two motor cycle bays, one located adjacent to the 20 minute bays by the station building and one bay in a hatched area within the car park. The proposed layout would retain the existing bay adjacent to the station building and two new bays adjacent to the disabled bays, facing the front of the station building. The two new bays would have a securing bar to which motor cycles can be locked.

i) Cycle Parking

The main cycle parking provision is within the station but it is proposed that four cycle hoops are provided within the forecourt area close to the station building for use by cyclists who only wish to visit the station short term.

9.5 Signage

There is currently a lack of signage for vehicles, cyclists and pedestrians. Clear direction signage will be provided to direct drivers to the main car park, short stay/drop off bays, disabled parking bays. Clearer signage to the additional parking area behind Waitrose could increase usage of this area which is currently underutilised. A single fingerpost sign opposite the station entrance directs pedestrians to ‘Town Centre Shopping’ and ‘Tourist Information’ this sign is faded and not clearly legible. A further sign close to the steps directs pedestrians to the Hangers Way. It is proposed that the existing signage is replaced and standardised and additional signage added to give additional direction to the town centre. Further signage is proposed to Alton College and to the ‘Writers Way’, which passes the Station along Paper Mill Lane. Pedestrian and cyclist direction signage to and from the station would be continued in the same style within the Eastern Gateway Scheme.

The two information boards which are currently located on the build out area could be relocated or replaced, one near the station building and one close to the entrance from Paper Mill Lane. There may be opportunity for an information totem to be provided by the South Downs National Park Authority for use within the forecourt area as part of the proposed improvements which it is proposed would be located adjacent to the revised steps to Paper Mill Lane. An option to enhance the route from the station to the town centre would be to have occasional paving slabs marked with a wayfinding symbol, possibly the Writers Way symbol. This would be included in the station forecourt works and replicated in the Eastern Gateway scheme.

9.6 Lighting

The existing lighting columns within the forecourt and surrounding footways are 5 metres high with conservation style posts and lanterns. It is proposed that these columns are retained but re-located where footways are to be widened. The existing columns would be renewed, refurbished and/or repainted as necessary. There is currently no lighting in the lower section of Station Road, between Anstey Road and Waitrose. Two additional lighting columns along this section of road are proposed, which would improve lighting levels. The posts and lanterns would be of the same style as the existing columns. Within the car park area there are four 8 metre high columns each with double lanterns. Any reconfiguration of the parking layout is likely to require the relocation of these columns. The existing CCTV cameras and car park pay & display machines would also need to be relocated.

9.7 Trees

a) Existing London Plane trees

The existing 4no large London Plane trees have damaged the car park surface and the cast iron trees grilles have become embedded within the base of each trunk. The proposed layout will include retention of the largest tree within a new planting bed, but the remaining three trees will be felled in order to accommodate safe pedestrian access to the station and for car park layout enhancement.

b) Landscape bank alongside Paper Mill Lane Existing vegetation within the sloping bank alongside Paper Mill Lane comprises a mixture of outgrown hedgerow species and weeds. The density of overhanging foliage is overshadowing the existing access steps, whilst the narrower section close to the vehicle access appears sparse and unattractive. The proposed layout will replace this vegetation with 5no clear stem columnar trees and low maintenance groundcover with metal railings to enhance the approach to Alton Station.

c) Proposed tree planting

The proposed plan includes new tree planting at appropriate locations to improve the appearance of Alton Station Forecourt. Tree species are to be carefully selected for appropriate size and planted into pits of sufficient size with root deflecting barrier to protect adjacent paving, kerbs and underground services.

10 Costs The table below shows the estimated costs of the proposals as set out within the report. The costs include a contingencies and design & site supervision costs.

The later is only anticipated with option 2 of the steps. b) The overall cost could be reduced by £40,000 if the car park was slurry sealed rather than resurfaced although this would provide a lesser quality surface.

11 Parking Capacity

The table below shows the existing and proposed parking capacity. Although there is a proposed reduction of 7 spaces in the main car park and 2 spaces in Station Road, the proposals will significantly enhance the forecourt area and improve accessibility for vehicles, cyclists and pedestrians. Loss of these 9 parking spaces could be mitigated by the increased usage of the additional parking area.

Four disabled parking bays are proposed, this is below the number recommended in codes of practice but is the same number as existing. Addition spaces could be provided but this would result in a reduction of standard bays. The number of 20 minute bays has been increased from 2 to 9 but would be subject to agreement between the café operators and Network Rail/South West Trains. Two drop off bays would be available with the proposed layout, the number of taxi bays would remain the same, motor cycle parking bays would increase from 2 to 3 and cycle parking would be accommodated on the forecourt area.

12 Recommendations

12.1 The proposals have been set out in the form of a masterplan which will need to be split into a number of phases to suit the available budgets. Phasing will need to be planned in a way which will deliver improvements whilst keeping the forecourt and car park operational. The scheme could effectively be broken up into three phases.

12.2 Phase 1 – would deliver the improved footway on the south-west side of Station Road as far as the existing entrance to the station car park and the improved crossing to the north-east side adjacent to the Waitrose car park entrance. Subject to agreement with the café operators and South West Trains/Network Rail the footway in front of the café could also be constructed, which would provide a direct pedestrian link to the station forecourt area. The reconstruction of the steps to option 1could also be included in this phase although this would be subject to agreement between the Highway Authority and South West Trains/Network Rail. This work could be completed with the currently available budget.

12.3 Phase 2 – would include the widening and resurfacing of the footway from Paper Mill Lane, new railings and improved planting of the embankment. To enable this work to go ahead would require the loss of the 6 parking bays which are currently located adjacent to the footway and would therefore require agreement from South West Trains. This phase could also deliver improvements to and resurfacing of the forecourt area. This work would retain the existing 6 taxi parking bays and the two 20 minute bays but would not be able to provide the drop off bays. The estimated cost of this phase is £155,000

12.4 Phase 3 – would provide the changes to the main car park, resurfacing of the access road and complete the footway on the south-west side of Station Road to give the final link to the car park. Alternatively phase 3 could accommodate a decked car park if it was decided by South West Trains or a future franchisee that this was the way forward.
