    HISTORYThe

    land

    now

    occupied

    by

    Roseburn

    Park

    used

    to

    be

    arather

    insalubrious,

    swampy

    area

    on

    the

    edge

    oftheWaterofLeith. ThiswasfilledinandleveledbytheCityCouncilin1891,butunfortunatelystill

    hasapropensityforseriousfloodingwhentheriver is inspate. Afterreclamation,thegroundwas

    leased for recreational purposes and the Edinburgh Polo Club (founded in 1880) moved there,

    stablingitsponiesatRussellRoad. In1898thecitypurchasedabouttenacresoflandadjoiningthe

    polo groundfrom the Balfourfamily of Balburnie and turned this into Roseburn Park. Sporting

    facilitiesweredevelopedincludinggolfwiththefoundingofRoseburnGolfClub in1901. Later,the

    game

    of

    rugby

    asserted

    its

    authority

    with

    the

    erection

    of

    Murrayfield

    Stadium

    in

    the

    1920s

    on

    the

    old

    pologroundandpartofthegolfcourse. Thestadiumopenedinablazeofgloryon21March1925

    withScotlandplayingEngland.

    FROMOLDMURRAYFIELDANDCORSTORPHINEROBINSHERMAN:PP7RoseburnParktakesitsnamefromaburndrainingintoCorstorphineLoch.Thelochwasoriginallya

    glaciallake,givingrisetoalargeareaofmarshland,whichwasfinallydrainedinthe17thcentury.

    Thestaff

    shelter

    and

    tool

    store

    was

    built

    circa.

    1903

    by

    the

    City

    Architects

    Department

    and

    used

    as

    a

    bothybytheparkkeepers. Thebuildingwaslaterconvertedforuseasapublictoiletin1936having

    theopenair lavatoriesroofedoverandreplacedwithWCcubiclecompartments. Thebuildinghas

    largelybeenunoccupiedinrecentyearsandhasbeenusedpredominantlyforstorage.

    Thereareanumberofcommunitydevelopmentandimprovementprojectsintheareawhichserve

    to strengthen the local connection with Roseburn Park whilst providing additional amenity for

    recreational groups. There were historically two cricket pitches formed in 1900 and the park

    continuesto

    be

    used

    extensively

    by

    sports

    groups

    including

    Murrayfield

    DAFS

    cricket

    club

    who

    use

    theadjacentRoseburnParkPavilion;keepingupthehistorictraditionofthesportinthepark.

    The Friends of Roseburn Park have recently commissioned and completed amural on the East

    elevationofthepavilionandthereareproposalsforanallweathertabletennistabletobelocated

    onthehardstanding. Thesesmall,butsignificant improvementworks inRoseburnParksuggesta

    feelingofpride intheareaandhelptocrystallisearealsenseofplace,capturingtheessenceand

    spiritofacommunitysidentitywithitssurroundingenvironment. Thistypeofinvestmentinlocus

    madebycommunitygroupssuchastheFriendsofRoseburnParkwillensuretheparkcontinuesto

    beenjoyedbylocalresidents,socialgroupsandvisitorstothearea.

    BACKGROUNDIt

    is

    proposed

    that

    the

    existing

    disused

    public

    toilet

    is

    re

    furbished

    and

    over

    hauled

    to

    revive

    its

    use

    asboth a community shelter and toilet facilitywithwheelchair access. The shelterwillbeused

    occasionally foropendaysbyFRPandtheusewillbeextendedtoothercommunitygroups,sport

    groups,scoutsandschools.

    Theshelterwillbeusedtoprepareteas/coffeesandsandwicheswhenrequiredandwillbefuture

    proofed to allowprovision for a fridge andother small cooking appliances tomeet any growing

    demandsasthefunctionanduseoftheshelterdevelopsovertime. Thismay include lightsocial/

    commercialenterprise

    for

    fundraising

    during

    open

    days.

    It is thought that the shelter couldbeused formeetingsby FRP aswell asother resident social

    groupsandassuch,adequateseatingandatableshouldbeprovided. Tomaximiseontheefficiency

    of the small space, all furniture should be dismountable and storage should be carefully

    incorporated around the roomwith the internal space being as flexible as possible tomeet any

    futureuserequirements.

    TheWorksThefollowingsummaryoftheproposedworkswillformthebasisfortherefurbishment.

    1. The additional extension (circa. 1936) to the West elevation of the building is to becompletelyremoved,leavingonlytheoriginalbuiltprotrusion.

    2. Roof tobeoverhauled and timbers treated/ replaced asnecessary, surfacewaterproofedwith

    felt

    or

    similar

    and

    then

    finished

    with

    traditional

    tiles

    to

    match

    the

    original.

    3. All redundant gutters anddownpipes tobe removed and remaining tobemade in goodworkingorder.

    4. Allexistingdividingwallstoberemoved.5. Ceilingtobetakendowntoexposeexistingtimberraftersabovemainspace.6. Existing coldwater tank to be removed andwater to be taken directly from themains

    supply.

    7. Wheelchair accessible, unisex toilet to be installed to rear of shelterwith allowance forwheelchairaccess. Toilet to includeWC,washhandbasinandallnecessarygrab rails to

    meet current DDA requirements

    12.Traditionaldetailstobepickedoutandaccentuatedwhereappropriate.13.Externaltimberandmasonrypaintfinishestomatchthosethoughttobeoriginalandofthetime. FromdiscussionswithaCECplanninghistorian, it is thought thatblackwouldbea

    suitable colour for the woodwork finish and perhaps a slightly offwhite colour for the

    renderedwalls. ThisitemisfordiscussionwithFRP.

    14.Further discussionswith LocalAuthority Building Standardsdepartment necessaryduringthe Building Warrant stage to determine the scope of works required tomeet current

    regulations. The extentsof thisupgradingworkwillbe at thediscretion of theBuilding

    Controlofficer.

    15.Theexistingconcreteslabisthoughttobesufficientforpurpose,thoughfurtherinspectionwillberequiredtoconfirmsuitabilityandwhetheranyremedialworkisrequired.

    CONDITION&DILAPIDATIONSURVEYThe

    inspection

    of

    the

    shelter

    was

    carried

    out

    on

    20

    October

    2012.

    Thisappraisalhasbeenpreparedforfeasibilitypurposesonlytoassesstheconditionofthebuilding

    withaviewtoitsrefurbishmentandusebyFRPasashelterandaccessibleWC.

    Pleasenotethatthisreportisbasedonaninspectionmadewithouttheremovalofanyfinishesand

    isbasedonavisualcheckoftheelementswherereadilyaccessible. Problemsofstructuralintegrity,

    timber infestation,fungaldecay,dampandasbestosareoutwiththescopeofthissurveyandhave

    onlybeen identified incaseswheretheyarevisuallyapparent. Afurther invasiveappraisalofthe

    buildingconditionisrequiredpriortoanyworkscommencing.

    Thebuildingisasinglestoreystructuredatingfrom1903. Itwasformerlyusedasapublictoilet,but

    isnowdisusedotherthanforstoragepurposes. Thebuildingiscurrentlysplitintotwoareasandcan

    beaccessedviadoorsontheSouth,EastandNorthelevations.

    Thebuildingisasolidbrickworkconstructionandiscladwitharoughcastrender. Thereareseveral

    areasof

    cracking

    and

    spalling

    to

    the

    render

    with

    some

    significant

    cracking

    to

    the

    brickwork

    on

    the

    Northelevation(seePhotograph4).

    Allwindowopeningshavebeenboardedupandinmostcasesrenderedoverexternally. Allexternal

    timberdoorsare inreasonableworkingconditionandcurrentlysuitable forsecuring thebuilding,

    thoughall ironmongery is inneedofupgradingand replacing. It isexpected that ifnewexternal

    doorsareinstalledthenthetimberstandardsandframingwillrequirereplacingtoensuretheyare

    plumb.

    Allexternaland internalbrickwallswerereasonablyplumbgiventheageofthestructureandfree

    fromnoticeablesettlementotherthanthecrackingtothebrickworkontheNorthelevation. This

    cracking may be as a result of inadequate propping or lintel bearing when the window was

    reconfiguredandreplacedwithadoorinthe1930s.

    Thebuilding floorconsistsofacast insituconcreteslabwhichshowssomesignsofcracking,but

    generallyappearstobeofsoundbearing(seePhotograph30).

    The roof raftersand timberceilingjoistsweregenerallydryand free fromwarping,but localised

    Mostoftheguttersanddownpipesaremissingordamagedwhichhasexacerbatedtheproblemof

    wateringress.

    All

    cast

    iron

    SVPs

    and

    downpipes

    remaining

    will

    require

    testing

    to

    ensure

    they

    are

    running free, but are generally in a reasonable condition for painting. All gutters will require

    replacing.

    Inconclusion,thebuildingisinagoodconditionstructurallyandexhibitsnosignofseveredefects.

    Anyminordefectshavebeenreferredtoabove.

    CONSIDERATIONSAlthough

    it

    may

    not

    be

    required,

    it

    is

    recommended

    that

    aformal

    planning

    application

    is

    submitted

    totheLocalAuthoritytoobtainofficialrecognitionofthebuildingschangeofuse.

    DEMOLITIONPartof the feasibility studyhasbeen to consider the implicationsof completelydemolishing the

    buildingandleavingthesitevacant. Althoughthiswouldservetopreventthebuildingfromfalling

    intofurtherdisrepairandbecomingaforgottenandpotentiallyunsaferelic inthepark, it isbyno

    meansasustainablesolutiontothematter.

    The followingworkswith theirassociatedcostswouldbe required inorder for thebuilding tobe

    demolishedandthesurroundinggroundmadegood:

    1. TherewouldbearequirementforLocalAuthorityconsent.2. Theareawouldhave tobecordonedoffandmadesafewhilst thedemolitionworks take

    place.

    3. Afulldemolitionasbestossurveywouldhavetobeundertakenandanyhazardousmaterialsdisposed

    of

    according

    to

    current

    legislation.

    4. A contractorwould require formal appointment toundertake theworks andprovide thenecessarymethodstatements.

    5. Deleteriousmaterialswouldhavetobeseparated from inertmaterials,removedfromsiteand disposed of in accordance with the current legislation for waste management

    monitoringanddisposal.

    6. Given theageof thebuilding, theLocalAuthorityArchaeologydepartmentmay requireawatchingbriefduringthedemolitionprocess.

    7. Agroundcontaminationsurveywouldhavetobeundertakenandthegroundwouldhavetobereinstatedwithsuitablemeasuresinaccordancewithcurrent legislationtomitigateany

    futureissueswithcontaminatedground.

    Theassociatedcostswiththeaboveoutlinescopeofworkswouldnotbesubstantiallylessthanthe

    cost to carryout the refurbishmentworks and theenvironmental footprint leftbehindwouldbe

    significant.

    Withthe

    removal

    of

    the

    structure,

    the

    park

    would

    lose

    the

    use

    of

    the

    building

    indefinitely;

    it

    is

    Whilstthestructure inquestion isof limitedarchitectural interest, largelydueto itstinyscale, it is

    nonethelessofsomehistoric interestbeingararesurvivorofsuchaveryutilitarianobjectfromthe

    early20th

    century.

    GivenitsuseandlocationitisalmostcertainlybytheCityArchitectsdept.possiblybyCETweedieor

    EJMacRae.

    Itsmost interestingfeature isprobably thepair ofmotif carvings over the entrance which are

    indistinctbutseemtobeofanopenfigorpomegranate.

    The

    building

    is

    unlikely

    to

    ever

    be

    listed

    but

    is

    an

    interesting

    feature

    in

    its

    context.

    Thebudgetcostforthedemolitionworkshasbeentenderedandisestimatedtobeintheregionof

    9,000+VATNEWBUILDAproposal to demolish the existingbuilding and replace itwith a newbuild structure hasbeen

    explored,butsubsequentlyruledoutforanumberofreasons. Fundamentally,thesizeandnature

    ofthe

    space

    required

    by

    Friends

    of

    Roseburn

    Park

    is

    adequately

    met

    within

    the

    footprint

    of

    the

    existingstructure. FRPhavenorequirement,noworinthefuture,foradditionalspacethatwould

    justifythesubstantialcostindevelopinganewbuilding.

    Notwithstanding the above, itwould be difficult tomake a case to the LocalAuthority Planning

    Department for demolishing the historic structure and replacing it with a building of a similar

    armature.

    CONCLUSIONGiven

    the

    current

    state

    of

    the

    building,

    the

    new

    use

    will

    help

    to

    generate

    an

    activity

    stream,

    slowly

    breathinglifebackintothebuildingwhichwillindirectlysustainitsupkeepandlongevity. Itiswell

    knownthatifabuildinghasaviablepurposewithasustainableuse,thebuildingismorelikelytobe

    properlymaintainedinthefuture. Withoutthisrefurbishmentwork,thebuildingislikelytofallinto

    afurtherstateofderelictionandbecomehazardoustoparkusers. ItwouldseemprudentthatFRP

    applyforaleaseonthebuildingandobtainfundingtoundertaketherequiredworks.

    It ismybeliefthat ifappropriatecareandattention isgiventotherefurbishmentofthishistorical

    shelteranditisreinstatedtoitsformerglory,thenitwillstandtorepresenttheaspirations,thecare

    andtheenergythathasbeen invested intheareabytheFRPcommunitygroup. Thebuildingwill

    holdthepotentialtoaccommodateanddevelopwiththegrowingneedsofthevariousgroupswho

    usetheparknowandinyearstocome.
