FCCS Program ReviewWhat is FCCS

FCCS will support Compliance Officers and other OFCCP Employee and Management staff.

FCCS will be a cloud-based solution providing electronic case, document, and records management as well as automated workflows and enhanced reporting functionality.

FCCS will be a web-based system so it will be accessible anytime, anywhere there is Internet connectivity to support telework.

FCCS is planned to be operational in the fall of 2012.

The current application is unable to fulfill OFCCP’s business mission needs. FCCS is designed to do so.

The FCCS Integrated Project Team, at the National Office, is leading the planning and implementation efforts by working with OFCCP management, Regional Offices, and Employee stakeholders. The FCCS System Integrator is currently designing the platform, and will integrate, operate, administer, and maintain the solution.

Communications & Outreach

OFCCP Intranet Site FCCS program information is posted on OFCCP’s internal website or Intranet. In addition to

general program information, all FCCS Newsletters are posted for OFCCP staff review.

Newsletters Newsletters about the FCCS program are provided to all OFCCP staff on a monthly basis. So far,

there have been five issues distributed: Issue #1 (10/03/11), Issue #2 (11/28/11), Issue #3 (12/28/11), Issue #4 (1/31/12), Issue #5 (2/29/12).

Collateral FCCS collateral was provided to all OFCCP managers who attended OFCCP’s annual manager’s

conference 8/6/11.

Mailbox An electronic mailbox was established 7/25/11 to capture and respond to OFCCP staff questions,

comments, or concerns about FCCS. This allows open, two-way communication between FCCS program and OFCCP staff.

Communications & Outreach

Functional Working Groups (December 2010 – January 2012) OFCCP national and regional office staff participated in Functional Working Groups (FWGs) for

FCCS. These FWGs conducted multiple sessions to capture OFCCP business processes, workflows, business rules and reporting requirements.

Regional Visits (February 2012) More than 350 OFCCP regional staff participated in Regional Visits by the FCCS Integrated

Project Team (IPT). The IPT visited OFCCP’s six regional offices and reviewed, discussed, and validated previously documented system requirements.

The Regional Visits included a one-half day session to provide a demonstration of the FCCS tools and a second full day session to review, discuss, and validate OFCCP business processes, workflows, and business rules as well as to capture any staff concerns or issues.

User Acceptance Testing (June – July of 2012) OFCCP staff will be invited to participate and attend what is called User Acceptance Testing

(UAT). UAT is where OFCCP staff will “test” the functionality of their new technology environment and is an opportunity for OFCCP staff testers to provide their feedback. Any OFCCP staff attending UAT will be provided test scripts and will be coached through the UAT process.

Pre-Release Training for OFCCP Full Day, on-site training with staff Hands-on training with computers and live access to the pre-production system Distribution of User Manuals, System Manuals, and Training Materials prior to full day training

Post-Release Support for OFCCP A Help Desk will be established to aide and support OFCCP staff 6:00 a.m. – 10:00 p.m. ET with

any FCCS questions or issues. On-site SME users available for hands-on questions.
