Why Look at Florida?
• 5th largest greenhouse gas emitter in nation
![Page 29: Fau collfinal](https://reader036.fdocuments.us/reader036/viewer/2022062311/58ef49dc1a28ab30318b45c3/html5/thumbnails/29.jpg)
Examples of State Action• Crist signed Executive Order 01-126 which set greenhouse
gas reduction targets for state government operations at 10% of 2005 levels by 2012, 25% by 2017, and 40% by 2025 and required greenhouse gas tracking.
• Crist signed Executive Order 01-127 to take immediate actions to reduce greenhouse gas emissions in the state with goal of reducing emissions by 80% below 1990 levels by 2050.
• Crist signed Executive Order 07-128 which created Governor’s Action Team on Energy and Climate. Published Plan in 2008.

Agency Level Work
• All state agencies focused to some extent on climate change– State inventory for lands for carbon offset– Biofuel and solar– Energy efficiency– Carbon storage– Statewide greenhouse gas inventory
![Page 33: Fau collfinal](https://reader036.fdocuments.us/reader036/viewer/2022062311/58ef49dc1a28ab30318b45c3/html5/thumbnails/33.jpg)
Problems
• Difficult for states to move forward without clarity from Federal Government on policy initiative. State is considering a local cap and trade program.
• Status quo—sort of• Election year=change
![Page 34: Fau collfinal](https://reader036.fdocuments.us/reader036/viewer/2022062311/58ef49dc1a28ab30318b45c3/html5/thumbnails/34.jpg)

How effective are local governments at achieving broad sustainability goals?
• Strong focus on environmental protection
• Moderate focus on economic development largely through special incentives and tax reductions for particular economic sectors
• Slight focus on equity, mainly through historic preservation and more obliquely through housing efforts and urban agriculture
