United Nations in Saudi Arabia

The United Nations (UN) is an international organization established on 24 October 1945 by 51 countries, currently 193, committed to maintaining international peace and security, developing friendly relations among nations and promoting social progress, better living standards and human rights.

The United Nations and its System (specialized agencies, funds and programmes) work on a broad range of fundamental issues, from sustainable development, environment and refugees protection, disaster relief, counter terrorism, disarmament and non-proliferation, to promoting democracy, human rights, gender equality and the advancement of women, governance, economic and social development and international health, expanding food production, and more, in order to achieve its goals and coordinate efforts for a safer world for this and future generations.

Saudi Arabia joined the United Nations as a Charter Member on 26 June 1945. His Majesty King Faisal signed the Charter as a Founding Member at a ceremony held in San Francisco. The United Nations in Saudi Arabia comprises of FAO, UNDP, UNHCR, UN-HABITAT, UNICEF, WHO, and the World Bank Group (World Bank and IFC). IOM is also a member of the UN Country Team.

The UN agencies plan and work together, as part of the Resident Coordinator System, to ensure the delivery of tangible results in support of the National Development Plans. The eight Millennium Development Goals (MDGs) adopted in 2000 – which range from halving extreme poverty to halting the spread of HIV/AIDS and providing universal primary education, all by the target date of 2015 – form a blueprint agreed to by all the world’s countries and all the world’s leading development institutions.

With the MDGs concluding at the end of 2015, world leaders have called for an ambitious, long-term agenda to improve people’s lives and protect the planet for future generations. This post-2015 development agenda is expected to tackle many issues, including ending poverty, improving health and education, making cities more sustainable, combating climate change, and protecting oceans and forests. The UN is working with governments, civil society and other partners to build on the momentum generated by the MDGs and carry on with an ambitious post-2015 sustainable development agenda that is expected to be adopted by UN Member States at the Special Summit on Sustainable Development in September 2015.

هــي إحــدى منظمــات الأمــم المتحــدة المتخصصــة التي تقــود الجهود الدولية للقضــاء علــى الجــوع فــي العالــم وتحقيــق الأمــن الغذائــي العالمــي. أُنشــئت فــي 16 أكتوبــر 1945 وتتلخــص أهدافهــا فــي مســاعدة البلــدان المتقدمــة والناميــة علــى حــد ســواء علــى تطويــر وتحســين الممارســات الزراعيــة، وتحقيــق الإدارة المســتدامة للغابــات ومصايــد الاســماك، كافلــة بذلــك التغذيــة الجيدة والأمــن الغذائي للجميــع وتحســين مســتوى المعيشــة للســكان فــي الــدول الأعضــاء. وتقــوم بتوفيــر المعلومــات ونشــرها وإجــراء البحــوث الفنيــة وعقــد المؤتمــرات وتقديــم الدعــم الفنــي والإنمائــي، وانضمــت المملكــة إلــى عضويــة المنظمــة فــي عــام

A specialized agency of the United Nations that leads international efforts to defeat hunger in the world and achieve the global food security. It was founded in 16 October, 1945. Its objectives are summarized in helping both the developed and developing countries to improve the sustainable agricultural practices and achieve the sustainable management of forests and fisheries, ensuring good nutrition and food security for all and improve the standard living of the inhabitants of the member countries. It provides information to be published and conducts technical researches, holds conferences and submits developmental and technical support. The Kingdom of Saudi Arabia joined FAO in 1367 H corresponding to 1948 G.

The technical cooperation between the Ministry of Agriculture in Saudi Arabia and Food and Agricultural Organization of the United Nations witnessed prominent development in more than half century, starting from the first joint cooperation in 1950G, and the continuation of agreements between the two sides till now through the Trust Fund Agreement that is agreed upon since 1981G and renewed every 5 years.

The current technical cooperation agreement, enduring for 5 years from 2011–2016 G, includes 16 developmental projects which cover six sub-programmes, are grouped into the main following themes:

The technical cooperation agreements between MoA and FAO over the past years have served to be a model for MoA to establish the infrastructure for many specialized research centers and provide the equipment and supplies to get the technical experience in different fields according to the purposes and when need arises, which resulted in establishing and developing research and agricultural training centers and provide MoA with consultations.

برنامــج الأمــم المتحــدة الإنمائــي هــو الشــبكة الإنمائيــة العالميــة للأمــم المتحــدة التــي تدعــو إلــى التنميــة المســتدامة والنمــو الاقتصــادي الشــامل للجميــع. نحــن نســاعد فــي ربــط البلــدان ببعضهــا البعــض مــن أجــل تعزيــز المعرفــة والخبــرة والمــوارد، لمســاعدة شــعوب تلــك الــدول علــى بنــاء حيــاة أفضــل. ويوجــد البرنامــج فــي أكثــر مــن 170 دولــة، نعمــل معهــا علــى إيجــاد الحلــول الخاصــة بــكل منهــا لمواجهــة تحديــات التنميــة الوطنيــة والعالميــة. مــن ضمــن مجــالات العمــل الرئيســية التــي يعنــى بهــا برنامــج الأمــم المتحــدة الإنمائــي هــي: الحكــم الرشــيد، الحــد مــن الفقــر، منــع الأزمــات والانتعــاش منهــا، الطاقــة والبيئــة، الإيــدز والصحــة

يعمــل برنامــج الأمــم المتحــدة الإنمائــي فــي المملكــة العربيــة الســعودية منــذ أكثــر مــن 48 عامــاً شــريكاً إنمائيــا للحكومــة فــي سلســلة متنوعــة مــن المشــاريع اعتماداً علــى احتياجات التــي المجــالات فــي التنمويــة المملكــة التحديــات بعــض لتلبيــة خصيصــا صممــت المطروحــة فــي خطــط التنميــة. ويعــد برنامــج المملكــة فــي الإنمائــي المتحــدة الأمــم العربيــة الســعودية شــريكاً تنمويــاً إســتراتيجياً محترفــاً. فهــو يتمتــع بعاقــات شــراكة متينــة بوصفــه المدنــي والمجتمــع الحكومــة مــع منظمــة معرفيــة قــادرة علــى الاســتفادة مــن ــز بهــا ــة التــي يتمي ــة العالمي الشــبكة الإنمائيفــي البشــرية التنميــة دعــم فــي البرنامــج

يهــدف برنامــج مســتقبل المــدن الســعودية إلــى الإســهام فــي تحقيــق عمليــة التحضــر المســتدام فــي المملكــة عبــر تنفيــذ الدراســات التحليليــة المدعومــة بالبراهيــن ووضــع الخيــارات المتنوعــة للسياســات العامــة، وبمــا يعكــس المزايــا الناشــئة عــن اعتمــاد النهــج الشــامل فــي تطويــر المــدن والمناطــق، وبحيــث يســاهم ذلــك فــي تشــجيع عمليــات التخطيــط المتكاملــة والتشــاركية وخلــق فــرص أكبــر لإنشــاء الشــراكات، ومســاعدة البلديــات فــي المــدن الصغيــرة، والمتوســطة، والكبيــرة لتحديــد خيــارات التخطيــط

United Nations Human Settlements Programme (UN-Habitat) is the UN organization concerned with cities and housing. UN-Habitat has been cooperating with Saudi Arabian Cities since the nineties in the establishment of urban observatories. It assisted them in building their base of urban indicators that help cities to monitor progress in the implementation of urban plans.

UN-Habitat cooperated with the Cities of Medina, Jeddah, Riyadh, Makkah, Hail, Jazan to support the establishment of urban observatories in cooperation with the United Nations Development Programme. During 2014 we started cooperation with the Ministry of Municipal and Rural Affairs in the future of the Saudi cities program. The future Saudi cities Programme, aims to contribute to the process of sustainable urbanization in Saudi Arabia through the implementation of analytical studies that are substantiated and the development of diverse options of public policies, and to reflect the benefits arising from the adoption of a comprehensive approach to the development of cities and regions, and so contribute to the promotion of integrated and participatory planning processes, and create opportunities for partnerships, and to help municipalities in the small cities, medium, and large to identify new and existing planning options in order to achieve sustainable future.

To achieve this, the program will work on three main objectives:

Increasing evidence-based & multi-dimensional analysis of cities using the

City Prosperity Index

Addressing urban sprawl & urban expansion in

an informed & planned manner

Strengthening institutional relations between Ministries &

partners engaged in the urban sector

Engaging & integrating the needs of all residents, and in particular youth and women’s needs as part of urban plans

Enhancing public awareness in the

Kingdom on the notion of prosperous cities and sustainable urbanization

Assessing capacity gaps and developing tailor-made capacity for stakeholders

• Assess the current status of the cities of Saudi Arabia in terms of its ability to provide sustainable urban environment;

• Analysis of legislative and institutional sit-uation of the cities of Saudi Arabia and its ability to implement its urban policies and strategies;

• Develop a detailed strategic plan and pilot projects as a road map that includes mecha-nisms and interim procedures that transform Saudi cities into urban sustainable, produc-tive, vibrant and equitable in the distribution of development, having an efficient system of urban transport that provide smooth flow of traffic and environmentally friendly, including the institutionalization of systems of urban planning. The project will build upon all former studies, surveys and plans, which have been prepared until the present time through the National Spatial Strategy and those that have been developed in order to support the glob-al urban observatories. In addition, it will rely on existing achievements and will contribute to the improve-ment of national and local capacity more in order to implement the following activities to achieve its goals:

إلــى ديارهــم.

كمــا تهتــم المفوضيــة بالنازحيــن داخليــاً وعديمــي الجنســية وتســعى المفوضيــة لإيجــاد حلــول دائمــة لهــذه الحــالات، تعمــل مكاتــب المفوضيــة شــراكةً مــع الحكومــات والمنظمــات الإقليميــة والمنظمــات الدوليــة والمنظمــات غيــر الحكوميــة كمــا تســعى للحــد مــن ــة حقــوق الإنســان ــدول والمؤسســات الأخــرى لتكويــن الظــروف المناســبة لحماي حــالات التشــرد القســري عــن طريــق تشــجيع ال

ويمثــل المكتــب الإقليمــي فــي المملكــة العربيــة الســعودية –الريــاض- الــذي يغطــي الكويــت والإمــارات العربيــة المتحــدة وقطــر والبحريــن وســلطنة عمــان. كمــا يقــوم بدعــم مكاتــب المفوضيــة فــي مدينــة أبوظبــي والكويــت.

فــي هــذا الصــدد يعمــل مكتــب المفوضيــة الإقليمــي بالتعــاون مــع شــركائها فــي الــدول الخليجيــة لتحســين طــرق حمايــة الاجئيــن والأشــخاص المعنييــن مــن خــال نشــر مســتوى الوعــي عــن نشــاطات المفوضيــة وبرامجهــا، كمــا يركــز علــى تعزيــز القــدرات مــع الجهــات المتعاونــة المحليــة والإقليميــة لاســتجابة لحــالات الطــوارئ المتعلقــة بالاجئيــن لدعــم مشــاريع المفوضيــة فــي جميــع أنحــاء العالــم. ستســتمر المفوضيــة ببنــاء وتوطيــد العاقــة مــع الشــركاء الاســتراتجيين، كمــا ســتقوم بتعزيــز آليــات التنســيق مــع

The High Commissioner for Refugees (UNHCR) is mandated by the United Nations to lead and coordinate international action for the worldwide protection of refugees and the resolution of refugee problems. UNHCR’s primary purpose is to safeguard the rights and well-being of refugees, ensuring that everyone can exercise the right to seek asylum, to find safe refuge in another state, and to return home voluntarily.

People of concern to UNHCR also include internally displaced people, and people who are stateless or whose nationality is disputed. The UNHCR seeks to find lasting solutions to these plights. The Office works in partnership with governments, regional organisations, international and non-governmental organisation and seeks to reduce situations of forced displacement by encouraging States and other institutions to create conditions which are conducive to the protection of human rights and the peaceful resolution of disputes.

The High Commissioner for Refugees is represented in the Kingdom of Saudi Arabia by a Regional Office, whose mandate covers Saudi Arabia, Kuwait, the UAE, Qatar, Bahrain and Oman. The Regional Office is supported by Liaison Offices in Abu Dhabi and Kuwait City.

In this context, the UNHCR Regional Representation works in cooperation with its partners in these six Gulf countries to improve the protection of refugees and other people of concern by raising awareness of UNHCR and its mandate, building the capacity of local and regional actors to respond to refugee emergencies, and raising funds to support UNHCR’s operations around the world. The Regional Representation will continue to build and strengthen partnerships, and enhance coordination and cooperation with Gulf actors to expand the protection space and increase support to new and protracted displacement emergencies both in the region and worldwide.

إدارة البنــك الدولــي بــدول الخليــج هــي الرابــط الرئيســي بيــن البنــك الدولــي ودول مجلــس التعــاون لــدول الخليــج الســتة وهــي البحريــن والكويــت وعمــان وقطــر والمملكــة العربيــة الســعودية والإمــارات العربيــة المتحــدة. يُســهل مكتــب البنــك الدولــي بــدول الخليــج عمليــة توفيــر الخدمــات الاستشــارية التــي تســترد تكاليفهــا مــن البنــك لــدول مجلــس التعــاون لــدول الخليــج والأميــن العــام

Kingdom of Saudi Arabia: Technical Cooperation Program

The World Bank’s GCC Country Department is the principal liaison between the World Bank and the six Arab States of the Gulf Cooperation Council, namely Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. The GCC Country Department facilitates the provision of Reimbursable Advisory Services (RAS) from the Bank to the GCC countries, the GCC Secretariat General and GCC affiliated institutions.

The GCC Department is managed through three offices: a Regional Office in Riyadh, KSA, under a Country Director, a Country Office in Kuwait and a Program Unit in the World Bank HQ in Washington, D.C. The International Financial Corporation (IFC) also has a Country Office in the Kingdom and an active portfolio of support and operations.

The Reimbursable Advisory Services (RAS) Program with KSA began in 1975 under a Technical Cooperation Program (TCP) Agreement that established the World Bank office in Riyadh. As part of the program, and based on Government demand, the World Bank brings technical expertise and global knowledge to counterpart ministries/agencies to assist in addressing KSA’s development challenges.

The TCP in KSA is a demand driven program and includes Just in Time (JIT) advisory services, discrete RAS as well as multi-sectoral programmatic approaches, focused on increased policy and program implementation support.

The TCP has grown and diversified over recent years (See graph above which shows the growth in program volume by fiscal year). The Bank is now providing approximately thirty technical assistance activities in such prominent areas of public policy as employment, health, urban development, environment, transport, investment and diversification policy, and energy efficiency.

The Office of the International Finance Corporation in Saudi Arabia Riyadh covers Kuwait, Bahrain, Qatar and Oman.

Investment

The IFC has focused its efforts in the Kingdom of Saudi Arabia to a great extend in the financial sector and facilitating cross-border investment. IFC’s investments have increased significantly totaling around USD $2 billion. IFC’s cooperation with the General Authority for Civil Aviation also has a significant growth over the last decade, especially in the recent landmark Medina airport project which helped mobilize $1.2 billion. The expansion of the Medina international airport, as part of a public-private partnership, is the first of its kind in the Gulf.

The IFC’s strategy focuses mainly on:

IOM came to Saudi Arabia in 1992 after the First Gulf War, to assist in the departure of 40,000 Iraqi Refugees who were staying in the Rafha Refugee Camp. At present IOM Riyadh is assisting in the movement of migrants and refugees from Saudi Arabia and the Gulf region.

الأمــم المتحــدة هــي منظمــة دوليــة أسســها، عقــب الحــرب العالميــة الثانيــة فــي عــام 1945م، 51 بلــداً ملتزمــاً بصــون مســتويات وتحســين الاجتماعــي، التقــدم وتعزيــز الأمــم بيــن الوديــة العاقــات وتنميــة الدولييــن، والأمــن الســلم

الإنســان. وحقــوق المعيشــة

ويصــل عمــل الأمــم المتحــدة إلــى كل ركــن مــن أركان المعمــورة. وعلــى الرغــم مــن أنــه يعــرف جيــداً عــن الأمــم المتحــدة عملهــا فــي مجــالات حفــظ الســام وبنــاء الســام ومنــع النزاعــات والمســاعدة الإنســانية، إلا أن هنــاك العديــد مــن الطرائــق الأخــرى التــي تؤثــر مــن خالهــا الأمــم المتحــدة ومنظومتهــا )الــوكالات المتخصصــة والصناديــق والبرامــج( فــي حياتنــا وجعــل العالــم مكانــا افضــل. ــن والإغاثــة ــة وحمايــة الاجئي ــن التنميــة المســتدامة والبيئ ــداء م ــا الأساســية ابت فهــي تعمــل علــى نطــاق واســع مــن القضايــة وحقــوق الإنســان والحكــم الرشــيد والتنميــة الاقتصاديــة ــز الديمقراطي فــي حــالات الكــوارث ومكافحــة الإرهــاب وانتهــاء بتعزيوالاجتماعيــة والصحــة الدوليــة، وإزالــة الألغــام الأرضيــة والتوســع فــي انتــاج الأغذيــة والكثيــر غيرهــا، وذلــك فــي ســعيها مــن أجــل

تحقيــق أهدافهــا وتنســيق الجهــود مــن أجــل عالــم أكثــر أمنــاً لهــذا الجيــل والأجيــال المقبلــة.

ــاق ــع الميث ــم توقي ــخ ٢4 تشــرين الأول 1945م. ولقــد ت ــدة بتاري ــة الســعودية كعضــو فــي الأمــم المتح ــة العربي انضمــت المملككعضــو مؤســس مــن جالــة الملــك فيصــل فــي حفــل أقيــم فــي ســان فرانسيســكو للــدول المؤسســة. تضــم الأمــم المتحــدة فــي المملكــة العربيــة الســعودية عــدة وكالات وبرامــج متخصصــة وهــي منظمــة الأغذيــة والزراعــة للأمــم المتحــدة )فــاو( وبرنامــج الأمــم المتحــدة الإنمائــي والمفوضيــة الســامية للأمــم المتحــدة لشــؤون الاجئيــن وبرنامــج الأمــم المتحــدة للمســتوطنات البشــرية )الموئــل( ومنظمــة الأمــم المتحــدة للطفولــة )يونيســف( ومنظمــة الصحــة العالميــة ومجموعــة البنك الدولي ومؤسســة التمويــل الدوليــة – عضــو مجموعــة البنــك الدولــي بالإضافــة إلــى منظمــة الهجــرة الدوليــة التــي هــي أيضــاً عضــو فــي فريــق

الأمــم المتحــدة القطــري.

الجديــر بالذكــر أن وكالات الأمــم المتحــدة تخطــط وتعمــل معــاً كجــزء مــن نظــام المنســق المقيــم لضمــان تحقيــق نتائــج ملموســة فــي دعــم خطــط التنميــة الوطنيــة. وتشــكل الأهــداف الإنمائيــة الثمانيــة، والتــي تتــراوح طموحاتهــا مــن إنهــاء الفقــر المدقــع إلــى ــع دول ــام ٢015م، خطــة عمــل رئيســية لجمي ــول ع ــال بحل ــع الأطف ــي لجمي ــم الإبتدائ ــر التعلي ــدز وتوفي وقــف إنتشــار مــرض الإيالعالــم وجميــع المنظمــات العاملــة فــي مجــال العمــل التنمــوي. وقــد حشــدت هــذه الجهــات جهــوداً كبيــرة لــم يســبق لهــا مثيــل فــي الســنوات الماضيــة مــن أجــل تحقيــق هــذه الأهــداف خدمــة لســكان العالــم الأفقــر والأقــل حظــاً. ويســعى هــذا الموقــع إلــى

تبيــان هــذه الجهــود التــي تبذلهــا الأمــم المتحــدة وشــركائها مــن أجــل عالــم أفضــل للجميــع.

مــع قــدوم الختــام للأهــداف الإنمائيــة الألفيــة فــي نهايــة عــام ٢015م اقتــرح عــدة مــن قــادة العالــم أن يتــم انتــاج جــدول أعمــال طمــوح وطويــل الأمــد لتحســين حيــاة النــاس وحمايــة الأجيــال القادمــة. ومــن المتوقــع أن جــدول أعمــال التنميــة فــي مرحلــة مــا بعــد ٢015م، ســوف تكــون لمعالجــة العديــد مــن القضايــا بمــا فــي ذلــك القضــاء علــى الفقــر وتحســين الصحــة والتعليــم وجعــل المــدن أكثــر اســتدامة ومكافحــة تغيــر المنــاخ وحمايــة المحيطــات والغابــات. وتعمــل الأمــم المتحــدة مــع الحكومــات والمجتمــع المدنــي والشــركاء الآخريــن للبنــاء علــى الزخــم الــذي ولدتــه الأهــداف الإنمائيــة الألفيــة والاســتمرار فــي جــدول أعمــال التنميــة المســتدامة الطمــوح فــي مرحلــة مــا بعــد ٢015م الــذي مــن المتوقــع أن يتــم اعتمــاده مــن قبــل دول الأعضــاء فــي الأمــم المتحــدة فــي القمــة

الخاصــة للتنميــة المســتدامة فــي ســبتمبر عــام ٢015م.
